• ஒளிப்பதிவு திருத்த மசோதா 2023 / CINEMATOGRAPHY AMENDMENT BILL 2023: திரைப்பட திருட்டுக்கு (சினிமா பைரஸி) கடுமையான தண்டனைகள் மற்றும் திரைப்படங்களை வகைப்படுத்த புதிய வயது வகைகளை அறிமுகப்படுத்துவதற்கான ஏற்பாடுகள் கொண்ட ஒளிப்பதிவு (திருத்தம்) மசோதா 2023 மாநிலங்களவையில் நிறைவேற்றப்பட்டது.
• முன்னதாக கடந்த வாரம் இந்த மசோதாவை மத்திய தகவல் ஒளிபரப்புத் துறை அமைச்சர் அனுராக் தாக்கூர் மாநிலங்களவையில் தாக்கல் செய்தார். இந்தச் சட்டத்தின் நோக்கம், திரைத்துறைக்கு பேரிழப்பை ஏற்படுத்தும் திருட்டை (பைரஸி) தடுப்பதாகும்.
• இந்நிலையில் இந்த மசோதா மீது இன்று (வியாழக்கிழமை) 2 மணி நேரம் விவாதம் நடந்தது. அதன் பின்னர் மசோதா நிறைவேற்றபட்டது. ஆனால் அவையில் எதிர்க்கட்சியினர் இல்லாமலேயே இந்த மசோதா நிறைவேற்றப்பட்டது. மணிப்பூர் விவகாரத்தில் எதிர்க்கட்சியினர் வெளிநடப்பு செய்திருந்தனர் என்பது குறிப்பிடத்தக்கது.

சட்டத்தின் சிறப்பு அம்சங்கள்

• ஒளிப்பதிவு திருத்த மசோதா 2023 / CINEMATOGRAPHY AMENDMENT BILL 2023: இந்தச் சட்டம் நடைமுறைக்கு வந்தால் பைரஸியில் ஈடுபடுவோர்க்கு 3 ஆண்டுகள் சிறைத் தண்டனை அல்லது திரைப்படத் தயாரிப்பில் 5 சதவீதம் அபராதம் விதிக்க வழிவகை செய்யப்பட்டுள்ளது. 
• அதேபோல் 7 வயதுக்கு மேற்பட்டோர் பார்க்கக் கூடிய படங்களுக்கு UA 7+, 13 வயதுக்கு மேற்பட்டோர் பார்க்கக் கூடிய படங்களுக்கு UA 13+, 16 வயதுக்கு மேற்பட்டோர் பார்க்கக் கூடிய படங்களுக்கு UA 16 +, என புதிய ரேட்டிங் முறையைக் கொண்டுவர வகை செய்யும். 
• ஏற்கெனவே உள்ள UA, A சான்றுகளுடன் இவையும் இருக்கும் எனத் தெரிகிறது.

• CINEMATOGRAPHY AMENDMENT BILL 2023: The Rajya Sabha has passed the Cinematography (Amendment) Bill 2023 with provisions for tougher penalties for film piracy and introduction of new age categories to classify films.
• Earlier last week, Union Information and Broadcasting Minister Anurag Thakur tabled the bill in the Rajya Sabha. The purpose of this Act is to prevent piracy which is causing disaster to the film industry.
• In this case, there was a discussion on this bill for 2 hours today (Thursday). The bill was subsequently passed. But the bill was passed without any opposition in the House. It is noteworthy that the opposition had staged a walkout over the Manipur issue.

Special Features

• CINEMATOGRAPHY AMENDMENT BILL 2023: If the Act comes into effect, those involved in piracy will be jailed for 3 years or fined 5 percent of the production of the film. 
• It will also introduce a new rating system such as UA 7+ for films intended for 7+, UA 13+ for 13+ and UA 16+ for 16+. These are likely to be in addition to the existing UA and A credentials.
