• பிரதான் மந்திரி சஹாஜ் பிஜிலி ஹர் கர் யோஜனா / PRADHAN MANTRI SAHAJ BIJLI HAR GHAR YOJANA: தினசரி வீட்டு வேலைகள் மற்றும் மனித வளர்ச்சியின் அனைத்து அம்சங்களிலும் மக்களின் வாழ்க்கைத் தரத்தில் மின்சாரம் அணுகுவது நிச்சயமாக நேர்மறையான தாக்கத்தை ஏற்படுத்துகிறது. 
• முதலாவதாக, மின்சாரத்தை அணுகுவது மண்ணெண்ணெய்யை விளக்கு நோக்கங்களுக்காகப் பயன்படுத்துவதற்குப் பதிலாக, உட்புற மாசுபாட்டைக் குறைப்பதன் மூலம் மக்களை சுகாதார அபாயங்களிலிருந்து காப்பாற்றும்.

திட்டத்தின் பயனாளிகள்

• பிரதான் மந்திரி சஹாஜ் பிஜிலி ஹர் கர் யோஜனா / PRADHAN MANTRI SAHAJ BIJLI HAR GHAR YOJANA: இலவச மின்சார இணைப்புகளுக்கான பயனாளிகள் சமூக பொருளாதார மற்றும் ஜாதி கணக்கெடுப்பு (SECC) 2011 தரவுகளைப் பயன்படுத்தி அடையாளம் காணப்படுவார்கள். 
• எவ்வாறாயினும், SECC தரவுகளின் கீழ் வராத மின்சாரம் இல்லாத குடும்பங்களுக்கும் செலுத்தி திட்டத்தின் கீழ் மின் இணைப்புகள் வழங்கப்படும். 
• 500 டிஸ்காம்களால் 10 தவணைகளில் மின்சாரக் கட்டணத்தின் மூலம் திரும்பப் பெறப்படும்.
• தொலைதூர மற்றும் அணுக முடியாத பகுதிகளில் உள்ள மின்சாரம் இல்லாத குடும்பங்களுக்கான பேட்டரி பேங்குடன் 200 முதல் 300 Wp வரையிலான சோலார் பவர் பேக்குகள், ஐந்து LED விளக்குகள், ஒரு DC மின்விசிறி, ஒரு DC பவர் பிளக் ஆகியவற்றை உள்ளடக்கியது. இது 5 ஆண்டுகளுக்கு பழுதுபார்ப்பு மற்றும் பராமரிப்பு (R&M) ஆகியவற்றை உள்ளடக்கியது.

செயல்படுத்தும் செயல்முறை

• பிரதான் மந்திரி சஹாஜ் பிஜிலி ஹர் கர் யோஜனா / PRADHAN MANTRI SAHAJ BIJLI HAR GHAR YOJANA: திட்டத்தை எளிதாகவும் விரைவாகவும் செயல்படுத்துவதற்கு, மொபைல் ஆப் மூலம் வீட்டுக் கணக்கெடுப்புக்கு நவீன தொழில்நுட்பம் பயன்படுத்தப்படும். 
• பயனாளிகள் அடையாளம் காணப்பட்டு, அவர்களின் மின் இணைப்புக்கான விண்ணப்பம் விண்ணப்பதாரரின் புகைப்படம் மற்றும் அடையாளச் சான்றுடன் அந்த இடத்திலேயே பதிவு செய்யப்பட வேண்டும். 
• கிராமப் பகுதிகளில் உள்ள கிராமப் பஞ்சாயத்து/பொது நிறுவனங்கள், முழுமையான ஆவணங்களுடன் விண்ணப்பப் படிவங்களைச் சேகரிக்கவும், பில்களை விநியோகிக்கவும், பஞ்சாயத்து ராஜ் நிறுவனங்கள் மற்றும் நகர்ப்புற உள்ளாட்சி அமைப்புகளுடன் கலந்தாலோசித்து வருவாய் வசூலிக்கவும் அங்கீகரிக்கப்படலாம்.
• ரூரல் எலெக்ட்ரிஃபிகேஷன் கார்ப்பரேஷன் லிமிடெட் (REC) நாடு முழுவதும் திட்டத்தை செயல்படுத்துவதற்கான நோடல் ஏஜென்சியாக இருக்கும்.

• PRADHAN MANTRI SAHAJ BIJLI HAR GHAR YOJANA: Access to electricity definitely has positive impact on quality of life of people in all aspects of daily household chores and human development. 
• Firstly , Access to electricity would substitute use of Kerosene for lighting purposes resulting in reduction in indoor pollution thereby saving people from health hazards. Further, electricity access would help in establishing efficient and modern health services in all parts of the country. 
• Lighting after the sunset also provide a sense of enhanced personal safety especially for women and increase in post sunset social as well as economic activities. 
• Availability of electricity will boost education services across all areas and quality lighting post sunset would facilitate children to spend more time on studies and move ahead further in prospective careers. Household electrification also increases the likelihood that women would study and earn income.
• Pradhan Mantri Sahaj Bijli Har Ghar Yojana –“Saubhagya” is a scheme to ensure electrification of all willing households in the country in rural as well as urban areas.

Objective

• PRADHAN MANTRI SAHAJ BIJLI HAR GHAR YOJANA: The objective of the ‘Saubhagya’ is to provide energy access to all by last mile connectivity and electricity connections to all remaining un-electrified households in rural as well as urban areas to achieve universal household electrification in the country.

Beneficiaries of the project

• PRADHAN MANTRI SAHAJ BIJLI HAR GHAR YOJANA: The beneficiaries for free electricity connections would be identified using Socio Economic and Caste Census (SECC) 2011 data. 
• However, un-electrified households not covered under the SECC data would also be provided electricity connections under the scheme on payment of Rs. 500 which shall be recovered by DISCOMs in 10 instalments through electricity bill.
• The solar power packs of 200 to 300 Wp with battery bank for un-electrified households located in remote and inaccessible areas, comprises of Five LED lights, One DC fan, One DC power plug. It also includes the Repair and Maintenance (R&M) for 5 years.

Implementation process

• PRADHAN MANTRI SAHAJ BIJLI HAR GHAR YOJANA: For easy and accelerated implementation of the Scheme, modern technology shall be used for household survey by using Mobile App. 
• Beneficiaries shall be identified and their application for electricity connection along with applicant photograph and identity proof shall be registered on spot. 
• The Gram Panchayat/Public institutions in the rural areas may be authorised to collect application forms along with complete documentation, distribute bills and collect revenue in consultation with the Panchayat Raj Institutions and Urban Local Bodies.
• The Rural Electrification Corporation Limited (REC) will remain the nodal agency for the operationalisation of the scheme throughout the country.
