• சர்வதேச மாற்றுத்திறனாளிகள் தினம் 2023 / INTERNATIONAL DAY OF PERSONS WITH DISABILITIES 2023: 1992 முதல் ஒவ்வொரு ஆண்டும், சர்வதேச மாற்றுத்திறனாளிகள் தினம் (IDPD) ஆண்டுதோறும் டிசம்பர் 3 அன்று உலகம் முழுவதும் அனுசரிக்கப்படுகிறது. 
• ஐ.நா-அங்கீகரிக்கப்பட்ட தினமாக, அனைத்துத் துறைகளிலும் உள்ள மாற்றுத்திறனாளிகளின் உரிமைகள் மற்றும் நல்வாழ்வை மேம்படுத்த முயல்கிறது. 
• சமூகம் மற்றும் வளர்ச்சி மற்றும் அரசியல், சமூக, பொருளாதார மற்றும் கலாச்சார வாழ்க்கையின் ஒவ்வொரு அம்சத்திலும் ஊனமுற்ற நபர்களின் நிலைமை பற்றிய விழிப்புணர்வை அதிகரிக்கவும். 
• குறைபாடுகள் உள்ளவர்களை புரிந்துகொண்டு ஏற்றுக்கொள்வதற்கும் அவர்களின் சாதனைகள் மற்றும் பங்களிப்புகளை கொண்டாடுவதற்கும் இது மேலும் வலியுறுத்துகிறது.
• சர்வதேச நாட்கள் மற்றும் வாரங்கள் என்பது கவலைக்குரிய பிரச்சினைகள் குறித்து பொதுமக்களுக்கு கல்வி கற்பிப்பதற்கும், உலகளாவிய பிரச்சனைகளுக்கு தீர்வு காண அரசியல் விருப்பத்தையும் வளங்களையும் திரட்டுவதற்கும், மனிதகுலத்தின் சாதனைகளை கொண்டாடுவதற்கும் வலுப்படுத்துவதற்கும் சந்தர்ப்பங்கள் ஆகும். 
• மாற்றுத்திறனாளிகளின் உரிமைகளைப் பாதுகாப்பது, ஐக்கிய நாடுகள் சபையின் அடிப்படை மதிப்புகள் மற்றும் அடிப்படைக் கொள்கைகளை மேலும் நிலைநிறுத்துவதன் மூலம், சமூகங்களை நெருக்கமாகவும் அதன் மூலம் உலகையும் கொண்டு வருகிறது.

முக்கியத்துவம்

• சர்வதேச மாற்றுத்திறனாளிகள் தினம் 2023 / INTERNATIONAL DAY OF PERSONS WITH DISABILITIES 2023: இயலாமை என்பது SDG களின் பல்வேறு பகுதிகளிலும் குறிப்பாக கல்வி, வளர்ச்சி மற்றும் வேலைவாய்ப்பு, சமத்துவமின்மை, மனித குடியேற்றங்களின் அணுகல், அத்துடன் SDGகளின் தரவு சேகரிப்பு மற்றும் கண்காணிப்பு தொடர்பான பகுதிகளிலும் குறிப்பிடப்படுகிறது.
• ஐக்கிய நாடுகளின் பொதுச் சபை தீர்மானம் 47/3 மூலம் சர்வதேச மாற்றுத்திறனாளிகள் தினம் ஆண்டுதோறும் கடைப்பிடிக்கப்பட்டது.
• இன்று, உலக மக்கள் தொகை 7 பில்லியனுக்கும் அதிகமான மக்கள் மற்றும் ஒரு பில்லியனுக்கும் அதிகமான மக்கள், அல்லது உலக மக்கள்தொகையில் சுமார் 15 சதவீதம் பேர், ஏதோவொரு வகையான ஊனத்துடன் வாழ்கின்றனர்;
• உலக மக்கள் தொகையில் கிட்டத்தட்ட 80 சதவீத மாற்றுத்திறனாளிகள் வளரும் நாடுகளில் வாழ்கின்றனர்.
• 2011 ஆம் ஆண்டு இந்திய மக்கள் தொகை கணக்கெடுப்பின்படி, இந்தியாவில் 26.8 மில்லியன் மாற்றுத்திறனாளிகள் (PwDs) உள்ளனர், அவர்கள் மொத்த மக்கள் தொகையில் 2.21 சதவிகிதம் உள்ளனர்.
• அமைதி மற்றும் பாதுகாப்பு, மனித உரிமைகள் மற்றும் மேம்பாடு ஆகியவற்றின் மூலம் இயலாமை சேர்க்கையில் நிலையான மற்றும் மாற்றத்தக்க முன்னேற்றத்தை அடைய வேண்டிய அவசியம் உள்ளது.

• சர்வதேச மாற்றுத்திறனாளிகள் தினம் 2023 / INTERNATIONAL DAY OF PERSONS WITH DISABILITIES 2023: 1976 ஆம் ஆண்டில், ஐக்கிய நாடுகளின் பொதுச் சபை 1981 ஆம் ஆண்டை ஊனமுற்ற நபர்களின் சர்வதேச ஆண்டாக அறிவித்தது.

• சர்வதேச மாற்றுத்திறனாளிகள் தினம் 2023 / INTERNATIONAL DAY OF PERSONS WITH DISABILITIES 2023: சர்வதேச மாற்றுத்திறனாளிகள் தினம் 2023 (IDPD) தீம்: "ஊனமுற்ற நபர்களுடன் மற்றும் அவர்களால் SDG களை மீட்பதற்கும் அடைவதற்கும் ஒன்றுபட்ட செயலாகும்".
• ஊனமுற்ற நபர்களின் கண்ணியம், உரிமைகள் மற்றும் நல்வாழ்வுக்கான ஆதரவைத் திரட்டுதல் மற்றும் ஊனமுற்றோர் பிரச்சினைகளைப் பற்றிய புரிதலை மேம்படுத்துவதை நோக்கமாகக் கொண்டுள்ளது.

• INTERNATIONAL DAY OF PERSONS WITH DISABILITIES 2023: Every year since 1992, the International Day of Persons with Disabilities (IDPD) has been annually observed around the world on December 3. 
• As an UN-recognised day, it seeks to promote the rights and well-being of persons with disabilities in all spheres of society and development and to increase awareness of the situation of persons with disabilities in every aspect of political, social, economic and cultural life. 
• It further emphasizes understanding and accepting people with disabilities and celebrating their achievements and contributions
• International days and weeks are occasions to educate the public on issues of concern, mobilize political will and resources to address global problems and celebrate and reinforce the achievements of humanity. 
• Securing the rights of persons with disabilities brings societies closer and thereby the world, further upholding the fundamental values and core principles of the United Nations.  

Importance

• INTERNATIONAL DAY OF PERSONS WITH DISABILITIES 2023: The Disability is referenced in various parts of the SDGs and specifically in parts related to education, growth and employment, inequality, accessibility of human settlements, as well as data collection and monitoring of the SDGs.

History

• INTERNATIONAL DAY OF PERSONS WITH DISABILITIES 2023: In 1976, the United Nations General Assembly proclaimed 1981 as the International Year of Disabled Persons. 
• It called for a plan of action at the national, regional and international levels, with an emphasis on equalisation of opportunities, rehabilitation and prevention of disabilities.
• It promoted the right of Persons with Disabilities(PwDs) to take part fully in the life and development of their societies, enjoy living conditions equal to those of other citizens, and have an equal share in improved conditions resulting from socio-economic development.

Significance 

• INTERNATIONAL DAY OF PERSONS WITH DISABILITIES 2023: The annual observance of the International Day of Disabled Persons was proclaimed by United Nations General Assembly resolution 47/3.
• Today, the world population is over 7 billion people and more than one billion people, or approximately 15 per cent of the world’s population, live with some form of disability;
• Close to 80 per cent of the global population of persons with disabilities live in developing countries.
• According to the Census of India 2011, there are 26.8 million people with disabilities (PwDs) in India who constitute 2.21 per cent of the total population.
• There is a need for achieving sustainable and transformative progress on disability inclusion through peace and security, human rights, and development.
• It reaffirms the commitment of the United Nations to work with people with disabilities to build a sustainable, inclusive and transformative future in which everyone, including women, men, girls and boys with disabilities, can realize their potential.

International Day of Persons with Disabilities 2023 Theme

• INTERNATIONAL DAY OF PERSONS WITH DISABILITIES 2023: International Day of Persons with Disabilities 2023 Theme (IDPD) is: "United in action to rescue and achieve the SDGs for, with and by persons with disabilities".
• The observance of the Day aims to promote an understanding of disability issues and mobilize support for the dignity, rights and well-being of persons with disabilities.
