வெவ்வேறு மாநிலங்களில் தளவாடங்கள் எளிதாக்குதல் (லீட்ஸ்) 2023 / LOGISTICS EASE ACROSS DIFFERENT STATE (LEADS) 2023: LEADS ஆனது 2018 இல் உலக வங்கியின் லாஜிஸ்டிக்ஸ் செயல்திறன் குறியீட்டின் அடிப்படையில் உருவாக்கப்பட்டது மற்றும் காலப்போக்கில் உருவாகியுள்ளது.
LPI முற்றிலும் புலனுணர்வு அடிப்படையிலான ஆய்வுகளை நம்பியிருந்தாலும், LEADS ஆனது புலனுணர்வு மற்றும் புறநிலை ஆகிய இரண்டையும் ஒருங்கிணைக்கிறது, இதன் மூலம் இந்த பயிற்சியின் வலிமை மற்றும் விரிவான தன்மையை அதிகரிக்கிறது.
LEADS வருடாந்திர பயிற்சியின் 5வது பதிப்பு - LEADS 2023 அறிக்கை, மாநில/UT மட்டத்தில் தளவாடச் செயல்திறனை மேம்படுத்துவதற்கான நுண்ணறிவுகளை வழங்குகிறது.
இது மாநிலங்கள் மற்றும் யூனியன் பிரதேசங்களில் பல்வேறு சீர்திருத்தங்களின் மேம்படுத்தப்பட்ட ஒட்டுமொத்த பங்குதாரர்களின் கருத்து மற்றும் தாக்கத்தை எடுத்துக்காட்டுகிறது.
இந்த அறிக்கை, முக்கிய தூண்களில் மாநிலங்களின் செயல்திறனில் சாதகமான மாற்றத்தைக் குறிக்கிறது - லாஜிஸ்டிக்ஸ் உள்கட்டமைப்பு, தளவாட சேவைகள் மற்றும் இயக்கம் மற்றும் ஒழுங்குமுறை சூழல், தகவலறிந்த முடிவெடுப்பதற்கும் விரிவான வளர்ச்சிக்கும் பிராந்திய குறிப்பிட்ட நுண்ணறிவுகளை வழங்குவதன் மூலம் மாநில/யூடி அரசாங்கங்களுக்கு அதிகாரம் அளிக்கிறது.
இந்த அறிக்கை, 36 மாநிலங்கள்/யூனியன் பிரதேசங்களில் 7,300க்கும் மேற்பட்ட பதில்களை உள்ளடக்கிய, 2023 மே மற்றும் ஜூலைக்கு இடையில் நடத்தப்பட்ட பான்-இந்தியா முதன்மைக் கணக்கெடுப்பின் அடிப்படையில் அமைந்துள்ளது.
கூடுதலாக, 750 க்கும் மேற்பட்ட பங்குதாரர் ஆலோசனைகள், தேசிய, பிராந்திய மற்றும் மாநில சங்கங்களால் எளிதாக்கப்பட்டது, இந்த விரிவான மதிப்பீட்டிற்கு குறிப்பிடத்தக்க பங்களிப்பை வழங்கியது.

LOGISTICS EASE ACROSS DIFFERENT STATE (LEADS) 2023: LEADS was conceived on the lines of Logistics Performance Index of World Bank in 2018 and has evolved over time. While the LPI relies entirely on perception-based surveys, LEADS incorporates both perception as well as objectivity thereby enhancing the robustness and comprehensiveness of this exercise.
The 5th edition of the LEADS annual exercise - LEADS 2023 report, provides insights into improvement of logistics performance at State/UT level. It highlights an enhanced overall stakeholder perception and impact of various reforms, across States and UTs.
This report, signalling a positive shift in States’ performance across the key pillars – Logistics Infrastructure, Logistics Services and Operating and Regulatory Environment, empowers the State/UT Governments by providing region specific insights for informed decision making and comprehensive growth.
This report is based on a pan-India primary survey, conducted between May and July 2023, covering over 7,300 responses across 36 States/UTs. Additionally, over 750 stakeholder consultations, facilitated by National, Regional, and State Associations, significantly contributed to this comprehensive evaluation.
