• மத்திய பள்ளிக் கல்வி & எழுத்தறிவுத் துறையின் 2023ம் ஆண்டு சாதனைகள் / 2023 ACHIEVEMENTS OF CENTRAL SCHOOL EDUCATION & LITERACY DEPARTMENT: சமக்ரசிக்ஷா எனப்படும் அனைவரையும் உள்ளடக்கிய, முழுமையான கல்வி திட்டம், பாலர் பள்ளி முதல் 12 ஆம் வகுப்பு வரையிலான பள்ளிக் கல்வித் துறைக்கான விரிவான திட்டமாகும். இது, 2017 ஆம் ஆண்டில் உருவாக்கப்பட்டது.
• இது பள்ளிக் கல்விக்கான சம வாய்ப்புகள் மற்றும் சமமான கற்றல் விளைவுகளின் அடிப்படையில் அளவிடப்பட்ட பள்ளி செயல்திறனை மேம்படுத்தும் பரந்த குறிக்கோளுடன் அனைவருக்கும் கல்வித்திட்டம், தேசிய இடைநிலைக் கல்வி திட்டம் மற்றும் ஆசிரியர் கல்வி ஆகிய மூன்று பழைய திட்டங்களை உள்ளடக்கியது. இந்தத் திட்டம் கல்விக்கான நிலையான வளர்ச்சி இலக்குக்கு இணங்க உள்ளது.
• மத்தியப் பங்கான ரூ.1,85,398.32 கோடியை உள்ளடக்கிய மொத்த நிதிச் செலவீனமான ரூ.2,94,283.04 கோடியுடன், அதாவது 2021-22 முதல் 2025-26 வரை ஐந்தாண்டு காலத்திற்கு, திருத்தப்பட்ட சமக்ரசிக்ஷா திட்டத்தைத் தொடர அரசாங்கம் ஒப்புதல் அளித்துள்ளது. தேசிய கல்விக் கொள்கை 2020ன் பரிந்துரையுடன் சமக்ரசிக்ஷா முழுமையாக இணைக்கப்பட்டுள்ளது.

• இலவச மற்றும் கட்டாயக் கல்விக்கான குழந்தைகளின் உரிமை சட்டம், 2009ஐ செயல்படுத்துவதில் மாநிலங்களுக்கு ஆதரவு
• ஆரம்பகால குழந்தைப் பருவ பராமரிப்பு மற்றும் கல்வியில் கவனம் செலுத்துதல்
• அடிப்படை எழுத்தறிவு மற்றும் எண் கணிதத்திற்கு முக்கியத்துவம்

• மத்திய பள்ளிக் கல்வி & எழுத்தறிவுத் துறையின் 2023ம் ஆண்டு சாதனைகள் / 2023 ACHIEVEMENTS OF CENTRAL SCHOOL EDUCATION & LITERACY DEPARTMENT: 36 மாநிலங்கள்/யூனியன் பிரதேசங்களில் முதலாம் வகுப்பு மாணவர்களுக்கு வித்யாபிரவேஷ் - எனும் 3 மாத விளையாட்டு அடிப்படையிலான 'பள்ளி சூழலுக்கு தயார்படுத்துதல் முறை' செயல்படுத்தப்பட்டது. 2023ல் இந்தத் திட்டத்தின்படி 8,45,128 பள்ளிகளைச் சேர்ந்த மொத்தம் 1,01,84,529 மாணவர்கள் பயன்பெற்றனர்.
• பள்ளித் தலைமையாசிரியர்கள் மற்றும் ஆசிரியர்களின் முழுமையான முன்னேற்றத்திற்கான தேசிய முன்முயற்சி (நிஷ்தா) பள்ளிக் கல்வியின் அனைத்து நிலைகளிலும் உள்ள ஆசிரியர்களை உள்ளடக்கியதாக விரிவுபடுத்தப்பட்டது. பதிவுசெய்யப்பட்ட 69751 முதன்மை பயிற்சியாளர்களில், 30 மாநிலங்கள் மற்றும் யூனியன் பிரதேசங்களில் இதுவரை 32648 பேர் சான்றிதழ் பெற்றுள்ளனர்.
• சமக்ரசிக்ஷாவின் கீழ் வழங்கப்பட்ட வித்யா ஆய்வு மையத்தை நிறுவுவதற்கான ஏற்பாடு; இதுவரை, இந்த மையம் தேசிய அளவில் என்சிஇஆர்டி, சிபிஎஸ்இ மற்றும் ஆந்திரப் பிரதேசம், அருணாச்சலப் பிரதேசம், டெல்லி, கோவா, குஜராத், இமாச்சலப் பிரதேசம், மகாராஷ்டிரா, நாகாலாந்து, ஒடிசா, பஞ்சாப், உத்தரப் பிரதேசம் & உத்தரகண்ட் ஆகிய மாநிலங்களில் அமைக்கப்பட்டுள்ளது.
• ஆசிரியர்களின் பயிற்சியை மறுபரிசீலனை செய்யும் நோக்கத்துடன், மாவட்ட கல்வி மற்றும் பயிற்சி நிறுவனங்கள் சமக்ரசிக்ஷாவின் கீழ் துடிப்பான சிறப்புமிக்க நிறுவனங்களாக உருவாக்கப்படுகின்றன. 
• நாட்டில் உள்ள அனைத்து 613 மாவட்ட கல்வி மற்றும் பயிற்சி நிறுவனங்களும் அடுத்த ஐந்து ஆண்டுகளில் ரூ.9,195 கோடியில், சமக்ர ஷிக்ஷா மூலம் படிப்படியாக சிறந்த முறைகளாக மேம்படுத்தப்படும். இந்தத் திட்டத்தின் கீழ் 2023-24 நிதியாண்டில் தோராயமாக 120 மாவட்ட கல்வி மற்றும் பயிற்சி நிறுவனங்கள் மேம்படுத்தப்பட உள்ளன.
• தேசிய சாதனை ஆய்வு 3 ஆண்டுகளுக்கு ஒருமுறை நடத்தப்பட்டு, இடைக்காலத்திலும் மதிப்பீடுகளை நடத்த மாநிலங்களைச் சென்றடையும் முயற்சி. 
• அதன்படி, 3, 6 மற்றும் 9 ஆம் வகுப்புகளில் இருந்து கற்பவர்களை உள்ளடக்கிய மாநிலக் கல்விச் சாதனை ஆய்வு நவம்பர் 2023 இல் நடத்தப்பட்டது. இந்த ஆய்வு தேசிய கல்விக் கொள்கை 2020 உடன் இணைக்கப்பட்டு நடத்தப்படும்.

Complete educational program

• 2023 ACHIEVEMENTS OF CENTRAL SCHOOL EDUCATION & LITERACY DEPARTMENT: An inclusive, holistic education program called Samakrasiksha is a comprehensive program for the school education sector from pre-school to class 12. 
• It was created in 2017 and incorporates three older programs namely Education for All, National Secondary Education Program and Teacher Education with the broad objective of improving school performance measured in terms of equal opportunities for schooling and equitable learning outcomes. The program is in line with the Sustainable Development Goal for Education.
• The government has approved the continuation of the revised Samakrasiksha scheme for a five-year period from 2021-22 to 2025-26 with a total financial outlay of Rs 2,94,283.04 crore, including a central share of Rs 1,85,398.32 crore. Samakrasiksha is fully aligned with the recommendation of National Education Policy 2020.

Main Objectives of the Scheme

• 2023 ACHIEVEMENTS OF CENTRAL SCHOOL EDUCATION & LITERACY DEPARTMENT: Support States and Union Territories in implementing National Education Policy 2020 recommendations, 
• Support States in implementing the Right of Child to Free and Compulsory Education Act, 2009 
• Focus on early childhood care and education
• Emphasis on basic literacy and numeracy
• Emphasis on holistic, integrated, inclusive and activity-based curriculum and pedagogy to impart 21st century skills among students 
• Provide quality education and improve student learning outcomes 
• Reducing social and gender gaps in school education 
• Ensuring equity and inclusion at all levels of school education
• Strengthening and development of State Councils of Educational Research and Training/State Educational Institutes and District Institutes of Education and Training as implementing agencies for teacher training
• Ensuring a safe, secure and conducive learning environment and maintaining standards in school education provision
• Promoting vocational education.

Operations carried out from January 1, 2023 to December 31, 2023

• 2023 ACHIEVEMENTS OF CENTRAL SCHOOL EDUCATION & LITERACY DEPARTMENT: 36 States/UTs implemented a 3-month game-based 'Preparation System for School Environment' called Vidyapravesh for Class I students. In 2023, a total of 1,01,84,529 students from 8,45,128 schools were benefited under this scheme.
• The National Initiative for Holistic Development of School Principals and Teachers (Nishtha) was expanded to include teachers at all levels of school education. Out of 69751 registered Master Practitioners, 32648 have been certified so far in 30 States and Union Territories.
• Provision for establishment of Vidya Study Center provided under Samakrasiksha; So far, this center has been set up at national level by NCERT, CBSE and states of Andhra Pradesh, Arunachal Pradesh, Delhi, Goa, Gujarat, Himachal Pradesh, Maharashtra, Nagaland, Odisha, Punjab, Uttar Pradesh & Uttarakhand.
• With the objective of revising the training of teachers, the District Education and Training Institutes are being developed as vibrant institutions of excellence under the Samakrasiksha. 
• All 613 district education and training institutes in the country will be gradually upgraded to better systems through Samagra Shiksha, at a cost of Rs 9,195 crore over the next five years. Approximately 120 district education and training institutes are to be upgraded in the financial year 2023-24 under this scheme.
• The National Achievement Survey is conducted every 3 years and attempts to reach out to states to conduct mid-term assessments. Accordingly, the State Academic Achievement Survey was conducted in November 2023 covering learners from classes 3, 6 and 9. The study will be conducted in conjunction with the National Education Policy 2020.
