• காற்றின் தரக் குறியீடு 2023 / AIR QUALITY INDEX 2023: என்சிஆர் மற்றும் அதை ஒட்டிய பகுதிகள் சட்டம், 2021 இல் காற்றின் தர மேலாண்மை ஆணையத்தின் கீழ், 23 ஏப்ரல், 2021 தேதியிட்ட அறிவிப்பின்படி, என்சிஆர் மற்றும் என்சிஆர் மற்றும் காற்றின் தரக் குறியீட்டைச் சுற்றியுள்ள சிக்கல்களை சிறந்த ஒருங்கிணைப்பு, ஆராய்ச்சி, அடையாளம் காணல் மற்றும் தீர்க்க ஆணையம் அமைக்கப்பட்டுள்ளது. 
• 2021 ஆம் ஆண்டு தொடங்கியதில் இருந்து என்சிஆர் மற்றும் அருகிலுள்ள பகுதிகளில் காற்றுத் தர மேலாண்மைக்கான ஆணையம் (சிஏக்யூஎம்), டெல்லி-என்சிஆர் மற்றும் அருகிலுள்ள பகுதிகளில் காற்று மாசுபாட்டைத் தடுப்பதற்கும் கட்டுப்படுத்துவதற்கும் நடவடிக்கை எடுக்கிறது, 
• இது என்சிடி டெல்லியின் காற்றின் தரத்தை பாதிக்கிறது. ஏர்-ஷெட் போன்ற அணுகுமுறையை ஏற்றுக்கொண்ட ஆணையம், ஜூலை 2022ல் ஒரு நிபுணர் குழுவை அமைத்து, காற்று மாசுபாடு NCR-ஐ கட்டுப்படுத்த ஒரு விரிவான கொள்கையை வெளியிட்டுள்ளது. 
• காற்று மாசுபாட்டிற்கு பங்களிக்கும் பல்வேறு துறைகளால் பிராந்தியத்தில் காற்று மாசுபாட்டைத் தடுப்பதற்கும் கட்டுப்படுத்துவதற்கும் துறை வாரியான செயல் திட்டத்தை கொள்கை கொண்டுள்ளது. என்சிஆர் பகுதியில் காற்று மாசுபாட்டைக் கட்டுப்படுத்துவதற்கான சட்டப்பூர்வ வழிகாட்டுதல்களையும் ஆலோசனைகளையும் ஆணையம் அவ்வப்போது வெளியிட்டுள்ளது. 
• தொடக்கத்தில் இருந்து இதுவரை பஞ்சாப் மாநில அரசுகள், ஜிஎன்சிடிடி மற்றும் இப்பகுதியில் உள்ள மத்திய மற்றும் மாநில அரசுகளின் பல்வேறு அமைப்புகள் உட்பட என்சிஆர் சம்பந்தப்பட்ட பல்வேறு நிறுவனங்களுக்கு நிர்வாக உத்தரவுகளைத் தவிர, 78 வழிகாட்டுதல்களையும் 11 ஆலோசனைகளையும் ஆணையம் வெளியிட்டுள்ளது. 
• இந்த ஒருங்கிணைந்த முயற்சிகள் காரணமாக, AQI அளவில் பொதுவான முன்னேற்றங்கள் பிராந்தியத்தில் காணப்படுகின்றன.
• மத்திய மாசுக் கட்டுப்பாட்டு வாரியத்தின் (CPCB) பரிந்துரையின் பேரில் 2017 ஜனவரியில் MoEF&CC ஆல் அறிவிக்கப்பட்ட காற்று மாசு அளவுகள் திடீரென அதிகரிக்கும் சிக்கலைச் சமாளிக்க டெல்லி-NCR க்காக தரப்படுத்தப்பட்ட பதில் செயல் திட்டம் (GRAP) உருவாக்கப்பட்டது. 
• GRAP இன் கீழ் பட்டியலிடப்பட்ட செயல்களின் விரிவான மதிப்பாய்வு 2020 இல் CPCB ஆல் மேற்கொள்ளப்பட்ட நடவடிக்கைகள் மற்றும் சமீபத்திய ஆண்டுகளில் காற்றின் தரத்தில் காணப்பட்ட முன்னேற்றத்தின் அடிப்படையில் மேற்கொள்ளப்பட்டது. 
• CPCB வழங்கிய உள்ளீடுகளின் அடிப்படையில், திருத்தப்பட்ட GRAP ஆனது CAQM ஆல் வெளியிடப்பட்டது மற்றும் அதை செயல்படுத்துவதற்கான கூடுதல் வழிமுறைகள் வழங்கப்பட்டன.

காற்று மாசுபாட்டைக் கட்டுப்படுத்த எடுக்கப்பட்ட நடவடிக்கைகள்

• காற்றின் தரக் குறியீடு 2023 / AIR QUALITY INDEX 2023: CAQM டிசம்பர் 2021 முதல் CPCB அதிகாரிகளின் 40 குழுக்களை நியமித்துள்ளது, காற்று மாசுபடுத்தும் தொழிற்சாலைகள், C&D தளங்கள், டெல்லி-NCR இல் உள்ள DG செட்கள் ஆகியவற்றின் மறைநிலை ஆய்வுகளை நடத்துவதற்காக மாசுக் கட்டுப்பாட்டு நடவடிக்கைகள் மற்றும் காற்றின் பிற விதிகளுக்கு இணங்குவதைச் சரிபார்க்கவும் (P&CP) சட்டம், 1981. நவம்பர் 24, 2023 வரை மொத்தம் 16037 அலகுகள்/நிறுவனங்கள்/திட்டங்கள் ஆய்வு செய்யப்பட்டுள்ளன. 
• இந்த ஆய்வுகளின் அடிப்படையில், CAQM ஆனது 899 வழக்குகளில் மூடல் உத்தரவுகளை வெளியிட்டுள்ளது மற்றும் இவற்றில் 708 வழக்குகளில் மறுதொடக்க உத்தரவுகள் வழங்கப்பட்டுள்ளன. 
• 132 வழக்குகள் இன்னும் மூடப்படாமல் உள்ளன, மேலும் 59 இருப்பு அலகுகளின் வழக்குகள் இறுதி முடிவுக்காக மாநில மாசுக் கட்டுப்பாட்டு வாரியங்கள் (SPCBs) / டெல்லி மாசுக் கட்டுப்பாட்டுக் குழு (DPCC) க்கு மாற்றப்பட்டுள்ளன.
• CPCB ஆனது மொத்த இயந்திர சக்தி 800 kW வரையிலான டீசல் பவர் ஜெனரேட்டிங் செட் என்ஜின்களுக்கான ரெட்ரோ-ஃபிட் உமிழ்வு கட்டுப்பாட்டு சாதனங்களின் (RECD) உமிழ்வு இணக்க சோதனைக்கான அமைப்பு மற்றும் செயல்முறையை வெளியிட்டுள்ளது. 209-799 kW திறன் கொண்ட DG தொகுப்புகளுக்காக RECDகள் உருவாக்கப்பட்டுள்ளன, மேலும் RECDகளை நிறுவுவது டெல்லி-NCR இல் நடந்து வருகிறது. DG செட் உமிழ்வைக் கட்டுப்படுத்தும் பொருட்டு, CPCB ஆனது அரசாங்கத்தில் DG செட்களின் மறுசீரமைப்பு / மேம்படுத்துதல் ஆகியவற்றிற்கும் நிதியளிக்கிறது. டெல்லி-என்சிஆர் மருத்துவமனைகள் மற்றும் இது தொடர்பாக வழிகாட்டுதல்கள் வெளியிடப்பட்டுள்ளன. கூறப்பட்ட வழிகாட்டுதல்களின் கீழ், RECD மற்றும் இரட்டை எரிபொருள் கிட் நிறுவலுக்கு 100% நிதியுதவி வழங்கப்படுகிறது, அதே நேரத்தில் புதிய எரிவாயு அடிப்படையிலான ஜெனரேட்டர் செட்களை வாங்குவதற்கு 40% நிதியுதவி வழங்கப்படுகிறது.
• கட்டுமானம் மற்றும் இடிப்புத் திட்டங்களில் புகை எதிர்ப்பு துப்பாக்கிகளைப் பயன்படுத்துவதற்கான வழிகாட்டுதல்கள்/ வழிமுறைகளை CPCB வெளியிட்டுள்ளது. மேலும், கட்டுமானப் பொருட்கள் மற்றும் C&D கழிவுகளைக் கையாள்வதில் தூசி தணிப்பு நடவடிக்கைகளுக்கான வழிகாட்டுதல்களை CPCB வெளியிட்டுள்ளது.
• CPCB நெல் வைக்கோல் அடிப்படையிலான துருவல் மற்றும் உராய்வு ஆலைகளை அமைப்பதை ஊக்குவிப்பதற்காக வழிகாட்டுதல்களை வகுத்துள்ளது, அதில் ஒருமுறை நிதி உதவி வழங்கப்படுகிறது. வழிகாட்டுதல்கள் மூலம் பயன்படுத்த 50 கோடி ரூபாய் ஒதுக்கப்பட்டுள்ளது. மொத்தம் 10 ஆலைகள் (கொள்கையில் 1) இதுவரை அனுமதிக்கப்பட்டுள்ளன: பஞ்சாபில் 8, ஹரியானாவில் 1 மற்றும் உ.பி.யில் 1.
• நெல் வைக்கோல் அமைப்பதற்காக பஞ்சாப், ஹரியானா, டெல்லியின் என்சிடி மற்றும் என்சிஆர் மாவட்டங்களின் முனிசிபல் கார்ப்பரேஷன்கள், முனிசிபல் கவுன்சில்கள் மற்றும் ஜில்லா பரிஷத்களுக்கு ஒரு முறை நிதியுதவி அளிக்கப்படும் ஒரு துணை நிரலையும் CPCB வெளியிட்டுள்ளது. தகனம் செய்யும் நோக்கத்திற்காக மட்டுமே ப்ரிக்வெட்டுகளைப் பயன்படுத்துவதற்கு ப்ரிக்வெட்டிங் செடிகள்.
• மாண்புமிகு உச்ச நீதிமன்றம் மற்றும் மாண்புமிகு NGT இன் உத்தரவுகளுக்கு இணங்க டெல்லி-NCR இல் உள்ள 3256 பெட்ரோல் பம்புகளில் VRS அமைப்பை நிறுவுதல்.
• காற்று மாசுபாட்டைக் கட்டுப்படுத்துவதற்கான பல்வேறு புதிய தொழில்நுட்பங்களின் சோதனை ஆய்வு CPCB ஆல் நடத்தப்பட்டது, இவற்றில் கட்டுமானத் தளங்களில் உமிழ்வைக் கட்டுப்படுத்துவதற்கும், சாலைப் புழுதியைக் கட்டுப்படுத்துவதற்கும் தூசி அடக்கியின் போது ஊக்கமளிக்கும் முடிவுகள் காணப்பட்டன. டெல்லி-என்.சி.ஆரில் சாலை வைத்திருக்கும் மற்றும் கட்டுமான நிறுவனங்களால் தூசி அடக்கி பயன்படுத்துவதற்கான ஆலோசனைகள் வழங்கப்பட்டுள்ளன.

• AIR QUALITY INDEX 2023: A Commission has been constituted under the Commission for Air Quality Management in NCR and Adjoining Areas Act, 2021 up in accordance with the notification dated 23rd April, 2021 towards better coordination, research, identification and resolution of problems surrounding the air quality index in NCR and adjoining areas and for matters connected therewith or incidental thereto.
• The commission for Air Quality Management in NCR & Adjoining Areas (CAQM), since its inception in 2021, undertakes action for the prevention and control of Air pollution in Delhi-NCR & Adjoining Areas which impacts the air quality of the NCT Delhi. 
• The Commission adopting an air-shed like approach has issued a comprehensive policy to curb Air pollution NCR in July 2022 by constituting an expert group. 
• The policy has sector-wise action plan for prevention and control of air pollution in the region by various sectors contributing to air pollution. The Commission has also issued statutory directions and advisories for control of air pollution in NCR from time to time. 
• Since inception the Commission has so far issued 78 directions and 11 advisories, besides executive orders to various agencies concerned in the NCR including State Governments of Punjab, GNCTD, and various bodies of the Central and State Governments in the region. Due to these concerted efforts general improvements in the AQI level has been witnessed in the region.
• Graded Response Action Plan (GRAP) was formulated for Delhi-NCR to tackle the issue of sudden rise in air pollution levels which was notified by MoEF&CC in January 2017 on recommendation of Central Pollution Control Board (CPCB) for implementation. 
• A comprehensive review of actions listed under GRAP was carried out by CPCB in 2020 based on actions taken and improvement observed in air quality in recent years. Based on the inputs given by CPCB, the revised GRAP was published by CAQM and further directions were issued for its implementation.

Steps taken for control of air pollution

• AIR QUALITY INDEX 2023: The CAQM has deputed 40 teams of CPCB officers since December 2021, for conducting incognito inspections of air polluting industries, C&D sites, DG sets in Delhi-NCR to check implementation status of pollution control measures and compliance of other provisions of the Air (P&CP) Act, 1981. A total of 16037units/entities/ projects have been inspected as on November 24, 2023. Based on these inspections, CAQM has issued Closure Directions in 899 cases and out of these resumption orders have been issued in 708 cases while 132 cases are still under closure and cases of 59 balance units have been transferred to State Pollution Control Boards (SPCBs) / Delhi Pollution Control Committee (DPCC) for final decision.
• CPCB has come out with System and Procedure for Emission Compliance Testing of Retro-fit Emission Control Devices (RECD) for Diesel Power Generating Set Engines up to Gross Mechanical Power 800 kW. RECDs have been developed for DG sets of 209-799 kW capacity and installation of RECDs is in progress in Delhi-NCR. In order to control DG set emissions, CPCB is also funding retrofitment/ upgradation of DG sets in Govt. hospitals in Delhi-NCR and guidelines have been issued in this regard. Under the said guidelines, 100 % funding support is provided for RECD and dual fuel kit installation while 40% funding support is provided for procurement of new gas based Generator sets.
• CPCB has issued guidelines/ mechanism for use of anti-smog guns in Construction and Demolition projects. Also, CPCB has published guidelines for dust mitigation measures in handling construction materials and C&D waste.
• CPCB has framed guidelines for promoting setting up of paddy straw based pelletization and torrefaction plants wherein one-time financial assistance is provided to individual entities/entrepreneurs/ companies for setting up of such plants.A corpus of Rs. 50 crores has been earmarked for utilisation through the guidelines. A total of 10 plants (1 in principle) have been sanctioned so far: 8 in Punjab, 1 in Haryana and 1 in UP.
• CPCB has also issued an addendum under which one-time financial assistance is provided to Municipal Corporations, Municipal Councils and ZillaParishads of the states of Punjab, Haryana, NCT of Delhi and NCR districts of Uttar Pradesh and Rajasthan, for establishing paddy straw based briquetting plants for use of briquettes for cremation purpose only.
• Installation of VRS system at 3256 petrol pumps in Delhi-NCR in compliance with orders of Hon’ble Supreme Court and Hon’ble NGT.
• Trial study of various new technologies for control of air pollution have been got conducted by CPCB out of which encouraging results were observed in case of Dust Suppressant for control of emissions at construction sites and road dust. Advisory have been issued for use of dust suppressant by road owning and construction agencies in Delhi-NCR.
