• 2023-ஆம் ஆண்டில் மத்திய சுகாதாரம் மற்றும் குடும்ப நல அமைச்சகத்தின் முன்முயற்சிகள் மற்றும் சாதனைகள் / Initiatives and achievements of the Union Ministry of Health and Family Welfare by 2023: ஆயுஷ்மான் பாரத் திட்டம் ஆயுஷ்மான் ஆரோக்கிய மந்திர், ஆயுஷ்மான் பாரத் – பிரதமரின் மக்கள் ஆரோக்கியத்திட்டம் என்னும் 2 கூறுகளைக் கொண்டதாகும்.
• நாடு முழுவதும் சுமார் 1,50,000 சுகாதாரம் மற்றும் நலவாழ்வு மையங்களை உருவாக்குவது ஆயுஷ்மான் ஆரோக்கிய மந்திர் திட்டத்தின் நோக்கமாகும். கிராமங்கள் மற்றும் நகர்ப்புறங்களில் உள்ள ஆரம்ப சுகாதார நிலையங்களை மக்களுக்கு நெருக்கமாக கொண்டு செல்வதை இது அடிப்படையாகக் கொண்டுள்ளது.
• ஆயுஷ்மான் பாரத் – பிரதமரின் மக்கள் ஆரோக்கியத்திட்டம் அரசின் நிதியுதவியுடன் மேற்கொள்ளப்படும் உலகிலேயே மிகப் பெரிய சுகாதார உறுதித் திட்டமாகும். இந்தத் திட்டத்தின் கீழ் குடும்பத்திற்கு ரூ. 5,000 காப்பீடு வழங்கப்படுகிறது. இத்திட்டத்தின் கீழ் 12 கோடி குடும்பங்களைச் சேர்ந்த 55 கோடி தனிநபர்கள் பதிவு செய்யப்பட்டுள்ளனர். பல்வேறு மாநிலங்கள் மற்றும் யூனியன் பிரதேசங்கள் இதனை செயல்படுத்தி வருகின்றன.
• இத்திட்டம் தொடங்கப்பட்டதிலிருந்து, இம்மாதம் 20-ம் தேதி வரை சுமார் 28.45 கோடி ஆயுஷ்மான் அட்டைகள் உருவாக்கப்பட்டுள்ளன. இதில் சுமார் 9.38 கோடி அட்டைகள் நடப்பு ஆண்டில் உருவாக்கப்பட்டுள்ளது குறிப்பிடப்படத்தக்கது.  
• இத்திட்டத்தின் கீழ் ரூ.78,188 கோடி மதிப்பிலான 6.11 கோடி மருத்துவமனை சிகிச்சைகளுக்கு அனுமதி வழங்கப்பட்டுள்ளது. இதில் இந்த ஆண்டில் மட்டும் ரூ.25,000 கோடி மதிப்பிலான 1.7 கோடி சிகிச்சைகள் செய்யப்பட்டுள்ளன. இத்திட்டத்தைச் செயல்படுத்த 11,813 தனியார் மருத்துவமனைகள் உட்பட 26,901 மருத்துவமனைகளுக்கு அனுமதி அளிக்கப்பட்டுள்ளது.
• 2014-ஆம் ஆண்டு முதல், மக்கள் நலத்திட்டங்களில் எவரையும் விட்டுவிடாமல் அனைவருக்கும் வழங்க மத்திய அரசு உறுதிபூண்டுள்ளது. பல்வேறு துறைகளில் கடந்த 9 ஆண்டுகளில் மேற்கொள்ளப்பட்ட சாதனைகள் குறித்து மக்களிடையே விழிப்புணர்வை ஏற்படுத்த நாடு முழுவதும் வளர்ச்சியடைந்த பாரதம் லட்சிய யாத்திரை என்ற பெயரில் வாகனப் பயணங்கள் நடத்தப்பட்டு வருகின்றன. இந்த யாத்திரைக்கு மக்களிடையே பெரும் வரவேற்பு காணப்படுகிறது.
• நவம்பர் 30-ம் தேதி வரை பெறப்பட்ட தகவல்களின் அடிப்படையில் 12,774 கிராமப் பஞ்சாயத்துக்களைச் சேர்ந்த 18,24,582 பேர் இதில் கலந்து கொண்டுள்ளனர். 18,05,069 ஆயுஷ்மான் அட்டைகள் உருவாக்கப்பட்டு, 3,20,872 ஆயுஷ்மான் அட்டைகள் வழங்கப்பட்டுள்ளன.
• பிரதமரின் காசநோய் ஒழிப்பு இயக்கத்தின் கீழ், சுமார் 14.41 லட்சம் நோயாளிகளுக்கு சிகிச்சை அளிக்கப்பட்டு வருகிறது.
• சுகாதார அமைச்சகம் மேற்கொண்டு வரும் தீவிர முயற்சியால், மகப்பேறு காலத்தில் தாய்மார்களின் இறப்பு விகிதம் குறைந்துள்ளது. தற்போது ஒரு லட்சம் பிரசவத்திற்கு இந்த விகிதம் 97 ஆக உள்ளது. அதே போல சிசு இறப்பு விகிதமும் வெகுவாக குறைந்துள்ளது. 2018-ஆம் ஆண்டு 1,000 குழந்தைகளுக்கு 32 ஆக இருந்த இந்த விகிதம் 2019-ஆம் ஆண்டில் 30-ஆகக் குறைந்தது. தேசிய சுகாதார கொள்கை இலக்கான 1000-க்கு 28 என்ற விகிதத்தை தமிழ்நாடு, புதுச்சேரி உள்பட 27 மாநிலங்கள் மற்றும் யூனியன் பிரதேசங்கள் எட்டி சாதனை படைத்துள்ளன.
• ஆயுஷ்மான் பாரத் டிஜிட்டல் இயக்கத்தின்படி டிசம்பர் 19-ம் தேதி வரை 49.86 கோடி கணக்குகள் உருவாக்கப்பட்டுள்ளன. இந்த இயக்கத்தின் கீழ் 2,58,217 சுகாதார நிபுணர்கள் பதிவு செய்துள்ளனர்.
• தேசிய தொலை மருத்துவ சேவையான இ-சஞ்சீவனி மூலம் 18.9 கோடிக்கும் அதிகமான மருத்துவ ஆலோசனைகள் வழங்கப்பட்டுள்ளன. இந்த இயக்கம் 1,33,000-க்கும் மேற்பட்ட சுகாதாரம் மற்றும் நலவாழ்வு மையங்களில் செயல்பட்டு வருகிறது.
• நாட்டில் பல கட்டங்களாக 16 எய்ம்ஸ் மருத்துவமனைகளுக்கு மத்திய அமைச்சரவை ஒப்புதல் வழங்கியுள்ளது. 11 எய்ம்ஸ் மருத்துவமனைகளில் மருத்துவப் படிப்புகளும், சிகிச்சைகளும் தொடங்கப்பட்டுள்ளன. ஜம்முவில் உள்ள விஜய்பூர், தமிழகத்தில் உள்ள மதுரை ஆகிய இடங்களில் எய்ம்ஸ் மருத்துவமனையில் எம்பிபிஎஸ் வகுப்புகள் தொடங்கப்பட்டுள்ளன. மதுரை, நாக்பூர், மங்களகிரி, கல்யாணி, விஜய்பூர், ராஜ்கோட் உள்ளிட்ட 13 எய்ம்ஸ் மருத்துவமனைகளில் 1,287 எம்பிபிஎஸ் மாணவர்கள் 2022-23-ஆம் கல்வியாண்டில் சேர்ந்துள்ளனர்.
• நாட்டின் தொற்றுநோய்கள் குறித்த ஆராய்ச்சியை, 14 ஐசிஎம்ஆர் நிறுவனங்கள் மேற்கொண்டுள்ளன. 6 நிறுவனங்கள் தொற்றா நோய்கள் குறித்த ஆராய்ச்சியிலும் ஒரு நிறுவனம், குழந்தை ஆரோக்கியம் மற்றும் கருத்தரித்தல் குறித்த ஆராய்ச்சியிலும் ஈடுபட்டுள்ளன. ஊட்டச்சத்து மற்றும் ஊட்டசத்துக் குறைபாடுகள் பற்றிய ஆராய்ச்சியில் ஒரு நிறுவனம் ஈடுபட்டுள்ளது.
• பொது சுகாதாரத்தைப் பராமரிக்க நடமாடும் மருத்துவ அலகுகள் நாடு முழுவதும் செயல்பட்டு வருகின்றன. தொலைதூரப் பகுதிகளிலும், வாகனங்கள் செல்ல முடியாத பகுதிகளிலும் உள்ள மக்களுக்காக இத்திட்டம் செயல்படுத்தப்பட்டு வருகிறது. தேசிய ஊரகப்பகுதி சுகாதார இயக்கம், தேசிய நகர்ப்புற சுகாதார இயக்கம் ஆகியவற்றின் கீழ் இத்திட்டம் செயல்படுத்தப்படுகிறது. தொலைதூரப் பகுதிகளுக்கு வேன்கள் மூலமாகவும், வாகனங்கள் செல்ல முடியாத நீர்வழிப்பகுதிகளில் உள்ள இடங்களுக்கு படகுகள் மூலமாகவும் சென்று மருத்துவ வசதிகள் அளிக்கப்பட்டு வருகின்றன. கடந்த ஜூன் மாதம் 30ம் தேதி வரை மாநிலங்கள் மற்றும் யூனியன் பிரதேசங்களில் 1,525 நடமாடும் மருத்துவ அலகுகள் செயல்பட்டு வருகின்றன. இதில் கண் மருத்துவம் மற்றும் பல் மருத்துவம் போன்ற சிறப்பு சிகிச்சைகளும் வழங்கப்படுகின்றன.

• Initiatives and achievements of the Union Ministry of Health and Family Welfare by 2023: Ayushman Bharat scheme has 2 components namely Ayushman Arogya Mandir and Ayushman Bharat – Prime Minister's People's Health Scheme.
• Ayushman Arogya Mandir aims to create around 1,50,000 health and wellness centers across the country. It is based on bringing primary health centers in rural and urban areas closer to the people.
• Ayushman Bharat – The Prime Minister's Public Health Scheme is the world's largest government-sponsored health assurance programme. Under this scheme the family will get Rs. 5,000 insurance is provided. 55 crore individuals belonging to 12 crore families have been registered under this scheme. Various States and Union Territories are implementing this.
• Since the launch of the scheme, around 28.45 crore Ayushman cards have been generated till 20th of this month. It is worth mentioning that about 9.38 crore cards have been generated in the current year.
• 6.11 crore hospital treatments worth Rs.78,188 crore have been sanctioned under this scheme. In this year alone, 1.7 crore treatments worth Rs.25,000 crore have been done. 26,901 hospitals, including 11,813 private hospitals, have been given permission to implement the scheme.
• Since 2014, the central government has been committed to providing welfare programs to all without leaving anyone behind. To create awareness among the people about the achievements made in the last 9 years in various fields, vehicle journeys are being conducted in the name of Bharatham Lakshya Yatrai developed across the country. This Yatra is very popular among the people.
• Based on the information received till November 30, 18,24,582 people from 12,774 Gram Panchayats have participated in it. 18,05,069 Ayushman cards have been generated and 3,20,872 Ayushman cards have been issued.
• About 14.41 lakh patients are being treated under the Prime Minister's TB Eradication Drive.
• Due to the intensive efforts of the Ministry of Health, the maternal mortality rate has decreased. Currently the ratio is 97 per 1 lakh deliveries. Similarly, the infant mortality rate has also decreased significantly. This rate decreased from 32 per 1,000 children in 2018 to 30 in 2019. 27 states and union territories, including Tamil Nadu and Puducherry, have achieved the National Health Policy target of 28 per 1000.
• According to the Ayushman Bharat Digital initiative, 49.86 crore accounts have been created till December 19. 2,58,217 health professionals have registered under this drive.
• More than 18.9 crore medical consultations have been provided through e-Sanjivani, a national telemedicine service. The movement operates in more than 1,33,000 health and welfare centres.
• The Union Cabinet has approved 16 AIIMS hospitals in the country in various phases. Medical courses and treatments have been started in 11 AIIMS hospitals. MBBS classes have been started in AIIMS Hospital at Vijaypur in Jammu and Madurai in Tamil Nadu. 1,287 MBBS students have enrolled in 13 AIIMS hospitals including Madurai, Nagpur, Mangalagiri, Kalyani, Vijaypur, Rajkot in the academic year 2022-23.
• 14 ICMR institutes are conducting research on the epidemics of the country. 6 institutes are engaged in research on infectious diseases and one institute on child health and fertility research. An institute engaged in research on nutrition and nutritional deficiencies.
• Mobile medical units are functioning all over the country to maintain public health. The scheme is being implemented for the people in remote and inaccessible areas. The scheme is implemented under National Rural Health Initiative, National Urban Health Initiative. Medical facilities are being provided by vans to remote areas and by boats to places in waterways inaccessible to vehicles. As of June 30, 1,525 mobile medical units are functioning in the states and union territories. It also offers specialized treatments like ophthalmology and dentistry.
