Tamil Nadu Chief Minister M.K. Stalin Cabinet meeting at the Chief Secretariat
  • A Cabinet meeting was held at the Chief Secretariat under the chairmanship of Tamil Nadu Chief Minister M.K. Stalin. Minister Thangam Tennarasu explained the important decisions taken in this meeting.
  • Especially during these two and a half years since the Chief Minister took charge, the industrial development of Tamil Nadu has seen great progress. Various companies are showing interest to invest in Tamil Nadu. 
  • New industrial companies and companies already operating in Tamil Nadu have also given appropriate proposals to the government for making new investments in Tamil Nadu. Decisions were taken to provide them with systematic package benefits.
  • About 8 industrial companies have been examined and given permission to get package concessions through the organizational system and to get concessions depending on the industrial expansion activities of the companies already operating in Tamil Nadu.
  • Through this, the cabinet has given permission to the industrial companies to provide structured package concessions for projects that can create employment for about 22,536 people in various districts of Tamil Nadu, especially Chengalpattu, Thiruvallur, Kanchipuram, Coimbatore, Ranipet, etc. with an investment of approximately 7,108 crore rupees.
  • These industries are expected to invest in electric vehicles, footwear manufacturing, aerospace and defense products, glass products, research and development.
  • Next, the Tamil Nadu State Port Development Policy - 2023 was placed for the Cabinet's approval, which was discussed and approved in the meeting. Tamil Nadu is a leading state in the field of industry. The coast is very long in this state. About 1,076 km. We have a long coastline. 
  • It has 4 major ports and 17 minor ports. Better port infrastructure is essential for the growth of our industry. Keeping this in mind, the Tamil Nadu State Port Development Policy - 2023 has been designed. We have designed it for the development of ports.
  • In the last 16 years there has been a great competition among various states to attract investments in maritime business. It is necessary to develop such a port development policy to attract private sector investment depending on this development. 
  • In this regard, we have analyzed the current policies in states like Maharashtra, Odisha, Andhra Pradesh, absorbed them and developed this port development policy keeping in mind the competitiveness.
  • We have formulated this policy for ship recycling facility, construction of floating container, development of ports, things to make it commercially viable, regularization of related permits, ease of doing business. 
  • Investment in challenging water sports, green port projects, deep sea port development is to be received with private participation. This policy is designed to cover all of these.
  • We have taken a very important decision in the cabinet regarding allotment of land to journalists in Trichy and Salem districts.
Permanent ban on Mancha in Tamil Nadu
  • Mancha yarn is responsible for serious injuries and deaths of people, animals and especially birds during kite flying competitions.
  • Also, they cause severe environmental degradation by clogging drainage channels and water bodies. This creates a very dangerous environment for birds and other animals.
  • In order to protect the lives of animals, birds and people, the government has imposed a complete ban on non-biodegradable wind yarn made of nylon, elastic or synthetic materials, popularly known as mancha yarn. Accordingly, manufacturing, selling, storing, purchasing, importing and using mancha yarn is completely prohibited.
  • In this regard, an order was issued on October 6 and an ordinance was published in the Tamil Nadu Gazette on October 30.
  • In this order, all district administrations, forest department forest guards and their superior officers, Tamil Nadu police department assistant inspectors and superior officers, municipalities, municipal corporation commissioners and local authorities have been empowered to implement the above notice.
  • Violators of the ban will be penalized under the Environment (Protection) Act, 1986, it said.

2 Indian cities get new recognition - UNESCO
  • October 31 is celebrated as World Cities Day. The announcement was made by the United Nations Educational, Scientific and Cultural Organization (UNESCO). Kozhikode in Kerala and Gwalior in Madhya Pradesh join the list.
  • UNESCO has added 55 new cities from around the world to this list in recognition of culture, creativity and innovative urban development. Kozhikode has been recognized as a city of literature. Kerala Literary Festival and Book Releases are regularly held there.
  • Gwalior has been recognized as a City of Music by UNESCO. Gwalior has a unique culture and diversity in India's oldest Hindustani music, folk music and devotional music. Also, 55 cities including Casablanca in Morocco, Kathmandu in Nepal and Rio de Janeiro in Brazil are joining the network. 
  • These cities will be invited to participate in the United Creative Cities Network (UCCN) seminar. It is noteworthy that this seminar will be held in July 2024 in Portugal.

  • Aghaura - Agartala Cross Border Rail Link Khulna - Mongla Port Rail Link; and the two launched three projects namely Unit - II of Maitree Super Analytical Power Station.
  • Agoura-Agartala cross-border rail link project has been completed under the grant funding of Rs.392.52 crore given to Bangladesh. The length of rail link is 12.24 km with 6.78 km double track in Bangladesh and 5.46 km double track in Tripura.
  • The Khulna-Mongla Port Railway Project has been implemented under the concessional loan scheme of the Government of India at a total project cost of US$ 388.92 million. 
  • The project envisages construction of about 65 km wide rail line between Mongla Port and the existing rail network at Khulna. It connects Bangladesh's second largest port, Mongla, with the Broad Gauge Railway.
  • The Maitri Super Analytical Power Project under the US$ 1.6 billion Indian Concessional Fund Scheme is a 1320 MW Super Analytical Power Plant located at Rampal in the Khulna Division of Bangladesh. 
  • Bangladesh-India Friendship Power Corporation, a 50:50 joint venture between India's NTPC Limited and Bangladesh Power Development Corporation, has implemented the project. 
  • The first unit of Maitree Super Analytical Power Plant was jointly inaugurated by both the Prime Ministers in September 2022 and the 2nd unit will be inaugurated on November 1, 2023.

Goods and Services Tax (GST) in October 2023 is Rs 1.72 lakh crore
  • Goods and Services Tax (GST) in the country has been collected at Rs.1.72 lakh crore in the month of October. This is 13 percent higher than the collection in the same period of the previous year.
  • The Union Finance Ministry has informed that the GST revenue has crossed Rs.1.70 lakh crore for the 2nd time in the current financial year.
  • GST collection in October 2022 was Rs 1.52 lakh crore. In the current financial year, it has already collected Rs 1.87 lakh crore in April, while the second highest amount has been collected in October.
  • An average of Rs.1.66 lakh crore has been collected per month. This is an increase of 11 percent compared to the same period of the previous financial year.
  • 8,93,334 crores of GST collected last year; The average monthly collection was Rs 1.49 lakh crore.
  • Last August, GST revenue was Rs 1.59 lakh crore. It had collected a record Rs 1.87 lakh crore in April last year. As it is the festival season, the GST collection will increase in the coming months, according to experts in the sector.
