• தேசிய அளவில் பத்தாம் வகுப்பு மாணவா் இடைநிற்றல் குறித்த அறிக்கை 2023 / REPORT ON DROPOUT OF 10TH CLASS STUDENTS IN INDIA 2023: தேசிய அளவில் பத்தாம் வகுப்பு பொதுத் தோ்வில் தோல்வியடைந்து இடைநிற்கும் மாணவா்களின் எண்ணிக்கை கடந்த 5 ஆண்டுகளில் கணிசமாகக் குறைந்திருப்பது தெரியவந்துள்ளது.
• 2018-19 கல்வியாண்டில் இந்த விகிதம் 28.4 சதவீதமாக இருந்த நிலையில், 2020-21-ஆம் கல்வியாண்டில் 20.6 சதவீதமாகக் குறைந்துள்ளது.
• மாநில அளவில் பத்தாம் வகுப்பில் தோல்வியடைந்து இடைநிற்கும் விகிதத்தைப் பொருத்தவரை 49.9 சதவீதத்துடன் ஒடிஸா மாநிலம் மிக மோசமான நிலையில் உள்ளது. இதற்கு அடுத்த இடத்தில் 42.1 சதவீதத்துடன் பிகாா் உள்ளது. இவை உள்பட 10 மாநிலங்களில் இந்த விகிதம் மிக மோசமாக இருப்பதும் தெரியவந்துள்ளது.
• 2022-ஆம் ஆண்டில் பத்தாம் வகுப்பு பொதுத் தோ்வில் நாடு முழுவதும் 1,89,90,809 மாணவ, மாணவிகள் பங்கேற்ற நிலையில், அவா்களில் 29,56,138 போ் தோ்ச்சி பெறவில்லை. அதாவது, பதினோறாம் வகுப்புக்கு முன்னேறாமல் இடைநின்றுள்ளனா்.
• இவா்கள் தோ்ச்சி பெற முடியாததற்கு பள்ளிக்கு முறையாகச் செல்லாதது, பள்ளியில் தரப்படும் அறிவுறுத்தல்களைப் பின்பற்றாதது, படிப்பில் ஆா்வமின்மை, கடினமான கேள்வித் தாள்கள், தரமான ஆசிரியா்கள் இல்லாதது, பெற்றோா், ஆசிரியா் மற்றும் பள்ளிகளின் போதிய ஆதரவு இல்லாதது உள்ளிட்ட பல்வேறு காரணங்கள் உள்ளன.

• தேசிய அளவில் பத்தாம் வகுப்பு மாணவா் இடைநிற்றல் குறித்த அறிக்கை 2023 / REPORT ON DROPOUT OF 10TH CLASS STUDENTS IN INDIA 2023: பத்தாம் வகுப்பு மாணவா் தோல்வி மற்றும் இடைநிற்றலைக் குறைப்பதில் அஸ்ஸாம் மாநிலம் நல்ல முன்னேற்றம் கண்டுள்ளது. இந்த மாநிலத்தில் 4 ஆண்டுகளுக்கு முன்னா் 44 சதவீதமாக இருந்த மாணவா் இடைநிற்றல் விகிதம் தற்போது 28.3 சதவீதமாகக் குறைந்துள்ளது.

• மத்திய அரசு கொண்டுவந்துள்ள ‘பி.எம்.ஸ்ரீ’ பள்ளிகள் என்ற முன்னேறும் இந்தியாவுக்கான பிரதமரின் பள்ளிகள் திட்டத்தில் தமிழகம், பிகாா், தில்லி, கேரளம், ஒடிஸா மாநிலங்கள் சேராதது தெரியவந்துள்ளது.
• அதே நேரம், இந்தத் திட்டத்தில் ஏற்கெனவே சோ்ந்துள்ள பஞ்சாப் மாநிலம், மத்திய அரசுடனான இந்த ஒப்பந்தத்தைக் கைவிட முன்மொழிந்துள்ளது.
• இந்தத் திட்டத்தை நடைமுறைப்படுத்த இதுவரை 29 மாநிலங்கள் மற்றும் யூனியன் பிரதேசங்கள் மத்திய அரசுடன் புரிந்துணா்வு ஒப்பந்தத்தில் கையொப்பமிட்டிருப்பது மக்களவையில் மத்திய கல்வித் துறை இணையமைச்சா் அன்னபூா்ணா தேவி அளித்த எழுத்துபூா்வ பதில் மூலம் தெரியவந்துள்ளது.
• தேசிய கல்விக் கொள்கை 2020-இன் முழுமையான அமசங்களை உள்ளடக்கிய இத்திட்டத்தின்கீழ், நாடு முழுவதும் 14,500 மத்திய, மாநில அரசுப் பள்ளிகள் மேம்படுத்தப்பட உள்ளன. இதற்காக அடுத்த 5 ஆண்டுகளில் ரூ.27,360 கோடி செலவிடப்படும். இதில் மத்திய அரசின் பங்காக ரூ.18,128 கோடி அளிக்கப்படும்.
• அதிக அளவிலான செய்முறைப் பயிற்சிகள் மற்றும் முழுமையான கல்வி முறை பின்பற்றப்படும். பொம்மைகள் மூலம் விளையாட்டு அடிப்படையிலான கல்வி, கேள்வி கேட்கும் முறை, கண்டுபிடிப்பு சாா்ந்த முறைகள் இத்திட்டத்தில் பயன்படுத்தப்படும்.

• REPORT ON DROPOUT OF 10TH CLASS STUDENTS IN INDIA 2023: It has been revealed that the number of students failing and dropping out of the 10th standard national examination has decreased significantly in the last 5 years.
• In the academic year 2018-19, this ratio was 28.4 percent, but in the academic year 2020-21, it decreased to 20.6 percent. At the state level, Odisha is the worst state with 49.9 per cent failure rate in class 10. Next is Bihar with 42.1 percent. In 10 states including these, this ratio is also revealed to be worst.
• In the year 2022, 1,89,90,809 students participated in the 10th class general examination across the country, out of them 29,56,138 did not get the result. That is, they have dropped out without progressing to the eleventh standard.
• There are various reasons for them not going to school properly, not following instructions given in school, lack of interest in studies, difficult question papers, lack of quality teachers, insufficient support from parents, teachers and schools.

Assam has progressed

• The state of Assam has made good progress in reducing the failure rate and dropout rate of class 10 students. The student dropout rate in this state which was 44 percent 4 years ago has reduced to 28.3 percent.
• At the same time, the state of Odisha has recorded negative status. The failure rate of class 10 students has increased from 12.8 percent four years ago to 49.9 percent.
• In this, Manipur is the state where no class 10 students drop out.
• It has been revealed that the states of Tamil Nadu, Bihar, Delhi, Kerala and Odisha are not included in the Prime Minister's schools program for a progressive India called 'PM Shree' schools brought by the central government.
• At the same time, the state of Punjab, which has already lost out on this project, has proposed to abandon this agreement with the central government.
• 29 States and Union Territories have so far signed the Memorandum of Understanding with the Central Government to implement this scheme, it has been revealed through the written reply given by Union Minister of State for Education Annapoonar Devi in the Lok Sabha.
• 14,500 central and state government schools across the country are to be upgraded under the scheme, which covers all aspects of the National Education Policy 2020. For this, Rs.27,360 crore will be spent in the next 5 years. 18,128 crores will be given as the central government's share.
• A high level of hands-on training and a thorough education system will be followed. Play based education through toys, questioning method and discovery based methods will be used in this project.
• States and Union Territories participating in this scheme must first implement the National Education Policy. Thereafter, based on the prescribed criteria, PMSree schools will be identified and eligible schools will be selected. Schools that meet the criteria will be certified through live inspections.
