• ஜல் ஜீவன் மிஷன் (நகர்ப்புறம்) நிலையான வளர்ச்சி இலக்கு- 6 இன் படி அனைத்து 4,378 சட்டப்பூர்வ நகரங்களிலும் செயல்பாட்டு குழாய்கள் மூலம் அனைத்து வீடுகளுக்கும் நீர் விநியோகத்தை உலகளாவிய கவரேஜ் வழங்க வடிவமைக்கப்பட்டுள்ளது. மற்ற கவனம் பகுதி.

பணியின் பகுதிகள்

• 2.68 கோடி என்பது நகர்ப்புற வீட்டு குழாய் இணைப்புகளில் உள்ள மதிப்பிடப்பட்ட இடைவெளியாகும், இது JJM(U) இன் கீழ் வரவழைக்கப்பட உள்ளது. அதேபோல, ஜேஜேஎம்(யு)ல் இணைக்கப்பட உத்தேசிக்கப்பட்டுள்ள 500 அம்ருத் நகரங்களில் கழிவுநீர் இணைப்புகள்/செப்டேஜ்களில் மதிப்பிடப்பட்ட இடைவெளி 2.64 கோடி.
• நிலையான நன்னீர் விநியோகத்தை அதிகரிக்க நீர்நிலைகளை புத்துயிர் அளிப்பது மற்றும் வெள்ளத்தை குறைக்க பசுமையான இடங்கள் மற்றும் கடற்பாசி நகரங்களை உருவாக்குதல் மற்றும் நகர்ப்புற நீர்நிலை மேலாண்மை திட்டத்தின் மூலம் வசதி மதிப்பை மேம்படுத்துதல் ஆகியவை பணியின் மற்ற முக்கிய பகுதிகளாகும்.
• சுத்திகரிக்கப்பட்ட கழிவுநீரை மறுசுழற்சி/மீண்டும் பயன்படுத்துதல், நீர்நிலைகளை புதுப்பித்தல் மற்றும் நீர் பாதுகாப்பு ஆகியவற்றில் கவனம் செலுத்துவதன் மூலம் ஒவ்வொரு நகரத்திற்கும் நகர நீர் சமநிலை திட்டத்தை உருவாக்குவதன் மூலம் ஜேஜேஎம்(யு) நீரின் வட்ட சிக்கனத்தை ஊக்குவிக்கும். நிறுவன பொறிமுறையின் வளர்ச்சியுடன் 20% தண்ணீர் தேவையை மறுபயன்பாட்டு நீரால் பூர்த்தி செய்ய வேண்டும்.
• நீர் துறையில் சமீபத்திய உலகளாவிய தொழில்நுட்பங்களைப் பயன்படுத்துவதற்கு நீருக்கான தொழில்நுட்ப துணைத் திட்டம் முன்மொழியப்பட்டது.
• தகவல், கல்வி மற்றும் தொடர்பாடல் (IEC) பிரச்சாரம், நீர் சேமிப்பு பற்றிய விழிப்புணர்வை மக்களிடையே பரப்புவதற்கு முன்மொழியப்பட்டது.
• பே ஜல் சர்வேக்ஷன் நகரங்களில் சமமான நீரின் விநியோகம், கழிவு நீரை மறுபயன்பாடு செய்தல் மற்றும் தண்ணீரின் அளவு மற்றும் தரம் ஆகியவற்றைப் பொறுத்து நீர்நிலைகளின் வரைபடத்தை ஒரு சவால் செயல்முறை மூலம் உறுதிப்படுத்தும்.
• நகர்ப்புற உள்ளாட்சி அமைப்புகளை வலுப்படுத்துதல் மற்றும் நகரங்களின் நீர் பாதுகாப்பில் கவனம் செலுத்தும் சீர்திருத்த நிகழ்ச்சி நிரலை மிஷன் கொண்டுள்ளது. முக்கிய சீர்திருத்தங்கள் வருவாய் அல்லாத தண்ணீரை 20% க்கும் கீழே குறைக்கின்றன; சுத்திகரிக்கப்பட்ட நீரின் மறுசுழற்சி மொத்த நகர நீர் தேவையில் குறைந்தது 20% மற்றும் தொழில்துறை நீர் தேவைக்கு 40% மாநில அளவில் இரட்டை குழாய் அமைப்பு, மின்சார வாகனம் சார்ஜ் புள்ளிகள்; புதிய கட்டிடங்களில் வைஃபை உள்கட்டமைப்பு; போதுமான நகர்ப்புற திட்டமிடல் மூலம் மதிப்பைத் திறத்தல் மற்றும் நில பயன்பாட்டுத் திறனை மேம்படுத்துதல்; நகரங்களின் ஜிஐஎஸ் அடிப்படையிலான மாஸ்டர் பிளான்கள்; முனிசிபல் பத்திரங்கள் மற்றும் நீர்நிலைகளை புத்துயிர் அளிப்பதன் மூலம் நிதி திரட்டுதல்.

பணியின் முக்கிய அம்சங்கள்

• ஜேஜேஎம்(யு)க்காக முன்மொழியப்பட்ட மொத்தச் செலவு ரூ.2,87,000 கோடியாகும், இதில் அம்ருத் மிஷனுக்குத் தொடர்ந்து நிதியுதவி அளிப்பதற்காக ரூ.10,000 கோடி உள்ளது.
• பொது தனியார் கூட்டாண்மையை மேம்படுத்துவதற்காக, மில்லியன் மக்கள் தொகைக்கும் அதிகமான மக்கள்தொகை கொண்ட நகரங்கள் தங்கள் மொத்த திட்ட நிதி ஒதுக்கீட்டில் குறைந்தபட்சம் 10 சதவீதம் மதிப்பிலான PPP திட்டங்களை மேற்கொள்ள வேண்டும்.
• யூனியன் பிரதேசங்களுக்கு, 100% மத்திய நிதியுதவி இருக்கும். வடகிழக்கு மற்றும் மலை மாநிலங்களுக்கு, திட்டங்களுக்கு மத்திய நிதி 90% இருக்கும். 1 லட்சத்துக்கும் குறைவான மக்கள்தொகை கொண்ட நகரங்களுக்கு 50%, 1 லட்சம் முதல் 10 லட்சம் மக்கள்தொகை கொண்ட நகரங்களுக்கு மூன்றில் ஒரு பங்கு மற்றும் மில்லியன் மக்கள் தொகை கொண்ட நகரங்களுக்கு 25% மத்திய நிதியுதவி வழங்கப்படும்.
• தொழில்நுட்பம் சார்ந்த தளம் மூலம் பணி கண்காணிக்கப்படும், அதில் பயனாளிகளின் பதில் முன்னேற்றம் மற்றும் வெளியீடு-விளைவுகளுடன் கண்காணிக்கப்படும்.
• திட்டங்களுக்கு அரசிடமிருந்து நிதியுதவி 20:40 என்ற மூன்று தவணைகளாக வழங்கப்படும்

ENGLISH

• The Jal Jeevan Mission (Urban) has been designed to provide universal coverage of water supply to all households through functional taps in all 4,378 statutory towns in accordance with Sustainable Development Goal- 6. Providing coverage of sewerage/septage management in 500 AMRUT cities is the other focus area.  

Areas of the Mission 

• 2.68 crore is the estimated gap in urban household tap connections that is proposed to be covered under JJM(U). Likewise, estimated gap in sewer connections/septage in 500 AMRUT citiesproposed to be covered in JJM(U) is 2.64 crore. 
• Rejuvenation of water bodies to augment sustainable fresh water supply and creating green spaces and sponge cities to reduce floods and enhance amenity value through an Urban Aquifer Management plan are other key areas of the Mission. 
• JJM(U) will promote circular economy of water through development of city water balance plan for each city focusing on recycle/reuse of treated sewage, rejuvenation of water bodies and water conservation. 20% of water demand to be met by reused water with development of institutional mechanism. 
• A Technology Sub-Missionfor water is proposed to leverage latest global technologies in the field of water. 
• Information, Education and Communication (IEC) campaign is proposed to spread awareness among masses about conservation of water. 
• Pey Jal Survekshan will be conducted in cities to ascertain equitable distribution of water, reuse of wastewater and mapping of water bodies with respect to quantity and quality of water through a challenge process. 
• Mission has a reform agenda with focus on strengthening of urban local bodies and water security of the cities. Major reforms are reducing non-revenue water to below 20%; recycle of treated used water to meet at least 20% of total city water demand and 40% for industrial water demand at State level; dual piping system, electric vehicle charging points; Wi-fi infrastructure in new buildings; unlocking value and improving land use efficiency through adequate urban planning; GIS based master plans of the cities; raising funds through issuance of municipal bonds and rejuvenation of water bodies.

Salient features of Mission

• The total outlay proposed for JJM(U) is Rs 2,87,000 crore which includes Rs10,000 crore for continuing financial support to AMRUT Mission. 
• In order to promote Public private partnership, it has been mandated for cities having million plus population to take up PPP projects worth minimum of 10 percent of their total project fund allocation. 
• For Union Territories, there will be 100% central funding. For North Eastern and Hill States, central funding for projects will be 90%. Central funding will be 50% for cities will less than 1 lakh population, one third for cities with 1 lakh to 10 lakh population and 25% for cities with million plus population. 
• Mission will be monitored through a technology-based platform on which beneficiary response will be monitored along with progress and output-outcome. 
• Funding from Government for projects will be in three tranches of 20:40
