• ஆயுஷ் துறை, சுகாதாரம் மற்றும் குடும்ப நல அமைச்சகம், இந்திய அரசின் 12வது திட்டத்தில் மாநிலங்கள்/யூனியன் பிரதேசங்கள் மூலம் செயல்படுத்த தேசிய ஆயுஷ் மிஷன் (NAM) தொடங்கப்பட்டது. 
• செலவு குறைந்த ஆயுஷ் சேவைகள், கல்வி முறைகளை வலுப்படுத்துதல், ஆயுர்வேதம், சித்தா மற்றும் யுனானி & ஹோமியோபதி (ASU & H) மருந்துகளின் தரக் கட்டுப்பாட்டை நடைமுறைப்படுத்துதல் மற்றும் ASU & H மூலப்பொருட்களின் நிலையான இருப்பு ஆகியவற்றின் மூலம் ஆயுஷ் மருத்துவ முறைகளை மேம்படுத்துவதே NAM இன் அடிப்படை நோக்கமாகும்.
• மாநில அரசுகள்/யூனியன் பிரதேசங்களின் கணிசமான பங்கேற்பிற்கு வழிவகுக்கும் திட்டங்களை செயல்படுத்துவதற்கான நெகிழ்வுத்தன்மையை இது கருதுகிறது. 
• NAM ஒரு தேசிய பணியை நிறுவுவது மற்றும் மாநில அளவில் தொடர்புடைய பணிகள் குறித்து சிந்திக்கிறது. திட்டங்களின் திட்டமிடல், மேற்பார்வை மற்றும் கண்காணிப்பு ஆகியவற்றின் அடிப்படையில் திணைக்களத்தின் விரிவாக்கத்தை NAM கணிசமாக மேம்படுத்தும்.

• சேவைகளுக்கான அணுகலை மேம்படுத்துவதன் மூலம் நாடு முழுவதும் செலவு குறைந்த மற்றும் சமமான ஆயுஷ் சுகாதார சேவையை வழங்குதல்.
• ஆயுஷ் அமைப்புகளுக்கு புத்துயிர் அளிப்பது மற்றும் வலுப்படுத்துவது, சமூகத்தின் சுகாதாரப் பாதுகாப்பை நிவர்த்தி செய்வதில் முக்கிய மருத்துவ நீரோடைகளாக ஆக்குகிறது.

நோக்கங்கள்

• ஆயுஷ் மருத்துவமனைகள் மற்றும் மருந்தகங்களை மேம்படுத்துதல், ஆரம்ப சுகாதார மையங்கள் (PHCகள்), சமூக சுகாதார மையங்கள் (CHCகள்) மற்றும் மாவட்ட மருத்துவமனைகள் (DHs) ஆகியவற்றில் ஆயுஷ் வசதிகளின் இணை இருப்பிடம் மூலம் உலகளாவிய அணுகலுடன், செலவு குறைந்த ஆயுஷ் சேவைகளை வழங்குவதற்கு.
• ஆயுஷ் கல்வி நிறுவனங்களை மேம்படுத்துவதன் மூலம் மாநில அளவில் நிறுவன திறனை வலுப்படுத்த, மாநில அரசு. ASU&H மருந்தகங்கள், மருந்து சோதனை ஆய்வகங்கள் மற்றும் ASU & H அமலாக்க வழிமுறை.
• தரமான மூலப்பொருட்களின் நிலையான விநியோகம் மற்றும் தரமான தரநிலைகள், நல்ல விவசாயம்/சேகரிப்பு/சேமிப்பு நடைமுறைகள் ஆகியவற்றிற்கான சான்றிதழை ஆதரிக்கும் வகையில், நல்ல விவசாய நடைமுறைகளை (ஜிஏபி) பின்பற்றுவதன் மூலம் மருத்துவ தாவரங்களை வளர்ப்பதை ஆதரிக்கவும்.
• சாகுபடி, கிடங்கு, மதிப்பு கூட்டல் மற்றும் சந்தைப்படுத்தல் மற்றும் தொழில்முனைவோருக்கான உள்கட்டமைப்பு மேம்பாடு ஆகியவற்றின் மூலம் கிளஸ்டர்களை அமைப்பதற்கு ஆதரவு

பணியின் கீழ் துணை வசதிகள்

• இணைக்கப்பட்டுள்ள மத்திய மற்றும் மாநில அளவில் ஆயுஷ் உள்கட்டமைப்பை வலுப்படுத்த, திட்ட மேலாண்மை அலகுகளை (PMU) அமைப்பதற்கான நிதி உதவி வழங்கப்படும். 
• PMU மத்திய மற்றும் மாநில அளவில் மேலாண்மை மற்றும் தொழில்நுட்ப வல்லுநர்களைக் கொண்டிருக்கும் மற்றும் அடிப்படையில் ஒப்பந்தம் அல்லது சேவை வழங்குநர் மூலம் இருக்கும்.
• PMU ஊழியர்கள் திறந்த சந்தையில் இருந்து ஒப்பந்த அடிப்படையில் அல்லது அவுட்சோர்சிங் முறையில் ஈடுபடுத்தப்படுவார்கள் மற்றும் அவர்களின் சம்பளத்திற்கான செலவுகள் பணிக் காலத்திற்கான ஏற்றுக்கொள்ளக்கூடிய நிர்வாக மற்றும் நிர்வாகச் செலவில் இருந்து ஈடுசெய்யப்படும். 
• இந்த PMU, MBA, CA, கணக்குகள் மற்றும் தொழில்நுட்ப வல்லுநர்கள் போன்ற திறமையான வல்லுநர்களின் தொகுப்பின் மூலம் மாநிலத்தில் தேசிய ஆயுஷ் திட்டத்தை செயல்படுத்துவதற்கான தொழில்நுட்ப ஆதரவை வழங்கும். 
• அனைத்து நியமனங்களும் ஒப்பந்த அடிப்படையில் இருக்கும் மற்றும் மத்திய அரசின் பொறுப்பு வரையறுக்கப்பட்ட அளவிற்கு மட்டுமே இருக்கும். பணிக் காலத்திற்கான சம்பளத் தலைப்பில் நிர்வாக மற்றும் நிர்வாகச் செலவுகளுக்கு அனுமதிக்கப்படும் மத்தியப் பங்கு.
• PMU க்கான மனிதவளச் செலவுக்கு கூடுதலாக, மாநிலங்கள்/யூனியன் பிரதேசங்கள் அலுவலகச் செலவுகள், பயணச் செலவுகள், தற்செயல்கள், உபகரணங்கள், கணினி, HMISக்கான மென்பொருள், பயிற்சி மற்றும் உள்கட்டமைப்புக்கான வருடாந்திர பராமரிப்புச் செலவு (AMC) போன்ற நிர்வாகச் செலவுகளுக்கு நிதி உதவியைப் பெறலாம். 
• ஆயுஷ் மருத்துவமனைகள் மற்றும் மருந்தகங்களுக்கு ஒவ்வொரு கூறுகளின் கீழும் சம்பந்தப்பட்ட பணியாளர்களுக்கான திறன் மேம்பாடு, தணிக்கை, கண்காணிப்பு மற்றும் மதிப்பீடு, திட்ட தயாரிப்பு ஆலோசனை மற்றும் கூடுதல் மனிதவளம். மாநிலத்திற்கு கிடைக்கும் மொத்த நிகர நிதியில் 4% மிஷனின் கீழ் மாநில/யூனியன் பிரதேசங்களின் நிர்வாகச் செலவுகளுக்காக ஒதுக்கப்பட்டுள்ளது.

கண்காணிப்பு மற்றும் மதிப்பீடு

• பிரத்யேக எம்ஐஎஸ் கண்காணிப்பு மற்றும் மதிப்பீட்டுப் பிரிவு மையம்/மாநில அளவில் நிறுவப்படும். எனவே தேசிய அளவில் மூன்று HMIS மேலாளர்கள் மற்றும் மாநில அளவில் ஒரு HMIS மேலாளர் கொண்ட சுகாதார மேலாண்மை தகவல் அமைப்பு (HMIS) செல் இருக்க முன்மொழியப்பட்டுள்ளது.
• ஆயுஷ் பணியின் ஒரே நேரத்தில் மதிப்பீடு செயல்படுத்தல் முன்னேற்றம் மற்றும் இடையூறுகள் மற்றும் மேம்பாட்டிற்கான நோக்கத்தை அறிய மேற்கொள்ளப்படும். மூன்றாம் தரப்பு மதிப்பீடு இரண்டு ஆண்டுகளுக்குப் பிறகு மிஷன் செயல்படுத்தப்படும்.

எதிர்பார்த்த முடிவு

• மேம்படுத்தப்பட்ட ஆயுஷ் கல்வி நிறுவனங்களின் மூலம் ஆயுஷ் கல்வியில் முன்னேற்றம்.
• ஆயுஷ் மருத்துவமனை மற்றும் மருந்தகங்களின் கவரேஜ், மருந்துகள் மற்றும் மனிதவளம் ஆகியவற்றின் மூலம் ஆயுஷ் சேவைகளுக்கான சிறந்த அணுகல்.
• ஆயுஷ் சிஸ்டம்ஸ் ஆஃப் மெடிசினுக்கான தரமான மூலப்பொருட்களின் நிலையான கிடைக்கும் தன்மை.
• தரமான மருந்தகங்கள் மற்றும் மருந்து ஆய்வகங்களின் எண்ணிக்கை அதிகரிப்பதன் மூலம் தரமான ASU மற்றும் மருந்துகளின் மேம்பட்ட கிடைக்கும் தன்மை மற்றும் ASU & மருந்துகளின் அமலாக்க வழிமுறை.

ENGLISH

• Department of AYUSH, Ministry of Health and Family Welfare, Government of India has launched National AYUSH Mission (NAM) during 12th Plan for im­plementing through States/UTs. 
• The basic objective of NAM is to promote AYUSH medical systems through cost effective AYUSH services, strengthening of educational systems, facilitate the enforcement of quality control of Ayurveda, Siddha and Unani & Homoeopathy (ASU &H) drugs and sustainable availability of ASU & H raw-materials. 
• It envisages flexibility of implementation of the programmes which will lead to substantial participation of the State Governments/UT. The NAM contemplates establishment of a National Mission as well as corresponding Missions in the State level. 
• NAM is likely to improve significantly the Department’s outreach in terms of planning, supervision and monitoring of the schemes.

Vision

• To provide cost effective and equitable AYUSH health care throughout the country by improving access to the services.
• To revitalize and strengthen the AYUSH systems making them as prominent medical streams in addressing the health care of the society.
• To improve educational institutions capable of imparting quality AYUSH education
• To promote the adoption of Quality standards of AYUSH drugs and making available the sustained supply of AYUSH raw-materials.

Objectives

• To provide cost effective AYUSH Services, with a universal access through upgrading AYUSH Hospitals and Dispensaries, co-location of AYUSH facilities at Primary Health Centres (PHCs), Community Health Centres (CHCs) and District Hospitals (DHs).
• To strengthen institutional capacity at the state level through upgrading AYUSH educational institutions, State Govt. ASU&H Pharmacies, Drug Testing Laboratories and ASU & H enforcement mechanism.
• Support cultivation of medicinal plants by adopting Good Agricultural Practices (GAPs) so as to provide sustained supply of quality raw-materials and support certification mechanism for quality standards, Good Agricultural/Collection/Storage Practices.
• Support setting up of clusters through convergence of cultivation, warehousing, value addition and marketing and development of infrastructure for entrepreneurs

Supporting Facilities under Mission

• In order to strengthen the AYUSH infrastructure both attached Central and State levels, financial assistance for setting up of the Programme Management Units (PMU’s) will be provided. The PMU will consist of management and technical professionals both at Central and State level and will be essentially on contract or through service provider.
• The PMU staff will be engaged from the open market on contractual basis or outsourcing and the expenditure on their salary will be met out of admissible administrative and managerial cost for the mission period. 
• This PMU will provide the technical support to the implementation of National AYUSH Mission in the State through its pool of skilled professionals like MBA, CA, Accounts and technical Specialist etc. 
• All appointments would be contractual and Central Government’s liability will be limited only to the extent of Central share admissible for administrative and management costs on salary head for the mission period.
• In addition to the Manpower cost for PMU, the States/UTs can avail the financial assistance for such administrative costs like office expenditure, travelling expenditure, contingency, Annual Maintenance Cost (AMC) of infrastructure including equipment’s, computer, software for HMIS, Training and Capacity Building for concerned personnel under each component, audit, monitoring & evaluation, project preparation consultancy and additional manpower for AYUSH Hospitals and Dispensaries. A total 4% of the net funds available for the State is earmarked for State/UTs administrative costs under the Mission.

Monitoring and Evaluation

• Dedicated MIS monitoring and evaluation cell would be established at Centre/ State level. It is therefore proposed to have a Health Management Information System (HMIS) Cell at National level with three HMIS Managers and one HMIS Manager at State level.
• The concurrent evaluation of the AYUSH Mission shall be carried out to know the implementation progress and bottlenecks and scope for improvement. Third party evaluation will also carried out after two years of Mission implementation.

Expected Outcome

• Improvement in AYUSH education through enhanced number of AYUSH Educational Institutions upgraded.
• Better access to AYUSH services through increased number of AYUSH Hospital and Dispensaries coverage, availability of drugs and manpower.
• Sustained availability of quality raw-materials for AYUSH Systems of Medicine.
• Improved availability of quality ASU & drugs through increase in the number of quality Pharmacies and Drug Laboratories and enforcement mechanism of ASU & drugs.
