• 2023ம் ஆண்டில் சமூக நீதி மற்றும் அதிகாரமளித்தல் துறையின் முக்கிய முன்முயற்சிகள் மற்றும் சாதனைகள் / Key Initiatives and Achievements of the Social Justice and Empowerment Sector in 2023: சமூக நீதி மற்றும் அதிகாரமளித்தல் அமைச்சகத்தின் கீழ் உள்ள சமூக நீதி மற்றும் அதிகாரமளித்தல் துறை, 2023 ஆம் ஆண்டில் மேற்கொண்ட சில முக்கிய முன்முயற்சிகள் மற்றும் சாதனைகள் பின்வருமாறு: 

ஷெட்யூல்ட் வகுப்பு மாணவர்கள் நலனுக்கான முன்முயற்சிகள்

• சமூக நீதி மற்றும் அதிகாரமளித்தல் துறை, உயர்கல்வியில் ஷெட்யூல்ட் வகுப்பு மாணவர்களின் சேர்க்கை விகிதத்தை கணிசமாக அதிகரிக்கும் நோக்கத்துடன், ஏழ்மையான குடும்பங்களைச் சேர்ந்தவர்களை மையமாகக் கொண்டு, பத்தாம் வகுப்புக்குப் பிந்தைய (போஸ்ட் மெட்ரிக்) கல்வி உதவித் தொகைத் திட்டத்தை இத்துறை செயல்படுத்தி வருகிறது.
• 2023 ஆம் ஆண்டில் 22.12.2023 வரை மொத்தம் 34,58,538 ஷெட்யூல்ட் வகுப்புப் பயனாளிகளுக்கு ரூ.3546.34 கோடி போஸ்ட் மெட்ரிக் கல்வி உதவித் தொகைத் திட்டத்தின் கீழ் வழங்கப்பட்டுள்ளது.
• 2023 ஆம் ஆண்டில் 22.12.2023 வரை ஷெட்யூல்ட் வகுப்பு மாணவர்களுக்கான மெட்ரிக் (பத்தாம் வகுப்பு) கல்வி உதவித் தொகை திட்டத்தின் கீழ் மொத்தம் 18,32,628 பேருக்கு ரூ.369.03 கோடி கல்வி உதவித் தொகை வழங்கப்பட்டுள்ளது.

ஷெட்யூல்ட் வகுப்பு மாணவர்களுக்கான தேசிய ஃபெல்லோஷிப் (என்.எஃப்.எஸ்.சி)

• 2023ம் ஆண்டில் சமூக நீதி மற்றும் அதிகாரமளித்தல் துறையின் முக்கிய முன்முயற்சிகள் மற்றும் சாதனைகள் / Key Initiatives and Achievements of the Social Justice and Empowerment Sector in 2023: பல்கலைக்கழக மானியக் குழுவால் (யுஜிசி) அங்கீகரிக்கப்பட்ட இந்திய பல்கலைக்கழகங்கள் / நிறுவனங்கள் / கல்லூரிகளில் அறிவியல், மனிதநேயம் மற்றும் சமூக அறிவியல் பிரிவுகளில் உயர்கல்வியைத் தொடர ஷெட்யூல்ட் வகுப்பு மாணவர்களுக்கு நிதி உதவி அளிப்பதே இத்திட்டத்தின் நோக்கமாகும்.
• என்.எஃப்.எஸ்.சி திட்டத்தின் கீழ், 01.01.2023 முதல் ஜே.ஆர்.எஃப்-க்கு மாதம் ரூ.37,000/- மற்றும் எஸ்.ஆர்.எஃப்-க்கு ரூ.42,000/- என உதவித் தொகைகள் மாற்றியமைக்கப்பட்டுள்ளன.

ஷ்ரேஷ்டா திட்டம் (இலக்கு நிர்ணயிக்கப்பட்ட பகுதிகளில் உயர்நிலைப் பள்ளிகளில் மாணவர்களுக்கான உறைவிடக் கல்வி)

• இத்திட்டத்தின் கீழ், 2023-24 ஆம் கல்வியாண்டில் சி.பி.எஸ்.இ மற்றும் மாநில வாரியங்களில் இணைக்கப்பட்ட 142 தனியார் உறைவிடப் பள்ளிகளில் மொத்தம் 2564 மாணவர்கள் சேர்க்கப்பட்டுள்ளனர். பள்ளிக் கட்டணமாக ரூ. 30.55 கோடி இத்துறையால் வழங்கப்பட்டுள்ளது.

ஷெட்யூல்ட் வகுப்பினருக்கான பிரதமரின் மேம்பாட்டுத் திட்டம்

• 2023ம் ஆண்டில் சமூக நீதி மற்றும் அதிகாரமளித்தல் துறையின் முக்கிய முன்முயற்சிகள் மற்றும் சாதனைகள் / Key Initiatives and Achievements of the Social Justice and Empowerment Sector in 2023: திறன் மேம்பாட்டின் மூலம் ஷெட்யூல்ட் வகுப்பினரின் வறுமையைக் குறைக்கும் நோக்கில், ஷெட்யூல்ட் வகுப்பினருக்கான பிரதமரின் மேம்பாட்டுத் திட்டம் செயல்படுத்தப்படுகிறது 
• இத்திட்டத்தின் கீழ் ஜனவரி 1, 2023 முதல், நவம்பர் நவம்பர் வரை மொத்தம் 3132 செயல்பாடுகளுக்கு ஒப்புதல் அளிக்கப்பட்டு, மொத்தம் 1,14,722 பயனாளிகள் பயனடைந்துள்ளனர். இக்காலகட்டத்தில், மாநில அரசுகள் மற்றும் யூனியன் பிரதேசங்களுக்கு மொத்தம் ரூ. 117.54 கோடி நிதி விடுவிக்கப்பட்டுள்ளது. 

சிவில் உரிமைகள் பாதுகாப்புச் சட்டம் - 1955 மற்றும் ஷெட்யூல்ட் வகுப்பினர் மற்றும் பழங்குடியினர் வன்கொடுமை தடுப்புச் சட்டம் 1989-ன் கீழ் உதவிகள் 

• பி.சி.ஆர் சட்டம் - 1955 மற்றும் எஸ்.சி / எஸ்.டி (பி.ஓ.ஏ) சட்டம் - 1989 ஆகியவற்றை திறம்பட செயல்படுத்துவதற்காக மத்திய நிதியுதவி திட்டத்தின் கீழ் மாநிலங்கள் / யூனியன் பிரதேசங்களுக்கு 2023-ம் ஆண்டில் ரூ.496 கோடி மத்திய உதவி வழங்கப்பட்டுள்ளது. 
• 2023 ஆம் ஆண்டில் வன்கொடுமையால் பாதிக்கப்பட்ட சுமார் 92093 பேருக்கும் அவர்களைச் சார்ந்தவர்களுக்கும் இத்திட்டத்தின் கீழ் நிவாரணம் வழங்கப்பட்டுள்ளது.
• இத்திட்டத்தின் கீழ் 2023-ம் ஆண்டில் சுமார் 20,000 சாதி மறுப்புத் திருமணத் தம்பதிகளுக்கு ஊக்கத்தொகை வழங்கப்பட்டுள்ளது. 

பிற்படுத்தப்பட்டோர் நலனுக்கான முன்முயற்சிகளில் பிரதமரின் யசஸ்வி திட்டம் 

• 2023ம் ஆண்டில் சமூக நீதி மற்றும் அதிகாரமளித்தல் துறையின் முக்கிய முன்முயற்சிகள் மற்றும் சாதனைகள் / Key Initiatives and Achievements of the Social Justice and Empowerment Sector in 2023: இதர பிற்படுத்தப்பட்ட மற்றும் சீர் மரபினர் சமூகங்களைச் சேர்ந்த மாணவர்களுக்கான கல்வி உதவித் தொகை திட்டங்களை முறைப்படுத்த ஐந்து துணைத் திட்டங்களுடன் பிரதமரின் யசஸ்வி திட்டம் செயல்படுத்தப்படுகிறது.
• இதர பிற்படுத்தப்பட்ட பிரிவு மாணவர்களுக்கான தேசிய ஃபெல்லோஷிப்.
• 01.01.2023 முதல் 22.12.2023 வரை ப்ரீ மெட்ரிக் திட்டத்தின் கீழ் ரூ.383.24 லட்சம் விடுவிக்கப்பட்டுள்ளது.
• இதர பிற்படுத்தப்பட்ட பிரிவு மாணவர்களுக்கான போஸ்ட் மெட்ரிக் உதவித்தொகைத் திட்டத்தின் கீழ் 01.01.2023 முதல் 22.12.2023 வரை ரூ.1064.26 இலட்சம் விடுவிக்கப்பட்டுள்ளது.

தூய்மைப் பணியாளர்களின் நலனுக்கான முன்முயற்சிகள்

• 2023ம் ஆண்டில் சமூக நீதி மற்றும் அதிகாரமளித்தல் துறையின் முக்கிய முன்முயற்சிகள் மற்றும் சாதனைகள் / Key Initiatives and Achievements of the Social Justice and Empowerment Sector in 2023: இயந்திரமயமாக்கப்பட்ட தூய்மைப் பணிச் சூழல் அமைப்புக்கான தேசிய (நமஸ்தே) திட்டம் செயல்படுத்தப்படுகிறது. நமஸ்தே என்பது சமூக நீதி மற்றும் அதிகாரமளித்தல் அமைச்சகம், வீட்டுவசதி மற்றும் நகர்ப்புற மேம்பாட்டு அமைச்சகம் ஆகியவற்றின் கூட்டு முயற்சியாகும்,
• அபாயகரமான துப்புரவுப் பணிகளில் ஈடுபடும் மற்றும் மனிதக் கழிவைக் கையாளும் தூய்மைப் பணியாளர்களின் மேம்பாட்டுக்காக நமஸ்தே திட்டம் செயல்படுத்தப்படுகிறது. 
• 27 மாநிலங்கள் / யூனியன் பிரதேசங்களில் நமஸ்தே மொபைல் செயலி மூலம் இணையதளப் பயிற்சி நடத்தப்பட்டுள்ளது.
• இந்த ஆண்டில் 79 தூய்மைப் பணியாளர்கள் மற்றும் அவர்களைச் சார்ந்தவர்களுக்கு சுயதொழில் திட்டங்களுக்கு மூலதன மானியமாக ரூ. 85 லட்சம் விடுவிக்கப்பட்டுள்ளது.
• கழிவுநீர்த் தொட்டிகளை அபாயகரமான முறையில் சுத்தம் செய்வதைத் தடுப்பது குறித்து பல்வேறு நகர்ப்புர உள்ளாட்சி அமைப்புகளில் 307 பயிலரங்குகள் இந்த ஆண்டில் நடத்தப்பட்டுள்ளன.

மூத்த குடிமக்கள் நலனுக்கான முன்முயற்சிகள்

• 2023ம் ஆண்டில் சமூக நீதி மற்றும் அதிகாரமளித்தல் துறையின் முக்கிய முன்முயற்சிகள் மற்றும் சாதனைகள் / Key Initiatives and Achievements of the Social Justice and Empowerment Sector in 2023: அடல் வயோ அபியுதய் யோஜனா (ஏ.வி.ஏ.ஒய்) என்ற திட்டத்தின் கீழ் முதியோருக்கு தங்குமிடம், உணவு, மருத்துவ பராமரிப்பு, பொழுதுபோக்கு வாய்ப்புகள் போன்ற அடிப்படை வசதிகளை இத்துறை வழங்குகிறது. இத்திட்டத்தின் கீழ் பஞ்சாயத்து ராஜ் நிறுவனங்கள் / உள்ளாட்சி அமைப்புகள் மற்றும் தகுதிவாய்ந்த அரசு சாரா தொண்டு நிறுவனங்களுக்கு உதவிகள் வழங்கப்படுகின்றன.
• ராஷ்டிரிய வயோஸ்ரீ யோஜனா (ஆர்.வி.ஒய்) என்ற திட்டம் 2017 ஆம் ஆண்டில் தொடங்கப்பட்டது. இத்திட்டத்தின் கீழ் முதியோருக்கு உதவி உபகரணங்கள் இலவசமாக வழங்கப்படுகின்றன.
• 24.09.2023 அன்று ராஷ்டிரிய வயோஸ்ரீ யோஜனா (ஆர்.வி.ஒய்) திட்டத்தின் கீழ் 28 இடங்களில் முகாம்கள் நடத்தப்பட்டன, இதில் 12562 மூத்தக் குடிமக்களுக்கு ரூ.9.05 கோடி மதிப்பிலான உதவி உபகரணங்கள் வழங்கப்பட்டுள்ளன.
• மூத்த குடிமக்களுக்கான ஒருங்கிணைந்த திட்டத்தின் (ஐ.பி.எஸ்.ஆர்.சி) கீழ், கடந்த 2 நிதியாண்டுகளில் மொத்தம் 88 புதிய முதியோர் இல்லங்கள் சேர்க்கப்பட்டுள்ளன.

போதைப்பொருள் தடுப்பு முன்முயற்சிகள் 

• சமூக நீதி மற்றும் அதிகாரமளித்தல் அமைச்சகம் போதைப்பொருள் தடுப்புக்கான தேசிய செயல் திட்டத்தை அறிமுகப்படுத்தியுள்ளது, இதில் தடுப்பு கல்வி மற்றும் விழிப்புணர்வை உருவாக்குதல், திறன் மேம்பாடு, போதைப்பொருளுக்கு அடிமையானவர்களின் மறுவாழ்வு மற்றும் அவர்களுக்கு தொழில் பயிற்சி அளித்தல் ஆகிய நடவடிக்கைகள் மேற்கொள்ளப்படுகின்றன.
• 2. நாடு முழுவதும் அனைத்து மாவட்டங்களிலும் இளைஞர்களிடையே போதைப்பொருள் தடுப்பு குறித்து விழிப்புணர்வை ஏற்படுத்தும் நோக்கில் இந்த அமைச்சகம் போதைப் பொருள் இல்லாத இந்தியா என்ற இயக்கத்தைத் தொடங்கியுள்ளது. 

பிச்சை எடுப்போர் மறுவாழ்வுக்கான திட்டம் 

• 2023ம் ஆண்டில் சமூக நீதி மற்றும் அதிகாரமளித்தல் துறையின் முக்கிய முன்முயற்சிகள் மற்றும் சாதனைகள் / Key Initiatives and Achievements of the Social Justice and Empowerment Sector in 2023: இந்தத் திட்டத்தின் வழிகாட்டு நெறிமுறைகளுக்கு 23.10.2023 அன்று இத்துறை ஒப்புதல் அளித்துள்ளது.
• இத்திட்டத்தைச் செயல்படுத்த 25 நகரங்கள் ஒப்புதல் அளித்துள்ளன. முதல் கட்டமாக இதைச் செயல்படுத்தும் நிறுவனங்களுக்கு ரூ. 5 கோடி நிதி வழங்கப்பட்டுள்ளது.

• Key Initiatives and Achievements of the Social Justice and Empowerment Sector in 2023: Some of the key initiatives and achievements undertaken by the Department of Social Justice and Empowerment under the Ministry of Social Justice and Empowerment in 2023 are as follows:

Initiatives for the Welfare of Scheduled Class Students

• Department of Social Justice and Empowerment, with the objective of significantly increasing the enrollment rate of Scheduled Class students in higher education, the Department is implementing the Post Matric Scholarship Scheme with a focus on those from poorer families.
• In the year 2023 till 22.12.2023 a total of 34,58,538 Scheduled Class beneficiaries have been disbursed Rs.3546.34 crore under Post Matric Scholarship Scheme.
• In the year 2023 up to 22.12.2023 a total of 18,32,628 students have been given educational assistance of Rs.369.03 crore under Matric (Class X) Education Assistance Scheme for Scheduled Class students.

National Fellowship for Scheduled Class Students (NFSC)

• Key Initiatives and Achievements of the Social Justice and Empowerment Sector in 2023: The objective of the scheme is to provide financial assistance to Scheduled Class students for pursuing higher education in Science, Humanities and Social Sciences disciplines in Indian Universities / Institutions / Colleges recognized by the University Grants Commission (UGC).
• Under the NFSC scheme, the allowances have been revised to Rs.37,000/- per month for JRF and Rs.42,000/- per month for SRF with effect from 01.01.2023.

Shreshta Scheme (Boarding Education for Students in High Schools in Targeted Areas)

• Under this scheme, a total of 2564 students have been enrolled in 142 private boarding schools affiliated to CBSE and State Boards in the academic year 2023-24. School fees Rs. 30.55 crore has been provided by the department.

Prime Minister's Development Scheme for Scheduled Classes

• Key Initiatives and Achievements of the Social Justice and Empowerment Sector in 2023: The Prime Minister's Development Program for the Scheduled Classes is being implemented with the aim of reducing the poverty of the Scheduled Classes through skill development.
• A total of 3132 operations have been sanctioned under the scheme from January 1, 2023 to November November, benefiting a total of 1,14,722 beneficiaries. During this period, State Governments and Union Territories received a total of Rs. 117.54 crore has been released.

Assistance under Protection of Civil Rights Act - 1955 and Scheduled Castes and Scheduled Tribes Prevention of Atrocities Act, 1989

• Central assistance of Rs.496 crores has been provided to the States / Union Territories in 2023 under Central Funding Scheme for effective implementation of PCR Act - 1955 and SC / ST (POA) Act - 1989 .
• In 2023 about 92093 victims of violence and their dependents have been provided relief under this scheme.
• Under this scheme, around 20,000 non-caste married couples have been given incentives by 2023.

Among the initiatives for the welfare of the backward is the Prime Minister's Yasavi scheme

• Key Initiatives and Achievements of the Social Justice and Empowerment Sector in 2023: Prime Minister's Yasavi Scheme is being implemented along with five sub-schemes to regularize scholarship schemes for students belonging to other backward and backward communities.
• National Fellowship for OBC students.
• From 01.01.2023 to 22.12.2023 Rs.383.24 lakhs have been released under Pre Matric Scheme.
• An amount of Rs.1064.26 lakhs has been released from 01.01.2023 to 22.12.2023 under Post Matric Scholarship Scheme for OBC students.

Initiatives for the welfare of sanitation workers

• National Scheme for Mechanized Sanitation Work Environment System (Namaste) is being implemented. Namaste is a joint initiative of Ministry of Social Justice and Empowerment, Ministry of Housing and Urban Development,
• Namaste program is implemented for development of sanitation workers engaged in hazardous sanitation work and handling human waste.
• Online training has been conducted through Namaste mobile app in 27 States / Union Territories.
• During the year capital subsidy of Rs. 85 lakh has been released.
• 307 workshops have been conducted during the year in various urban local bodies on prevention of hazardous cleaning of septic tanks.

Initiatives for the welfare of senior citizens

• Key Initiatives and Achievements of the Social Justice and Empowerment Sector in 2023: The department provides basic facilities like shelter, food, medical care, recreational opportunities to the elderly under the scheme Atal Vyo Abyudai Yojana (AVAY). Assistance under this scheme is provided to Panchayat Raj Institutions / Local Bodies and eligible NGOs.
• Rashtriya Vyoshri Yojana (RVY) was launched in 2017. Under this scheme assistive devices are provided free of cost to the elderly.
• On 24.09.2023 camps were conducted at 28 places under Rashtriya Vyoshri Yojana (RVY) in which 12562 senior citizens were provided with assistive devices worth Rs.9.05 crore.
• Under the Integrated Scheme for Senior Citizens (IPSRC), a total of 88 new old age homes have been added in the last 2 financial years.

Drug prevention initiatives

• The Ministry of Social Justice and Empowerment has launched a National Action Plan for Drug Prevention, which includes prevention education and awareness creation, capacity building, rehabilitation of drug addicts and vocational training.
• The Ministry has launched a Drug Free India campaign to create awareness among the youth in all districts across the country about drug prevention.

Scheme for Rehabilitation of Beggars

• Key Initiatives and Achievements of the Social Justice and Empowerment Sector in 2023: The Department has approved the guidelines for this scheme on 23.10.2023.
• 25 cities have agreed to implement the scheme. In the first phase, the companies implementing this will be given Rs. 5 crore has been provided.
