- கொரோனா நோய்த் தொற்று பொது முடக்கத்தில் கொண்டு வரப்பட்ட பிரதமரின் ஏழை மக்களுக்கான இலவச உணவு தானியம் வழங்கும் திட்டம் (Pradhan Mantri Garib Kalyan Anna Yojana) இம்மாதத்துடன் நிறைவடையும் உள்ள நிலையில், தேசிய உணவு பாதுகாப்பு சட்டத்தின் கீழ் இலவச உணவு தானியங்கள் வழங்க மத்திய அமைச்சரவை ஒப்புதல் அளித்துள்ளது. இதன்மூலம், 80 கோடிக்கும் மேற்பட்ட இந்திய மக்கள் பலனடைய உள்ளனர்.
- தேசிய உணவு பாதுகாப்புச் சட்டம் 2013ல் இயற்றப்பட்டது. இந்த சட்டம், நாட்டில் உள்ள 50% நகர்ப்புற முன்னுரிமைக் குடும்பங்களும், 75% கிராமப்புற முன்னுரிமைக் குடும்பங்களும் பொது விநியோக முறை மூலம் உணவினைப் பெற உரிமையை அளிக்கிறது.
- இந்த சட்டத்தின் கீழ், நியாய விலைக் கடைகளின் மூலம் தானியம்/கோதுமை/அரிசி ஆகியவை கிலோ ஒன்றுக்கு ரூ. 1/2/3 என்னும் மானிய விலையில் வழங்கப்பட்டு வருகிறது. கிட்டத்தட்ட, 80 கோடிக்கும் அதிகமானோர் இத்திட்டத்தின் கீழ் பயனடைந்து வருகின்றனர்.
- இந்நிலையில், கொரோனா பெருந்தொற்று பொது முடக்க காலத்தின் போது, பிரதமரின் ஏழைகள் நலன் உணவுத் திட்டத்தை கடந்த 2020-ம் ஆண்டு ஏப்ரல் மாதம் மத்திய அரசு அறிமுகப்படுத்தியது.
- இத்திட்டத்தின் கீழ், தேசிய உணவுப் பாதுகாப்புச் சட்டத்தின் கீழ் வழங்கப்படும் உணவு தானியங்களுடன் கூடுதலாக நபர் ஒருவருக்கு மாதம் 5 கிலோ இலவச உணவு தானியம் வழங்கப்பட்டது.
- அதாவது, கிட்டத்தட்ட 10 கிலோ உணவு தானியம் ஒவ்வொரு குடும்ப அட்டைதாரர்களுக்கும் வழங்கப்பட்டது. (ஒவ்வொரு மாதத்திற்கும் கிட்டத்தட்ட 100 மில்லியன் டன் உணவு தானியங்கள் கொள்முதல் செய்யப்பட்டன)
- இந்த திட்டத்தின் மூலம், ஏழைகள் மற்றும் கொரோனா நோய்த் தொற்றினால் நலிவடைந்தோர் பயன்பெற்று வந்தனர். மேலும், இந்த திட்டம் மிகப் பெரிய அரசியல் ஆதாயத்தையும் மத்தியில் ஆளும் பாஜகவிற்கு அளித்தது.
- பல்வேறு மாநிலங்களில் நடைபெற்ற சட்டப் பேரவைத் தேர்தலில் ஆட்சியைத் தக்க வைத்துக் கொள்ளும் வாய்ப்பையும் உருவாக்கித் தந்தது.
- இந்நிலையில், இந்த திட்டத்தை நீட்டிக்கப்படவில்லை தேசிய உணவு பாதுகாப்பு சட்டத்தின் கீழ் 5 கிலோ இலவச உணவு தானியங்கள் வழங்க மத்திய அமைச்சரவை ஒப்புதல் அளித்துள்ளது.
- பிரதமரின் ஏழைகள் நலன் உணவுத் திட்டத்தின் கீழ், அதிகமான உணவு தானியங்களை மத்திய/மாநில அரசுகள் கொள்முதல் செய்ய வேண்டியிருந்தது.
- ரூ. 1/2/3 என்னும் மானிய விலையில் வழங்கப்பட்டு வந்த உணவு தானியங்கள் தற்போது இலவசமாக வழங்கப்பட உள்ளன. எனவே, அரசு செலவீனங்கள் மிகவும் அதிகரிக்காது என்று கூறப்படுகிறது.
- 2011 மக்கள் தொகை கணக்கெடுப்பின் படி, தேசிய உணவு பாதுகாப்புச் சட்டத்தின் கீழ் முன்னுரிமைக் குடும்பங்கள் அடையாளம் காணப்பட்டுள்ளன. தற்போது, 2021 மக்கள் தொகை கணக்கெடுப்புப் பணிகள் இதுவரை தொடங்கப்படவில்லை.
- 2011ல் நாட்டின் மக்கள்தொகை 1.22 பில்லியன் ஆகும். இதில், 814 மில்லியன் பேர் உணவு பாதுக்காப்புச் சட்டத்தின் கீழ் உணவு உரிமையைப் பெருகின்ற்ன.
- 2021ல் நாட்டின் மக்கள் தொகை 1.37 பில்லியன் என்று மதிப்படப்படுகிறது. எனவே, 922 மில்லியன் பேர் இத்திட்டத்தின் கீழ் உணவு உரிமையைப் பெற்றிருக்க வேண்டும்.
- எனவே, தோராயமாக 10 கோடி தகுதியான நபர்கள் உணவு பாதுக்காப்புச் சட்டத்தின் கீழ் எந்தவித உரிமையும் பெறாமல் உள்ளதாக கூறப்படுகிறது.

- Under the scheme, 5 kg of free food grains per person per month was provided in addition to the food grains provided under the National Food Security Act. That is, nearly 10 kg of food grains were given to each family of card holders. (Almost 100 million tonnes of food grains procured every month)
- Through this scheme, the poor and those weakened by the corona virus were benefited. Also, the scheme gave a huge political gain to the ruling BJP at the centre.
- It also created an opportunity to retain power in the legislative assembly elections held in various states. In this case, this scheme has not been extended as the Union Cabinet has approved the provision of 5 kg of free food grains under the National Food Security Act.
- Under the Prime Minister's Poor Food Scheme, central/state governments had to procure more food grains. Foodgrains which were provided at subsidized rate of 1/2/3 are now provided free. Hence, it is said that government expenditure will not increase much.
- According to the 2011 census, priority households have been identified under the National Food Security Act. Currently, the 2021 Census work has not yet started. The population of the country in 2011 was 1.22 billion. Of this, 814 million people have increased their right to food under the Food Security Act.
- The country's population is estimated to be 1.37 billion in 2021. Therefore, 922 million people should be entitled to food under the scheme. Therefore, approximately 10 crore eligible persons are said to be without any entitlement under the Food Security Act.
