- ஸ்டார்ட்அப் இந்தியா மூலதன நிதித் திட்டம் (SISFS) / STARTUP INDIA SEED FUND SCHEME: ஸ்டார்ட்அப் இந்தியா முன்முயற்சியானது, புதுமைகளை வளர்ப்பதற்கும், வளரும் தொழில்முனைவோருக்கு வாய்ப்புகளை வழங்குவதற்கும் நாட்டில் வலுவான ஸ்டார்ட்-அப் சூழலை உருவாக்குவதை நோக்கமாகக் கொண்டுள்ளது.
- முன்முயற்சியின் கீழ், 19 செயல் புள்ளிகள் கொண்ட செயல் திட்டம் 2016 ஜனவரியில் பிரதமரால் வெளியிடப்பட்டது.
- இந்த செயல் திட்டம் இந்தியாவில் ஸ்டார்ட்அப்களுக்கு உகந்த சுற்றுச்சூழல் அமைப்பை உருவாக்குவதற்கான ஒரு வரைபடத்தை வகுத்தது.
- ஸ்டார்ட்அப் இந்தியா முன்முயற்சியின் கீழ் உள்ள முதன்மைத் திட்டங்கள், அதாவது ஸ்டார்ட்அப்களுக்கான நிதி (எஃப்எஃப்எஸ்), எஸ்ஐஎஸ்எஃப்எஸ் மற்றும் ஸ்டார்ட்அப்களுக்கான கடன் உத்தரவாதத் திட்டம் (சிஜிஎஸ்எஸ்) ஆகியவை ஸ்டார்ட்அப்களுக்கு அவர்களின் வணிகச் சுழற்சியின் பல்வேறு கட்டங்களில் ஆதரவை வழங்குகின்றன.
- இந்த திட்டம் 2021 ஜனவரி 16 அன்று ஸ்டார்ட்அப் இந்தியா சர்வதேச உச்சி மாநாட்டில் அறிவிக்கப்பட்டது.
- தொழில் மற்றும் உள்நாட்டு வர்த்தகத்தை மேம்படுத்துவதற்கான துறை (DPIIT) 2021-22 முதல் 4 ஆண்டுகளுக்கு 945 கோடி ரூபாய், கருத்தின் ஆதாரம், முன்மாதிரி மேம்பாடு, தயாரிப்பு சோதனைகள், சந்தை நுழைவு மற்றும் வணிகமயமாக்கல் ஆகியவற்றிற்காக ஸ்டார்ட்அப்களுக்கு நிதி உதவி வழங்க வேண்டும்.

- ஸ்டார்ட்அப் இந்தியா மூலதன நிதித் திட்டம் (SISFS) / STARTUP INDIA SEED FUND SCHEME: ஸ்டார்ட்அப் இந்தியா சீட் ஃபண்ட் திட்டத்தின் ஒட்டுமொத்த செயல்பாட்டிற்கும் கண்காணிப்பிற்கும் பொறுப்பான டிபிஐஐடியால் நிபுணர்கள் ஆலோசனைக் குழு (ஈஏசி) அமைக்கப்பட்டுள்ளது.
- EAC ஆனது, விதை நிதிகளை ஒதுக்கீடு செய்வதற்கான இன்குபேட்டர்களை மதிப்பீடு செய்து தேர்ந்தெடுக்கும், முன்னேற்றத்தைக் கண்காணித்து, ஸ்டார்ட்அப் இந்தியா விதை நிதித் திட்டத்தின் நோக்கங்களை நிறைவேற்றுவதற்காக நிதியை திறம்பட பயன்படுத்துவதற்கு தேவையான அனைத்து நடவடிக்கைகளையும் எடுக்கும்.

- ஸ்டார்ட்அப் இந்தியா மூலதன நிதித் திட்டம் (SISFS) / STARTUP INDIA SEED FUND SCHEME: DPIIT (வர்த்தகம் மற்றும் தொழில்துறை அமைச்சகம்) அங்கீகரித்த ஒரு ஸ்டார்ட்அப், விண்ணப்பத்தின் போது 2 ஆண்டுகளுக்கு முன்பு இணைக்கப்படவில்லை.
- தொடக்க நிறுவனங்கள் ரூ.க்கு மேல் பெற்றிருக்கக் கூடாது. வேறு ஏதேனும் மத்திய அல்லது மாநில அரசின் திட்டத்தின் கீழ் 10 லட்சம் பண உதவி.
- சமூக தாக்கம், கழிவு மேலாண்மை, நீர் மேலாண்மை, நிதி உள்ளடக்கம், கல்வி, விவசாயம், உணவு பதப்படுத்துதல், உயிரி தொழில்நுட்பம், சுகாதாரம், ஆற்றல், இயக்கம், பாதுகாப்பு, விண்வெளி, ரயில்வே, எண்ணெய் மற்றும் எரிவாயு போன்ற துறைகளில் புதுமையான தீர்வுகளை உருவாக்கும் ஸ்டார்ட்அப்களுக்கு முன்னுரிமை அளிக்கப்படும். ஜவுளி, முதலியன
மானியங்கள் மற்றும் ஆதரவு
- ஸ்டார்ட்அப் இந்தியா மூலதன நிதித் திட்டம் (SISFS) / STARTUP INDIA SEED FUND SCHEME: இது அடுத்த 4 ஆண்டுகளில் 300 இன்குபேட்டர்கள் மூலம் 3,600 தொழில்முனைவோருக்கு ஆதரவளிக்கும்.
- மானியம் ரூ. குழுவால் தேர்ந்தெடுக்கப்படும் தகுதியான இன்குபேட்டர்களுக்கு 5 கோடி ரூபாய் வழங்கப்படும்.
- தேர்ந்தெடுக்கப்பட்ட இன்குபேட்டர்கள் ரூ. வரை மானியம் வழங்கும். 20 இலட்சம் மதிப்பிலான கருத்தின் சான்று, அல்லது முன்மாதிரி உருவாக்கம், அல்லது தொடக்க நிறுவனங்களுக்கான தயாரிப்பு சோதனைகள்.
- மாற்றத்தக்க கடனீட்டுப் பத்திரங்கள் அல்லது கடனுடன் இணைக்கப்பட்ட கருவிகள் மூலம் சந்தை நுழைவு, வணிகமயமாக்கல் அல்லது அளவை அதிகரிப்பதற்காக ஸ்டார்ட்அப்களுக்கு 50 லட்சம் வழங்கப்படும்.

- STARTUP INDIA SEED FUND SCHEME: The Startup India initiative envisages building a robust Start-up ecosystem in the country for nurturing innovation and providing opportunities to budding entrepreneurs.
- Under the Initiative, an Action Plan of 19 Action Points was unveiled by the Prime Minister in January, 2016. This Action Plan laid down a roadmap for the creation of a conducive ecosystem for Startups in India.
- The flagship schemes under Startup India initiative namely, Fund of Funds for Startups (FFS), SISFS and Credit Guarantee Scheme for Startups (CGSS) extend support to startups at various stages of their business cycle.
- The scheme was announced at Startup India International Summit on 16th January 2021.
- Department for Promotion of Industry and Internal Trade (DPIIT) approved an outlay of Rs. 945 Crore for the period of 4 years starting from 2021-22 to provide financial assistance to startups for Proof of Concept, prototype development, product trials, market entry, and commercialization.
Execution and Monitoring
- STARTUP INDIA SEED FUND SCHEME: An Experts Advisory Committee (EAC) has been constituted by DPIIT, which will be responsible for the overall execution and monitoring of the Startup India Seed Fund Scheme.
- The EAC will evaluate and select incubators for allotment of Seed Funds, monitor progress, and take all necessary measures for efficient utilization of funds towards fulfilment of objectives of Startup India Seed Fund Scheme.
Eligibility
- STARTUP INDIA SEED FUND SCHEME: A startup, recognized by DPIIT (Ministry of Commerce and Industry), incorporated not more than 2 years ago at the time of application.
- Startups should not have received more than Rs. 10 lakhs of monetary support under any other Central or State Government scheme.
- Preference would be given to startups creating innovative solutions in sectors such as social impact, waste management, water management, financial inclusion, education, agriculture, food processing, biotechnology, healthcare, energy, mobility, defence, space, railways, oil and gas, textiles, etc.
Grants and Support
- STARTUP INDIA SEED FUND SCHEME: It will support an estimated 3,600 entrepreneurs through 300 incubators in the next 4 years.
- Grants of upto Rs. 5 crores will be provided to the eligible incubators selected by the committee.
- The selected incubators will provide grants of up to Rs. 20 lakhs for validation of proof of concept, or prototype development, or product trials to startups.
- Investments of up to Rs. 50 lakhs will be provided to the startups for market entry, commercialization, or scaling up through convertible debentures or debt-linked instruments.
