• மொபைல் முத்தம்மா திட்டம் / MOBILE MUTHAMMA THITTAM: தமிழ்நாட்டில் அரசு சார்ந்த துறைகள் பலவும் டிஜிட்டல் மயமாகி வருகிறது. மக்களுக்கு வழங்கப்படும் அடிப்படை சேவைகள் பல டிஜிட்டல் மயமாகிக்கொண்டு இருக்கிறது. அந்த வகையில் சமீபத்தில்தான் தமிழ்நாட்டில் உள்ள கிராம ஊராட்சிகளில் சேவைகள் டிஜிட்டல் மயமாகி உள்ளன. 
• அதன்படி பொது மக்கள் செலுத்தும் அனைத்து விதமான வரிகளும் ஆன்லைன் மூலமாக பெறப்பட வேண்டும் என்று தமிழ்நாடு அரசு அறிவித்து உள்ளது. பொதுமக்கள் போன் மூலம் யுபிஐ வைத்து பணம் செலுத்த முடியும். இப்போது கிட்டத்தட்ட எல்லோரிடமும் ஸ்மார்ட் போன் உள்ளது.
• அதை வைத்து பணம் செலுத்த முடியும். இல்லையென்றால் டெபிட் கார்ட் மூலமாகவும் பணத்தை இனி கிராம பஞ்சாயத்துகளில் செலுத்த முடியும். இந்த புதிய முறை மூலம் நாளை முதல் ஆன்லைன் மூலமாக கட்டணம் பெறப்படும் என்று தமிழ்நாடு அரசு அதிரடி அறிவிப்பு வெளியிட்டு உள்ளது.
• இதன் மூலம் அரசுக்கு செலுத்தப்படும் பணம் பஞ்சாயத்து அளவில் திருடப்படாமல் நேரடியாக அரசின் கஜானாவிற்கு செல்லும். இதனால் பஞ்சாயத்துகளில் முறைகேடுகள் தவிர்க்கப்படும்.
• இந்த நிலையில்தான் தமிழ்நாட்டில் உள்ள ரேஷன் கடைகளில் மொபைல் முத்தம்மா திட்டம் அமலுக்கு வந்துள்ளது. இந்த திட்டம் எப்படி செயல்படும் என்று இங்கே பார்க்கலாம். ஆன்லைன், யுபிஐ மூலம் பணப்பரிவர்த்தனை செய்து ரேஷன் கடைகளில் பொருட்களை வாங்க இந்த திட்டம் கொண்டு வரப்பட்டு உள்ளது.
• இந்த திட்டத்தின் கீழ் தமிழ்நாடு ரேஷன் கடைகளில் இன்று முதல் பேடிஎம் வழியாக பணம் செலுத்தும் நடைமுறை அமலுக்கு வரும் என்று அறிவிக்கப்பட்டு உள்ளது.
• UPI செயலிகள் வாயிலாக பண பரிவர்த்தனை செய்வதற்கான நடவடிக்கைகள் எடுக்கப்படும் என்று முன்பே தமிழ்நாடு அரசு அறிவித்து இருந்தது. 
• அந்த திட்டத்தின் அடிப்படையில் தற்போது இந்த அறிவிப்பு வெளியாகி உள்ளது. இனி மக்கள் எளிதாக பேடிஎம் மூலம் ஸ்கேன் செய்து பணத்தை செலுத்த முடியும்.
• இதற்காகவே மொபைல் முத்தம்மா திட்டம் கொண்டு வரப்பட்டு உள்ளது. இதன் மூலம் ரேஷனுக்கு வரும் பெண்களுக்கும் மற்றவர்களுக்கும் க்யூ ஆர் கோடு மூலம் பணம் அனுப்ப ஆலோசனை வழங்கப்படும். 
• அவர்களுக்கு இதை பற்றிய விழிப்புணர்வு, பயிற்சி அளிக்கப்படும். அதேபோல் இந்த திட்டத்தின் கீழ் ரேஷன் கடைகளில் படிப்படியாக க்யூ ஆர் கோடு அமைக்கப்பட்டு அதை பற்றிய விளக்கங்கள் அளிக்கப்படும்.
• க்யூ ஆர் கோடு ,மூலம் பணம் எப்படி அனுப்ப வேண்டும் என்பதை பற்றி படிப்படியாக இதில் விளக்கம் அளிக்கப்படும். சென்னையில் 1500 ரேஷன் கடைகளில் இந்த திட்டம் கொண்டு வரப்பட உள்ளது. உங்களிடம் பேடிஎம் இல்லை என்றாலும் வேறு யுபிஐ வழியாகவும் பணம் செலுத்த முடியும். 
• இந்த பணம் நேரடியாக அரசுக்கு சென்று சேரும். அதனால் மக்கள் பணம் அரசுக்கு சென்று சேர்வதோடு மக்களும் எளிதாக பணத்தை செலுத்த முடியும். மேலும் இதன் மூலம் சில்லறை முறைகேடுகள் பல தடுக்கப்படும் என்பதும் குறிப்பிடத்தக்கது.
• முதல் கட்டமாக சென்னை போக ஒவ்வொரு மாவட்டத்திலும் 10 நியாய விலை கடைகளில் இந்த திட்டம் கொண்டு வரப்படுவதாக அறிவிக்கப்பட்டு உள்ளது. மத்திய கூட்டுறவு வங்கியுடன் இணைந்து UPI செயலிகள் வாயிலாக பண பரிவர்த்தனை செய்ய முடியும் என்று அறிவிக்கப்பட்டு உள்ளது.

• Accordingly, the Tamil Nadu government has announced that all types of taxes paid by the general public should be collected online. People can make payments through phone using UPI. Now almost everyone has a smart phone.
• You can pay with it. Otherwise money can now be paid in gram panchayats through debit card. The Tamil Nadu government has issued an action announcement that through this new system, payments will be received online from tomorrow. 
• Through this, the money paid to the government will not be stolen at the panchayat level and will go directly to the government coffers. This will avoid irregularities in panchayats.
• It is in this situation that the Mobile Muthamma scheme has come into force in the ration shops in Tamil Nadu. Let's see how this plan works here. This scheme has been introduced to buy goods from ration shops by making online and UPI transactions.
• Under this scheme, it has been announced that payment through Paytm will be implemented in Tamil Nadu ration shops from today. The Tamil Nadu government had earlier announced that steps will be taken to conduct money transactions through UPI apps. Based on that plan, this announcement has now been released. Now people can easily scan and pay through Paytm.
• It is for this purpose that the Mobile Muthamma scheme has been brought. Through this, women coming for ration and others will be advised to send money through QR line. 
• They will be given awareness and training about this. Likewise, under this scheme, a QR line will be gradually set up in the ration shops and explanations will be given about it.
• It will explain step by step how to send money through QR code. This scheme is to be introduced in 1500 ration shops in Chennai. Even if you don't have Paytm you can pay through other UPI. 
• This money goes directly to the government. So people's money goes to the government and people can pay money easily. It is also noted that many retail irregularities will be prevented through this.
• In the first phase, it has been announced that this scheme will be introduced in 10 fair price shops in each district going to Chennai. It has been announced that money transactions can be done through UPI apps in collaboration with Central Cooperative Bank.
