• தமிழ்நாடு புத்தொழில் மற்றும் புத்தாக்க கொள்கை 2023 / TAMILNADU INDUSTRY AND INNOVATION POLICY 2023: 'தமிழ்நாடு புத்தொழில் மற்றும் புத்தாக்க கொள்கை - 2023' உருவாக்கப்பட்டுள்ளது. புத்தொழில் சார்ந்த அறிவாற்றலை மேம்படுத்துதல், மாநிலத்தின் புத்தாக்க சூழல், முதலீட்டு சூழலை வலுப்படுத்துதல், சந்தை அணுகுதலுக்கு தேவையான வாய்ப்புகளை உருவாக்குதல், தொழில்முனைவு தளம் சார்ந்தசெயல்பாட்டாளர்களை ஒருங்கிணைத்தல், புத்தொழில் ஆதரவு சேவை மையங்களை அமைத்தல் மற்றும் அனைவரையும் உள்ளடக்கிய ஒருங்கிணைந்த புத்தொழில் முனைவு வளர்ச்சியை உறுதிசெய்தல் ஆகிய 7 அம்சங்களைஅடிப்படையாகக் கொண்டு, 50-க்கும் மேற்பட்ட செயல்திட்டங்களுடன் இக்கொள்கை வடிவமைக்கப்பட்டுள்ளது.
• தற்போது 'புத்தொழில்' என்பதற்கான வரையறை அம்சங்களுடன், பட்டியலினத்தவர், பழங்குடியின சமூகத்தினர், பிற துறைகளில் ஏற்கெனவே பயன்பாட்டில் உள்ளபுதுமையான மாதிரிகளை பயன்படுத்தி தாங்கள் சார்ந்த சமூகங்களின் பொருளாதார மற்றும் சமூகப் பிரச்சினைகளுக்குத் தீர்வு காணும் விதமாக ஒரு நிறுவனத்தை உருவாக்கினால், அந்த நிறுவனமும் புத்தொழில் என்று மாநில அரசால் அங்கீகரிக்கப்படும்.
• பிற துணிகர முதலீட்டு நிறுவனங்களின் வழியாக முதலீடு செய்யும் பெரு நிதியம் ஒன்று ரூ.100 கோடி மதிப்பில் உருவாக்கப்படும்.
• இந்த நிதி, வட்டார அளவில் செயல்படும் புத்தொழில் நிறுவனங்கள், ஊரக வாழ்வாதார மேம்பாடு, பசுமைத் தொழில்நுட்பம் மற்றும் பெண்களால் நடத்தப்படும் புத்தொழில் நிறுவனங்களில் முதலீடு செய்வதை நோக்கமாகக் கொண்டு செயல்படும் தனியார் துணிகர முதலீட்டு நிறுவனங்களில் முதலீடு செய்வதற்கு சிறப்புரிமை அளிக்கும்.
• மேலும், மாநிலத்தில் புத்தொழில் முனைவு மற்றும் முதலீட்டுப் பண்பாட்டினை பரவலாக்கும் விதமாக 'ஸ்டார்ட் அப் தமிழா' என்ற தொலைக்காட்சி நிகழ்ச்சி தயாரிக்கப்படும். 
• இதுதவிர, தொடக்க நிலையில் உள்ள புத்தொழில் நிறுவனங்களுக்கு தேவையான பொருட்கள் மற்றும் சேவைகளை பல்வேறு நிறுவனங்களிடம் இருந்து நியாயமான விலையில் பெறக்கூடிய வகையில் அத்தகைய தொகுப்பு அடங்கிய 'ஸ்டார்ட் அப் ஸ்மார்ட் கார்டு' திட்டம் நடைமுறைப்படுத்தப்படும்.

சமூக நீதி தொழில்வளர் மையம்

• தமிழ்நாடு புத்தொழில் மற்றும் புத்தாக்க கொள்கை 2023 / TAMILNADU INDUSTRY AND INNOVATION POLICY 2023: ஒடுக்கப்பட்ட சமூகங்களைச் சேர்ந்தவர்களால் நடத்தப்படும் புத்தொழில் நிறுவனங்களுக்கு தேவையான பயிற்சிகள், ஆலோசனைகள் மற்றும் வழிகாட்டல்களை அளிக்கும் சமூக நீதி தொழில்வளர் மையம்நிறுவப்படும். புத்தொழில் தொடங்கும் பெண்களின் பிரத்யேக தேவைகளைக் கருத்தில்கொண்டு பல்வேறு சிறப்பம்சங்களுடன் ஒருதொழில் வளர் மையம் அமைக்கப்படும்.
• மாற்றுத் திறனாளிகள் மற்றும் மூன்றாம் பாலினத்தவர்களால் உருவாக்கப்படும் புத்தொழில் நிறுவனங்களுக்கு ரூ.5 லட்சம் மானியம், டான்சீட் திட்டத்தில் சிறப்புரிமை மற்றும் இலவச தொழில்வளர் காப்பான்போன்ற வாய்ப்புகள் வழங்கப்படும்.

டான் ஃபண்ட்

• தமிழ்நாடு புத்தொழில் மற்றும் புத்தாக்க கொள்கை 2023 / TAMILNADU INDUSTRY AND INNOVATION POLICY 2023: மேலும், 'டான் ஃபண்ட்' என்ற பெயரில் உலகளாவிய துணிகர முதலீட்டாளர்களை தமிழகத்தில் இயங்கும் புத்தொழில் நிறுவனங்களுடன் இணைக்கும் முதலீட்டு உதவித் தளம் தொடங்கப்படும். உலகிலுள்ள பல்வேறு முக்கிய நகரங்களிலும் புத்தொழில் ஒருங்கிணைப்பு மையங்கள் தொடங்கப்படும்.
• இத்தகைய அம்சங்களைக் கொண்ட கொள்கையை முதல்வர் மு.க.ஸ்டாலின் வெளியிட்டார். 

ENGLISH

• TAMILNADU INDUSTRY AND INNOVATION POLICY 2023: The 'Tamil Nadu Industry and Innovation Policy - 2023' has been formulated. This policy has been designed with more than 50 action plans based on 7 aspects of improving innovation-related knowledge, the state's innovation environment, strengthening the investment environment, creating opportunities for market access, integrating entrepreneurship platform-based actors, setting up innovation support service centers and ensuring inclusive entrepreneurship development.
• With the current definition of 'Innovation', if a Scheduled Caste, Tribal community, or other community creates an organization to solve the economic and social problems of their communities by using innovative models already in use in other sectors, that organization will also be recognized as an innovation by the state government.
• A large fund of Rs 100 crore will be created to invest through other venture capital firms.
• The fund will prioritize investments in private venture capital firms that aim to invest in community-based startups, rural livelihood development, green technology and women-led startups.
• Also, a television program called 'Start Up Tamila' will be produced to spread the culture of entrepreneurship and investment in the state.
• Apart from this, a 'Start Up Smart Card' scheme will be implemented which includes such a package so that the start-up industries can get the necessary goods and services from various companies at reasonable prices.

Center for Social Justice Professionals

• TAMILNADU INDUSTRY AND INNOVATION POLICY 2023: A Social Justice Entrepreneurship Center will be established to provide necessary training, advice and guidance to entrepreneurs run by people from oppressed communities. A business development center will be set up with various features considering the special needs of women entrepreneurs.
• Startups created by differently-abled and transgender people will be given Rs 5 lakh grant, privileges in the Danseed scheme and free entrepreneur protection.

Don Fund

• TAMILNADU INDUSTRY AND INNOVATION POLICY 2023: Also, an investment assistance platform will be launched in the name of 'Don Fund' to connect global venture capitalists with startups operating in Tamil Nadu. Industrial Co-ordination Centers will be set up in various major cities across the world.
• Chief Minister M. K. Stalin announced a policy with such features.
