- குண்டர் சட்டம் என்று பொதுவாக அழைக்கப்படும் சட்டத்தின் முழுப் பெயர், "தமிழ்நாடு கள்ளச்சாராயம் காய்ச்சுவோர், போதைப் பொருள் குற்றவாளிகள், குண்டர்கள், பாலியல் தொழில் குற்றவாளிகள், குடிசை பகுதி நிலங்களைப் பறிப்போர், மணல் திருட்டு குற்றவாளிகள், திருட்டு வீடியோ குற்றவாளிகளின் அபாயகரச் செயல்கள் தடுப்புச் சட்டம்".
- இந்தச் சட்டத்தின் மூலம் அதிகாரிகள் ஒருவரை சிறையில் தள்ள முடியும். நகர்ப்புறங்களில் காவல் துறை ஆணையரும் கிராமப்புறங்களில் மாவட்ட ஆட்சியரும் இந்தச் சட்டத்தை செயல்படுத்த அதிகாரம் கொண்டவர்கள்.
- குண்டர்கள் என்ற வரையறையை விளக்கும்போது, இந்தியக் குற்றவியல் சட்டத்தின் பிரிவுகள் 16, 17, 22, 45 ஆகியவற்றின் கீழ் வரும் குற்றம் எதையாவது செய்யக்கூடியவர் அல்லது செய்யக்கூடிய குழுவின் உறுப்பினர் என்று கருதினாலே அவர்களை இந்தச் சட்டத்தின் கீழ் கைது செய்யலாம்.
- குண்டர் சட்டத்தில் கைது செய்யப்பட்டது சரியா என்பதை நீதிபதி உள்ளிட்டோரைக் கொண்ட ஆலோசனைக் குழு முடிவு செய்யும். அந்தக் குழு முடிவு செய்தாலும் உயர் நீதிமன்றத்தை அணுகி நிவாரணம் பெற முடியும்.
- குண்டர் சட்டம் உறுதி செய்யப்பட்டால், அந்த நபரை 12 மாதங்கள் சிறையில் அடைக்க முடியும். மாநில அரசு விரும்பினால் முன்கூட்டியே விடுவிக்கலாம்.
- இந்தச் சட்டத்தின் கீழ் கைது செய்யப்பட்டு, நிபந்தனைகளுடன் விடுவிக்கப்பட்ட நபர் நிபந்தனைகளை மீறினால், அவருக்கு இரண்டு ஆண்டுகள் வரை சிறை தண்டனை கிடைக்கும்.
- 2006-ஆம் ஆண்டில்தான் திரையுலகினரின் வேண்டுகோளுக்கிணங்க திரைப்படங்களைத் திருட்டுத் தனமாக பதிவு செய்வது, சி.டி.க்களில் பதிவு செய்து விற்பதும் குண்டர் சட்டத்தின் கீழ் கொண்டுவரப்பட்டது.

- The full name of the law, commonly known as the Goonda Act, is the "Tamil Nadu Prevention of Dangerous Activities of Liquor Brewers, Drug Offenders, Goonda, Sex Offenders, Cottage Land Grabbers, Sand Theft Criminals, Theft Video Criminals".
- Through this law the authorities can put someone in jail. The Commissioner of Police in urban areas and the District Collector in rural areas have the power to enforce this law.
- Explaining the definition of Goonda, they can be arrested under sections 16, 17, 22, 45 of the Indian Penal Code only if they are considered to be a member of a group that can commit any crime.
- An advisory panel consisting of a judge will decide whether a person arrested under the Goonda Act is OK. Even if the panel decides, it can approach the High Court and seek relief.
- If the thuggery law is confirmed, the person could face up to 12 months in prison. The state government can release him in advance if he so desires.
- A person arrested under this Act and released with conditions violates the conditions and faces up to two years in prison.
- It was not until 2006 that the piracy of film recording and the recording and sale of CDs were brought under the Goonda Act at the request of the film industry.
