• 2024 - 2025 ஆம் ஆண்டிற்கான தமிழக பட்ஜெட் / TAMILNADU BUDGET 2024 - 2025: தமிழகத்தின் வளர்ச்சிக்காக, பல்வேறு திட்ட அம்சங்கள் 2024-2025ஆம் ஆண்டிற்கான பட்ஜெட் தாக்கல் செய்யப்பட்டது. இன்று காலை 10 மணி அளவில், நிதியமைச்சர் தங்கம் தென்னரசு சட்டப்பேரவையில் பட்ஜெட் தாக்கல் செய்ய ஆரம்பித்தார். 
• சுமார் 2 மணி நேரம் 7 நிமிடங்கள் வரை தாக்கல் செய்யப்பட்ட இந்த பட்ஜெட் கூட்டத்தாெடரில் பல்வேறு சிறப்பம்சங்களும், சிறப்பு திட்டங்களும் அறிவிக்கப்பட்டுள்ளன. 
• கடந்த பிப்ரவரி 12ஆம் தேதி, தமிழக ஆளுநர் ஆர்.என்.ரவியின் உரையுடன் இந்த பட்ஜெட் கூட்டத்தொடர் தொடங்கியது. அன்றைய நாளில் அவர் முழுவதுமான தனது உரையை வாசிக்காமல் புறக்கணித்ததார் என்பது குறிப்பிடத்தக்கது.
• சமூக நீதி, கடைக்கோடித் தமிழர் நலன், உலகை வெல்லும் இளைய தமிழகம், அறிவுசார் பொருளாதாரம், மகளிர் நலன் காக்கும் சமத்துவப் பாதை, பசுமைவழிப்பயணம், தாய்த் தமிழும் தமிழர் பண்பாடும், இந்த 7 இலக்குகளை முன்வைத்தே இந்த வரவு செலவுத் திட்டம் அமையப் பெற்று இருக்கிறது' என்று சட்டப்பேரவையில் நிதிநிலை அறிக்கை தாக்கல் செய்த அமைச்சர் தங்கம் தென்னரசு கூறினார்.

ஒரு ரூபாயில் வரவு

• 2024 - 2025 ஆம் ஆண்டிற்கான தமிழக பட்ஜெட் / TAMILNADU BUDGET 2024 - 2025: இதில், மாநிலத்தின் சொந்த வரி வருவாய் மூலமாக 43.4 சதவீதமும், பொதுக்கடன் மூலமாக 32.4 சதவீதமும், மத்திய வரிகளின் பங்கு மூலமாக 11.1 சதவீதமும், மாநிலத்தின் சொந்த வரி அல்லாத வருவாய் மூலமாக 6.8 சதவீதமும், மத்திய அரசிடம் இருந்து பெறும் உதவி மானியங்கள் மூலமாக 5.2 சதவீதமும், கடன் வசூல் மற்றும் மூலதன வரவு மூலமாக 1.1 சதவீதமும் வருவாய் தமிழக அரசுக்கு கிடைக்கிறது.

ஒரு ரூபாயில் செலவு

• 2024 - 2025 ஆம் ஆண்டிற்கான தமிழக பட்ஜெட் / TAMILNADU BUDGET 2024 - 2025: அதேபோல், உதவி தொகைகள் மற்றும் மானியங்களுக்காக 32.4 சதவீதமும், சம்பளங்களுக்காக 18.7 சதவீதமும், வட்டி செலுத்துவதற்காக 14.1 சதவீதமும், மூலதன செலவாக 10.5 சதவீதமும், கடன்களை திருப்பி செலுத்துவதற்காக 9.1 சதவீதமும், ஓய்வூதியம் மற்றும் ஓய்வுகால பலன்களுக்காக 8.3 சதவீதமும், கடன் வழங்குவதற்காக 3.6 சதவீதமும், செயல்பாடுகளும் பராமரிப்புகளுக்காக 3.3 சதவீதமும் செலவாவதாக தெரிவிக்கப்பட்டுள்ளது.

சிறப்பம்சங்கள்

• 2024 - 2025 ஆம் ஆண்டிற்கான தமிழக பட்ஜெட் / TAMILNADU BUDGET 2024 - 2025: தமிழக வளர்ச்சிக்காக, இந்த ஆண்டு பட்ஜெட்டில் பல கோடிகள் செலவில் பல்வேறு திட்டப்பணிகள் தொடங்கப்பட்டுள்ளன. 
• மகளிருக்கான வளர்ச்சி திட்டம், மூன்றாம் பாலினத்தவருக்கான வளர்ச்சி திட்டம், மாணவர்கள் வளர்ச்சி திட்டம், கல்வி உதவித்தொகை, கடன் உதவித்தொகை உள்பட பல்வேறு திட்டப்பணிகள் இந்த ஆண்டு பட்ஜெட்டில் இடம் பெற்றுள்ளன. 
• அவை என்னென்ன திட்டங்கள் என்றும், அவற்றிற்காக ஒதுக்கப்பட்டுள்ள நிதி உதவிகள் குறித்தும் இங்கு பார்ப்போம். நடப்பு நிதியாண்டில், தமிழகத்தின் நிதி பற்றாக்குறை 94 ஆயிரத்து 60 கோடியாக இருக்கும் என நிதியமைச்சர் தங்கம் தென்னரசு தெரிவித்திருந்தார்.

மகளிர் வளர்ச்சிக்கான திட்டம்

• 2024 - 2025 ஆம் ஆண்டிற்கான தமிழக பட்ஜெட் / TAMILNADU BUDGET 2024 - 2025: வெளியூரில் இருந்து நகரங்களில் வந்து தங்கி வேலைக்கு செல்லும் பெண்களுக்கு குறைந்த விலையில் விடுதிகளில் தங்கிக்கொள்ளும் வகையில் 'தோழி விடுதிகள்' திட்டம் அறிமுகப்படுத்தப்பட்டிருந்தது. சென்னை, மதுரை, கோவை உள்ளிட்ட மாவட்டங்களில் இந்த திட்டம் செயல்படுத்தப்பட இருக்கிறது. இதற்காக, ரூ.26 கோடி பட்ஜெட்டில் நிதி ஒதுக்கப்பட்டுள்ளது.
• சாதாரண கட்டண பேருந்துகளில், மகளிர் இலவசமாக பயணம் செய்யும் திட்டம் கடந்த 2021ஆம் ஆண்டு அறிமுகப்படுத்தப்பட்டிருந்தது. இதற்காக தற்போதைய பட்ஜெட்டில் ரூ.3,050 கோடி வரை நிதி ஒதுக்கப்பட்டுள்ளது.
• மகளிர் உரிமைத்தொகை திட்டத்திற்காக, தற்போதைய பட்ஜெட்டில் 13,720 கோடி ரூபாய் வரை நிதி ஒதுக்கீடு செய்யப்பட்டுள்ளது.
• மகளிர் சுய உதவிக்குழுக்கள் அமைக்க, தமிழக அரசு முன்னெடுப்பு பணிகளை மேற்கொள்ள உள்ளது. இந்த திட்டத்திற்காக தற்போது ரூ.35 ஆயிரம் கோடி ரூபாய் வரை நிதி ஒதுக்கீடு செய்யப்பட்டுள்ளது.
• புதுமைப்பெண் திட்டம், இந்த ஆண்டு விரிவாக்கம் செய்யப்பட உள்ளது. இதுவரை, அரசு பள்ளியில் பயின்று கல்லூரி செல்லும் மாணவிகளுக்கு மாதம் ரூ.1,000 வழங்கப்பட்டு வந்த நிலையில், இனி அரசு உதவி பெறும் பள்ளியில் தமிழ் வழியில் பயின்று கல்லூரி செல்லும் மாணவிகளுக்கும் மாதம் ஆயிரம் ரூபாய் வழங்கப்பட உள்ளது. இந்த திட்டத்திற்காக, தற்போது ரூ.370 கோடி ரூபாய் வரை நிதி ஒதுக்கப்பட உள்ளது.
• பெண்கள், மாற்றுத் திறனாளிகள், மூன்றாம் பாலினத்தவர் ஆகிய 500க்கும் மேற்பட்டவர்களை பணியமர்த்தும் புதிய தொழில் நிறுவனங்களுக்கு ஊதிய மாணியம் வழங்கப்படும் என பட்ஜெட்டில் அறிவிக்கப்பட்டிருந்தது.
• மகளிர் இலவச பேருந்து பயணத்திட்டம் மலைப்பகுதிகள் வரை விரிவுப்படுத்தப்பட உள்ளன.

தமிழகத்தில் வரப்போகும் வளர்ச்சி திட்டங்கள்

• 2024 - 2025 ஆம் ஆண்டிற்கான தமிழக பட்ஜெட் / TAMILNADU BUDGET 2024 - 2025: திருச்சி, மதுரை, சேலம் உள்ளிட்ட இடங்களில் இருக்கும் ஆவின் தொழிற்சாலைகளில் அதிநவீன தானியங்கி இயந்திரங்கள் அமைக்கப்பட இருக்கின்றன.
• திருச்சியில் நவீன வசதிகளுடன் கூடிய சிறைச்சாலை அமைக்கப்பட உள்ளது.
• சிறு துறைமுகங்கள் துறையை மேம்படுத்த ரூ.24 ஆயிரம் கோடி வரை ஒதுக்கீடு செய்யப்பட்டுள்ளது.
• கடலூர், திண்டுக்கல், நாமக்கல், கிருஷ்ணகிரி, புதுக்கோட்டை, திருவாரூர், திருவண்ணாமலை, தூத்துக்குடி உள்ளிட்ட மாவட்டங்களில் புதிய அரசு தொழிற்பயிற்சி நிறுவனங்கள் ஏற்படுத்தப்பட உள்ளன.
• தமிழகத்தில் உள்ள பள்ளிவாசல், தேவாலயங்கள் ஆகியவற்றை புனரமைக்கும் திட்டத்திற்கு ரூ.10 கோடி வரை நிதி ஒதுக்கீடு செய்யப்படுள்ளது.
• 14 புறவழிச்சாலைகள் மற்றும் உயர்மட்ட மேம்பாலங்கள் அமைக்கப்பட உள்ளன. இதற்காக ரூ.665 கோடி வரை நிதி ஒதுக்கீடு செய்யப்பட்டுள்ளது.
• சிவகாசி நகருக்கு வெளிவட்ட சாலையும் திண்டுக்கலிற்கு புறவழிச்சாலையும் அமைக்கப்பட உள்ளது.
• சென்னை திருவான்மியூரில் இருந்து உத்தண்டி வரை நான்கு வழி உயர்மட்ட வழித்தடம் அமைக்க ஆராயப்பட உள்ளது. போக்குவரத்து நெரிசலை குறைக்க இந்த திட்டம் அறிவிக்கப்பட்டுள்ளது.
• மெரினா கடற்கரை உள்பட, மொத்தம் 8 கடற்கரைகள் மேம்படுத்தப்பட உள்ளன.
• மீன் இறங்குதளங்கள் அமைக்க மற்றும் தூண்டி வளைவுகள் அமைக்க ரூ.450 கோடி வரை நிதி ஒதுக்கீடு செய்யப்பட உள்ளது.
• 1000 ஆண்டுகள் பழமையான கோயில்களின் திருப்பணிகளுக்கு ரூ.100 கோடி வரை நிதி ஒதுக்கீடு செய்யப்பட உள்ளது.
• சிங்கார சென்னை திட்டத்திற்கு ரூ.500 கோடி வரை நிதி ஒதுக்கீடு செய்யப்பட்டுள்ளது
• சென்னை சாலைகளை விரிவுபடுத்த ரூ.300 கோடி வரை நிதி ஒதுக்கீடு செய்யப்பட்டுள்ளது.
• சென்னை கடற்கரை பகுதிகளை மேம்படுத்த ரூ.100 கோடி வரை பட்ஜெட் ஒதுக்கீடு செய்யப்பட்டுள்ளது.
• பூந்தமல்லி (அ) பூவிருந்தவல்லியில் ரூ.500 கோடி செலவில் திரைப்பட நகரம் அமைக்கப்பட உள்ளது.
• வட சென்னை பகுதியில் வளர்ச்சிப்பணிகள் மேற்கொள்ளப்பட உள்ளன. இதற்காக பட்ஜெட்டில் ரூ.1000 கோடி வரை ஒதுக்கப்பட்டுள்ளது.
• அடையாறு நதியை சீரமைக்க ரூ.1500 கோடி வரை நிதி ஒதுக்கீடு செய்யப்பட்டுள்ளது.

மேம்பாட்டு பணிகள்

• 2024 - 2025 ஆம் ஆண்டிற்கான தமிழக பட்ஜெட் / TAMILNADU BUDGET 2024 - 2025: >சுற்றுலா தளங்களான அலையாத்தி காடுகள், பவளப்பாறைகள், எண்ணூர் கழிமுகத்தை மேம்படுத்த திட்டம். இதற்காக ரூ.1,675 கோடி வரை நிதி ஒதுக்கப்பட்டுள்ளது.
• சென்னை விமான நிலையம் முதல் கிளாம்பாக்கம் மற்றும் கோயம்பேடு-ஆவடி இடையே மெட்ரோ ரயில் விரிவாக்க பணிகள். இதற்காக, ரூ,12 ஆயிரம் கோடி வரை நிதி ஒதுக்கீடு செய்யப்பட்டுள்ளது.
• சென்னை பிராட்வே பேருந்து நிலையம் மேம்படுத்தப்பட உள்ளது.
• ஒகேனக்கல் கூட்டுக்குடிநீர் திட்டத்தின் இரண்டாம் கட்டப்பணிகளுக்காக ரூ.7,890 கோடி வரை இதி ஒதுக்கீடு. இதனால், சுமார் 40 லட்சம் பேர் பயன்பெறுவர் என அறிவிப்பு.

கலைஞரின் கனவு இல்லம் திட்டம்

• 2024 - 2025 ஆம் ஆண்டிற்கான தமிழக பட்ஜெட் / TAMILNADU BUDGET 2024 - 2025: குடிசையற்ற தமிழகத்தை உருவாக்கும் நோக்கில், கலைஞரின் கனவு இல்லம் திட்டம் அறிமுகப்படுத்தப்பட உள்ளது. இந்த திட்டத்திற்காக ரூ.3,500 கோடி வரை நிதி ஒதுக்கீடு செய்யப்பட்டுள்ளது.
• >இத்திட்டத்தின் கீழ், வரும் 2030ஆம் ஆண்டிற்குள் 8 லட்சம் கான்கிரீட் வீடுகள் கட்டி முடிக்கப்படும் என அறிவிக்கப்பட்டுள்ளது. ஒரு கான்கிரீட் வீட்டிற்கு ரூ.350 லட்சம் ஒதுக்கப்படும் என தெரிவிக்கப்பட்டுள்ளது.

• 2024 - 2025 ஆம் ஆண்டிற்கான தமிழக பட்ஜெட் / TAMILNADU BUDGET 2024 - 2025: இந்தப் பட்ஜெட்டில் துறைரீதியாக நிதி ஒதுக்கீடு செய்யப்பட்ட விவரங்களை பார்க்கலாம்.
• அதில், நகராட்சி நிர்வாகம், குடிநீர் வழங்கல் துறைக்கு ரூ. 25,858 கோடி ஒதுக்கப்பட்டுள்ளது.

Highlights

• TAMILNADU BUDGET 2024 - 2025: For the development of Tamil Nadu, various projects have been started in this year's budget at a cost of crores. This year's budget includes various projects including development program for girls, development program for third gender, student development program, education scholarship, loan scholarship.

Program for Women Development

• TAMILNADU BUDGET 2024 - 2025: The 'Dodhi Inns' scheme was introduced to provide cheap hostels for women who come to cities from outside for work. This project is going to be implemented in districts including Chennai, Madurai, Coimbatore. For this, a budget of Rs.26 crore has been allocated.
• The scheme of free travel for women in normal fare buses was introduced in 2021. For this, funds up to Rs.3,050 crore have been allocated in the current budget.
• For the Women's Enfranchisement Scheme, funds have been allocated up to Rs 13,720 crore in the current budget.
• Tamil Nadu government is going to take initiative to set up women self help groups. A fund allocation of up to Rs.35 thousand crores has been made for this project.
• New girl program is to be expanded this year. So far, while the government school-going girls were given Rs.1,000 per month, from now on the government-aided school-going girls will be given Rs.1,000 per month. For this project, funds up to Rs.370 crores are currently earmarked.
• It was announced in the budget that wage subsidy will be given to new industries employing more than 500 people, namely women, differently abled and third gender.
• Women free bus travel scheme to be extended to hilly areas.

Upcoming development projects in Tamil Nadu

• TAMILNADU BUDGET 2024 - 2025: State-of-the-art automatic machines are being installed in Aa's factories located in Trichy, Madurai, Salem etc.
• A jail with modern facilities is to be set up in Trichy.
• Rs 24 thousand crores have been allocated to develop the small ports sector.
• New Government Vocational Training Institutes are being set up in districts including Cuddalore, Dindigul, Namakkal, Krishnagiri, Pudukottai, Tiruvarur, Tiruvannamalai, Thoothukudi.
• Rs 10 crore has been earmarked for the project to rehabilitate mosques and churches in Tamil Nadu.
• 14 bypasses and elevated flyovers to be constructed. A fund of up to Rs.665 crore has been earmarked for this purpose.
• A ring road to Sivakasi city and bypass road to Dindigul will be constructed.
• A four-lane high-level rail link from Chennai Thiruvanmiyur to Uthandi is under consideration. The project has been announced to reduce traffic congestion.
• A total of 8 beaches including Marina Beach are to be upgraded.
• Rs 450 crores to be earmarked for construction of fish landings and diversion ramps.
• Rs 100 crores to be earmarked for renovation of 1000 year old temples.
• Rs 500 crore has been earmarked for Singara Chennai project
• Rs 300 crore has been earmarked for the widening of Chennai roads.
• Rs 100 crore has been allocated in the budget for the development of the coastal areas of Chennai.
• Poontamalli (a) A film city is to be set up at Poovindavalli at a cost of Rs.500 crores.
• Development works are being carried out in North Chennai area. Up to Rs.1000 crore has been allocated in the budget for this purpose.
• Rs 1500 crore has been earmarked for rehabilitation of Adyar river.

Development Works

• TAMILNADU BUDGET 2024 - 2025: >Project for development of tourism sites like Alayati Forests, Coral Reefs, Ennore Estuary. Funds up to Rs.1,675 crore have been allocated for this purpose.
• Metro rail expansion works between Chennai Airport to Klambakkam and Koyambedu-Avadi. For this, a fund allocation of up to Rs.12 thousand crores has been made.
• Chennai Broadway Bus Stand to be upgraded.
• Allocation of up to Rs.7,890 crore for the second phase of the Okanagan Joint Water Project. It is announced that around 40 lakh people will benefit from this.

Kalaignar's Dream Home Project

• With the aim of creating a slum-free Tamil Nadu, the Kalaignar Dream House project is to be introduced. A fund allocation of up to Rs.3,500 crore has been earmarked for this project.
• Under this scheme, it has been announced that 8 lakh concrete houses will be completed by 2030. It is reported that Rs 350 lakh will be allocated for a concrete house.
