குழந்தைகளை கடத்தும் பிரச்சனை குறிப்பாக அதன் எண்ணற்ற சிக்கலான தன்மைகள் மற்றும் மாறுபாடுகளால் சவாலானது. வறுமை, பெண்களின் குறைந்த நிலை, பாதுகாப்புச் சூழல் இல்லாமை போன்றவை கடத்தலுக்கான சில காரணங்கள்.
குறிப்பாக பாதிக்கப்படக்கூடிய பகுதிகள் மற்றும் மக்கள்தொகைப் பிரிவுகளில் கடத்தலைத் தடுக்க தடுப்பு நடவடிக்கைகளை மேற்கொள்ளும் பல துறை அணுகுமுறை தேவைப்படுகிறது. கடத்தப்பட்ட பாதிக்கப்பட்டவர்களை மீட்பது, மறுவாழ்வு செய்தல் மற்றும் மீண்டும் ஒருங்கிணைத்தல் ஆகியவற்றை செயல்படுத்துதல்.
மேற்கூறிய சிக்கல்கள் மற்றும் இடைவெளிகளை மனதில் கொண்டு அமைச்சகம், "கடத்தல் தடுப்புக்கான விரிவான திட்டம், மீட்பு, மறுவாழ்வு மற்றும் வணிகரீதியான பாலியல் சுரண்டலுக்காக கடத்தல் பாதிக்கப்பட்டவர்களை மீண்டும் ஒருங்கிணைத்தல் - உஜ்ஜவாலா" என்ற திட்டத்தை உருவாக்கியுள்ளது.
ஒருபுறம் ஆட்கடத்தலைத் தடுப்பதற்காகவும், மறுபுறம் பாதிக்கப்பட்டவர்களை மீட்பதற்காகவும், மறுபுறம் மறுவாழ்வுக்காகவும் இந்தப் புதிய திட்டம் வகுக்கப்பட்டுள்ளது.
திட்டத்தின் நோக்கம்
உஜ்ஜவாலா திட்டம் / UJJAWALA SCHEME: சமூக அணிதிரட்டல் மற்றும் உள்ளூர் சமூகங்களின் ஈடுபாடு, விழிப்புணர்வுத் திட்டங்கள், பயிலரங்குகள்/ கருத்தரங்குகள் மற்றும் இதுபோன்ற நிகழ்வுகள் மற்றும் பிற புதுமையான செயல்பாடுகள் மூலம் பொது உரையாடலை உருவாக்குதல் ஆகியவற்றின் மூலம் வணிகரீதியான பாலியல் சுரண்டலுக்காக பெண்கள் மற்றும் குழந்தைகளை கடத்துவதைத் தடுக்க.
பாதிக்கப்பட்டவர்களை அவர்கள் சுரண்டப்பட்ட இடத்திலிருந்து மீட்டு பாதுகாப்பான காவலில் வைப்பதற்கு உதவுதல்.
அடிப்படை வசதிகள்/தேவைகளான தங்குமிடம், உணவு, உடை, ஆலோசனை, சட்ட உதவி மற்றும் வழிகாட்டுதல் மற்றும் தொழில் பயிற்சி உள்ளிட்ட மருத்துவ சிகிச்சைகளை வழங்குவதன் மூலம் பாதிக்கப்பட்டவர்களுக்கு உடனடி மற்றும் நீண்டகால மறுவாழ்வு சேவைகளை வழங்குதல்.

UJJAWALA SCHEME: Trafficking of women and children for commercial sexual exploitation is an organized crime that violates basic human rights. India has emerged as a source, destination and transit for both in - country and cross border trafficking.
The problem of trafficking of women and children for commercial sexual exploitation is especially challenging due to its myriad complexities and variation. Poverty, low status of women, lack of a protective environment etc are some of the causes for trafficking.
A multi sectoral approach is needed which will undertake preventive measures to arrest trafficking especially in vulnerable areas and sections of population; and to enable rescue, rehabilitation and reintegration of the trafficked victims.
Keeping the above issues and gaps in mind the Ministry has formulated a Central Scheme “Comprehensive Scheme for Prevention of Trafficking for Rescue, Rehabilitation and Re - Integration of Victims of Trafficking for Commercial Sexual Exploitation — Ujjawala”.
The new scheme has been conceived primarily for the purpose of preventing trafficking on the one hand rescue and rehabilitation of victims on the other.
Objective of the Scheme
UJJAWALA SCHEME: To prevent trafficking of women and children for commercial sexual exploitation through social mobilization and involvement of local communities, awareness generation programmes, generate public discourse through workshops/seminars and such events and any other innovative activity.
To facilitate rescue of victims from the place of their exploitation and place them in safe custody.
To provide rehabilitation services both immediate and long - term to the victims by providing basic amenities/needs such as shelter, food, clothing, medical treatment including counselling, legal aid and guidance and vocational training.
To facilitate reintegration of the victims into the family and society at large
To facilitate repatriation of cross - border victims to their country of origin.
