• உலக இளைஞர் திறன் தினம் 2023 / WORLD YOUNG SKILLS DAY 2023: உலக இளைஞர் திறன்கள் தினம் 2023 ஜூலை 15, 2023 அன்று அனுசரிக்கப்படும். கடந்த ஆண்டு, உலக இளைஞர் திறன் தினத்தின் கருப்பொருள் ‘எதிர்காலத்திற்கான இளைஞர் திறன்களை மாற்றுதல்’ என்பதாகும். 
• இளைஞர்களுக்கு முறையான பயிற்சி அளிப்பது மற்றும் கண்ணியமான வேலை, வேலைவாய்ப்பு மற்றும் தொழில்முனைவுக்கான திறன்களை உருவாக்குதல் ஆகியவற்றின் முக்கியத்துவத்தை இந்த நாள் வலியுறுத்துகிறது. 
• ஐக்கிய நாடுகள் சபையால் நடத்தப்படும் சிறப்பு நிகழ்ச்சிகள் மற்றும் நிகழ்வுகளுடன் உலகம் முழுவதும் கொண்டாட்டங்கள் நடத்தப்படும்.
• 2014ஆம் ஆண்டு ஜூலை 15ஆம் தேதியை ஆண்டுதோறும் உலக இளைஞர் திறன் தினமாக அனுசரிக்க ஐநா முடிவு செய்தது. முதல் உலக இளைஞர் திறன் தினம் 15 ஜூலை 2015 அன்று கொண்டாடப்பட்டது, அன்றிலிருந்து இன்றுவரை அனுசரிக்கப்படுகிறது.

• உலக இளைஞர் திறன் தினம் 2023 / WORLD YOUNG SKILLS DAY 2023: உலக இளைஞர் திறன்கள் தினம் பல்வேறு பயிற்சி நிறுவனங்களால் நடத்தப்படும் திறன் மேம்பாட்டுத் திட்டங்களில் பங்கேற்பதன் மூலம் இளைஞர்கள் தங்கள் திறமைகளை பிரகாசிக்க வாய்ப்பளிக்கிறது. 
• இது இளைஞர்கள் மற்றும் தொழில்நுட்ப மற்றும் தொழிற்கல்வி மற்றும் பயிற்சி (TVET) நிறுவனங்கள், முதலாளிகள் மற்றும் தொழிலாளர் அமைப்புகள், நிறுவனங்கள், வளர்ச்சி பங்காளிகள் மற்றும் கொள்கை வகுப்பாளர்களுக்கு இடையே ஒரு பாதையை வழங்குகிறது.
• வேலைவாய்ப்பு, ஒழுக்கமான வேலை மற்றும் தொழில்முனைவு ஆகியவற்றிற்கான திறன்களுடன் இளைஞர்களை சித்தப்படுத்துவதன் மூலோபாய முக்கியத்துவத்தையும் இந்த நாள் எடுத்துக்காட்டுகிறது.

உலக இளைஞர் திறன் தின வரலாறு

• உலக இளைஞர் திறன் தினம் 2023 / WORLD YOUNG SKILLS DAY 2023: ஜூலை 15ஆம் தேதியை உலக இளைஞர் திறன்கள் தினமாகக் கடைப்பிடிக்க ஐக்கிய நாடுகள் பொதுச் சபையின் முன் ஒரு தீர்மானம் முன்மொழியப்பட்டது. ஜி77 மற்றும் சீனாவின் ஆதரவுடன் தீர்மானம் கொண்டுவரப்பட்டதன் பின்னணியில் இலங்கை இருந்தது.
• உலக அளவில் இளைஞர் திறன் மேம்பாட்டின் முக்கியத்துவத்தை தீர்மானம் எடுத்துரைத்தது. தீர்மானம் 18 டிசம்பர் 2014 அன்று ஏற்றுக்கொள்ளப்பட்டது மற்றும் ஒவ்வொரு ஆண்டும் ஜூன் 15 உலக இளைஞர் திறன் தினமாக அனுசரிக்கப்படும் என்று அறிவிக்கப்பட்டது.

• உலக இளைஞர் திறன் தினம் 2023 / WORLD YOUNG SKILLS DAY 2023: உலக இளைஞர் திறன் தினத்தையொட்டி, இளைஞர்களுக்கு இன்றைய தேவை மற்றும் எதிர்கால வளர்ச்சிக்கு தேவையான திறன்களை பிரதிபலிக்கும் வாய்ப்பை வழங்குவதற்காக பல்வேறு நிறுவனங்களால் பல பிரச்சாரங்கள் மற்றும் நிகழ்வுகள் நடத்தப்படுகின்றன. 
• திறமையான இளைஞர்களுக்கு வேலைவாய்ப்பை வழங்குவதற்கான வேலை கண்காட்சிகள் பல நிறுவனங்கள் மற்றும் அமைப்புகளால் நடத்தப்படுகின்றன.
• தொழில்நுட்ப மற்றும் தொழில் பயிற்சியின் நன்மைகள் குறித்து இளைஞர்களுக்குக் கற்பிக்கவும், அவர்களின் சிறந்த எதிர்காலத்திற்காக இந்தப் படிப்புகளில் சேர அவர்களை ஊக்குவிக்கவும் உலகம் முழுவதும் உள்ள அமைப்புகளால் கருத்தரங்குகள் நடத்தப்படுகின்றன.

• உலக இளைஞர் திறன் தினம் 2023 / WORLD YOUNG SKILLS DAY 2023: ஒவ்வொரு ஆண்டும், ஐக்கிய நாடுகள் சபையால் நிர்ணயிக்கப்பட்ட ஒரு குறிப்பிட்ட கருப்பொருளுடன் உலக இளைஞர் திறன் தின விடுமுறை அனுசரிக்கப்படுகிறது.
• 2023 உலக இளைஞர் திறன்கள் தினத்தின் கருப்பொருள், மாற்றுத்திறனாளி எதிர்காலத்திற்கான திறமையான ஆசிரியர்கள், பயிற்சியாளர்கள் மற்றும் இளைஞர்கள். 
• இளைஞர்களுக்கு தொழிலாளர் சந்தைக்கு மாறுவதற்கும் அவர்களின் சமூகங்கள் மற்றும் சமூகங்களில் தீவிரமாக ஈடுபடுவதற்கும் திறன்களை வழங்குவதில் ஆசிரியர்கள், பயிற்சியாளர்கள் மற்றும் பிற கல்வியாளர்கள் வகிக்கும் முக்கிய பங்கை இது எடுத்துக்காட்டுகிறது.
• தொழில்நுட்ப முன்னேற்றங்கள் மற்றும் மாற்றும் தொழிலாளர் சந்தை இயக்கவியல் ஆகியவை சுறுசுறுப்பான மற்றும் மாற்றியமைக்கக்கூடிய திறன் தொகுப்புகளுக்கு அதிகளவில் அழைப்பு விடுக்கின்றன. 
• உலக இளைஞர் திறன்கள் தினத்தில், மாற்றத்திற்கான ஊக்கிகளாக இளைஞர்களின் திறனை உணர்ந்து, அனைவருக்கும் வளமான மற்றும் நிலையான உலகத்தை உருவாக்க அவர்களுக்குத் தேவையான திறன்கள் மற்றும் வாய்ப்புகளை வழங்குவதில் நாம் ஒன்றிணைவோம். எந்த இளைஞனும் பின்தங்கியிருக்காத ஒளிமயமான எதிர்காலத்தை நாம் ஒன்றாக உருவாக்க முடியும்.
• 2022 ஆம் ஆண்டின் உலக இளைஞர் திறன்கள் தினத்தின் கருப்பொருள் 'எதிர்காலத்திற்கான இளைஞர் திறன்களை மாற்றுதல்' என்பதாகும்.
• 2021 ஆம் ஆண்டிற்கான கருப்பொருள், 'தொற்றுநோய்க்குப் பிந்தைய இளைஞர்களின் திறன்களை மறுவடிவமைத்தல்' என்பது, திறன் அடிப்படையிலும் உணர்ச்சி அடிப்படையிலும், கோவிட்-19 தொற்றுநோயால் ஏற்பட்ட பேரழிவிலிருந்து இளைஞர்களை மீட்க உதவுவதை நோக்கமாகக் கொண்டது. 

தொழில்நுட்பம் மற்றும் தொழிற்கல்வி மற்றும் பயிற்சியின் முக்கியத்துவம்

• உலக இளைஞர் திறன் தினம் 2023 / WORLD YOUNG SKILLS DAY 2023: தொழில்நுட்பம் மற்றும் தொழிற்கல்வி மற்றும் பயிற்சி (TVET) தொழில்ரீதியாக வேலை செய்வதற்கு தேவையான பயிற்சியை வழங்குவதோடு, சுய வேலைவாய்ப்புக்கான திறன்களையும் வழங்க முடியும். 
• முறையான பயிற்சியின் மூலம், நிறுவனங்கள் மற்றும் சமூகங்களின் திறன்-தேவைகளை மாற்றியமைக்கும் திறனை மேம்படுத்துவது, உற்பத்தித்திறனை அதிகரிப்பது மற்றும் ஊதிய அளவை அதிகரிப்பது சாத்தியமாகும்.
• TVET மூலம், வேலை உலகத்திற்கான அணுகல் தடைகளை நீக்க முடியும். திறமையின்மையால் ஒருவருக்கு வேலை கிடைக்காத சூழ்நிலையில், தொழில்நுட்ப மற்றும் தொழிற்கல்வி மற்றும் பயிற்சி உதவியாக இருக்கும்.

• WORLD YOUNG SKILLS DAY 2023: World Youth Skills Day 2023 will be observed on July 15, 2023. Last year, the theme of World Youth Skills Day was ‘Transforming youth skills for the future’. 
• The day stresses on the importance of providing proper training to the youth and creating skills for decent work, employment and entrepreneurship. Celebrations will be held all over the world with special programs and events conducted by the United Nations.
• In 2014, the UN decided to observe July 15 as World Youth Skills Day annually. The first World Youth Skills Day was celebrated on 15 July 2015 and has been observed ever since then.

Significance of World Youth Skills Day 2023

• WORLD YOUNG SKILLS DAY 2023: World Youth Skills Day provides young people an opportunity to shine their skills by taking part in skill development programs organized by various training institutions. 
• It also provides a pathway between the youths and technical and vocational education and training (TVET) institutions, employers’ and workers’ organizations, firms, development partners and policy makers.
• The day also highlights the strategic importance of equipping young people with skills for employment, decent work and entrepreneurship.

World Youth Skills Day History

• WORLD YOUNG SKILLS DAY 2023: A resolution was proposed in front of the United Nations General Assembly for observing World Youth Skills Day on 15 July. Sri Lanka was behind the initiation of the resolution which was supported by G77 and China.
• The resolution highlighted the importance of youth skills development at a global level. The resolution was adopted on 18 December 2014 and it was declared that every year 15 June will be observed as World Youth Skills Day.

World Youth Skills Day 2023 Celebration

• WORLD YOUNG SKILLS DAY 2023: On the occasion of World Youth Skills Day, many campaigns and events are driven by various institutes to offer an opportunity to the youths to reflect on skills that are needed today and for the future development. Job fairs to provide employment to the skilled youths are held by many firms and organizations.
• Seminars are also conducted by organizations all over the world to educate young people about the benefits of technical and vocational training and inspiring them to join these courses for their better future.

World Youth Skills Day 2023 Theme

• WORLD YOUNG SKILLS DAY 2023: Every year, World Youth Skills Day holiday is observed with a certain theme set by the United Nations.
• The theme for World Youth Skills Day 2023 is "Skilling teachers, trainers and youth for a transformative future". It highlights the essential role that teachers, trainers and other educators play in providing skills for youth to transition to the labour market and to actively engage in their communities and societies.
• Technological advancements and shifting labour market dynamics increasingly call for agile and adaptable skill sets. It is crucial that we empower young people to navigate these changes effectively.
• Technical and vocational education and training (TVET) is well placed to meet these demands by reducing access barriers to the world of work, ensuring that skills gained are relevant, recognized and certified, promoting green skills and practices, and offering skills development opportunities for youth who are not in education, employment and training.
• On World Youth Skills Day, let us unite in recognizing the potential of young people as catalysts for change and commit to providing them with the skills and opportunities they need to build a prosperous and sustainable world for all. Together, we can shape a brighter future where no young person is left behind.
• The theme of World Youth Skills Day 2022 was ‘Transforming youth skills for the future’.
• For the year 2021, the theme was ‘Reimagining youth skills post-pandemic’ which aimed at helping the youth recover from the devastation caused by the Covid-19 pandemic, both on a skill basis and an emotional basis. No theme has yet been confirmed for 2023 celebrations.

Importance of Technical and Vocational Education and Training

• WORLD YOUNG SKILLS DAY 2023: Technical and Vocational Education and Training (TVET) can provide the training required to work professionally and can also offer skills for self-employment. By proper training, it is possible to improve responsiveness to changing skill-demands by companies and communities, increase productivity and increase wage levels.
• With TVET, access barriers to the world of work can be removed. In a situation where a person is not able to find job because of lack of skill, technical and vocational education and training can help.
