  • உலகம் முழுவதும் ஏற்றத்தாழ்வுகள் தொடர்ந்து அதிகரித்து வருவதாக பல ஆய்வுகள் கூறி வருகின்றன. இந்த ஏற்றத்தாழ்வு அதிகரிப்பு என்பது நாட்டின் வளர்ச்சியை ஒருசாராருக்கு மட்டுமே அளிக்கும் என்றும், இதன் பயன்களை அவர்களால் மட்டுமே அனுபவிக்க முடியும் என்றும் பொருளாதார ஆய்வாளரகள் கூறுகின்றனர். இந்நிலையில் இந்த புதிய ஆய்வு அறிக்கை வெளியாகியுள்ளது.
  • கொரோனா தொற்று பாதிப்புக்கு பின்னர் இந்திய பணக்காரர்களின் எண்ணிக்கை மற்றும் இந்தியாவில் நிகழ்ந்திருக்கக்கூடிய பொருளாதார மாற்றங்கள் குறித்து 'ஆக்ஸ்பாம் இந்தியா' Survival of the Richest: The India story எனும் ஆய்வை சமீபத்தில் நடத்தி முடித்தது. 
  • இந்த ஆய்வின் முடிவுகள் தற்போது வெளியாகியுள்ள நிலையில், கொரோனா காலகட்டத்திலிருந்து தற்போது வரை இந்தியாவில் உள்ள பணக்காரர்களின் சொத்து மதிப்பு 121% அதிகரித்திருப்பது தெரிய வந்துள்ளது.
  • ஆனால் மறுபுறம் நாட்டில் உள்ள ஒட்டுமொத்த செல்வங்களில் வெறும் 3 சதவிகிதத்தை 50 சதவிகிதத்தினருக்கும் அதிகமானோர் வைத்திருக்கின்றனர். இந்த ஆய்வின் முழு விவரங்கள் சுவிட்சர்லாந்தின் டாவோஸில் நடைபெறும் உலகப் பொருளாதார மன்றத்தில் பகிரப்படும். 
  • தற்போது ஆய்வின் சில முக்கிய அம்சங்கள் மட்டும் பகிரப்பட்டுள்ளன. அதன்படி இந்தியாவில் 2020ம் ஆண்டு 102 ஆக இருந்த பெரும் பணக்காரர்களின் எண்ணிக்கை 2022ம் ஆண்டு 166 ஆக அதிகரித்திருக்கிறது. இவர்களின் சொத்து மதிப்பானது ஒரு நாளைக்கு ரூ.3,608 கோடி என்கிற அளவில் உயர்ந்து வந்திருக்கிறது.
  • அதாவது 2021ம் ஆண்டு கணக்குப்படி இந்தியாவின் வெறும் 5 சதவிகிதம் பேர் நாட்டில் உள்ள சொத்துக்களில் 62%க்கும் அதிகமானதை கொண்டிருக்கிறார்கள். 
  • இந்த 5 சதவிகிதம் பேரில் முதல் 100 பணக்காரர்களின் சொத்து மதிப்பு ரூ.54.12 கோடியாகும். இந்த தொகையை கொண்டு நாடு முழுவதும் 18 மாதங்களுக்கு பட்ஜெட் போடலாம். 
  • அதேபோல இந்த பெரும் பணக்காரர்களுக்கு 2 சதவிகிதம் சொத்துவரி விதித்தால் ரூ.40,423 கோடி நிதியை உருவாக்க முடியும். இந்த நிதியை கொண்டு நாடு முழுவதும் உள்ள ஊட்டச்சத்து குறைபாடுள்ள குழந்தைகளுக்கு சரியான, சத்தான உணவை மூன்று வருடங்களுக்கு கொடுக்க முடியும்.
  • இதனை சுட்டிக்காட்டியுள்ள 'ஆக்ஸ்பாம் இந்தியா' எதிர்வரும் மத்திய பட்ஜெட்டில் இந்த பெரும் பணக்காரர்களுக்கான சொத்து வரியை அதிகரித்தல் போன்ற முற்போக்கு நடவடிக்கையில் மத்திய நிதியமைச்சர் ஈடுபட வேண்டும் என்று வலியுறுத்தியுள்ளது. 
  • நமது நாட்டில் பணக்காரர்களை விட ஏழைகள்தான் அதிக அளவு வரியை செலுத்துகின்றனர். 
  • நேரடி வரி, சேவை வரி என இவர்கள் அதிக வரியை செலுத்துகின்றனர். எனவே பெரும் பணக்காரர்கள் வரியை செலுத்த வேண்டிய நேரம் வந்துவிட்டது. அவர்கள் தங்களது பங்கை உறுதி செய்ய வேண்டும்.
  • சமத்துவமின்மையை கையாள்வதற்கு இதுதான் மிகச்சரியான வழி. எனவே பெரும் பணக்காரர்களுக்கு சொத்து வரி, பரம்பரை வரி போன்ற முற்போக்கான வரியை விதிக்க நாங்கள் நிதியமைச்சரை வலியுறுத்துகிறோம். 
  • கடந்த 2012 முதல் 2021 வரை என 11 ஆண்டுகளில் ஏராளமான செல்வம் இந்நாட்டில் உருவாக்கப்பட்டுள்ளது. ஆனால் இதில் 40% செல்வம் 1 சதவிகித பெரும் பணக்காரர்களும், வெறும் 3% செல்வத்தை 50 சதவிகித சாமானிய மக்களும் பகிர்ந்துக்கொண்டிருக்கிறார்கள். 
  • வரி விதிப்பை பொறுத்த வரையில் பணக்காரர்களைவிட சாமானியர்களிடமும், நடுத்தர மக்களிடமும் அதிக வரி விதிக்கப்பட்டுள்ளதாக அரசு வெளியிட்டுள்ள புள்ளிவிவரங்களில் தெரிய வந்துள்ளது.

  • Many studies have shown that inequality continues to rise around the world. Economists say that this increase in inequality means that the country's growth is monogamous and that only they can enjoy the benefits. In this case, this new research report has been published.
  • Oxfam India has recently completed a study titled Survival of the Richest: The India story on the number of rich people in India and the economic changes that may have occurred in India after the corona virus.
  • As the results of this study have been published, it has been revealed that the wealth of the richest people in India has increased by 121% since the Corona period till now.
  • But on the other hand, only 3 percent of the total wealth in the country is owned by more than 50 percent. Full details of the study will be shared at the World Economic Forum in Davos, Switzerland.
  • Only a few salient aspects of the study have been shared at present. Accordingly, the number of super rich people in India increased from 102 in 2020 to 166 in 2022. Their property value has increased to the extent of Rs.3,608 crore per day.
  • This means that by 2021, just 5 percent of India's population owns more than 62% of the country's wealth. The wealth of the top 100 richest among these 5 percent is Rs 54.12 crore. With this amount, the whole country can budget for 18 months.
  • Similarly, imposing a 2 percent property tax on these super-rich would generate a fund of Rs.40,423 crore. With this fund, we can provide proper, nutritious food to malnourished children across the country for three years.
  • Pointing this out, 'Oxbom India' has insisted that the Union Finance Minister should be involved in progressive measures such as increasing the property tax for the super rich in the upcoming Union Budget.
  • In our country, the poor pay more taxes than the rich. They pay more taxes like direct tax and service tax. So the time has come for the super rich to pay taxes. They must ensure their role.
  • This is the best way to deal with inequality. So we urge the finance minister to impose progressive taxes like property tax, inheritance tax on the super rich.
  • A lot of wealth has been created in this country in the last 11 years from 2012 to 2021. But 40% of the wealth is shared by 1% of the super rich and only 3% of the wealth is shared by 50% of the common people.
  • As far as taxation is concerned, it has been revealed in the statistics published by the government that more taxes have been imposed on the common people and the middle class than on the rich.
