• NCPCR REPORT ON STREET CHILDREN IN INDIA  2023 / இந்தியாவில் தெருவில் வசிக்கும் குழந்தைகள் அறிக்கை 2023: புதிய இந்தியா, வல்லரசு இந்தியா, மாபெரும் தொழில்நுட்ப வளர்ச்சி, 5ஜி சேவை என பெருமையாக பல விசயங்களை பேசினாலும் மாறாத பல விசயங்கள் உள்ளன. அதில் முதன்மையானது வறுமை.
• பெரு நகரங்களில் கட்டிடங்களின் உயரும், எண்ணிக்கையும் அதிகரிக்கும் அதே நேரம், அதே நகரங்களில் வீடுகள் இன்று வீதியில், நடைபாதைகளில் வசிப்பவர்களின் எண்ணிக்கையும் பெருகிக்கொண்டே வருகின்றன. இதில் பெரும்பாலும் குழந்தைகளே பாதிக்கப்படுகின்றனர்.
• இந்த நிலையில்தான் தேசிய குழந்தைகள் உரிமைகள் பாதுகாப்பு ஆணையம் வீதியில் வசிக்கும் குழந்தைகளின் எண்ணிக்கையை வெளியிட்டு இருக்கிறது. 
• அதன்படி 19,546 குழந்தைகள் இந்தியாவில் வீடுகள் இல்லாமல் வீதியில் பெற்றோர்களுடனும் தனியாகவும் வசிக்கிறார்களாம். இந்த பட்டியலில் மகாராஷ்டிரா முதலிடத்தில் இருக்கிறது.
• இந்தியாவின் பொருளாதார தலைநகரம் என்று அழைப்படும் மும்பையை தலைநகராக கொண்ட மகாராஷ்டிர மாநிலத்தில் 5,153 குழந்தைகள் வீடுகள் இன்றி வீதியில் வசிக்கின்றனர். 
• அடுத்ததாக பிரதமர் நரேந்திர மோடியின் சொந்த மாநிலமான குஜராத்தில் 1,990 குழந்தைகள் வீதிகளில் உள்ளனர். இதில் மூன்றாவது இடத்தில் இருப்பது தலைநகர் டெல்லி. அங்கு 1,853 குழந்தைகளில் வீதியில் வசிக்கிறார்கள்.
• டெல்லிக்கு அடுத்தபடியாக 4 வது இடத்தில் தமிழ்நாடு உள்ளது. 1719 குழந்தைகள் தமிழ்நாட்டில் வீதிகளில் வசிக்கின்றன. அடுத்ததாக நமது அண்டை மாநிலமான கர்நாடகாவில் 1,220 குழந்தைகளும், உத்தரப்பிரதேசத்தில் 1,038 குழந்தைகளும் வீடுகள் இன்றி வீதிகளில் வசித்து வருவதாக தேசிய குழந்தை உரிமைகள் ஆணையம் கூறியுள்ளது.

பெற்றோர் இல்லாத குழந்தைகள்

• அதேபோல், இந்த 19,546 குழந்தைகளில் 10,401 குழந்தைகள் வீதிகளில் தங்கள் குடும்பத்தினருடன் வசித்து வருகின்றனர். 8,263 குழந்தைகள் பகல் நேரங்களில் வீதியில் இருந்துவிட்டு இரவு உறங்குவதற்காக மட்டும் குடிசை பகுதிகளில் உள்ள தங்கள் வீட்டுக்கு உறங்க செல்கிறார்கள். இதில் 1,266 குழந்தைகளுடன் மகாராஷ்டிரா முதலிடத்தில் 1,203 குழந்தைகளுடன் டெல்லி 2 வது இடத்திலும் உள்ளன.

முதலிடத்தில் உத்தரப்பிரதேசம்

• அதேபோல் 882 குழந்தைகள் பெற்றோர்கள் இன்றி தனியாக வீதிகளில் வசிக்கின்றனர். இந்த பட்டியலில் முதலிடத்தில் இருப்பது உத்தரப்பிரதேசம். 
• அங்கு 270 குழந்தைகள் பெற்றோர்களோ, உறவினர்களோ, பாதுகாவலர்களோ இன்றி வீதியில் இருக்கின்றனர். இதில் 2வது இடத்தில் தமிழ்நாடு. இங்கு 124 குழந்தைகள் பெற்றோர் இன்றில் வீதியில் உள்ளார்கள்.

வாழ்வாதாரம் என்ன?

• 3 வது இடத்தில் 105 பேருடன் கர்நாடகாவும், 61 பேருடன் 4 வது இடத்தில் டெல்லியும், 39 பேருடன் 5 வது இடத்தில் மகாராஷ்டிராவும் இருக்கின்றன. 
• இவ்வாறு வீதிகளில் வசிக்கும் குழந்தைகள் கைக்கு கிடைத்த சிறிய வேலைகளை செய்தும், ஏதாவது பொருட்களை விற்பனை செய்தும், யாசகம் பெற்றும் தங்கள் தேவையானதை வாங்கிக் கொள்கின்றன.

யார் இவர்கள்?

• பெற்றோர்களால் கைவிடப்பட்டவர்கள், பெற்றோர்களை இழந்தவர்கள், குழந்தை தொழில் ஈடுபடுத்தப்பட்டவர்களே இவர்களில் அதிகம். இந்த குழந்தைகளில் பெரும்பாலானோர் சிறு வயதில் தங்கள் பெற்றோருடன் சொந்த ஊரில் பெரு நகரங்களுக்கு பிழைப்பு தேடி வந்தவர்கள். 
• இவ்வாறு வீதியில் வசிப்பவர்கள் அடிக்கடி வெவ்வேறு நகரங்களுக்கு செல்வதால் இதை கணக்கிடுவதிலும் சிக்கல்கள் உள்ளதாக கூறப்படுகிறது

• At the same time as the number and height of buildings in big cities increases, so do the number of people living on the streets and sidewalks in these same cities. Mostly children are affected.
• It is in this context that the National Commission for Protection of Child Rights has published the number of children living on the streets. Accordingly, 19,546 children are homeless and live alone with their parents on the streets in India. Maharashtra tops the list.
• There are 5,153 homeless children living on the streets in the state of Maharashtra, which is known as the economic capital of India and has Mumbai as its capital. Next is Prime Minister Narendra Modi's home state of Gujarat with 1,990 children on the streets. Capital city Delhi is in the third place. There are 1,853 children living on the streets.
• Tamil Nadu is at the 4th position after Delhi. 1719 children live on the streets in Tamil Nadu. Next, in our neighboring state of Karnataka, 1,220 children and 1,038 children in Uttar Pradesh are homeless and living on the streets, according to the National Commission for Child Rights.

Children without parents

What is livelihood?

Who are they?

• Most of them are those who have been abandoned by their parents, those who have lost their parents, and those who are involved in child labour. Most of these children had migrated with their parents from their hometowns to big cities at a young age. It is said that there are problems in calculating this as street dwellers often move to different cities
