  • இந்திய அரசுச் சட்டம், 1935 / GOVERNMENT OF INDIA ACT, 1935: இந்திய அரசுச் சட்டம், 1935 (Government of India Act 1935) என்பது பிரித்தானிய இந்தியாவில் அரசியல் சீர்திருத்தங்களை கொண்டு வருவதற்காக ஐக்கிய இராச்சியத்தின் நாடாளுமன்றத்தில் இயற்றப்பட்ட ஒரு சட்டம். இதன் மூலம் இரட்டை ஆட்சி முறை ஒழிக்கப்பட்டு இந்தியர்களுக்கு மேலதிக தன்னாட்சி உரிமைகள் வழங்கப்பட்டன.
  • இந்திய அரசுச் சட்டம், 1919 இன் படி பிரித்தானிய இந்தியாவில் இரட்டை ஆட்சி முறை ஏற்படுத்தப்பட்டது. ஆட்சிப் பொறுப்பில் சில துறைகள் இந்தியர்களிடம் ஒப்படைக்கப்பட்டன. 
  • பத்து ஆண்டுகள் கழித்து இவ்வாட்சி முறையினை ஆய்வு செய்த சைமன் குழு இந்தியர்களுக்கு மேலும் பல ஆட்சி உரிமைகளை அளிக்கப் பரிந்துரை செய்தது. 
  • 1931-32ல் இது குறித்து பிரித்தானிய அரசுக்கும் இந்தியர்களுக்கும் இடையே வட்ட மேசை மாநாடுகள் நடைபெற்றன. இம்மாநாடுகளில் எவ்வித உடன்பாடும் ஏற்படவில்லையென்றாலும், பிரித்தானிய அரசு, அடுத்த கட்ட சீர்திருத்தங்களை ஏற்படுத்தும் முயற்சியில் இறங்கியது. இதன் பலனாக 1935 அரசுச் சட்டம் இயற்றப்பட்டது. இச்சட்டத்தின் முக்கியக் கூறுகள்:
  • இரட்டை ஆட்சி முறை ஒழிக்கப்பட்டு, மாகாண சுயாட்சி முறை அறிமுகப்படுத்தப்பட்டது; இந்தியர்களின் தன்னாட்சி உரிமைகள் அதிகரிக்கப்பட்டன. ஆனால் மேலாட்சி அங்கீகாரம் தரப்படவில்லை
  • பிரித்தானிய இந்தியாவும், மன்னர் அரசுகள் (சம்ஸ்தானங்கள்) ஆகியவை இணைந்து ஒரு “இந்தியக் கூட்டாட்சி”யினை உருவாக்க வழிவகை செய்யப்பட்டது
  • தேர்தல்களில் வாக்குரிமை பெறுவதற்கான சொத்துடமைத் தகுதிகள் தளர்த்தப்பட்டன. வாக்காளர்களின் எண்ணிக்கை இதனால் அதிகமானது
  • இந்தியாவின் மாகாணங்கள் புனரமைக்கப்பட்டன. பர்மா மற்றும் ஏடன் இந்தியாவிலிருந்து பிரிக்கப்பட்டன. சிந்த் பம்பாய் மாகாணத்திலிருந்துபிரிக்கபபட்டது. பீகார் மற்றும் ஒரிசா புதிய மாகாணங்களாக உருவாக்கப்பட்டன.
  • மாநில சட்டமன்றங்கள் விரிவுபடுத்தப்பட்டு அவற்றில் இந்திய உறுப்பினர்களின் எண்ணிக்கை அதிகரிக்கப்பட்டது.
  • ஆட்சிப் பொறுப்பில் மேலும் பல துறைகள் இந்தியர்களிடம் ஒப்படைக்கப்பட்டன. ஆனால் மாநில ஆளுனருக்கும், வைசுராயுக்கும் தடுப்பாணை அதிகாரம் வழங்கப்பட்டது. தேசிய அளவில் நீதிமன்றம் ஒன்று உருவாக்கப்பட்டது.
  • இப்புதிய சட்டத்தின் அடிப்படையில் 1937ல் தேர்தல்கள் நடத்தப்பட்டு அரசுகள் அமைந்தன. ஆனால் மன்னர் அரசுகளின் எதிர்ப்பாலும், இந்திய தேசிய காங்கிரசு-முசுலிம் லீக் வேறுபாடுகளாலும் இந்தியக் கூட்டாட்சி அமைப்பு உருவாக்கம் நிறைவேறவில்லை.

  • The Government of India Act, 1935 was an Act passed by the Parliament of the United Kingdom to bring about political reforms in British India. By this the dual system of government was abolished and Indians were given more autonomous rights.
  • The Government of India Act, 1919 established a dual system of government in British India. Certain departments were handed over to Indians in governance. Ten years later, the Simon Committee, which examined this system of governance, recommended giving more governance rights to Indians. 
  • In 1931-32, Round Table Conferences were held between the British Government and Indians in this regard. Although no agreement was reached at these conferences, the British government embarked on further reforms. As a result of this the Government Act of 1935 was enacted. Salient components of the Act:
  • The dual system of government was abolished and provincial autonomy was introduced; The autonomy rights of Indians were increased. But the authority was not approved
  • British India and the princely states (samsthans) came together to form an "Indian Federation".
  • Property qualifications for voting in elections were relaxed. The number of voters increased due to this
  • The provinces of India were reconstructed. Burma and Aden were separated from India. Sindh was separated from Bombay province. Bihar and Orissa were created as new provinces.
  • The state legislatures were enlarged and the number of Indian members in them increased.
  • Many more departments were handed over to Indians in governance. But the Governor of the State and the Viceroy were given preventive powers. 
  • A court was created at the national level.
  • Elections were held in 1937 and governments were formed based on this new law. But due to the opposition of the monarchical governments and differences between the Indian National Congress and the Muslim League, the formation of the federal system of India was not completed.
