• திறமையும் அறிவும்தான் எந்த ஒரு நாட்டிற்கும் பொருளாதார வளர்ச்சி மற்றும் சமூக வளர்ச்சிக்கான உந்து சக்திகள். உயர் மற்றும் சிறந்த திறன்களைக் கொண்ட நாடுகள் வேலை உலகின் சவால்கள் மற்றும் வாய்ப்புகளை மிகவும் திறம்படச் சரிசெய்கிறது. 
• திறன் மேம்பாட்டிற்கான இலக்கு குழுவானது, தொழிலாளர் சக்தியில் உள்ள அனைவரையும் உள்ளடக்கியது, முதல் முறையாக தொழிலாளர் சந்தையில் நுழைபவர்கள் (ஆண்டுக்கு 12.8 மில்லியன்), ஒழுங்கமைக்கப்பட்ட துறையில் வேலை செய்பவர்கள் (26.0 மில்லியன்) மற்றும் அமைப்புசாரா துறையில் பணிபுரிபவர்கள் ( 433 மில்லியன்) 2004-05இல் திறன் மேம்பாட்டு திட்டங்களின் தற்போதைய திறன் 3.1 மில்லியன். 
• 2022ஆம் ஆண்டுக்குள் 500 மில்லியன் மக்களை திறன்படுத்துவது என்ற இலக்கை இந்தியா நிர்ணயித்துள்ளது.

பணி

• தேசிய திறன் மேம்பாட்டு முன்முயற்சியானது, மேம்பட்ட திறன்கள், அறிவு, தேசிய மற்றும் சர்வதேச அளவில் அங்கீகரிக்கப்பட்ட தகுதிகள் மூலம் தகுதியான வேலைவாய்ப்பைப் பெறுவதற்கும், உலக சந்தையில் இந்தியாவின் போட்டித்தன்மையை உறுதி செய்வதற்கும் அனைத்து தனிநபர்களுக்கும் அதிகாரமளிக்கும்.

நோக்கங்கள்

• நாட்டில் திறன் மேம்பாட்டின் நோக்கம் விரைவான மற்றும் உள்ளடக்கிய வளர்ச்சியை அடைவதை ஆதரிப்பதாகும்:
• தனிநபர்களின் வேலைவாய்ப்பை மேம்படுத்துதல் (ஊதியம்/சுயவேலைவாய்ப்பு) மற்றும் மாறிவரும் தொழில்நுட்பங்கள் மற்றும் தொழிலாளர் சந்தை தேவைகளுக்கு ஏற்ப மாற்றிக்கொள்ளும் திறன்.
• மக்களின் உற்பத்தி மற்றும் வாழ்க்கைத் தரத்தை மேம்படுத்துதல்.
• நாட்டின் போட்டித்தன்மையை வலுப்படுத்துதல்.
• திறன் மேம்பாட்டில் முதலீட்டை ஈர்ப்பது.

திறன் மேம்பாட்டுக்கான தேசியக் கொள்கையின் நோக்கங்கள்

• அனைவருக்கும் வாழ்நாள் முழுவதும் திறன்களைப் பெறுவதற்கான வாய்ப்புகளை உருவாக்கவும், குறிப்பாக இளைஞர்கள், பெண்கள் மற்றும் பின்தங்கிய குழுக்களுக்கு.
• திறன் மேம்பாட்டு முன்முயற்சிகளுக்கு அனைத்து பங்குதாரர்களின் அர்ப்பணிப்பை ஊக்குவித்தல்.
• தற்போதைய மற்றும் வளர்ந்து வரும் வேலைவாய்ப்பு சந்தை தேவைகளுக்கு பொருத்தமான உயர்தர திறமையான பணியாளர்/தொழில்முனைவோரை உருவாக்குங்கள்.
• பங்குதாரர்களின் பரந்த அளவிலான தேவைகளின் குணாதிசயங்களுக்கு பதிலளிக்கும் நெகிழ்வான விநியோக வழிமுறைகளை நிறுவுவதை இயக்கவும்.
• பல்வேறு அமைச்சகங்கள், மையம் மற்றும் மாநிலங்கள் மற்றும் பொது மற்றும் தனியார் வழங்குநர்களுக்கு இடையே பயனுள்ள ஒருங்கிணைப்பை இயக்கவும்

கொள்கையின் நோக்கம்

• ITIகள்/ITCகள்/தொழில்நுட்ப பள்ளிகள்/தொழில்நுட்பப் பள்ளிகள்/ பாலிடெக்னிக்/தொழில்முறைக் கல்லூரிகள் போன்றவற்றை உள்ளடக்கிய நிறுவன அடிப்படையிலான திறன் மேம்பாடு.
• பல்வேறு அமைச்சகங்கள்/துறைகளால் ஒழுங்கமைக்கப்பட்ட துறைசார் திறன் மேம்பாட்டுக்கான கற்றல் முயற்சிகள்.
• நிறுவனங்களின் முறையான மற்றும் முறைசாரா தொழிற்பயிற்சிகள் மற்றும் பிற வகையான பயிற்சிகள்
• சுயதொழில்/தொழில் முனைவோர் மேம்பாட்டுக்கான பயிற்சி
• வயது வந்தோருக்கான கற்றல், ஓய்வு பெற்ற அல்லது ஓய்வு பெறும் ஊழியர்களுக்கு மீண்டும் பயிற்சி அளித்தல் மற்றும் வாழ்நாள் முழுவதும் கற்றல்
• சிவில் சமூக அமைப்புகளின் பயிற்சி உட்பட முறைசாரா பயிற்சி
• மின் கற்றல், இணைய அடிப்படையிலான கற்றல் மற்றும் தொலைதூரக் கற்றல்.

ENGLISH

• Skills and knowledge are the driving forces of economic growth and social development for any country. Countries with higher and better levels of skills adjust more effectively to the challenges and opportunities of the world of work. 
• Potentially, the target group for skill development comprises all those in the labor force, including those entering the labor market for the first time (12.8 million annually), those employed in the organized sector (26.0 million) and those working in the unorganized sector ( 433 million) in 2004-05. 
• The current capacity of the skill development programs is 3.1 million. India has set a target of skilling 500 million people by 2022.

Mission

• The policy envisions the establishment of a National Skill Development Initiative with the following mission:
• National Skill Development Initiative will empower all individuals through improved skills, knowledge, nationally and internationally recognized qualifications to gain access to decent employment and ensure India's competitiveness in the global market.

Aims

• The aim of skill development in the country is to support achieving rapid and inclusive growth through:
• Enhancing individuals‟ employability (wage/ self-employment) and ability to adapt to changing technologies and labor market demands.
• Improving productivity and living standards of the people.
• Strengthening competitiveness of the country.
• Attracting investment in skill development.

Objectives of the policy

• The objectives of the national policy on skill development are to:
• Create opportunities for all to acquire skills throughout life, and especially for youth, women and disadvantaged groups.
• Promote commitment by all stakeholders to own skill development initiatives.
• Develop a high-quality skilled workforce/entrepreneur relevant to current and emerging employment market needs.
• Enable the establishment of flexible delivery mechanisms that respond to the characteristics of a wide range of needs of stakeholders.
• Enable effective coordination between different ministries, the Center and the States and public and private providers

Scope of the Policy

• The coverage of the National Policy on Skill Development includes the following:
• Institution – based skill development including ITIs/ITCs/vocational schools/technical schools/ polytechnics/ professional colleges, etc.
• Learning initiatives of sectoral skill development organized by different ministries/departments.
• Formal and informal apprenticeships and other types of training by enterprises
• Training for self-employment/entrepreneurial development
• Adult learning, retraining of retired or retiring employees and lifelong learning
• Non-formal training including training by civil society organizations
• E-learning, web-based learning and distance learning.
