- சுதந்திரம் அடைந்து 51 ஆண்டுகளுக்குப் பிறகும், நாட்டின் கல்வித் தரத்தை மேம்படுத்த பல்வேறு நடவடிக்கைகள் எடுக்கப்பட்ட போதிலும், பிற்படுத்தப்பட்ட வகுப்பினரிடையே, குறிப்பாக பெண்களிடையே கல்வியறிவு அளவுகள் மிகவும் குறைவாகவே உள்ளது.
- கடந்த 51 ஆண்டுகளில் கல்வியறிவு மற்றும் கல்வியின் அளவை மேம்படுத்துவதில் கணிசமான முன்னேற்றம் அரசாங்கத்தால் ஏற்கனவே எடுக்கப்பட்டுள்ளது மற்றும் கணிசமான முன்னேற்றம் எட்டப்பட்டுள்ளது,
- ஆனால் மரியாதைக்குரிய கல்வியறிவு நிலைகளை அடைவதற்கு இன்னும் நீண்ட தூரம் செல்ல வேண்டியுள்ளது.
- பிற்படுத்தப்பட்ட வகுப்பினருக்கு கல்வி மற்றும் பொருளாதார ஆதரவு போதுமானதாக இல்லை என்பதும், அவர்களுக்கும் பிற்படுத்தப்படாத மக்கள் பிரிவினருக்கும் இடையே ஒவ்வொரு மட்டத்திலும் ஏற்றத்தாழ்வு இருப்பதும் இப்போது அங்கீகரிக்கப்பட்டுள்ளது.
- இதைக் கருத்தில் கொண்டு, மக்கள்தொகையில் பிற்படுத்தப்பட்டோர் அல்லாத பிரிவினருடன் ஒப்பிடுகையில், இந்த இலக்குக் குழுக்களுக்கு அதாவது பிற்படுத்தப்பட்ட வகுப்பினருக்காக பல்வேறு புதிய திட்டங்களை அறிமுகப்படுத்த தீவிர முயற்சிகள் தேவை என்று உணரப்படுகிறது.
- ஓபிசி மக்களிடையே கல்வியறிவு அடிப்படையில் பெண்களின் நிலை கவலையளிக்கிறது. குடும்பத்தின் அளவு மற்றும் அதன் உறுப்பினர்களின் பார்வையை வடிவமைப்பதில் பெண்களின் முக்கிய பங்கைக் கருத்தில் கொண்டு, இந்த சமூகங்களின் பெண்களிடையே கல்வியை மேம்படுத்துவதில் முதலீடு செய்வது அவர்களின் சமூக மற்றும் பொருளாதார நிலையை மேம்படுத்துவதோடு மட்டுமல்லாமல், சமூக-பொருளாதார வளர்ச்சியையும் துரிதப்படுத்த உதவும்.
- மெட்ரிக் முன் கல்வி உதவித்தொகை திட்டம் ஏழ்மையான பிரிவைச் சேர்ந்த OBC களின் குழந்தைகளிடையே குறிப்பாக நலிவடைந்த பிரிவின் பெண் குழந்தைகளிடையே கல்வியைப் பரப்புவதற்கு உதவியாக இருக்கும் என்று கருதப்படுகிறது.
- OBC களில் உள்ள நலிவடைந்த பிரிவைச் சேர்ந்த குழந்தைகளின் நலனுக்காக ப்ரீ-மெட்ரிக் ஸ்காலர்ஷிப் திட்டம் ஒன்றைக் கருத்தில் கொண்டு உருவாக்கப்பட்டது.
- வறுமைக் கோட்டிற்குக் கீழே வாழும் OBC கள் மக்கள்தொகையில் ஒரு பெரிய பகுதியை உருவாக்குகிறார்கள், மேலும் OBCக்களிடையே ஏற்றத்தாழ்வுகள் உள்ளன,
- ஆண்டு வருமானம் வறுமைக் கோட்டிற்குக் கீழே உள்ள ஏழை OBC பெற்றோரின் பள்ளிக்குச் செல்லும் குழந்தைகளுக்கு உதவித்தொகை வழங்க முன்மொழியப்பட்டது.
- அனைத்து மூலங்களிலிருந்தும் பெற்றோர்/பாதுகாவலர் வருமானம் ஆண்டுக்கு ரூ.2,50,000க்கு மிகாமல் இருக்கும் மாணவர்களின் விஷயத்தில் உதவித்தொகை விருது அனுமதிக்கப்படும்.
- கல்வி உதவித்தொகை முதல் வகுப்பில் சேரும் மாணவர்களுக்கு அல்லது பகல்நேர அறிஞர்களைப் பொறுத்தவரையில் மெட்ரிக்-க்கு முந்தைய நிலையின் ஏதேனும் ஒரு வகுப்பிலும், வகுப்பு III அல்லது ஹோஸ்ட்லர்களைப் பொறுத்த வரையில் மெட்ரிக்-க்கு முந்தைய நிலையின் எந்த வகுப்பிலும் சேர்க்கப்படலாம்.
- பத்தாம் வகுப்பின் இறுதியில் உதவித்தொகை முடிவடையும். ஒரு கல்வியாண்டில் உதவித்தொகையின் காலம் 10 மாதங்கள்.
- சம்பந்தப்பட்ட மாநில அரசு மற்றும் யூனியன் பிரதேச நிர்வாகங்களால் முறையாக அங்கீகரிக்கப்பட்ட, அத்தகைய நிறுவனங்களுக்கும், மெட்ரிகுலேஷன்-க்கு முந்தைய படிப்புகளுக்கும் மட்டுமே உதவித்தொகை தகுதியுடையதாக இருக்கும்.
Objective
- Even after 51 years of independence and in spite of various measures taken to improve the level of education in the country, literacy levels among backward classes, particularly among women, continues to be extremely low.
- The number of steps have already been taken by the Government and considerable progress has been achieved in improving the level of literacy and education during the last 51 years, but there is still a long way to go before respectable levels of literacy are achieved,
- It has been recognized now that education and economic support for backward Classes has not been adequate and there is disparity between them and the non-backward sections of the population at every level.
- In view of the same, it is felt that earnest efforts are required to introduce various new schemes specifically for these target group i.e. backward classes to provide them a level playing field in comparison to non-backward sections of the population.
- The position of women in terms of literacy among OBCs population is also a cause of concern. Considering the important role of women in shaping the size of the family and outlook of its members, investment in improving education among women of these communities will not only improve their social and economic status, but will also help in accelerating the socio-economic development of these communities and the nation as a whole.
- Experience shows that children of OBCs from the poorer section to not go schools as they often have to provide a helping hand to their parents in traditional occupation or otherwise supplement the family income.
- It is considered that a scheme of Pre-matric Scholarship would be helpful in spreading education amongst such children specially amongst the girl child of weaker sections.
- A scheme of Pre-matric Scholarship for the benefit of children belonging to Weaker Section amongst OBCs has been formulated with the object in view.
- OBCs living below double the poverty line form a bigger chunk of a population and there are disparities amongst OBCs themselves to start with, it is proposed to award scholarship to school going children of poorer OBC parents whose annual income is below double the poverty line.
- Scholarship award will be sanctioned in the case of students whose parents/guardians income from all sources does not exceed Rs.2,50,000 per annum.
- The scholarships may be given to the students enrolled in class I or any subsequent class of pre-matric stage in the case of day scholars, and class III or any subsequent class of pre-matric stage in the case of hostlers.
- The scholarship will terminate at the end of class X. The duration of scholarship in an academic year will be 10 months.
- The scholarship will be tenable only in such institutions and for such pre-matriculation courses, which have been duly recognized by the concerned State Government and Union Territory Administrations.
