• பஞ்சாயத்து ராஜ் அமைச்சகத்தின் 2023-ம் ஆண்டு செயல்பாடுகள் மற்றும் சாதனைகள் / 2023 Activities and Achievements of Ministry of Panchayat Raj: பஞ்சாயத்து ராஜ் அமைப்புகளை மேம்படுத்துவதற்கான முயற்சிகளை 2014-ம் ஆண்டு முதல் மத்திய அரசு தீவிரப்படுத்தியுள்ளது. 
• கிராமப்புறங்களில் பல்வேறு உள்கட்டமைப்புத் தேவைகள் மற்றும் வளர்ச்சி நடவடிக்கைகளுக்கு உதவுவதற்காக பஞ்சாயத்து ராஜ் அமைப்புகளுக்கு நிதி ஆதாரங்களை வழங்குவதில் ஒரு பெரிய முன்னேற்றம் ஏற்பட்டுள்ளது. 
• பஞ்சாயத்து ராஜ் நிறுவனங்களை வலுப்படுத்தவும், அவற்றுக்கு அதிகாரமளிக்கவும், அவை நிலையான வளர்ச்சி இலக்குகளை அடைவதற்கும் பஞ்சாயத்து ராஜ் அமைச்சகம் பல முன்முயற்சிகளை எடுத்து வருகிறது. 

அமைச்சகத்தின் சார்பில் 2023-ம் ஆண்டில் மேற்கொள்ளப்பட்ட முக்கிய நடவடிக்கைகள் மற்றும் முன்னேற்றங்களின் விவரங்கள்

• பஞ்சாயத்து ராஜ் அமைச்சகத்தின் 2023-ம் ஆண்டு செயல்பாடுகள் மற்றும் சாதனைகள் / 2023 Activities and Achievements of Ministry of Panchayat Raj: ஸ்வாமித்வா திட்டம் (கிராமங்களின் நில ஆய்வு மற்றும் கிராமப் பகுதிகளில் மேம்படுத்தப்பட்ட தொழில்நுட்பத்துடன் வரைபடம் தயாரித்தல்) 2020 ஆம் ஆண்டு ஏப்ரல் 24 ஆம் தேதி தேசிய பஞ்சாயத்து ராஜ் தினத்தன்று அறிமுகம் செய்யப்பட்டது. ஒவ்வொரு கிராமப்புற சொத்து உரிமையாளருக்கும் "உரிமைப் பதிவுகளை" வழங்குவதன் மூலம் கிராமப்புற இந்தியாவின் பொருளாதார முன்னேற்றத்துக்கான உறுதியுடன் பிரதமரால் இத்திட்டம் தொடங்கப்பட்டது.
• 2023 ஆம் ஆண்டு டிசம்பர் நிலவரப்படி, 2.89 லட்சம் கிராமங்களில் ஸ்வாமித்வா திட்டத்தில் ட்ரோன் மூலமான ஆய்வு நிறைவடைந்துள்ளது. 1.06 லட்சம் கிராமங்களில் 1.63 கோடி சொத்து அட்டைகள் தயாரிக்கப்பட்டு வழங்கப்பட்டுள்ளன.
• சிக்கிம், தமிழ்நாடு மற்றும் தெலங்கானாவில் ஒரு சில முன்னோடி கிராமங்களில் மட்டுமே இத்திட்டம் செயல்படுத்தப்பட்டுள்ளது. பீகார், ஜார்கண்ட், நாகாலாந்து, மேகாலயா மற்றும் மேற்கு வங்கம் ஆகிய மாநிலங்களில் இந்தத் திட்டம் செயல்படுத்தப்படவில்லை.
• ஸ்வாமித்வா சொத்து அட்டைகளின் வங்கித் தன்மை குறித்த வட்டமேஜை விவாதம் ஆகஸ்ட் 2023-ல் உத்தரப் பிரதேச மாநிலம் லக்னோவில் உள்ள வங்கியாளர்கள் ஊரக வளர்ச்சி நிறுவனத்தில் நடைபெற்றது.
• 2023 அக்டோபர் 15 மற்றும் 16 தேதிகளில் ஹைதராபாத்தில் உள்ள தேசிய தொலையுணர்வு மைய பயிற்சி மற்றும் ஆராய்ச்சி நிறுவனத்தில் ஒரு பயிற்சி நடைபெற்றது, அதைத் தொடர்ந்து 2023 அக்டோபர் 17 மற்றும் 19 தேதிகளில் ஹைதராபாத்தில் ஜியோஸ்மார்ட் இந்தியா மாநாடு நடைபெற்றது.
• மின் ஆளுமைக்கான தேசிய விருதுகள் 2023: 2023 அக்டோபரில் மத்தியப் பிரதேசத்தின் இந்தூரில் நிர்வாக சீர்திருத்தங்கள் துறை சார்பில் நடைபெற்ற நிகழ்ச்சியில் ஸ்வாமித்வா திட்டத்துக்கு தங்கப் பதக்கம் வழங்கப்பட்டது.
• ஆகஸ்ட் 2023-ல் கோவாவில் ஏற்பாடு செய்யப்பட்ட டிஜிடெக் மாநாட்டில் மின் ஆளுமையில் புதுமைத் தொழில்நுட்பப் பயன்பாட்டிற்கான தங்கப் பதக்கம் ஸ்வாமித்வா திட்டத்துக்கு வழங்கப்பட்டது.
• மத்தியப் பிரதேசத்தின் ரேவாவில் 2023 ஏப்ரல் 24 அன்று, தேசிய பஞ்சாயத்து ராஜ் தினத்தை முன்னிட்டு நடைபெற்ற நிகழ்ச்சியில் ஸ்வமித்வா திட்டத்தின் கீழ் உருவாக்கப்பட்ட 35 லட்சம் சொத்து அட்டைகளைப் பிரதமர் வழங்கினார்.
• இந்தியா டுடே மாநாடு 2023-ன் போது இத்திட்டத்தின் முக்கியத்துவத்தை பிரதமர் எடுத்துரைத்தார்.
• ராஷ்ட்ரிய கிராம சுயராஜ்ய இயக்கத்தின் (ஆர்.ஜி.எஸ்.ஏ) மத்திய அரசின் நிதியுதவியுடன் நடைபெற்ற 2018-19 முதல் 2021-22 வரை செயல்படுத்தப்பட்டது. இத்திட்டம் 2022-23 முதல் 2025-26 வரை மத்திய அரசின் பங்காக ரூ. 3700 கோடியுடன் செயல்படுத்துவதற்காக மறுசீரமைக்கப்பட்டுள்ளது.
• 2018-19 முதல் 2021-22 வரை, பஞ்சாயத்து ராஜ் அமைப்புகளின் தேர்ந்தெடுக்கப்பட்ட பிரதிநிதிகள் மற்றும் அவற்றின் நிர்வாகிகள் உட்பட 1.43 கோடி பேருக்கு பயிற்சிகள் வழங்கப்பட்டுள்ளன. 2022-23 ஆம் ஆண்டில், 43,36,584 பங்கேற்பாளர்களுக்கு பயிற்சி அளிக்கப்பட்டது. நடப்பாண்டில் 28.12.2023 வரை 17,96,410 பேருக்கு பயிற்சி அளிக்கப்பட்டுள்ளது.
• 2023 செப்டம்பர் 4 முதல் 5 ஆம் தேதி வரை, நடைபெற்ற பயிலரங்கில் திட்ட அடிப்படையிலான வட்டார மற்றும் மாவட்ட ஊராட்சி வளர்ச்சித் திட்டம் தயாரிப்பது குறித்த அறிக்கை வெளியிடப்பட்டது. இந்த அறிக்கையின் பரிந்துரைகளின் அடிப்படையில் மாநிலங்கள் மற்றும் யூனியன் பிரதேசங்கள் திட்ட அடிப்படையிலான வட்டார மற்றும் மாவட்ட பஞ்சாயத்து வளர்ச்சித் திட்டங்களைத் தயாரிக்க அறிவுறுத்தப்பட்டுள்ளது.
• கருப்பொருள் தேசிய பயிலரங்கு: மத்திய அமைச்சகங்கள், 30 மாநிலங்கள், யுனிசெஃப், ஐநா பெண்கள் மற்றும் பிற தன்னார்வ தொண்டு நிறுவனங்களிலிருந்து சுமார் 1400 பங்கேற்பாளர்கள் 2023 பிப்ரவரி 17 முதல் 19 வரை ஒடிசாவில் நடைபெற்ற ஊரக மகளிர் மற்றும் குழந்தைகள் முன்னேற்றம் தொடர்பான தேசியப் பயிலரங்கில் கலந்து கொண்டனர்.
• 2023 ஜூலை 6 முதல் 7 வரை கேரள மாநிலத்தில் கேரள உள்ளாட்சி நிர்வாக நிறுவனத்தில் "பஞ்சாயத்துகளின் ஐஎஸ்ஓ சான்றிதழ்" என்ற தலைப்பில் நடைபெற்ற தரம் நிர்ணயம் மற்றும் ஐஎஸ்ஓ சான்றிதழ் குறித்த இரண்டு நாள் தேசிய பயிலரங்கில் 25 மாநிலங்கள் மற்றும் யூனியன் பிரதேசங்களைச் சேர்ந்த சுமார் 100 பங்கேற்பாளர்கள் கலந்து கொண்டனர். இதன் தொடர்ச்சியாக பல்வேறு மாநிலங்களில் உள்ள ஊராட்சிகளுக்குத் தரச் சான்றிதன் மற்றும் ஐஎஸ்ஓ சான்றிதழ் பெறுவதற்கான முயற்சிகள் மேற்கொள்ளப்பட்டு வருகின்றன.

• தேசிய பஞ்சாயத்து விருதுகள் வாரக் கொண்டாட்டங்கள் (2023 ஏப்ரல் 17 – 21): குடியரசுத் தலைவர் திருமதி திரௌபதி முர்மு தேசிய ஊராட்சி விருது வாரக் கொண்டாட்டங்களைத் தொடங்கி வைத்து, 2023 ஏப்ரல் 17 அன்று புதுதில்லியில் உள்ள விஞ்ஞான் பவனில் நடைபெற்ற தேசிய மாநாட்டில் சிறப்பாகச் செயல்பட்ட ஊராட்சிகளுக்கு தேசிய ஊராட்சி விருதுகள்-2023ஐ வழங்கினார்.
• தேசிய பஞ்சாயத்து ராஜ் தினம் - 24 ஏப்ரல், 2023: இந்த ஆண்டு தேசிய பஞ்சாயத்து ராஜ் தினக் கொண்டாட்டத்தில் பிரதமர் திரு நரேந்திர மோடி கலந்து கொண்டு அனைத்து கிராம சபைகள் மற்றும் பஞ்சாயத்து ராஜ் அமைப்புகளிடையே உரையாற்றினார்.
• புதிய மற்றும் புதுப்பிக்கத்தக்க எரிசக்தி அமைச்சகத்துடன் இணைந்து, புதுப்பிக்கத்தக்க எரிசக்தியை பயன்படுத்துவதில் கவனம் செலுத்தும் அனைத்து திட்டங்களின் கீழ் கிராம ஊராட்சிகளையும் இணைக்க பஞ்சாயத்து ராஜ் அமைச்சகம் ஒத்துழைத்து செயல்படுகிறது. இதன் மூலம், வரும் ஆண்டுகளில், கிராம ஊராட்சிகள், நுகர்வோராக மட்டும் இருக்காமல், எரிசக்தியில் தன்னிறைவு பெற்று, எரிசக்தி உற்பத்தியாளர்களாக மாறும்..
• கிராம உர்ஜா ஸ்வராஜ் அபியான் திட்டத்தின் கீழ், மாநிலங்களின் புதுப்பிக்கத்தக்க எரிசக்தி மேம்பாட்டு முகமைகளின் ஆதரவுடன் கிராம ஊராட்சிகள் தங்கள் சொந்த செயலாக்க மாதிரிகளை உருவாக்கியுள்ளன. எடுத்துக்காட்டாக, தமிழ்நாட்டில் ஓடந்துறை ஊராட்சிக்கு சொந்தமாக காற்றாலை உற்பத்தி நிலையம் உள்ளது, மகாராஷ்டிராவில் உள்ள திக்கேகர்வாடி கிராம பஞ்சாயத்து, தனியார் பொதுத் துறை ஒத்துழைப்பு முறையில் உயிரிவாயு ஆலையை நிறுவியுள்ளது. பல ஊராட்சிகளில், ஊராட்சிகளுக்கு சொந்தமாக் சூரிய சக்தி தகடுகள், சூரிய சக்தி சமையலறை, சூரிய சக்தி தெருவிளக்கு, சூரிய சக்தி உயர்கோபுர விளக்கு போன்ற சூரிய சக்தி மாதிரிகள் பயன்படுத்தப்படுகின்றன.
• கிராம உர்ஜா ஸ்வராஜ் அபியான் திட்டத்தின் கீழ், இதுவரை 2,080 கிராம ஊராட்சிகள் புதுப்பிக்கத்தக்க எரிசக்தித் திட்டங்களை கொண்டு செயல்படுத்தியுள்ளன. கிட்டத்தட்ட 2020 கிராம பஞ்சாயத்துகளில் சூரிய சக்தி அமைப்புகள் நிறுவப்பட்டு அவை முழுமையாக செயல்படுகின்றன.

• 2023 Activities and Achievements of Ministry of Panchayat Raj: Since 2014, the central government has intensified its efforts to improve Panchayat Raj systems. A great stride has been made in providing financial resources to the Panchayat Raj bodies to support various infrastructural needs and developmental activities in rural areas. 
• The Ministry of Panchayat Raj is taking several initiatives to strengthen and empower the Panchayat Raj institutions so that they can achieve sustainable development goals. 

Major activities and developments undertaken by this Ministry during the year 2023

• 2023 Activities and Achievements of Ministry of Panchayat Raj: Swamitwa Scheme (Land Survey of Villages and Mapping in Rural Areas with Improved Technology) was launched on National Panchayat Raj Day on 24th April 2020. The scheme was launched by the Prime Minister with a commitment to the economic development of rural India by providing "Title Records" to every rural property owner.
• As of December 2023, 2.89 lakh villages have been completed with drone survey under Swamitwa project. 1.63 crore property cards have been prepared and issued in 1.06 lakh villages.
• The scheme has been implemented only in a few pioneer villages in Sikkim, Tamil Nadu and Telangana. The scheme has not been implemented in Bihar, Jharkhand, Nagaland, Meghalaya and West Bengal.
• Round Table Discussion on Bankability of Swamitwa Asset Cards held at Bankers Rural Development Institute, Lucknow, Uttar Pradesh in August 2023.
• A training was held on 15th and 16th October 2023 at National Telemetry Center Training and Research Institute, Hyderabad, followed by JioSmart India Conference on 17th and 19th October 2023, Hyderabad.
• National Awards for e-Governance 2023: The Swamitwa project was awarded a gold medal at an event organized by the Department of Administrative Reforms in Indore, Madhya Pradesh in October 2023.
• The Swamitwa Project was awarded the Gold Medal for Innovative Use of Technology in e-Governance at the DigiTech conference organized in Goa in August 2023.
• The Prime Minister presented 35 lakh asset cards generated under the Swamitwa scheme at a function held on the occasion of National Panchayat Raj Day on 24th April 2023 at Rewa, Madhya Pradesh.
• Prime Minister highlighted the importance of this scheme during the India Today Conference 2023.
• Implementation of Rashtriya Gram Swarajya Movement (RGSA) from 2018-19 to 2021-22 with Central Government funding. This scheme from 2022-23 to 2025-26 will be the Central Government's share of Rs. 3700 crore has been restructured for implementation.
• From 2018-19 to 2021-22, training has been imparted to 1.43 crore people, including elected representatives of Panchayat Raj bodies and their administrators. In 2022-23, 43,36,584 participants were trained. In the current year till 28.12.2023 17,96,410 people have been trained.
• 2023 Report on Preparation of Project Based Regional and District Panchayat Development Plan was released in a workshop held from 4th to 5th September 2023. States and Union Territories have been directed to prepare project-based Local and District Panchayat Development Plans based on the recommendations of this report.
• Thematic National Workshop: About 1400 participants from Union Ministries, 30 States, UNICEF, UN Women and other NGOs participated in the National Workshop on Rural Women and Child Development from 17 to 19 February 2023 in Odisha.
• About 100 participants from 25 States and Union Territories participated in a two-day National Workshop on Standardization and ISO Certification titled “ISO Certification of Panchayats” held at Kerala Local Government Corporation from July 6 to 7, 2023. Following this, efforts are being made to obtain quality certification and ISO certification for panchayats in various states.
• Panchayat Development Index (PTI): A committee was formed to measure progress towards sustainable development goals at the local level and to carry out evaluation for evidence-based policy making. The report presented by the committee was released by the Minister of State for Panchayat Raj at a national workshop held in Delhi on 28 June 2023. • National Panchayat Awards Week Celebrations (April 17 – 21, 2023): President Mrs. Draupadi Murmu inaugurated the National Panchayat Awards Week celebrations and presented the National Panchayat Awards-2023 to the best performing Panchayats at the National Convention held at Vigyan Bhawan, New Delhi on 17 April 2023.
• National Panchayat Raj Day - 24th April, 2023: Prime Minister Shri Narendra Modi attended the National Panchayat Raj Day celebrations this year and addressed all Gram Sabhas and Panchayat Raj Organisations.
• The Ministry of Panchayat Raj is collaborating with the Ministry of New and Renewable Energy to connect village panchayats under all the schemes that focus on using renewable energy. Through this, in the coming years, village panchayats will become energy producers and become self-sufficient in energy, not just consumers.
• Under the Gram Urja Swaraj Abhiyan, village panchayats have developed their own implementation models with the support of renewable energy development agencies of states. For example, Odanthurai panchayat in Tamil Nadu has its own wind power plant, and Thikkegarwadi Gram Panchayat in Maharashtra has installed a biogas plant through private public sector collaboration. In many panchayats, panchayat own solar panels, solar kitchen, solar street light, solar high tower lamp are used solar energy models.
• Under Gram Urja Swaraj Abhiyan, 2,080 village panchayats have so far implemented renewable energy projects. Nearly 2020 gram panchayats have solar power systems installed and fully operational.
