• இன்று (20.06.2020) உலக அகதிகள் தினம் அனுசரிக்கப்படுகிறது. உலகம் முழுவதும் சுமார் ஏழு கோடியே 80 லட்சம் பேர் அகதிகளாக இருப்பதாகவும், ஒவ்வொரு நிமிடமும் சராசரியாக 20 பேர் தங்கள் நாட்டில் வசிக்கமுடியாமல் அகதிகளாக வேறொரு நாட்டில் தஞ்சமடையச் செல்கின்றனர் என்கிறது ஐக்கிய நாடுகள் சபை. "எல்லாச் செயலும் கணக்கிடப்படுகிறது. எல்லோருடைய உயிரும் மதிப்புமிக்கவை" என்பது ஐ.நா.வின் அகதிகள் தினத்தின் முழக்கமாகும்.
• 2000 ஆம் ஆண்டில் ஐக்கிய நாடுகள் பொதுச்சபையின் சிறப்புத் தீர்மானமொன்றின்படி, அகதிகளுக்கான தமது ஆதரவினை வெளிப்படுத்தும் முகமாக, உலக அகதிகள் தினமாக ஏற்றுக் கொள்ளப்பட்டது. 
• ஆபிரிக்க அகதிகள் நாள் ஜூன் 20 இல் கொண்டாடப்படுவதால் இந்நாள் உலக அகதிகள் நாளாகப் பிரகடனப்படுத்தப்பட்டது. பல்வேறு மோதல்களுக்குள் சிக்கி அகதிகளாக தாம் வசிக்கும் நாட்டினுள், பிற நாடுகளிலென இடம்பெயர்ந்து பல்வேறு துன்பங்களுக்குள்ளாகி வாழ்ந்துவரும் அகதிகள் பற்றிய விழிப்புணர்வினை உலக மக்களிடத்தில் ஏற்படுத்துவதே இந்நாளின் முக்கியமான நோக்கமாகும்.
• அன்றைய நாள் உலகின் பல்வேறு பகுதிகளிலும் நடைபெறும் பல்வேறு போர்களால் அரசியல், சமூகச் சூழல்களால் அகதிகளாக அல்லலுறும் அகதிகளை நினைவு கூரும் வகையில் கூட்டங்கள், ஆர்ப்பாட்டங்கள், கருத்தரங்குகள், இசை நிகழ்ச்சிகள், நினைவஞ்சலி நிகழ்வுகளெனப் பல்வேறு நிகழ்வுகள் ஏற்பாடு செய்யப்படுகின்றன. அகதிகளுக்கான ஐக்கிய நாடுகளின் ஆணையம் (UNHCR) ஒவ்வோர் ஆண்டும் இந்நிகழ்வுகளுக்கான கருப்பொருளைத் தீர்மானிக்கிறது.
• சொந்த நாட்டைவிட்டு, இருக்கும் சிறிய சேமிப்பையும் இருப்பிடத்தையும் விட்டு ஒருவர் வேறு நாட்டிற்குப் பயணிக்கிறார் என்றால் அவரின் கையறுநிலையை நாம் உணர்ந்துகொள்ளவேண்டும். 
• உயிர் பிழைத்தால் போதும் என்பதைத் தாண்டி அந்தப் பயணத்தின் லட்சியம் வேறொன்றும் இல்லை. சொந்த நாட்டு மக்களையே இந்தக் கரோனா காலத்தில் பாதுகாக்க முடியாமல் பல நாடுகள் திணறுகின்றன. 
• இதில் அகதிகளை எவ்வாறு இந்த அரசுகள் பாதுகாக்கப் போகின்றன என்ற அச்சத்தை சமூகத்தின் மீது அக்கறை கொண்டவர்கள் எழுப்பியுள்ளனர்.

கரோனா காலத்தில் அகதிகளின் நிலை

• கரோனா பரவலைத் தடுக்க தனிமனித இடைவெளியும், தனித்திருத்தலும், சுகாதாரமான வாழ்நிலையும் அவசியம். ஆனால் பல நாடுகளின் அகதிகள் முகாமில் தங்கவைக்கப்பட்டுள்ளவர்களுக்குச் சுகாதாரமான வாழ்நிலையே இல்லை எனலாம். சிறிய கூடாரத்திற்குள் ஒரு குடும்பம் எனபதாக உள்ளனர். தனிமனித இடைவெளியும், தனித்திருத்தலும் சாத்தியமற்றதாக உள்ளது. 
• அவர்களின் வேலையும் குறைந்தபட்ச வாழ்வாதாரமும் மோசமாக இந்தக் கரோனா காலத்தில் பாதிக்கப்பட்டுள்ளது. அவர்களைப் பாதுகாக்கும் நடவடிக்கைகளை அரசாங்கங்கள் மேற்கொள்ளவேண்டுமென்று தொழிற்சங்கங்களின் சர்வதேசக் கூட்டமைப்பு (World Federation Of Trade Unions) வலியுறுத்தியுள்ளது.

இந்தியாவில் அகதிகள் நிலை

• இந்தியாவிலும் பல்வேறு காலங்களில் அகதிகள் வந்துள்ளனர். இந்திய அரசும் அவர்களுக்கு அடைக்கலம் வழங்கியுள்ளது. வங்கதேசம், திபெத், இலங்கை, மியான்மர் எனப் பல்வேறு நாட்டு அகதிகள் இந்தியாவில் தற்போது உள்ளனர். 
• ஆனால் அகதிகள் பாதுகாப்பிற்கென்று இந்தியாவில் தனியான சட்டங்கள் எதுவும் கிடையாது. பொதுவாக தெற்காசிய நாடுகள் எங்குமே அகதிகளுக்கான சட்டங்கள் இல்லை என்கின்றனர் இத்துறையில் செயலாற்றுபவர்கள். 
• மனித உரிமைக்கான சர்வதேச மாநாடுகளின் முடிவுகளுக்கு இணங்க இந்தியாவும் அகதிகளுக்கான வசதிகளை வழங்கி வருகிறது. அதேநேரம் ஒரு நாட்டிலிருந்து வரும் அகதிகள் அனைவரையும் ஒரே இடத்தில் எந்த நாடும் தங்கவைப்பதில்லை. 
• நமது இந்தியாவும் அவ்வாறே செய்து வருகிறது. சீன எல்லையான திபெத்திலிருந்து வந்த அகதிகள் இந்தியாவின் பல பகுதிகளில் தங்கவைக்கப்பட்டுள்ளனர். அவர்கள் தமிழ்நாடு, கர்நாடகா ஆகிய இடங்களில் தங்கவைக்கப்பட்டுள்ளனர். 
• இவ்வாறு ஒரு குறிப்பிட்ட நாட்டிலிருந்து வரும் அகதிகள் அனைவரையும் ஒரே இடத்தில் பெரும்பாலான நாடுகள் தங்கவைப்பதில்லை. ஏனெனில் அகதிகள் ஒன்றாகத் தங்கவைக்கப்பட்டுள்ள இடத்தின் மீதான உரிமையை அவர்கள் எதிர்காலத்தில் கேட்பதற்கான வாய்ப்பாக அது அமைந்துவிடக்கூடாது எனும் எச்சரிக்கை உணர்வுதான் எனக் கூறப்படுகிறது.
• இலங்கையில் உள்ள தமிழர்களுக்காகப் போராடும் அதேநேரம் இங்குள்ள முகாம்களில் தங்கவைக்கப்பட்டுள்ள இலங்கைத் தமிழர்களின் அடிப்படைப் பிரச்சினைகள் குறித்து கூடுதலாகப் பேசவேண்டிய தேவை உள்ளது.
• அகதிகளின் பயணம் என்பது தப்பிப்பிழைத்து உயிர்வாழ்வதற்கான பயணம்தான். ஆனால் உயிர்வாழ்வதென்பது தன்மானத்துடன் உயிர்த்திருப்பதாகும். இப்படியான ஒரு வாழ்வை எல்லா அகதிகளுக்கும் உத்தரவாதப்படுத்துவதே ஐ.நா.வின் முழக்கமான "எல்லா உயிர்களும் மதிப்புமிக்கவை" என்பதைச் சாத்தியமாக்கும்.
• இலங்கையில் 1983-ல் உள்நாட்டுப் போர் தொடங்கியது முதல், அங்கிருந்த தமிழர்கள் உலகம் முழுவதும் புலம்பெயரத் தொடங்கினர். 1983 முதல் தமிழகத்துக்கு 3 லட்சத்து 4 ஆயிரத்து 269 அகதிகள் வந்துள்ளனர். 
• அகதிகளுக்கான ஐக்கிய நாடுகள் உயர் ஆணையம் (UNHCR), தமிழக மற்றும் இந்திய அரசின் மூலம் சுமார் 2.12 லட்சம் அகதிகள் இலங்கை திரும்பியுள்ளனர்.
• தற்போதைய நிலவரப்படி தமிழகத்தில் 29 மாவட்டங்களில் உள்ள 108 மறுவாழ்வு முகாம்களில் சுமார் 1,02,000 பேர் அகதிகள் முகாம்கள் மற்றும் காவல் நிலையங்களில் பதிவு செய்துவிட்டு வெளியிலும் தங்கியுள்ளனர்.

உலக அகதிகள் தினம் 2022 தீம் 

• யாராக இருந்தாலும். எங்கிருந்தாலும். எப்பொழுதும். பாதுகாப்பைத் தேடுவதற்கு அனைவருக்கும் உரிமை உண்டு.

• Today (20.06.2020) is World Refugee Day. The United Nations estimates that there are an estimated 780 million refugees worldwide, and that an average of 20 refugees take refuge in another country every minute. The motto of UN Refugee Day is "Everything counts. Everyone's life is precious."
• World Refugee Day was recognized in 2000 as a special resolution of the United Nations General Assembly, expressing its support for refugees.
• This month has been declared World Refugee Day as African Refugee Day is celebrated on June 20. The main purpose of this day is to create awareness among the people of the world about the refugees who have been displaced in other countries and are living in various hardships as refugees caught up in various conflicts.
• Meetings, demonstrations, seminars, concerts and commemorative events are organized to commemorate refugees who have been displaced by the political and social circumstances surrounding the war in various parts of the world. The United Nations High Commissioner for Refugees (UNHCR) sets the theme for these events each year.
• We need to realize the vulnerability of a person if he or she travels to another country leaving his or her home country and the small savings and location available.
• The ambition of that journey is nothing more than survival. Many countries are stuck with not being able to protect their own people during this corona period.
• Concerns about the community have raised fears about how these governments are going to protect refugees.

The status of refugees during the Corona period

• Individual spacing, isolation, and a healthy lifestyle are essential to prevent corona spread. But those living in refugee camps in many countries may not have a healthy standard of living. They are like a family inside a small tent. Individual spacing and isolation are impossible.
• Their work and minimal livelihood have been badly affected during this corona period. The World Federation of Trade Unions (WFTU) has urged governments to take steps to protect them.

Refugee status in India

• Refugees have also arrived in India at various times. The Indian government has also given them asylum. There are refugees from Bangladesh, Tibet, Sri Lanka and Myanmar in India.
• But there are no separate laws in India for the protection of refugees. Activists in the industry say there are no refugee laws anywhere in South Asia in general.
• India is also providing facilities for refugees in line with the results of the International Conference on Human Rights. At the same time, no country can accommodate all refugees from one country.
• Our India is doing the same. Refugees from Tibet, which borders China, are being held in various parts of India. They are staying in Tamil Nadu and Karnataka.
• Thus most countries do not keep all the refugees from a particular country in one place. This is because it is said to be a warning that it should not be an opportunity for refugees to claim ownership of their place of residence in the future.
• While fighting for the Tamils ​​in Sri Lanka, there is a need to talk more about the basic problems of the Sri Lankan Tamils ​​who are being held in camps here.
• The refugee journey is a journey of survival. But survival is living with character. Ensuring such a life for all refugees would make possible the UN motto "All lives are precious".
• Since the outbreak of civil war in Sri Lanka in 1983, Tamils ​​there have started migrating all over the world. 3 lakh 4 thousand 269 refugees have come to Tamil Nadu since 1983.
• About 2.12 lakh refugees have returned to Sri Lanka through the United Nations High Commissioner for Refugees (UNHCR), Tamil Nadu and the Government of India.
• At present, out of 108 rehabilitation camps in 29 districts in Tamil Nadu, about 1,02,000 are registered in refugee camps and police stations and are staying outside.
