• தமிழக அரசின் வேளாண் பட்ஜெட் 2023 - 2024 / TAMILNADU AGRICULTURAL BUDGET 2023 - 2024: வேளாண் துறை அமைச்சர் எம்.ஆர்.கே.பன்னீர்செல்வம் தமிழக சட்டப்பேரவையில் நேற்று தாக்கல் செய்த தமிழக அரசின் வேளாண் பட்ஜெட் 2023-24-ல் வெளியிட்ட அறிவிப்பின் விவரம்: ஒவ்வொரு சிற்றூரும் தன் தகுதிக்கேற்ப தன்னிறைவு அடைய முடியும்.
• தண்ணீர் வளத்திற்கு ஏற்பவும், மண்ணின் வளத்திற்கு ஏற்பவும், அந்தச் சிற்றூரில் வேளாண்மை முழுமையாக வளர்வதற்குத் தேவையான கட்டமைப்பு வசதிகளையும், வேண்டிய மற்ற பணிகளையும் மேற்கொள்வதற்காக உருவாக்கப்பட்ட திட்டமே கலைஞரின் அனைத்துக் கிராம ஒருங்கிணைந்த வேளாண் வளர்ச்சித் திட்டம்.
• ஊரக வளர்ச்சித் துறையோடு இணைந்து உழவர்களுக்குத் தேவையான கட்டமைப்புகளை உருவாக்கி, ஒருமித்த, உள்ளடக்கிய வளர்ச்சியை இச்சிற்றூர்கள் பெறுவதற்கு அனைத்துக் கிராம அண்ணா மறுமலர்ச்சித் திட்டத்துடன் கைகோர்த்து சிறப்பாக செயல்படுத்தப்பட்டு வருகிறது. வரும் ஆண்டில் இத்திட்டம் 2,504 கிராம ஊராட்சிகளில் 230 கோடி ரூபாய் நிதி ஒதுக்கீட்டில் செயல்படுத்தப்படும்.

முக்கிய அம்சங்கள்

• தமிழக அரசின் வேளாண் பட்ஜெட் 2023 - 2024 / TAMILNADU AGRICULTURAL BUDGET 2023 - 2024: தமிழ்நாடு வேளாண்மை பல்கலைக்கழகத்துக்கு ரூ.530 கோடி நிதி வழங்கப்படும். ஆராய்ச்சி திட்டங்களுக்கு ரூ.100 கோடி நிரந்தர மூலதன வைப்பு வழங்க நடவடிக்கை எடுக்கப்படும்.
• காஞ்சிபுரம், திருவள்ளூர், வேலூர், திருப்பத்தூர், ஈரோடு, திருச்சி, கரூர், தஞ்சாவூர், சிவகங்கை, தென்காசி, திருநெல்வேலி, தூத்துக்குடி, திருவாரூர், அரியலூர் ஆகிய மாவட்டங்களில் உள்ள 22 ஒழுங்குமுறை விற்பனைக் கூடங்களில் உள்ள 27 சேமிப்புக் கிடங்குகள் ரூ.54 கோடி நிதி ஒதுக்கீட்டில் மறு கட்டமைப்பு மேற்கொள்ளப்படும்.
• கிருஷ்ணகிரி அரசம்பட்டி தென்னை, கிருஷ்ணகிரி பன்னீர் ரோஜா, தஞ்சாவூர் பேராவூரணி தென்னை, மூலனூர் குட்டை முருங்கை, சாத்தூர் வெள்ளரி, தஞ்சாவூர் வீரமாங்குடி அச்சுவெல்லம், விளாத்திகுளம் மிளகாய், கடலூர் கோட்டிமுளை கத்திரி, மதுரை செங்கரும்பு, சிவகங்கை கருப்புகவுணி அரிசி ஆகிய 10 பொருட்களுக்கு இந்த ஆண்டில் புவிசார் குறியீடு ரூ.30 லட்சம் மதிப்பீட்டில் பெற திட்டமிடப்பட்டுள்ளது.
• 25 உழவர் சந்தைகளில் தொன்மை சார் உணவகங்கள் தனியார் பங்களிப்புடன் உருவாக்கப்படும்.
• விவசாயிகள் அனைத்து விவசாய சேவைகளுக்கும் ஒரே இடத்தில் மின்னணு முறையில் விண்ணப்பிக்க வசதியாக 385 வட்டார வேளாண் விரிவாக்க மையங்களில் ரூ.2 கோடியில் இ-சேவை மையங்கள் அமைக்கப்படும்.
• விலை ஆதரவு திட்டத்தின்கீழ் 60 ஆயிரம் மெட்ரிக் டன் உளுந்தும், 12 ஆயிரம் மெட்ரிக் டன் பச்சையப்பயிறும் குறைந்தபட்ச ஆதரவு விலையில் விவசாயிகளிடம் இருந்து கொள்முதல் செய்யப்படும்.
• கம்பு, கேழ்வரகு, தினை, சாமை, குதிரைவாலி, துவரை, உளுந்து, பச்சைப் பயறு, நிலக்கடலை, எள், கரும்பு போன்ற பயிர்களை சாகுபடி செய்து மாநில அளவில் அதிக விளைச்சல் பெறும் விவசாயிக்கு தலா ரூ.5 லட்சம் பரிசு வழங்கப்படும்.
• வேளாண்மை, தோட்டக்கலை பட்டப்படிப்பு படித்த 200 இளைஞர்களுக்கு வேளாண் சார்ந்த தொழில் தொடங்குவதற்காக ரூ.2 லட்சம் வீதம் நிதியுதவி வழங்க ரூ.4 கோடி நிதி ஒதுக்கீடு செய்யப்படும்.
• அங்கக வேளாண்மையில் ஈடுபடுவதுடன், அதை ஊக்குவித்து இதர அங்கக விவசாயிகளுக்கு கைகொடுக்கும் விவசாயிகளுக்கு தமிழக அரசால் ரூ.5 லட்சம் பரிசுத்தொகையுடன் 'நம்மாழ்வார்' பெயரில் விருது வழங்கப்படும்.
• தூத்துக்குடி மாவட்டம் கிள்ளிக்குளம் வேளாண்மை கல்லூரியில் ரூ.15 கோடி மதிப்பீட்டில் பனை ஆராய்ச்சி நிலையம் அமைக்கப்படும்.
• தஞ்சாவூர், திருவாரூர், நாகப்பட்டினம், மயிலாடுதுறை, கடலூர் ஆகிய 5 மாவட்டங்களில் ரூ.5 கோடி செலவில் வாய்க்கால் தூர்வாரும் பணிகள் செயல்படுத்தப்படும்.
• டிராக்டர்கள், ரோட்டவேட்டர்கள், எந்திரக் கலப்பைகள், கரும்பு அறுவடை இயந்திரங்கள், நெல் அறுவடை இயந்திரங்கள் ரூ.25 கோடியில் கொள்முதல் செய்யப்பட்டு, விவசாயிகளுக்கு குறைந்த வாடகைக்கு விடப்படும்.
• 2,504 கிராமங்களுக்கு ரூ.43 கோடி மானியத்தில் 5 ஆயிரம் பவர்டில்லர்கள் வழங்கப்படும்.
• அரசு மற்றும் தனியார் பங்களிப்போடு தேனி மாவட்டத்தில் ரூ.130 கோடி மதிப்பீட்டில் வாழை தொகுப்பு வளர்ச்சி திட்டம் செயல்படுத்தப்படும்.
• ரூ.3 கோடி செலவில், 150 முன்னோடி விவசாயிகளை இஸ்ரேல், நெதர்லாந்து, தாய்லாந்து, எகிப்து, மலேசியா, பிலிப்பைன்ஸ் போன்ற நாடுகளுக்கு அழைத்துச் சென்று அயல் நாட்டு பயிற்சி வழங்கப்படும்.
• வாழைக்கென தனி அடையாளம் உருவாக்கி உலக சந்தைக்கு கொண்டு சேர்க்கும் வகையில், தேனி மாவட்டத்தில் வாழை தொகுப்பு வளர்ச்சித் திட்டம் ரூ.130 கோடி மதிப்பீட்டில் அரசு, தனியார் பங்களிப்பில் செயல்படுத்தப்படும்.
• எண்ணெய் வித்துக்களின் உற்பத்தியை அதிகரிக்கும் நோக்கில் சூரியகாந்தி பயிரின் உற்பத்தித்திறனை உயர்த்தவும், அதிக லாபம் தரக்கூடிய நிலக்கடலை, எள், சோயா, மொச்சை உள்ளிட்ட பயிறுகளை பரவலாக்கம் செய்யவும் ரூ.30 கோடி ஒதுக்கப்படும்.
• திருவண்ணாமலை, விழுப்புரம், கள்ளக்குறிச்சி உள்ளிட்ட மாவட்டங்களை ஒருங்கிணைத்து எண்ணெய் வித்துக்கள் சிறப்பு மண்டலம் உருவாக்கப்படும்.
• சிறுதானியங்களை தொகுப்பாக சாகுபடி செய்து மதிப்புக்கூட்டி, லாபகரமான விலைக்கு விற்பனை செய்யும் வகையில் 70 சதவீத மானியம் வழங்கப்படும்.
• மத்திய அரசால் கரும்புக்கு அறிவிக்கப்பட்டுள்ள ஆதாய விலையான டன் ஒன்றுக்கு ரூ.2821-க்குமேல் கூடுதலாக ரூ.195 தகுதியுள்ள விவசாயிகளுக்கு சிறப்பு ஊக்கத்தொகையாக ரூ.253 கோடி அளவில் வழங்கப்படும். இதன் மூலம் சுமார் ஒன்றரை லட்சம் கரும்பு விவசாயிகள் பயன்பெறுவர்.
• தமிழகத்தின் 2,504 கிராம ஊராட்சிகளில் ரூ.230 கோடியில் கலைஞரின் அனைத்து கிராம ஒருங்கிணைந்த வேளாண் வளர்ச்சி திட்டம் செயல்படுத்தப்படும்.
• ஒவ்வொரு ஊராட்சியிலும் தென்னை இல்லாத 300 குடும்பங்களுக்கு தலா 2 மரக்கன்றுகள் என 15 லட்சம் மரக்கன்றுகள் வழங்கப்படும்.
• நீலகிரி, தருமபுரி மாவட்ட குடும்ப அட்டைதாரர்களுக்கு 2 கிலோ கேழ்வரகு வழங்கப்படும். அரசு நிறுவனங்கள், கல்வி நிலைய விடுதிகளில் சத்துள்ள சிறுதானிய உணவு அளிக்கப்படும்.
• நெல் ஜெயராமன் மரபுசார் நெல் ரகங்கள் பாதுகாப்பு இயக்கத்தின் கீழ் மரபுசார் நெல் விதைகளை மானிய விலையில் வழங்க ரூ.50 லட்சம் ஒதுக்கப்படும்.

• TAMILNADU AGRICULTURAL BUDGET 2023 - 2024: Agriculture Minister MRK Panneerselvam's announcement in the Tamil Nadu Government's Agriculture Budget 2023-24 presented in the Tamil Nadu Legislative Assembly yesterday: Every village can achieve self-sufficiency according to its merit.
• The All Village Integrated Agricultural Development Plan of the Artist is a project developed to carry out the necessary structural facilities and other necessary tasks for the complete development of agriculture in the village according to the availability of water and soil.
• In collaboration with the Rural Development Department, the necessary structures for the farmers have been created and implemented hand in hand with the All Gram Anna Revival Project to achieve a unified and inclusive development in these villages. In the coming year, the scheme will be implemented in 2,504 village panchayats with an allocation of Rs 230 crore.

• TAMILNADU AGRICULTURAL BUDGET 2023 - 2024: 530 crores will be provided to Tamil Nadu Agricultural University. Steps will be taken to provide a permanent capital deposit of Rs.100 crore for research projects.
• Restructuring of 27 warehouses in 22 regulated sales halls in the districts of Kanchipuram, Tiruvallur, Vellore, Tirupattur, Erode, Trichy, Karur, Thanjavur, Sivagangai, Thenkasi, Tirunelveli, Thoothukudi, Tiruvarur, Ariyalur will be carried out with an allocation of Rs.54 crore.
• 10 products namely Krishnagiri Arasambatti Coconut, Krishnagiri Panneer Roja, Thanjavur Peravoorani Coconut, Mulanoor Short Moringa, Chatur Vellari, Thanjavur Weeramangudi Achuvellam, Vlathikulam Chili, Cuddalore Kotimulai Katthiri, Madurai Sengarambu, Sivagangai Karupukauni Rice are planned to get Geocode at a cost of Rs.30 lakh this year. .
• 25 Farmers' Markets with traditional restaurants will be developed with private participation.
• E-Service Centers will be set up at 385 District Agricultural Extension Centers at a cost of Rs.2 crore to enable farmers to apply electronically for all agricultural services at one place.
• Under the price support scheme, 60 thousand metric tons of gram and 12 thousand metric tons of green gram will be procured from the farmers at the minimum support price.
• A prize of Rs 5 lakh will be given to the farmer who gets the highest yield in the state by cultivating crops such as rye, sorghum, millet, gram, horseradish, dal, urad, green gram, groundnut, sesame and sugarcane.
• Rs.4 crore will be allocated to provide financial support of Rs.2 lakh to 200 youths who have graduated in agriculture and horticulture to start agriculture-related businesses.
• The Tamil Nadu government will give an award in the name of 'Nammazhwar' to the farmers who engage in organic farming and encourage it and lend a helping hand to other organic farmers.
• A palm research station will be set up at the Killikulam College of Agriculture in Thoothukudi district at an estimated cost of Rs.15 crore.
• In 5 districts Thanjavur, Tiruvarur, Nagapattinam, Mayiladuthurai and Cuddalore, drainage works will be implemented at a cost of Rs.5 crore.
• Tractors, rotavators, mechanical ploughs, sugarcane harvesters, paddy harvesters will be procured at a cost of Rs 25 crore and will be given to the farmers on low rent.
• 5,000 power tillers will be given to 2,504 villages with a subsidy of Rs.43 crore.
• A Banana Synthesis Development Project will be implemented in Theni district at an estimated cost of Rs.130 crore with government and private contributions.
• At a cost of Rs.3 crore, 150 pioneer farmers will be taken to countries like Israel, Netherlands, Thailand, Egypt, Malaysia, Philippines and other foreign countries for training.
• In order to create a unique identity for bananas and bring them to the global market, the development plan for banana packaging in Theni district will be implemented with an estimate of Rs.130 crores through government and private contributions.
• 30 crores will be allocated to increase the productivity of sunflower crop with a view to increase the production of oilseeds and to diversify crops like groundnut, sesame, soya and mung bean which are more profitable.
• Districts including Tiruvannamalai, Villupuram, Kallakurichi will be merged to create a special zone for oilseeds.
• A subsidy of 70 per cent will be provided for mass cultivation of small grains for value addition and sale at remunerative prices.
• In addition to the profit price of Rs 2,821 per tonne announced by the central government for sugarcane, an additional Rs 195 per tonne will be given to eligible farmers as a special incentive amounting to Rs 253 crore. About one and a half lakh sugarcane farmers will be benefited by this.
• The All Village Integrated Agricultural Development Program of the artist will be implemented at a cost of Rs 230 crore in 2,504 village panchayats of Tamil Nadu.
• 15 lakh saplings of 2 saplings each will be given to 300 families who do not have coconut in each panchayat.
• Family cardholders of Nilgiris and Dharmapuri districts will be given 2 kg cash. Nutritious small grain food will be provided in government institutions and educational institution hostels.
• 50 lakhs will be allocated for providing traditional rice seeds at subsidized rates under the Nel Jayaraman Conventional Rice Varieties Conservation Drive.
