தேசிய பஞ்சாயத்து ராஜ் தினத்தன்று 24 ஏப்ரல் 2021 அன்று தொடங்கப்பட்டது, இந்த திட்டம் கிராமப்புற இந்தியாவில் சொத்து சரிபார்ப்புக்கு மிகவும் தேவையான தீர்வை வழங்குவதை நோக்கமாகக் கொண்டுள்ளது, முதன்மையாக மேம்பட்ட ட்ரோன் தொழில்நுட்பத்தைப் பயன்படுத்தி கிராமப்புறங்களில் குடியிருப்புப் பகுதிகளைக் கட்டுப்படுத்துகிறது.
இது கிராமப்புற மக்களுக்கு அவர்களின் குடியிருப்பு சொத்துக்களை ஆவணப்படுத்தும் உரிமையை வழங்குவதை நோக்கமாகக் கொண்டுள்ளது, இதனால் அவர்கள் தங்கள் சொத்துக்களை பொருளாதார நோக்கங்களுக்காகப் பயன்படுத்த முடியும்.

ஆரம்ப கட்டம்
SVAMITVA திட்டம் / SVAMITVA SCHEME: பைலட் கட்டம் 2020-21 இல் திட்டமிடப்பட்டுள்ளது. பைலட் கட்டம் ஆறு பைலட் மாநிலங்களுக்கு (ஹரியானா, கர்நாடகா, மத்தியப் பிரதேசம், மகாராஷ்டிரா, உத்தரப் பிரதேசம் மற்றும் உத்தரகாண்ட்) பரவியுள்ளது.
இரண்டு மாநிலங்களுக்கு (பஞ்சாப் மற்றும் ராஜஸ்தான்) 1 லட்சம் கிராமங்கள் மற்றும் CORS நெட்வொர்க் நிறுவ திட்டமிடப்பட்டுள்ளது.

தொடர்ச்சியான இயக்க குறிப்பு அமைப்பு (CORS) நிறுவுதல்: CORS என்பது நிகழ்நேரத்தில் உயர் துல்லியமான நெட்வொர்க் RTK திருத்தங்களை வழங்கும் குறிப்பு நிலையங்களின் நெட்வொர்க் ஆகும். இது சென்டிமீட்டர்-நிலை கிடைமட்ட நிலைப்படுத்தலை செயல்படுத்துகிறது மற்றும் துல்லியமான புவி-குறிப்பு, தரை உண்மை மற்றும் நில எல்லையை ஆதரிக்கிறது.

ENGLISH
SVAMITVA SCHEME: SVAMITVA (Survey of villages and mapping with improvised technology in village areas) scheme is a new initiative of the Ministry of Panchayati Raj. It aims to provide rural people with the right to document their residential properties so that they can use their property for economic purposes.
Launched on 24 April 2021, on the National Panchayati Raj Day, this scheme aims to provide a much-needed solution for property validation in rural India, primarily by restricting residential areas in rural areas using Advanced Drone Technology.
The scheme is for surveying the land parcels in rural inhabited area using Drone technology. The survey shall be done across the country in a phase wise manner over the period 2020 -2025.
Objectives
SVAMITVA SCHEME: To bring financial stability to the citizens in rural India by enabling them to use their property as a financial asset for taking loans and other financial benefits.
Creation of accurate land records for rural planning.
Determination of property tax, which would accrue to the GPs directly in States where it is devolved or else, add to the State exchequer.
Creation of survey infrastructure and GIS maps that can be leveraged by any department for their use.
To support in preparation of better-quality Gram Panchayat Development Plan (GPDP) by making use of GIS maps.
To reduce property related disputes and legal cases
Coverage
SVAMITVA SCHEME: There are about 6.62 lakh villages in the country which will be eventually covered in this scheme. The entire work is likely to be spread over a period of five years.
Initial phase
SVAMITVA SCHEME: The pilot phase is scheduled during 2020-21. Pilot Phase extends to six pilot States (Haryana, Karnataka, Madhya Pradesh, Maharashtra, Uttar Pradesh and Uttarakhand) covering approx. 1 lakh villages and CORS network establishment is planned for two States (Punjab And Rajasthan).
Expected outcome
SVAMITVA SCHEME: The outcome from the scheme would include updating the ‘record-of-rights’ in the revenue/property registers and issuance of property cards to the property owners.
This would facilitate monetization of rural residential assets for credit and other financial services.
Further, this would also pave the way for clear determination of property tax, which would accrue to the GPs leading to better civic amenities.
Activities under the SVAMITVA Scheme
SVAMITVA SCHEME: The Scheme includes the following main activities:
Establishment of Continuous Operating Reference System (CORS): CORS is a network of reference stations that provides high-accuracy network RTK corrections in real-time. It enables centimeter-level horizontal positioning and supports accurate geo-referencing, ground truthing, and land boundary.
Large-Scale Mapping Using Drones: The Survey of India will use drone surveys to map rural inhabited areas (Abadi). This will generate high-resolution and accurate maps for conferring property rights and issuing property cards to rural household owners.
Awareness Program: An awareness program will educate the rural population about the surveying methodology and its benefits.
Establishment of Programme Management Units: Programme management units will be set up at the national and state levels to oversee and manage the scheme's implementation.
Development and Maintenance of Scheme Dashboard: A scheme dashboard will be developed and maintained to track the progress of the scheme. Drone survey spatial data and maps will be integrated into the Ministry's spatial planning application to support local-level planning.
Documentation of Best Practices and Workshops: Best practices will be documented, and national and regional workshops will be conducted to share knowledge and experiences.

Delivering legal property rights through government sources will enable the property owner to access institutional financing by using their property as collateral.
