புதுமைப் பெண் திட்டம் / PUTHUMAI PEN THITTAM: மாண்புமிகு தமிழ்நாடு முதலமைச்சர் அவர்கள் 05.09.2022 அன்று சென்னை, பாரதி மகளிர் கல்லூரி வளாகத்தில் நடைபெற்ற விழாவில், சிறப்பு விருந்தினராகக் கலந்து கொண்ட மாண்புமிகு தில்லி முதலமைச்சர் அவர்கள் முன்னிலையில், சமூக நலன் மற்றும் மகளிர் உரிமைத் துறை சார்பில் மூவலூர் இராமாமிர்தம் அம்மையார் உயர்கல்வி உறுதித் திட்டத்தின் கீழ், அரசுப் பள்ளிகளில் 6 முதல் 12-ஆம் வகுப்பு வரை பயின்று உயர்கல்வி பயிலும் மாணவிகளுக்கு மாதம் ரூ. 1000 வீதம் உதவித் தொகை வழங்கும் புதுமைப் பெண் திட்டத்தினை தொடங்கி வைத்தார்.
மாநிலத்தின் அனைத்து வளர்ச்சியிலும் பெண்களுக்கு உரிய இடம் வழங்கும் பொருட்டு, தமிழ்நாடு அரசு சமூக நலம் மற்றும் சத்துணவுத் திட்டத் துறை என்ற பெயரை "சமூக நலன் மற்றும் மகளிர் உரிமைத் துறை" என மாற்றம் செய்துள்ளது.
பெண்கள், குழந்தைகள், மூத்த குடிமக்கள், திருநங்கையர் போன்றவர்களின் நலனைக் காத்திடும் வகையில் அரசு பல்வேறு நலத்திட்டங்களை அறிவித்து செயல்படுத்தி வருகிறது.
அந்த வகையில், பெண் கல்வியைப் போற்றும் விதமாகவும், உயர்கல்வியை உறுதி செய்து இன்றைய பெண் சமூகம் நாளைய தமிழகத்தைத் தாங்கும் அறிவியல் வல்லுநர்களாகவும், மருத்துவராகவும், பொறியாளராகவும், படைப்பியலாளராகவும், நல்ல குடிமக்களைப் பேணும் உயர்கல்வி கற்ற பெண்களாகவும், கல்வியறிவு, தொழில்நுட்பம் நிறைந்த உழைக்கும் சமூகத்தைச் சார்ந்தவராகவும், உருவாக அடித்தளமாக புதுமைப் பெண் என்னும் உன்னத திட்டத்தைத் தமிழ்நாடு அரசு உருவாக்கியுள்ளது.
இத்திட்டத்தின் மூலம், பெண்களுக்கு உயர் கல்வி அளித்து, பாலின சமத்துவத்தை ஏற்படுத்துதல், குழந்தை திருமணத்தைத் தடுத்தல், குடும்பச் சூழ்நிலை மற்றும் வறுமை காரணமாக மேற்படிப்பு படிக்க இயலாத மாணவிகளுக்குப் பொருளாதார ரீதியாக உதவுதல், பெண் குழந்தைகளின் இடைநிற்றல் விகிதத்தைக் குறைத்தல், பெண் குழந்தைகளின் விருப்பத் தேர்வுகளின்படி அவர்களின் மேற்படிப்பைத் தொடர ஊக்குவித்தல், உயர் கல்வியினால் பெண்களின் திறமையை ஊக்கப்படுத்தி அனைத்துத் துறைகளிலும் பங்கேற்கச் செய்தல், உயர்கல்வி உறுதித் திட்டத்தின் மூலம் பெண்களுக்கான தொழில் வாய்ப்புகளை அதிகரித்தல், பெண்களின் சமூக மற்றும் பொருளாதார பாதுகாப்பை உறுதி செய்தல் போன்றவற்றின் மூலம் அறிவார்ந்த சமுதாயத்தை உருவாக்க வழிவகை செய்யப்படுகிறது.
இத்திட்டத்தின் கீழ் பயன்பெறும் மாணவிகள் 6-ஆம் வகுப்பு முதல் 12-ஆம் வகுப்பு வரை அரசுப் பள்ளிகளில் படித்து தமிழ்நாட்டில் உயர்கல்வி பயில்பவராக இருத்தல் வேண்டும் அல்லது தனியார் பள்ளிகளில் கல்வி உரிமைத் திட்டத்தின் கீழ் 6-ஆம் வகுப்பு முதல் 8-ஆம் வகுப்பு வரை பயின்று 9-ஆம் வகுப்பு முதல் 12-ஆம் வகுப்பு வரை அரசுப் பள்ளிகளில் படித்த மாணவியர்களாக இருத்தல் வேண்டும்.
மாணவிகள் 8-ஆம் வகுப்பு அல்லது 10-ஆம் வகுப்பு அல்லது 12-ஆம் வகுப்புகளில் படித்து பின்னர், முதன்முறையாக உயர்கல்வி நிறுவனங்களில் (Higher Education Institutions) சேரும் படிப்புக்கு மட்டுமே இத்திட்டம் பொருந்தும்.
புதுமைப் பெண் திட்டத்தில், சான்றிதழ் படிப்பு (Certificate Course), பட்டயப் படிப்பு (Diploma / ITI / D.Ed. Courses), இளங்கலைப் பட்டம் (Bachelor Degree – B.A., B.Sc., B.Com., B.B.A., B.C.A., and all Arts & Science, Fine Arts Courses), தொழில் சார்ந்த படிப்பு (B.E., B.Tech., M.B.B.S., B.D.S., B.Sc. (Agri.), B.V.Sc., B.F.Sc., B.L. etc.) மற்றும் பாரா மெடிக்கல் படிப்பு (Nursing, Pharmacy, Medical Lab Technology, Physiotherapy etc.) போன்ற படிப்புகளைப் பயிலும் மாணவிகளுக்கு இந்த உதவித்தொகை வழங்கப்படும்.
மேலும், முதலாம் ஆண்டிலிருந்து இரண்டாம் ஆண்டு செல்லும் மாணவியரும், இரண்டாம் ஆண்டிலிருந்து மூன்றாம் ஆண்டு செல்லும் இளங்கலை பட்டப்படிப்பு பயிலும் மாணவியர்களும், தொழிற்கல்வியைப் பொருத்தமட்டில், மூன்றாம் ஆண்டிலிருந்து நான்காம் ஆண்டிற்குச் செல்லும் மாணவிகளுக்கும், மருத்துவக் கல்வியைப் பொருத்தமட்டில், நான்காம் ஆண்டிலிருந்து ஐந்தாம் ஆண்டு செல்லும் மாணவியர்களும் இத்திட்டத்தின் கீழ் பயனடைவர்.
அந்த வகையில், இன்று முதற்கட்டமாக 67000 கல்லூரி மாணவிகள் பயன்பெறும் வகையில் மாண்புமிகு தமிழ்நாடு முதலமைச்சர் அவர்கள் மற்றும் மாண்புமிகு தில்லி முதலமைச்சர் ஆகியோர், சென்னையில், 2500 மாணவிகளுக்கு வேலைவாய்ப்பு வழிகாட்டி புத்தகம் மற்றும் நிதிக்கல்வி புத்தகம் அடங்கிய "புதுமைப் பெண்" பெட்டகப்பை மற்றும் வங்கி பற்று அட்டை (Debit Card) ஆகியவற்றை வழங்கினார்கள்.
கல்வி என்னும் நிரந்தர சொத்தினை பெண்கள் அனைவரும் பெற்றிட வேண்டும் என்ற பெண்ணுரிமை கொள்கையின் மறு உருவமாகவும், பெண் சமுதாயத்தின் வாழ்வில் ஒளியேற்றி வலிமையான பொருளாதாரத்தில் தன்னிறைவு அடையவும் இப்புதுமைப் பெண் திட்டம் செயல்படுத்தப்படுகிறது.

The female students who will benefit under this scheme must have studied from 6th to 12th standard in government schools and be a student of higher education in Tamil Nadu or have studied from 6th to 8th standard and 9th to 12th standard in private schools under the right to education scheme.
Should be students who have studied in government schools. This scheme is applicable only to students who have studied in 8th class or 10th class or 12th class and then enroll in Higher Education Institutions for the first time.

In this way, today the Honorable Chief Minister of Tamil Nadu and Hon'ble Chief Minister of Delhi have given 2500 female students "Pudumaip Ben" wallet containing employment guide book and financial education book and bank debit card to benefit 67000 college students in the first phase.
This innovative women's project is being implemented as a reflection of the principle of women's rights that all women should receive the permanent asset of education and to shine a light in the lives of the women's society and achieve self-sufficiency in a strong economy.
