• ஜூன் 1, 2011 அன்று இந்திய அரசு ஜனனி ஷிஷு சுரக்ஷா காரியகாரம் (JSSK) தொடங்கப்பட்டது. இந்த திட்டம் கர்ப்பிணிப் பெண்களுக்கு அவர்களின் பிரசவத்திற்காக அரசு சுகாதார வசதிகளை அணுகும் வகையில் பயன்பெறும். 
• மேலும் இது இன்னும் தங்கள் வீடுகளில் டெலிவரி செய்யத் தேர்வு செய்பவர்களை நிறுவன விநியோகத்தைத் தேர்வுசெய்ய ஊக்குவிக்கும். அனைத்து மாநிலங்களும் யூனியன் பிரதேசங்களும் இத்திட்டத்தை செயல்படுத்தத் தொடங்கியுள்ளன.

சூழ்நிலை

• சி-பிரிவுகளுக்கான மருந்துகள், பயனர் கட்டணங்கள், நோயறிதல் சோதனைகள், உணவுமுறை போன்ற வடிவங்களில் நிறுவனப் பிரசவங்களின் போது கர்ப்பிணிப் பெண்கள் மற்றும் அவர்களது குடும்பத்தினரால் அதிக பாக்கெட் செலவுகள் செய்யப்படுகின்றன.

புதிய முயற்சி

• கர்ப்பிணிப் பெண்கள் மற்றும் நோய்வாய்ப்பட்ட புதிதாகப் பிறந்தவர்களின் பெற்றோர்கள் எதிர்கொள்ளும் சிரமங்களைக் கருத்தில் கொண்டு, நோயுற்ற புதிதாகப் பிறந்த குழந்தைகளின் பிரசவம் மற்றும் சிகிச்சையில் அவர்களுக்கு அதிக செலவாகும். 
• சுகாதாரம் மற்றும் குடும்ப நல அமைச்சகம் (MoHFW) கிராமப்புற மற்றும் அரசு சுகாதார நிறுவனங்களில் கர்ப்பிணிப் பெண்களுக்கு சாதாரண பிரசவம் மற்றும் சிசேரியன் அறுவை சிகிச்சைகள் மற்றும் நோய்வாய்ப்பட்ட புதிதாகப் பிறந்தவர்கள் (பிறந்து 30 நாட்கள் வரை) முற்றிலும் இலவசம் மற்றும் பணமில்லா சேவைகளை வழங்குவதற்கு அனைத்து மாநிலங்களிலும் ஒருமித்த கருத்தை உருவாக்க ஒரு பெரிய முயற்சி எடுக்கப்பட்டது. 

கர்ப்பிணிப் பெண்களுக்கான இலவச உரிமைகள் பின்வருமாறு:

• இலவச மற்றும் பணமில்லா டெலிவரி
• இலவச சி-பிரிவு
• இலவச மருந்துகள் மற்றும் நுகர்பொருட்கள்
• இலவச நோயறிதல்
• சுகாதார நிறுவனங்களில் தங்கியிருக்கும் போது இலவச உணவு
• இலவச இரத்தம் வழங்குதல்
• பயனர் கட்டணங்களில் இருந்து விலக்கு
• வீட்டிலிருந்து சுகாதார நிறுவனங்களுக்கு இலவச போக்குவரத்து
• பரிந்துரையின் போது வசதிகளுக்கு இடையே இலவச போக்குவரத்து
• 48 மணிநேரம் தங்கிய பிறகு நிறுவனங்களில் இருந்து வீட்டிற்கு இலவச டிராப்

பிறந்து 30 நாட்கள் வரை நோய்வாய்ப்பட்ட புதிதாகப் பிறந்த குழந்தைகளுக்கான இலவச உரிமைகள் பின்வருவனவாகும். இது இப்போது நோய்வாய்ப்பட்ட குழந்தைகளின் பாதுகாப்பிற்காக விரிவுபடுத்தப்பட்டுள்ளது:

• இலவச சிகிச்சை
• இலவச மருந்துகள் மற்றும் நுகர்பொருட்கள்
• இலவச நோயறிதல்
• இலவச இரத்தம் வழங்குதல்
• பயனர் கட்டணங்களில் இருந்து விலக்கு
• வீட்டிலிருந்து சுகாதார நிறுவனங்களுக்கு இலவச போக்குவரத்து
• பரிந்துரையின் போது வசதிகளுக்கு இடையே இலவச போக்குவரத்து
• நிறுவனங்களில் இருந்து வீட்டிற்கு இலவச டிராப்

திட்டத்தின் முக்கிய அம்சங்கள்

• இந்த முயற்சியானது பொது சுகாதார நிறுவனங்களில் பிரசவிக்கும் அனைத்து கர்ப்பிணிப் பெண்களுக்கும் முற்றிலும் இலவசம் மற்றும் சிசேரியன் உட்பட எந்த செலவும் இல்லாமல் பிரசவம் செய்ய உரிமை அளிக்கிறது.
• இலவச மருந்துகள் மற்றும் நுகர்பொருட்கள், சாதாரண பிரசவத்தின் போது 3 நாட்கள் வரை இலவச உணவு மற்றும் சி-பிரிவுக்கு 7 நாட்கள் வரை இலவச உணவு, இலவச நோயறிதல் மற்றும் தேவையான இடங்களில் இலவச இரத்தம் ஆகியவை இந்த உரிமைகளில் அடங்கும். 
• இந்த முன்முயற்சியானது வீட்டிலிருந்து நிறுவனத்திற்கு, பரிந்துரை மற்றும் வீட்டிற்கு திரும்பும் போது வசதிகளுக்கு இடையே இலவச போக்குவரத்தையும் வழங்குகிறது. 
• பிறந்து 30 நாட்கள் வரை சிகிச்சைக்காக பொது சுகாதார நிறுவனங்களை அணுகும் அனைத்து நோய்வாய்ப்பட்ட புதிதாகப் பிறந்த குழந்தைகளுக்கும் இதே போன்ற உரிமைகள் வழங்கப்பட்டுள்ளன. 
• இது இப்போது நோய்வாய்ப்பட்ட குழந்தைகளுக்கும் விரிவுபடுத்தப்பட்டுள்ளது:
• கர்ப்பிணிப் பெண்கள் மற்றும் நோய்வாய்ப்பட்ட புதிதாகப் பிறந்தவர்கள் அரசாங்க சுகாதார நிலையங்களில் சேவைகளைப் பெறும்போது ஏற்படும் செலவினங்களை அகற்றுவதை இந்த திட்டம் நோக்கமாகக் கொண்டுள்ளது.
• இத்திட்டம் 12 மில்லியனுக்கும் அதிகமான கர்ப்பிணிப் பெண்கள் தங்கள் பிரசவத்திற்காக அரசாங்க சுகாதார வசதிகளை அணுகும் என மதிப்பிடப்பட்டுள்ளது. மேலும் இது இன்னும் தங்கள் வீடுகளில் டெலிவரி செய்யத் தேர்வு செய்பவர்களை நிறுவன விநியோகத்தைத் தேர்வுசெய்ய ஊக்குவிக்கும்.
• அனைத்து மாநிலங்களும் யூனியன் பிரதேசங்களும் இத்திட்டத்தை செயல்படுத்தத் தொடங்கியுள்ளன

ENGLISH

• Government of India has launched the Janani Shishu Suraksha Karyakaram (JSSK) on 1st June, 2011. The scheme is to benefit pregnant women who access Government health facilities for their delivery. 
• Moreover it will motivate those who still choose to deliver at their homes to opt for institutional deliveries. All the States and UTs have initiated implementation of the scheme.

Situation

• High out of pocket expenses being incurred by pregnant women and their families in the case of institutional deliveries in form of drugs, User charges, diagnostic tests, diet, for C –sections.

The New Initiative

• In view of the difficulty being faced by the pregnant women and parents of sick new- born along-with high out of pocket expenses incurred by them on delivery and treatment of sick- new-born, Ministry of Health and Family Welfare (MoHFW) has taken a major initiative to evolve a consensus on the part of all States to provide completely free and cashless services to pregnant women including normal deliveries and caesarean operations and sick new born (up to 30 days after birth) in Government health institutions in both rural and urban areas.

The following are the Free Entitlements for pregnant women

• Free and cashless delivery
• Free C-Section
• Free drugs and consumables
• Free diagnostics
• Free diet during stay in the health institutions
• Free provision of blood
• Exemption from user charges
• Free transport from home to health institutions
• Free transport between facilities in case of referral
• Free drop back from Institutions to home after 48hrs stay

The following are the Free Entitlements for Sick newborns till 30 days after birth.This has now been expanded to cover sick infants

• Free treatment
• Free drugs and consumables
• Free diagnostics
• Free provision of blood
• Exemption from user charges
• Free Transport from Home to Health Institutions
• Free Transport between facilities in case of referral
• Free drop Back from Institutions to home

Key features of the scheme

• The initiative entitles all pregnant women delivering in public health institutions to absolutely free and no expense delivery, including caesarean section.
• The entitlements include free drugs and consumables, free diet up to 3 days during normal delivery and up to 7 days for C-section, free diagnostics, and free blood wherever required. This initiative also provides for free transport from home to institution, between facilities in case of a referral and drop back home. Similar entitlements have been put in place for all sick newborns accessing public health institutions for treatment till 30 days after birth.This has now been expanded to cover sick infants:
• The scheme aims to eliminate out of pocket expenses incurred by the pregnant women and sick new borne while accessing services at Government health facilities.
• The scheme is estimated to benefit more than 12 million pregnant women who access Government health facilities for their delivery. Moreover it will motivate those who still choose to deliver at their homes to opt for institutional deliveries.
• All the States and UTs have initiated implementation of the scheme
