• தமிழ்நாடு மாநில துறைமுக மேம்பாட்டு கொள்கை 2023 / TAMILNADU STATE PORT DEVELOPMENT POLICY 2023: தொழில் துறையில் முன்னணி மாநிலமாக உள்ள தமிழகத்தின் கடற்கரை 1076 கிமீ நீளமாக உள்ளது. 4 பெரிய, 17 சிறிய துறைமுகங்கள் உள்ளன. 
• தொழில்வளர்ச்சிக்கு சிறந்த துறைமுக கட்டமைப்பு தேவைப்படுவதால், இந்த கொள்கை வடிவமைக்கப்பட்டுள்ளது. கடந்த 16 ஆண்டுகளில் கடல்சார் வணிகங்களில் மாநிலங்களிடையே போட்டியுள்ளது.
• தனியார் துறை முதலீட்டை ஈர்க்கும் வகையில் இந்த கொள்கை வடிவமைக்க வேண்டியுள்ளது. மகாராஷ்டிரம், ஆந்திரா, ஒடிசா மாநிலங்களில் உள்ள துறைமுகக் கொள்கைகளை ஆய்வு செய்து, அதில் உள்ள கூறுகளை உள்வாங்கி இப்போது உள்ள போட்டித் தன்மைற்கேற்ப துறைமுக கட்டமைப்பை மேம்படுத்த இந்த கொள்கை உருவாக்கப்பட்டுள்ளது. 
• கப்பல் மறுசுழற்சி, மிதவை கலங்கள் கட்டுதல், துறைமுகங்களை மேம்படுத்துதல், வணிகரீதியாக சாததியமாக்குதல், அனுமதியை எளிதாக்குதல், வியாபாரத்தை எளிதாக்குதல் அடிப்படையில் உருவாக்கப்பட்டுஉள்ளது.
• மேலும், ஆழ்கடல் துறைமுக வளர்ச்சிக்குக்கு பெரிய கப்பல்களை நிறுத்தும் வகையில் துறைமுகங்களை விரிவாக்க மிகப்பெரியமுதலீடுகள் தேவைப்படுகிறது. 
• கடல் புறம்போக்கு பகுதியில் நீண்டகால குத்தகைக்கும் இந்த கொள்கை வழிவகை செய்துள்ளது. நீர்விளையாட்டுக்கள், பசுமை துறைமுகத் திட்டங்களையும் உள்ளடக்கி இந்த கொள்கை உருவாக்கப்பட்டுள்ளது என்று தெரிவிக்கப்பட்டது. 
• இந்நிலையில் தமிழ்நாடு மாநில துறைமுக மேம்பாட்டு கொள்கை - 2023-ஐ தமிழ்நாடு அரசு வெளியிட்டது. இதில் தமிழ்நாடு அரசின் கட்டுப்பாட்டில் உள்ள 17 துறைமுகங்களையும் தனியார் பங்களிப்புடன் மேம்படுத்த அரசு முடிவு எடுத்துள்ளது.

• TAMILNADU STATE PORT DEVELOPMENT POLICY 2023: Tamil Nadu is a leading industrial state with a coastline of 1076 km. There are 4 major and 17 minor ports. This policy is designed as industry development requires better port infrastructure. Over the past 16 years there has been competition between states in maritime trade.
• The policy should be designed to attract private sector investment. This policy has been developed after analyzing the port policies of Maharashtra, Andhra and Odisha states and imbibing the elements therein to improve the port infrastructure as per present competitiveness. 
• Ship recycling, construction of floating cells, development of ports, commercialization, ease of clearance, ease of doing business are developed.
• Also, deep sea port development requires huge investments to expand ports to accommodate larger ships. 
• The policy also allows for long-term leases in offshore areas. It was informed that the policy has been developed to include water sports and green harbor projects.
• In this context, Tamil Nadu Government released the Tamil Nadu State Port Development Policy - 2023. In this, the government has decided to develop all the 17 ports under the control of the Tamil Nadu government with private participation.
