அக்னி பாதை திட்டம் / AGNIPATH SCHEME

• இந்திய ராணுவத்தில் நிரந்தர சேவை, குறுகிய கால சேவை ஆகிய 2 பிரிவுகளின்கீழ் ஆள்தேர்வு நடக்கிறது. 
• நிரந்தர சேவையில் பணியாற்ற மகாராஷ்டிராவின் புனேவில் உள்ள தேசிய பாதுகாப்பு அகாடமி, உத்தராகண்ட் தலைநகர் டேராடூனில் உள்ள இந்திய ராணுவ அகாடமி, பிஹாரின் கயாவில் உள்ள அதிகாரிகள் பயிற்சி அகாடமி ஆகியவற்றில் சேர வேண்டும். 
• இவற்றில் பயிற்சி பெறுகிறவர்கள் ராணுவத்தின் நிரந்தர சேவை அதிகாரிகளாக பணியாற்றலாம். ராணுவத்தின் குறுகிய கால சேவையில் சேருபவர்கள் 10 ஆண்டுகள் முதல் 14 ஆண்டுகள் வரை பணியில் நீடிக்கலாம்.
• இந்தச் சூழலில் ராணுவம், கடற்படை, விமானப்படை ஆகிய முப்படைகளிலும் ஆள் சேர்ப்புக்கு 'அக்னி பாதை' என்ற புதிய திட்டம் அறிமுகம் செய்யப்படுகிறது. பிரதமர் நரேந்திர மோடி தலைமையில் டெல்லியில் நடந்த அமைச்சரவைக் கூட்டத்தில் இந்த திட்டத்துக்கு ஒப்புதல் அளிக்கப்பட்டது.
• பாதுகாப்புப் படைகளில் இணைவது ஒவ்வொரு இந்திய இளைஞரின் கனவாக உள்ளது. அவர்களின் கனவை நனவாக்க, முப்படைகளில் 'அக்னி பாதை' திட்டம் அறிமுகமாகிறது. இது புதிய மாற்றத்துக்கான தொடக்கமாகும்.
• இந்திய பாதுகாப்புப் படைகள் முழுவதும் துடிப்பான இளைஞர்களால் நிறைந்திருக்கும். இதன்மூலம் இந்திய ராணுவம் மேலும் வலுவடையும். புதிய திட்டத்தின்கீழ் முப்படைகளில் சேரும் இளைஞர்களுக்கு நிறைவான ஊதியம், பலன்கள் கிடைக்கும். 
• அக்னி பாதை திட்டத்தில் வெளிப்படையான முறையில் தகுதியின் அடிப்படையில் ஆள்தேர்வு நடைபெறும். மிகச் சிறந்த வீரர்கள் ராணுவத்தின் நிரந்தர பணியில் சேர்க்கப்படுவர். 
• இப்போது பாதுகாப்புப் படை வீரர்களின் சராசரி வயது 32 ஆக உள்ளது. புதிய திட்டத்தால் அடுத்த 5 ஆண்டுகளில் வீரர்களின் சராசரி வயது 26 ஆக குறையும்

ஆள்சேர்ப்பு நடைமுறை

• 'அக்னி பாதை' திட்டத்தில் 17.5 முதல் 21 வயதுடைய இருபாலரும் முப்படைகளில் சேரலாம். தற்போதைய கல்வித் தகுதி, உடற்தகுதி நடைமுறைகள் அப்படியே பின்பற்றப்படும்.
• புதிய திட்டத்தில் பணியில் சேருவோர், அக்னி வீரர்கள் என்று அழைக்கப்படுவர். அவர்கள் ஒப்பந்த அடிப்படையில் 4 ஆண்டுகள் சேவையாற்ற வேண்டும். நடப்பாண்டில் 46,000 அக்னி வீரர்கள் தேர்வு செய்யப்படுவர்.
• முதல் 6 மாதங்கள் வீரர்களுக்கு பயிற்சி வழங்கப்படும். முதலாம் ஆண்டு ரூ.30,000, இரண்டாம் ஆண்டு ரூ.33,000, மூன்றாம் ஆண்டு ரூ.36,500, நான்காம் ஆண்டு ரூ.40,000 ஊதியம் வழங்கப்படும். 
• ஊதியத்தில் 30 சதவீதம் பங்களிப்பு தொகையாக பிடிக்கப்படும். மீதமுள்ள 70 சதவீதம் மட்டும் வழங்கப்படும். பாதுகாப்புப் படை வீரர்களுக்கு தற்போது வழங்கப்படும் பதக்கம், விருதுகள் அனைத்தும் அக்னி வீரர்களுக்கும் வழங்கப்படும்.
• நான்கு ஆண்டுகள் பணி நிறைவுக்குப் பிறகு, வீரர்களின் பங்களிப்பு தொகை ரூ.5.02 லட்சம், அரசு அளிக்கும் அதே தொகை மற்றும் வட்டியுடன் சேர்த்து ரூ.11.71 லட்சம் நிதியுதவி வழங்கப்படும். இந்த தொகைக்கு வருமான வரி விலக்கு அளிக்கப்படும். பணிக் காலத்தில் ரூ.48 லட்சத்துக்கான ஆயுள் காப்பீடு வழங்கப்படும்.

ஓய்வூதியம் கிடையாது

• உயிரிழப்பு ஏற்பட்டால் கூடுதலாக ரூ.44 லட்சம் நிதியுதவி வழங்கப்படும். பணியின்போது காயமடைந்து 100 சதவீத மாற்றுத் திறனாளியானால் ரூ.44 லட்சம், 75 சதவீதத்துக்கு ரூ.25 லட்சம், 50 சதவீதத்துக்கு ரூ.15 லட்சம் நிதியுதவி வழங்கப்படும்.
• அக்னி வீரர்கள் ஒப்பந்த அடிப்படையில் பணியாற்றுவதால் அவர்களுக்கு ஓய்வூதியம் வழங்கப்படாது. எனினும் அவர்கள் தொழில் தொடங்குவதற்கு கடன் வசதி ஏற்பாடு செய்யப்படும். அடுத்த பணிக்கு செல்வதற்கு ஏதுவாக திறன் சான்று, உயர் கல்வியில் சேருவதற்காக கல்விச் சான்று வழங்கப்படும்.
• 'அக்னி பாதை' திட்டத்தில் முப்படைகளில் சேரும் வீரர்கள், 4 ஆண்டுகள் பணி நிறைவுக்குப் பிறகு நிரந்தர பணிக்கு விண்ணப்பிக்கலாம். அவர்களின் திறன் அடிப்படையில் நிரந்தர பணி வழங்கப்படும். 
• அவர்கள் 15 ஆண்டுகள் வரை பணியாற்றலாம். அந்த வகையில் 25 சதவீத அக்னி வீரர்கள் நிரந்தர பணியில் சேர்க்கப்படுவர். 

மற்ற நாடுகளின் ராணுவ சேவை நடைமுறை

• ரஷ்யா, பிரேசிலில் 12 மாதங்கள் கட்டாய ராணுவ சேவை நடைமுறையில் உள்ளது. இஸ்ரேலில் ஆண்கள் 30 மாதங்களும் பெண்கள் 22 மாதங்களும் கட்டாய ராணுவ சேவையாற்ற வேண்டும். தென்கொரியாவில் குறைந்தபட்சம் 21 மாதங்கள் ராணுவத்தில் பணியாற்றுவது கட்டாயமாக்கப்பட்டுள்ளது.
• மேலும் சீனா, அமெரிக்கா உள்ளிட்ட நாடுகளின் ராணுவ ஆள்சேர்ப்பு நடைமுறைகளும் ஆய்வு செய்யப்பட்டன. சுமார் 8 நாடுகளின் ராணுவ ஆள்சேர்ப்பு நடைமுறைகளை ஆய்வு செய்து இந்தியாவுக்கு ஏற்ற வகையில் அக்னி பாதை திட்டம் உருவாக்கப்பட்டிருக்கிறது.
• கடந்த 1999-ல் நடந்த கார்கில் போரின்போது 3 ஆண்டுகளுக்கு குறைவான பணி அனுபவம் உடைய ராணுவ அதிகாரிகள், வீரர்கள் மிகச் சிறப்பாக செயல்பட்டு வெற்றியை தேடித் தந்தனர். 
• இதை கருத்தில்கொண்டு 'அக்னி பாதை' திட்டம் அறிமுகம் செய்யப்பட்டுள்ளது. அடுத்த 90 நாட்களில் புதிய திட்டத்தில் ஆள்சேர்ப்பு தொடங்கப்படும். அடுத்த ஆண்டு ஜூலையில் அக்னி வீரர்களின் முதல் அணி தயாராகிவிடும்.
• இந்திய ராணுவ பட்ஜெட்டில் நான்கில் ஒரு பகுதி ஓய்வூதியத்துக்காக செலவிடப்படுகிறது. அக்னி பாதை திட்டத்தில் ஓய்வூதியம் கிடையாது என்பதால் இந்த தொகை சேமிக்கப்பட்டு முப்படைகளையும் நவீனப்படுத்த முடியும். 

ENGLISH

• Recruitment in the Indian Army is done under 2 categories namely Permanent Service and Short Service. To serve in the permanent service one has to join the National Defense Academy in Pune, Maharashtra, the Indian Army Academy in Dehradun, the capital of Uttarakhand, and the Officers Training Academy in Gaya, Bihar.
• Those who are trained in these can serve as permanent service officers in the army. Those who join the Army's short-term service can serve from 10 years to 14 years.
• In this context, a new scheme called 'Agni Path' is being introduced for recruitment in the Army, Navy and Air Force. The plan was approved at a cabinet meeting in Delhi chaired by Prime Minister Narendra Modi.
• Joining the security forces is the dream of every Indian youth. To make their dream come true, the 'Agni Path' project is being launched in the three forces. This is the beginning of a new transformation.
• The entire Indian security forces are full of vibrant youth. This will further strengthen the Indian Army. Young people joining the three forces under the new scheme will get adequate pay and benefits.
• Recruitment will be done on the basis of merit in a transparent manner in the Agni Path project. The best soldiers will be added to the permanent service of the army. The average age of security forces personnel is now 32. The new plan will reduce the average age of players to 26 over the next 5 years

Recruitment procedure

• Both men between the ages of 17.5 and 21 can join the trio in the 'Agni Path' program. Current educational qualifications and fitness practices will be followed. Those who join the new program will be called Agni Warriors. They have to serve 4 years on contract basis. 46,000 Agni warriors will be selected in the current year.
• The players will be trained for the first 6 months. 30,000 for the first year, Rs. 33,000 for the second year, Rs. 36,500 for the third year and Rs. 40,000 for the fourth year.
• 30 per cent of the salary will be deducted as contribution. Only the remaining 70 percent will be provided. All of the medals and awards currently being presented to security forces veterans will also be presented to Agni veterans.
• After four years of service, the players' contribution will be Rs 5.02 lakh, the same amount as the government and Rs 11.71 lakh plus interest. This amount is income tax deductible. Life insurance of Rs. 48 lakhs will be provided during the working period.

There is no pension

• An additional Rs 44 lakh will be provided in case of loss of life. Rs 44 lakh, Rs 25 lakh for 75 per cent and Rs 15 lakh for 50 per cent will be provided in case of 100 per cent replacement if injured during work.
• Agni soldiers will not be given pension as they are working on contract basis. However a loan facility will be arranged for them to start a business. Proof of ability to move on to the next job and academic credentials to enroll in higher education.
• Soldiers joining the three forces under the 'Agni Path' scheme can apply for permanent service after completing 4 years of service. Permanent assignment will be given based on their ability.
• They can serve up to 15 years. About 25 percent of firefighters in that category will be recruited on a permanent basis.

Military service practice in other countries

• Russia and Brazil have 12 months of compulsory military service. In Israel, men are required to serve 30 months and women 22 months. In South Korea, military service is compulsory for at least 21 months.
• The military recruitment practices of countries including China and the United States were also examined. The Agni Path project has been developed to suit India by studying the military recruitment practices of about 8 countries.
• During the Kargil War of 1999, less than 3 years of service, military officers and soldiers performed well and sought victory.
• With this in mind, the 'Agni Path' project has been introduced. Recruitment in the new scheme will start in the next 90 days. The first team of Agni players will be ready in July next year.
• One-fourth of the Indian military budget is spent on pensions. Since there is no pension in the Agni Path project this amount can be saved and the three forces can be modernized.
