• உதான் திட்டம் குறித்து மத்திய கணக்கு தணிக்கை அறிக்கை 2023 / CAG REPORT ON UDHAN SCHEME 2023: உதான் திட்டம் 2016 அக்டோபர் 21ம் தேதி ஒன்றிய அரசால் தொடங்கப்பட்டது. நாடு முழுவதும் உள்ள சிறுநகரங்களில் விமான போக்குவரத்து கட்டமைப்பை உருவாக்க இந்த திட்டம் உருவாக்கப்பட்டது. 
• தொடங்கப்பட்ட நாளில் இருந்து 10 ஆண்டுகள் செயல்படக்கூடிய வகையில் 2024ம் ஆண்டுக்குள் 1000 உதான் வழித்தடங்களை உருவாக்கவும், 100 விமான நிலையங்களையும், ஹெலிகாப்டர் தளங்கள், நீர்வழிப்பாதைகளை உருவாக்கவும் திட்டமிடப்பட்டது. 
• ஆனால் 2022 டிசம்பர் 31ம் தேதி வரை உரிய இலக்கை உதான் திட்டம் எட்டிப்பிடிக்கவில்லை என்று மத்திய கணக்கு தணிக்கை அறிக்கையில் குற்றம் சாட்டப்பட்டுள்ளது.
• 116 விமான நிலையங்கள், ஹெலிகாப்டர் தளங்கள், நீர்வழித்தடங்களில் வெறும் 71 வழித்தடங்கள் மட்டுமே இதுவரை தொடங்கப்பட்டுள்ளது. அதே சமயம் ரூ.1,089 கோடியில் 83 வழித்தடங்களில் செயல்பாடுகளை இயக்கத்திற்கு கொண்டு வர முடியவில்லை. 
• மேலும் 30 ஹெலிபேடுகள், ஹெலிபோர்ட்கள் உருவாக்குவதில் 4 முதல் 54 மாதங்கள் வரை தாமதம் ஏற்பட்டுள்ளது. 2018 ஜனவரியில் பவன் ஹான்ஸ் லிமிடெட், ஹெரிடேஜ், ஹெலிகோ, ஸ்கை ஒன் ஆகிய 4 ஹெலிகாப்டர் ஆபரேட்டர்களுக்கு 31 ஹெலிபேடுகளை இணைக்கும் 83 வழித்தடம் வழங்கப்பட்டது. 
• அந்த வழித்தடங்களில் ஹெலிபேடுகள் செயல்பாடுகள் தொடங்கப்படவில்லை. மேலும் சிவில் விமான போக்குவரத்து அமைச்சகம், தகுதியுடைய ஹெலிபோர்ட்களை அடையாளம் காணும் பணியைமேற்கொள்ளவில்லை.
• ஆனால் மொத்தம் 2 நீர் ஏரோட்ரோம்கள், 9 ஹெலிபோர்ட்கள், 70 ஏர்போர்ட்டுகள் செயல்படுத்தப்படுகின்றன. இவை மொத்தம் 467 வழித்தடங்களை இணைத்துள்ளன. 
• இந்த பட்ஜெட்டில் இந்த திட்டத்திற்காக 1244 கோடி ரூபாய் ஒதுக்கப்பட்டது. ஆனாலும் உரிய பயன் இல்லை. சிவில் விமான போக்குவரத்து அமைச்சகம் திட்டமிட்ட 774 வழித்தடங்களில் 403 வழித்தடங்களை தொடங்க முடியவில்லை. 
• தொடங்கிய 371 வழித்தடங்களில் 112 வழித்தடங்களில் மட்டுமே அதாவது 30 சதவீதம் மட்டுமே வெற்றிகரமாக அமைந்துள்ளது. மேலும் 3 ஆண்டு சலுகைக்கு பிறகு 7 சதவீத வழித்தடங்கள் மட்டுமே தனித்து இயங்க கூடிய வகையில் அமைந்துள்ளன. இவ்வாறு அறிக்கையில் குறிப்பிடப்பட்டுள்ளது.

தமிழ்நாட்டில் சேலத்தில் இயக்கம்

• உதான் திட்டம் குறித்து மத்திய கணக்கு தணிக்கை அறிக்கை 2023 / CAG REPORT ON UDHAN SCHEME 2023: உதான் திட்டத்தில் 93 சதவீத வழித்தடத்தில் இதுவரை விமான சேவை தொடங்கப்படவில்லை. 
• தமிழ்நாட்டில் தஞ்சை, வேலூர், ராமநாதபுரம், சேலம் ஆகிய நகரங்கள் உதான் திட்டத்தில் விமானங்கள் இயக்கும் வகையில் அறிவிக்கப்பட்டு இருந்தன. 
• அதில் சேலத்தில் மட்டும் தான் விமான சேவை இயக்கப்பட்டது. அதுவும் கடந்த 2020ல் கொரோனா ஊரடங்கின்போதும் ரத்து செய்யப்பட்டது. அதன்பிறகு சேலத்துக்கு விமானங்கள் எதுவும் இயக்கப்படவில்லை.

• CAG REPORT ON UDHAN SCHEME 2023: The Udhan scheme was launched on 21st October 2016 by the Union Government. The project was created to develop air transport infrastructure in small cities across the country. 
• It is planned to build 1000 Udhan routes, 100 airports, helipads and waterways by 2024 to be operational for 10 years from the day of inception. But the central audit report alleged that the Udhan project did not achieve the target till December 31, 2022.
• Out of 116 airports, helipads and waterways, only 71 routes have been launched so far. At the same time, operations on 83 routes could not be brought into operation at a cost of Rs 1,089 crore. Another 30 helipads and heliports have been delayed for 4 to 54 months. 
• In January 2018, 83 routes connecting 31 helipads were awarded to 4 helicopter operators namely Pawan Hans Limited, Heritage, Helico and Sky One. Helipads are not operational on those routes. And the Ministry of Civil Aviation has not taken up the task of identifying eligible heliports.
• But a total of 2 water aerodromes, 9 heliports, 70 airports are operational. These connect a total of 467 routes. 1244 crores have been earmarked for this project in this budget. But it is not useful. Of the 774 routes planned by the Ministry of Civil Aviation, 403 routes could not be launched. 
• Out of 371 routes started, only 112 routes i.e. 30 percent were successful. And after the 3-year concession, only 7 percent of the routes are set to stand alone. This is stated in the report.

Movement in Salem in Tamilnadu

• CAG REPORT ON UDHAN SCHEME 2023: 93 per cent of Udhan routes are yet to be operated. In Tamil Nadu cities like Tanjore, Vellore, Ramanathapuram and Salem have been notified to operate flights under Udhan project. 
• Air service was operated only in Salem. It was also canceled in 2020 during the Corona lockdown. After that no flights were operated to Salem.
