• தூத்துக்குடி துப்பாக்கிச் சூடு சம்பவம் குறித்து விசாரணை மேற்கொண்ட ஓய்வுபெற்ற நீதிபதி அருணா ஜெகதீசன் தலைமையிலான ஒரு நபர் ஆணையம், முழு அறிக்கையை முதலமைச்சரிடம் சமர்பித்துள்ளது.
• தூத்துக்குடியில் உள்ள ஸ்டெர்லைட் ஆலையை நிரந்தரமாக மூடக்கோரி, 2018-ம் ஆண்டு, ஆலையைச் சுற்றியுள்ள 10-க்கும் மேற்பட்ட கிராம மக்கள் தொடர் போராட்டத்தில் ஈடுபட்டனர். போராட்டத்தின் 100-வது நாளான 2018, மே 22 அன்று பொதுமக்கள் மாவட்ட ஆட்சியர் அலுவலகம் நோக்கி, பேரணியாகச் சென்றனர்.
• அப்போது நடைபெற்ற கலவரத்தில், காவல் துறையினர் நடத்திய துப்பாக்கிச் சூடு மற்றும் தடியடியின்போது, 2 பெண்கள் உட்பட 13 பேர் உயிரிழந்தனர். இதையடுத்து, வன்முறை குறித்து விசாரிக்க உயர்நீதிமன்ற ஓய்வுபெற்ற நீதிபதி அருணா ஜெகதீசன் தலைமையில், அதிமுக அரசு, ஒரு நபர் விசாரணை ஆணையம் அமைத்தது.
• 2018 ஜூன் 4-ம் தேதி விசாரணை ஆணையம் விசாரணையைத் தொடங்கியது. தூத்துக்குடி துப்பாக்கிச் சூடு தொடர்பாக விசாரிக்க அமைக்கப்பட்ட ஒரு நபர் விசாரணை ஆணையத்தின் தலைவர் அருணா ஜெகதீசன், கடந்த ஆண்டு மே 14-ம் தேதி முதல்வர் மு.க.ஸ்டாலினிடம் விசாரணையின் இடைக்கால அறிக்கையைத் தாக்கல் செய்தார்.
• இந்நிலையில், முழு அறிக்கையை தாக்கல் செய்ய கால அவகாசம் கோரிய நிலையில், 6 மாதம் கால அவகாசத்தை தமிழ்நாடு அரசு வழங்கியது. 
• கால அவகாசம் முடிவுற்ற நிலையில், தூத்துக்குடி துப்பாக்கி சூடு சம்பவம் குறித்த முழு அறிக்கையை அருணா ஜெகதீசன், தமிழ்நாடு முதலமைச்சரை சென்னை தலைமை செயலகத்தில் சந்தித்து சமர்பித்துள்ளார்.
• இந்த அறிக்கையின் அடிப்படையில், தமிழ்நாடு அரசின் அடுத்தக்கட்ட நடவடிக்கை இருக்கும் என எதிர்பார்க்கப்படுகிறது. இந்நிலையில், அப்போதைய தூத்துக்குடி மாவட்ட ஆட்சியர் மற்றும் தென்மண்டல ஐ.ஜி. சைலேஷ் குமார் யாதவ், நெல்லை சரக டி.ஐ.ஜி, தூத்துக்குடி எஸ்.பி மகேந்திரன் உள்படபோலீசார் 17 பேர் மீது நடவடிக்கை எடுக்க வேண்டும் என நீதிபதி அருணா ஜெகதீசன் ஆணையம், அரசுக்கு பரிந்துரை செய்துள்ளது.
• மேலும் தூத்துக்குடி துப்பாக்கிச்சூட்டில் போலீஸ்காரர் சுடலைக்கண்ணு என்பவர் மட்டும் 17 ரவுண்ட் சுட்டுள்ளதாக கூறப்பட்டுள்ளது. ஒரே போலீசாரை 4 இடங்களில் வைத்து சுட வைத்ததன் மூலம், அவரை அடியாள் போல காவல்துறை பயன்படுத்தியுள்ளதாக, நீதிபதி அருணா ஜெகதீசன் ஆணைய அறிக்கையில் தெரிவிக்கப்பட்டுள்ளது.
• மேலும் ஆட்சியர் அலுவலகத்தில் இருந்த போராட்டக்காரர்களை, பூங்காவில் ஒளிந்துகொண்டு போலீசார் சுட்டுள்ளனர் என்றும், அப்போதைய ஆட்சியர் தனது பொறுப்புகளை தட்டிகழித்துவிட்டு கோவில்பட்டியில் இருந்துள்ளார் என்றும், எவ்வித யோசனையும் இல்லாமல் முடிவுகளை எடுத்துள்ளார் எனவும் அருணா ஜெகதீசன் அறிக்கையில் அரசுக்கு தெரிவிக்கப்பட்டுள்ளது.
• தொலைவில் இருந்து குறிபார்த்து சுடக்கூடிய துப்பாக்கிகள் பயன்படுத்தப்பட்டதும் உடற்கூறாய்வில் உறுதி செய்யப்பட்டிருக்கிறது. 
• குண்டுகள் பின் தலை வழியே ஊடுருவி நெற்றி வழியாக வெளியே வந்ததன் மூலம், பின்னால் இருந்து சுட்டது அம்பலமாகியுள்ளது. 
• சுட்டுக்கொல்லப்பட்ட 13 பேரில் 6 பேர் பின்னந்தலையில் சுட்டுக் கொல்லப்பட்டுள்ளனர். தடியடி, கண்ணீர் புகைவீச்சு, வானத்தை நோக்கி சுடுதல் போன்ற எவ்வித நடவடிக்கையையும் போலீஸ் மேற்கொள்ளவில்லை.
• தூத்துக்குடி கலவரத்தில் எந்த ஒரு போலீஸ்காரருக்கும் படுகாயம் ஏற்படவில்லை. தூத்துக்குடி துப்பாக்கிச்சூடு அப்போதைய காவல்துறை தலைமை பொறுப்பில் இருந்தவர்களின் அப்பட்டமான தோல்வி என்று தெரிவிக்கப்பட்டுள்ளது. 
• கூட்டத்தை கட்டுப்படுத்த முடியவில்லை என்ற போலீசாரின் வாதத்துக்கு எந்த ஆதாரமும் இல்லை. போராட்டம் தொடர்பான உளவுத்துறை தகவல் முன்கூட்டியே கிடைத்தும் அப்போதைய ஐஜி நடவடிக்கை எடுக்கவில்லை.
• ஸ்டெர்லைட் எதிர்ப்பு போராட்டத்தை கையாள்வதில் ஆட்சியர் வெங்கடேஷ் தொடக்கம் முதலே அலட்சியம் காட்டியுள்ளார். 
• போராட்டத்துக்கு முதல் நாள் ஆட்சியர் வீட்டில் இருந்து கொண்டே உதவி ஆட்சியரை சமாதானக் கூட்டத்துக்கு தலைமை தாங்க அழைத்துள்ளார்.
• அப்போதைய தூத்துக்குடி ஆட்சியர் வெங்கடேஷ், பொறுப்புகளை தட்டிக்கழித்து அலட்சியத்துடன் கோவில்பட்டியில் இருந்துள்ளார். ஆட்சியர் வெங்கடேஷ் எவ்வித யோசனையுமின்றி முடிவுகளை எடுத்துள்ளதால் அவர் மீது நடவடிக்கை எடுக்க பரிந்துரை செய்யப்பட்டுள்ளது.
• தூத்துக்குடி துப்பாக்கிச்சூடு தொடர்பாக 17 போலீசார் மீது நடவடிக்கை எடுக்க நீதிபதி அருணா ஜெகதீசன் ஆணையம் பரிந்துரை செய்துள்ளது. 
• 2018ல் தென்மண்டல ஐ.ஜி.யாக இருந்த சைலேஷ்குமார் யாதவ் மீது நடவடிக்கை எடுக்க பரிந்துரை செய்யப்பட்டுள்ளது. 
• நெல்லை சரக டி.ஐ.ஜி.யாக இருந்த கபில்குமார் சர்கார், தூத்துக்குடி எஸ்.பி.யாக இருந்த மகேந்திரன், டி.எஸ்.பி. லிங்கதிருமாறன், 3 ஆய்வாளர்கள், 2 எஸ்.ஐ., ஒரு தலைமை காவலர், 7 காவலர்கள் மீதும் நடவடிக்கை எடுக்க நீதிபதி அருணா ஜெகதீசன் ஆணையம் பரிந்துரை செய்துள்ளது.
• ஸ்டெர்லைட் ஆலைக்கு எதிராக போராடியவர்கள் மீது போலீசார் ஒளிந்து கொண்டு துப்பாக்கிச்சூடு நடத்தியுள்ளனர். எந்தவித ஆத்திரமூட்டலும் இல்லாத போதிலும் போராட்டக்காரர்கள் மீது போலீசார் துப்பாக்கியால் சுட்டுள்ளனர். போராட்டக்காரர்களின் கண்களில் படாமல் மறைந்து நின்று போலீசார் துப்பாக்கியால் சுட்டனர்.

• A one-man commission headed by retired judge Aruna Jegatheesan, which probed the Thoothukudi firing incident, submitted its full report to the Chief Minister.
• In 2018, more than 10 villagers around the plant took part in a series of protests demanding the permanent closure of the Sterlite plant in Thoothukudi. On May 22, 2018, the 100th day of the protest, people marched towards the District Collectorate.
• During the riots, 13 people including 2 women were killed in firing and baton by the police. Subsequently, the AIADMK government set up a one-man commission of inquiry headed by retired High Court judge Aruna Jagadeesan to investigate the violence.
• On June 4, 2018, the Commission of Inquiry started the investigation. Aruna Jagatheesan, the chairman of the one-man commission of inquiry set up to investigate the Thoothukudi firing, submitted the interim report of the inquiry to Chief Minister M. K. Stalin on May 14 last year.
• In this case, Tamil Nadu government granted 6 months time while requesting time to file the full report.
• As the deadline expired, Aruna Jagatheesan met the Chief Minister of Tamil Nadu and submitted the full report on the Thoothukudi firing incident at the Chief Secretariat in Chennai.
• Based on this report, it is expected that the Tamil Nadu government will take the next steps. In this case, the then Thoothukudi District Collector and South Region I.G. The Justice Aruna Jagatheesan commission has recommended to the government that action should be taken against Sailesh Kumar Yadav, DIG Nellai Charaka, SB Mahendran of Thoothukudi internal police.
• It is also said that in the Thoothukudi firing, policeman Sudalaikannu alone fired 17 rounds. The Justice Aruna Jagatheesan commission report said that the police used the same policeman as a servant by shooting him at 4 places.
• Aruna Jagatheesan's report has also informed the government that the protesters who were in the collector's office were hidden in the park and shot by the police, and that the then collector was in Kovilpatti after shirking his responsibilities and took decisions without any thought.
• The use of guns that can be aimed and fired from a distance is also confirmed in the anatomy.
• The bullets penetrated through the back of the head and exited through the forehead, revealing that they were fired from behind.
• Of the 13 people who were shot dead, 6 were shot in the back of the head. The police did not take any action like baton, tear gas, firing towards the sky.
• No policeman was seriously injured in the Tuticorin riots. It has been reported that the Thoothukudi firing was a blatant failure of the then police chief.
• There is no evidence for the police's contention that they could not control the crowd. The then IG did not take action despite receiving intelligence information about the protest in advance.
• Collector Venkatesh has shown indifference in handling the anti-Sterlite agitation since its inception.
• On the first day of the protest, the Collector stayed at home and invited the Assistant Collector to lead the peace meeting.
• The then Thoothukudi Collector Venkatesh has been neglecting his responsibilities and has been in Kovilpatti with indifference. Action has been recommended against Collector Venkatesh as he has taken decisions without any thought.
• Justice Aruna Jagatheesan Commission has recommended action against 17 policemen in connection with the Thoothukudi firing.
• It has been recommended to take action against Sailesh Kumar Yadav, who was the IG of South Zone in 2018.
• Kapil Kumar Sarkar who was the DIG of Paddy, Mahendran who was the SP of Thoothukudi, DSP. Lingathirumaran, 3 inspectors, 2 SIs, a head constable and 7 constables have also been recommended by the Justice Aruna Jagatheesan commission.
• The police opened fire on those protesting against the Sterlite plant. Despite the absence of any provocation, the police opened fire on the protestors. The police opened fire while hiding from the protesters.
