• இந்தியாவில் பட்டய கணக்காளர்கள் தினம் 2023 / CHARTERED ACCOUNTANTS DAY IN INDIA 2023: இந்தியாவில் ஒவ்வொரு ஆண்டும் ஜூலை 1ஆம் தேதி பட்டயக் கணக்காளர்கள் தினம் கொண்டாடப்படுகிறது.

• CHARTERED ACCOUNTANTS DAY IN INDIA 2023: The Chartered Accountants' Day is celebrated on July 1 every year in India. This year, the day marks the 76th anniversary of the establishment of the Institute of Chartered Accountants of India (ICAI) by an Act of the Parliament.
• The day is aimed at acknowledging the contribution of chartered accountants in nation-building. It also honours the crucial role played by chartered accountants in the economic growth of the country.

History

• CHARTERED ACCOUNTANTS DAY IN INDIA 2023: Back in 1913, before independence, the British Government passed the Companies Act in India that prescribed a list of books that every firm registered under the Act had to maintain. An auditor was also appointed by the same act which had the power to audit these books.
• To work as an auditor, one needs to acquire a certificate after fulfilling some conditions. The certificate holder was allowed to exercise only within the province and in the local language mentioned in the certificate
• Five years later, in 1918, a course called Government Diploma in Accountancy was launched in Bombay. After completing this course with a three-year training period, the person was eligible to work as an Auditor throughout India. After some years, the course was discontinued.
• In the year 1930, the government decided to maintain a register called the Register of Accountants. The person with the name in the register was called a Registered Accountant. After a few years, a board named the Indian Accountancy Board was established. 
• The board advised the Governor-General of India on accountancy and the qualifications for auditors. But many felt that the accountancy profession was largely unregulated, and created confusion when it comes to the qualifications of auditors.
• Due to this reason, after independence, in the year 1948, an expert committee was set up to analyze the issues. The committee recommended that a separate autonomous association of accountants should be set up to regulate the profession.
• The Indian Government accepted the recommendations of the committee and passed the Chartered Accountants Act in 1949 even before India became a republic. Under section 3 of the said Act, ICAI was founded as a body corporate with perpetual succession & a common seal.
• The word ‘Chartered’ when used for Indian accountants, has no relation to the royal charter of the British, unlike in other Commonwealth countries.

Significance 

• CHARTERED ACCOUNTANTS DAY IN INDIA 2023: Chartered Accountants Day, the foundation day of ICAI, celebrates and honours the contribution of CAs in the country. The role of a CA is very crucial in any firm, regardless of the nature of the firm. CAs are responsible for ensuring that every financial activity goes on as per the provision of laws in India.

What is ICAI?

• CHARTERED ACCOUNTANTS DAY IN INDIA 2023: The ICAI was set up by an Act of the Parliament to regulate the profession of chartered accountancy in the country. ICAI, which functions under the Ministry of Corporate Affairs, Government of India, is the second-largest professional chartered accountants' body in the world.
• In India, the ICAI is the sole body for the licensing and regulation of the financial audits and accounting profession in India. It is also one of the oldest professional institutes in the country.
• The body is managed in by a council comprising 40 members, in accordance with the provisions of the Chartered Accountants Act, 1949 and the Chartered Accountants Regulations, 1988. Thirty two members of the council are elected by the chartered accountants while the remaining eight members are nominated by the central government.

Duties

• CHARTERED ACCOUNTANTS DAY IN INDIA 2023: Besides regulating the chartered accountancy profession, the ICAI carries out other duties in the field. These include education and examination of chartered accountancy course, formulation of accounting standards, prescribing standard auditing procedures, laying down ethical standards, exercising disciplinary jurisdiction, and giving inputs on policy matters to the government.
