• ஸ்விட்சர்லாந்து நாட்டின் டாவோஸ் நகரில் நடைபெற்று வரும் World Economic Forum நிகழ்வில் இந்த வித்தியாசத்தை OXFAM அமைப்பு சமர்ப்பித்துள்ள அறிக்கை சுட்டிக் காட்டுகிறது. 
• 'வலியில் லாபம் பார்ப்பது' (Profiting From Pain) என்று பெயரிடப்பட்ட இந்த அறிக்கை நமக்கு அதிர்ச்சியளிக்கக் கூடியது. கொரோனா தொற்று ஆரம்பித்த வருடத்தில் ஒவ்வொரு 30 மணி நேரத்திற்கும் ஒரு பில்லியனர் உருவாகி இருக்கிறார். 
• ஒவ்வொரு 33 மணி நேரத்திற்கும் பத்து லட்சம் மக்கள் அதீத வறுமைக்குள் தள்ளப்பட்டிருக்கின்றனர்' எனச் சொல்கிறது OXFAM.
• வறுமை என்ற பள்ளத்திலிருந்து பல ஆண்டுகளாக கஷ்டப்பட்டு மேலேறி வந்த பல குடும்பங்களைப் பாழுங்கிணற்றில் தள்ளியிருக்கிறது கொரோனா. 
• பெருந்தொற்று, பணவீக்கம், பொருளாதார மந்தநிலை என எது வந்தாலும் ஏழைகள் இன்னும் ஏழைகளாவதும், பணக்காரர்கள் மேலும் பணக்காரர்கள் ஆவதுமான சமநிலையற்ற சூழல் தொடர்கிறது. இதை மீண்டும் ஒருமுறை உறுதி செய்கிறது ஆக்ஸ்ஃபேம்.

OXFAM அமைப்பு

• Oxford Committee for Famine Relief என்பதன் சுருக்கம் தான் OXFAM. இரண்டாம் உலகப் போரின்போது கிரீஸ் நாட்டில், பசியால் வாடிய பெண்கள் மற்றும் குழந்தைகளுக்கு கப்பல்களில் உணவு அனுப்ப உருவாக்கப்பட்ட அமைப்பு இது. 
• அதே பெயரில் 1995-ல் அரசு சாரா அமைப்புகள் ஒன்றிணைந்து Oxford International Federation என்ற அறக்கட்டளை உருவாக்கப்பட்டது. வளர்ந்துவரும் நாடுகளில் வறுமையாலும் அநீதியாலும் பாதிக்கப்படுபவர்களுக்கு உதவுவதே இந்த அமைப்பின் வேலை. 
• டாவோஸ் நகரில் நடைபெறும் World Economic Forum அமைப்பின் வருடாந்திரக் கூட்டத்தில் OXFAM அறிக்கை சமர்ப்பிக்கப்படுவது வழக்கம். உலகின் பொருளாதார ஏற்றத்தாழ்வு குறித்து அந்த அறிக்கை எப்போதும் கவலைப்படும். கொரோனா காலத்தில் அந்தக் கவலை அதிகரித்துள்ளது.

OXFAM அறிக்கை 

• கொரோனா பாதித்த முதல் ஒரு வருடத்தில் மட்டும் 573 புதிய பில்லியனர்கள் உருவாகி இருக்கிறார்கள். அதே சமயத்தில் 2.63 கோடி பேர் அதீத வறுமைக்குள் தள்ளப்பட்டனர்.
• உலகம் முழுவதிலும் உணவுப் பொருட்கள், மருந்து மற்றும் எரிபொருட்களின் விலை அதிகரித்துள்ளது. இந்தத் துறைகளில் இருப்பவர்கள் இதனால் அதிக லாபம் பார்த்தனர்.
• இப்போது உலகில் 2,668 பில்லினியர்கள் இருக்கின்றனர். இவர்களில் 573 பேர் கொரோனா காலத்தில் உருவானவர்கள். இவர்களின் ஒட்டுமொத்த சொத்து மதிப்பு 12.7 ட்ரில்லியன் அமெரிக்க டாலர்கள். இதில் கிட்டத்தட்ட 42 சதவிகிதம் இந்த கோவிட் காலத்தில் அதிகரித்தது.

மூன்று சீர்திருத்தங்கள்

• பெரும் பணக்காரர்கள் ஒரு சூழலால் திடீரென அதிக லாபம் சம்பாதிக்கும்போது, அவர்களுக்கு திடீர் வரி (Windfall Tax) விதிக்க வேண்டும். அவர்கள் பெறும் அதிக லாபத்தில் குறிப்பிட்ட சதவிகிதம் தற்காலிமாக வரியாக பெறப்பட வேண்டும்.
• கூடுதல் சொத்து சேர்த்த நிறுவனங்களுக்கு சொத்து வரி விதிக்க வேண்டும்.
• பெரும் பணக்காரர்கள் மீது நிரந்தர சொத்து வரி விதிக்க வேண்டும்.

• A report submitted by OXFAM points to this difference at the World Economic Forum in Davos, Switzerland. Named 'Profiting From Pain', this report may come as a shock to us. One billionaire develops every 30 hours in the year the corona infection begins.
• One million people are pushed into extreme poverty every 33 hours, 'says OXFAM. Corona has thrown many families into the rubble who have struggled for years to rise from the abyss of poverty.
• Whatever the epidemic, inflation or recession, the unbalanced environment in which the poor get poorer and the rich get richer continues. Oxfam confirms this once again.

OXFAM system

• OXFAM stands for Oxford Committee for Famine Relief. It was created to ship food to starving women and children in Greece during World War II.
• The Oxford International Federation was formed in 1995 by NGOs of the same name. The work of this organization is to help those who are suffering from poverty and injustice in developing countries.
• The OXFAM report is usually presented at the annual meeting of the World Economic Forum in Davos. That report will always worry about world economic inequality. That concern increased during the Corona period.

OXFAM Report

• In the first year or so alone, 573 new billionaires have emerged. At the same time, 2.63 crore people were pushed into extreme poverty.
• Food, medicine and fuel prices have risen around the world. Those in these sectors thus saw higher profits.
• There are now 2,668 billionaires in the world. Of these, 573 originated during the Corona period. Their total net worth is $ 12.7 trillion. Of which almost 42 per cent increased during this Govt.

Three reforms

• When the super rich suddenly make high profits from an environment, they should be taxed with a sudden fall (Windfall Tax). A certain percentage of the higher profits they receive should be taxed temporarily.
• Property tax should be levied on companies that have added additional assets.
• Permanent property tax should be levied on the super rich.
