பசுமை நோபல் விருது 2024 / GREEN NOBEL PRIZE 2024: ஸ்பெயினின் மர்ஷியாவை சேர்ந்த சட்டப் பேராசிரியர் தெரேசா விசெண்டேவுக்கு (61) 2024-ஆம் ஆண்டுக்கான ’பசுமை நோபல்’ விருது வழங்கப்பட்டுள்ளது.
ஸ்பெயினின் தென்கிழக்கு கடற்கரை நகரமான மர்ஷியாவில் சிறிய கடல் என்றழைக்கப்படும் ’மார் மெனோர்’ என்னும் உப்புநீர் தடாகத்தை பாதுகாக்க தனிச் சட்டம் இயற்றப் போராடியதற்காக அவருக்கு உலகின் உயரிய விருதுகளில் ஒன்றாகக் கருதப்படும் ‘கிரீன் நோபல்’ (கோல்டுமேன் சுற்றுச்சூழல் பரிசு -பசுமை நோபல்) விருது வழங்கி கௌரவிக்கப்பட்டுள்ளது.
135 சதுர கி.மீ பரப்பளவில் 70 கி.மீ நீளத்திற்கு பரந்து விரிந்துள்ள ஐரோப்பாவின் மிகப்பெரிய உப்பு நீர் தடாகமான ’மார் மெனோர்’, 7 மீட்டர் ஆழம் கொண்டது. மத்திய தரைக்கடலில் இருந்து வெறும் 100 மீட்டர் தூரத்தில் இந்த தடாகம் அமைந்துள்ளது.
இந்த நிலையில், அதனைச் சுற்றியுள்ள விவசாய நிலங்களில் நவீன காலத்திற்கேற்ப புதுப்புது தொழில்நுட்பங்களுடன் வேளாண் ஏற்றுமதிக்காக அதிகளவில் பயிர்கள் பயிரிடப்பட்டுள்ளன. ஒருபுறம் வேளாண் கழிவுகள், மறுபுறம் நகரமயமாக்கலின் தாக்கம் மற்றும் அருகேயுள்ள சுரங்கப் பணிகளிலிருந்து வெளியேற்றப்படும் குப்பைகள் ஆகியவற்றால் அருகே அமைந்துள்ள இந்த தடாகத்தில் மிகப்பெரிய அளவில் பாதிப்பை ஏற்படுத்தியது.
உச்சபட்சமாக, மர்ஷியாவில் 2019இல் ஏற்பட்ட புயல் வெள்ளத்தில் அடித்துச் செல்லப்பட்ட நீர் தடாகத்தை சூழ்ந்தது. குறிப்பாக விவசாய நிலங்களில் பயன்படுத்தப்பட்ட செயற்கை வேதியியல் உரங்களும், சுரங்கத்திலிருந்து வெளியேற்றப்பட்ட பல்வேறு வேதியியல் பொருட்களும் வெள்ளத்தில் அடித்துச் செல்லப்பட்டு இந்த தடாகத்தில் கலந்து பெரும் பாதிப்பை ஏற்படுத்தியது. அதன் பாதிப்பால் தடாக நீரில் இருந்த ஆக்ஸிஜன் வெளியேற்றப்பட்டு அதில் இருந்த லட்சக்கணக்கான மீன்கள் செத்து மிதக்க ஆரம்பித்தன.

மர்ஷியா பல்கலைக்கழக சட்டத்துறை பேராசிரியரன தெரேசா, சுற்றுச்சூழல் சட்டப்பிரிவில் அதிக ஈடுபாடு கொண்டு செயலாற்றி வருபவர். 1986 காலகட்டத்திலிருந்தே சுற்றுச்சூழல் பாதுகாப்பு மற்றும் நீதிக்காக போராடி வருபவரும் கூட. ’இயற்கையின் உரிமையை மீட்டெடுக்காவிடில், மனித உரிமைகள் நீர்த்துப் போய்விடும், மனிதர்களும் இயற்கையின் ஓர் அங்கம்’ என்ற கோட்பாட்டை பின்பற்றி வாழ்பவர்.
இதையடுத்து தடாகத்தை பாதுகாக்க செயல் திட்டம் தீட்டியுள்ளார். அதன்படி, இந்த திட்டத்திற்கான சட்ட ஒப்புதல் கிடைத்தால், மனிதர்களுக்கான சட்டங்கள் இருப்பதைப் போன்றே தடாகத்தை பாதுகாக்க சட்டஉரிமை கிட்டும். இந்த நிலையில், 2020இல் தனது வரைவு மசோதாவை முதன்முறையாக ஸ்பெயின் நாடாளுமன்றத்தில் தாக்கல் செய்தார் அவர். ஆனால், இந்த மசோதாவுக்கு ஒப்புதல் கிடைக்க, ஸ்பெயினில் 5 லட்சம் பேரிடமாவது கையெழுத்து வாங்கி நாடாளுமன்றத்தில் சமர்ப்பிக்க வேண்டும் என்ற இக்கட்டான சூழல் ஏற்பட்டது.
இந்த நிலையில், கரோனா பெருந்தொற்று பரவியிருந்த காலகட்டத்திலும் கூட, பெரும்பாடுபட்டு இந்த சட்ட வரைவு மசோதாவுக்காக 6 லட்சத்துக்கும் மேற்பட்ட மக்களிடம் கையெழுத்து வாங்கியுள்ளார். 2021-ஆம் ஆண்டு நவம்பரில், 6 லட்சத்து 40 ஆயிரம் பேரிடம் கையெழுத்து வாங்கி இந்த சட்ட மசோதாவை உயிர்ப்புடன் இருக்கச் செய்த பெருமை தெரேசாவுடன் இணைந்து பணியாற்றிய ஸ்பெயினை சேர்ந்த தன்னார்வலர்களையும் சாரும். ஒரு கட்டத்தில், அவருடைய முயற்சியைப் பாராட்டி பொதுசமூகமும் அவருக்கு ஆதரவாக வரத் தொடங்கியது.
2022இல் ஸ்பெயின் நடாளுமன்றம் இந்த மசோதாவுக்கு ஒப்புதல் அளித்தது. விரைவில் சட்டமும் இயற்றப்பட்டது. ஐரோப்பாவின் மிகப்பெரிய தடாகத்தை பாதுகாக்கவும், அதில் ஏற்பட்டுள்ள பாதிப்பிலிருந்து மீட்டெடுக்கவும் இந்த சட்டம் வழிவகை செய்கிறது.

GREEN NOBEL PRIZE 2024: Law professor Teresa Vicente (61) from Marcia, Spain has been awarded the 2024 Green Nobel Prize.
He has been honored with one of the world's highest awards, the 'Green Nobel' (Goldman Environmental Prize - Green Nobel) for fighting to enact a separate law to protect the Mar Menor, a saltwater lagoon in the south-eastern coastal city of Marcia, Spain.
Mar Menor is Europe's largest saltwater lagoon, extending 70 km across an area of 135 sq km, and is 7 meters deep. The lagoon is located just 100 meters from the Mediterranean Sea.
In this situation, more crops are grown for agricultural export with modern technologies in the surrounding agricultural lands. Agricultural waste on the one hand, urbanization on the other hand and waste discharged from nearby mining operations have caused massive damage to this nearby lagoon.
At its peak, a 2019 storm surge in Marcia surrounded the lagoon. Especially synthetic chemical fertilizers used in agricultural lands and various chemicals discharged from mines were washed away by floods and mixed in this lake causing great damage. Due to its impact, oxygen in the lake water was removed and lakhs of fish in it started floating dead.
During Teresa's youth she spent many happy days at the lake which was nature's gift. In this situation, Teresa recorded that she was shocked by the horrific sight of millions of dead fish floating.
He also mentioned that the impact on him became the driving force to enact legislation to protect the lake.
Teresa is a Professor of Law at the University of Marcia and has been actively involved in the field of environmental law. Also fighting for environmental protection and justice since 1986. He lives by following the theory that 'if the rights of nature are not restored, human rights will be diluted, and human beings are also a part of nature'.
After this, he has made an action plan to protect the lake. Accordingly, if the project gets legal approval, it will have the same legal right to protect the lagoon as there are laws for humans.
In this situation, he presented his draft bill for the first time in the Spanish Parliament in 2020. But in order to get the approval of this bill, there was a dilemma in Spain where at least 5 lakh signatures had to be collected and submitted to the parliament.
In this situation, even during the Corona pandemic, he worked hard and got signatures from more than 6 lakh people for this draft bill. Credit goes to the volunteers from Spain who worked with Teresa in November 2021 to keep the bill alive by getting 640,000 signatures. At some point, the general public also started coming in support of him by appreciating his efforts.
The Spanish Parliament approved the bill in 2022. Soon the law was enacted. The law allows Europe's largest lake to be protected and restored from damage.
Teresa's group took to the streets to celebrate the first time in Europe that a law had been passed to protect a natural lagoon from human encroachment.
Teresa has created awareness around the world about the need to legislate for the protection of natural resources and water bodies. Teresa Vicente has been honored with the 'Green Nobel Prize for 2024' for her single-handed effort to achieve a huge environmental achievement for Europe.
