2023-24-ம்நிதி ஆண்டுக்கான தமிழ்நாடு பட்ஜெட் / TAMILNADU BUDGET 2023- 2024: சட்டப்பேரவையில் 2023-24-ம்நிதி ஆண்டுக்கான தமிழக பட்ஜெட்டை நிதி அமைச்சர் பழனிவேல் தியாகராஜன் தாக்கல் செய்தார்.
பட்ஜெட் உரையில் அவர் கூறியதாவது: கடந்த ஆண்டு பட்ஜெட்டில் நிதி, நிர்வாக நலனை கருத்தில் கொண்டு பல்வேறு சீர்திருத்தங்கள் செய்யப்பட்டதுடன், சமூக நலன், அனைவரையும் உள்ளடக்கிய பொருளாதார வளர்ச்சியை இலக்காக கொண்டு பல நலத் திட்டங்கள் வகுக்கப்பட்டன.
பொருளாதார வளர்ச்சியை உயர்த்துதல், சமூக பாதுகாப்பை வலுப்படுத்துதல், இளைஞர்களுக்கு வேலைவாய்ப்பு, கல்வி மூலம் பெண்களின் வாழ்வாதார மேம்பாடு உள்ளிட்டவற்றுக்கு முக்கியத்துவம் தரப்பட்டது. இவை அனைத்திலும் இந்த ஆண்டில் குறிப்பிடத்தக்க வெற்றிகளை கண்டுள்ளோம்.
சமூக நீதி, பெண்களுக்கு சமஉரிமை, அனைவரையும் உள்ளடக்கிய வளர்ச்சி, பகுத்தறிவு ஆகிய 4 அடிப்படை தத்துவங்களைக் கொண்டு, நாட்டுக்கே கலங்கரை விளக்கமாக தமிழகம் திகழ்கிறது.
மகளிர் நலனில் அக்கறை: சமூகத்தின் சரிபாதியான பெண் இனத்தை சரிநிகர் சமமாக உயர்த்த அரசு திட்டமிட்டு செயல்பட்டு வருகிறது. கல்வி, நிர்வாகத்தில், அதிகாரம் மிக்க பொறுப்புகளில், பொருளாதாரத்தில், சமூகத்தில் பெண்களை உயர்த்தும் திட்டங்கள் செயல்படுத்தப்படுகின்றன.
மகளிருக்கு சொத்துரிமையும், உள்ளாட்சி அமைப்புகளில் தனி இடஒதுக்கீடும் அளித்தது முதல், அவர்களுக்கு கட்டணமில்லா பேருந்து பயணம் வழங்கியது வரை மகளிர் நலன் காத்து, அவர்களது உரிமைகளை நிலைநாட்டுவதில் அக்கறையுடன் செயல்பட்டு வருகிறோம்.
அந்த வரிசையில், குடும்பத் தலைவிகளுக்கு உரிமைத் தொகையாக மாதம் ரூ.1,000 வழங்கப்படும் என்று தேர்தல் அறிக்கையில் வாக்குறுதி அளிக்கப்பட்டது. மக்களைத்தேடி மருத்துவம், புதுமைப்பெண், நான் முதல்வன் என தேர்தல் அறிக்கையில் சொல்லப்படாத திட்டங்களை செயல்படுத்தியுள்ள முதல்வர் ஸ்டாலின், மகளிருக்கு உரிமைத் தொகை தரப்படும் என்ற வாக்குறுதியையும் கட்டாயம் நிறைவேற்ற வேண்டும் என்று தொடர்ந்து அறிவுறுத்தி வந்தார்.
அதன் அடிப்படையில், தகுதிவாய்ந்த குடும்பத் தலைவிகளுக்கு வரும் நிதி ஆண்டில் உரிமைத் தொகையாக மாதம் ரூ.1,000 வழங்கப்பட உள்ளது. மத்திய அரசால் பெருமளவு உயர்த்தப்பட்டுள்ள சமையல் எரிவாயு விலை மற்றும் விலைவாசியால் அதிகரிக்கும் குடும்பச் செலவுகளால் குடும்பத்தலைவிகள் பெரிதும் பாதிக்கப்பட்டுள்ளனர். அவர்களது அன்றாட வாழ்க்கைக்கு மாதம் ரூ.1,000 என்பது பேருதவியாக இருக்கும்.
மறைந்த முன்னாள் முதல்வர் கருணாநிதியின் நூற்றாண்டான இந்த ஆண்டில், திராவிட இயக்க மாதமான செப்டம்பரில், பேரறிஞர் அண்ணா பிறந்தநாளான 15-ம் தேதி முதல்வர் ஸ்டாலினால் இத்திட்டம் தொடங்கி வைக்கப்படும். இந்த திட்டத்தில் மகளிர் பயன்பெறுவதற்கான வழிமுறைகள் வகுக்கப்பட்டு விரைவில் வெளியிடப்படும்.
தமிழக பெண்களின் சமூக பொருளாதார வாழ்வில் ஒரு புரட்சியை ஏற்படுத்தும் இத்திட்டத்துக்காக இந்த பட்ஜெட்டில் ரூ.7 ஆயிரம் கோடி ஒதுக்கப்பட்டுள்ளது.
அதிக பொருளாதார வளர்ச்சி
2023-24-ம்நிதி ஆண்டுக்கான தமிழ்நாடு பட்ஜெட் / TAMILNADU BUDGET 2023- 2024: வரலாறு காணாத பணவீக்கம், உக்ரைனில் தொடரும் போர், உலக பொருளாதாரம், நிதிச் சந்தைகளில் நிலவும் நிச்சயமற்ற சூழல் போன்ற சவால்களை, வரும் நிதி ஆண்டில் எதிர்நோக்கியுள்ளோம்.
தேசிய அளவுடன் ஒப்பிடும்போது, மாநிலத்தில் கடந்த ஆண்டு அதிக பொருளாதார வளர்ச்சியை அடைந்ததுடன், வருவாய், நிதி பற்றாக்குறைகளையும் மத்திய அரசைவிட கணிசமாக குறைத்துள்ளோம்.
கடந்த 2 ஆண்டுகளாக அதிக செலவுள்ள பல நலத் திட்டங்கள் செயல்படுத்தப்பட்டு வருகின்றன. ஆனாலும், இதுவரை இல்லாத அளவில் பல கடினமான சீர்திருத்தங்கள் மேற்கொள்ளப்பட்டன.
இதனால், நாங்கள் பதவியேற்கும்போது ரூ.62 ஆயிரம் கோடியாக இருந்த வருவாய் பற்றாக்குறையை நடப்பு ஆண்டுக்கான திருத்த மதிப்பீடுகளில் ரூ.30 ஆயிரம் கோடி அளவுக்கு குறைத்துள்ளோம். இது கரோனா பெருந்தொற்றுக்கு முந்தைய 2019-20-ம் ஆண்டின் பற்றாக்குறையை விடவும் ரூ.5,000 கோடி குறைவு. இது வரும் ஆண்டுகளில் படிப்படியாக குறைக்கப்படும்.
வரி வருவாய் அதிகரிப்பு
2023-24-ம்நிதி ஆண்டுக்கான தமிழ்நாடு பட்ஜெட் / TAMILNADU BUDGET 2023 - 2024: தமிழகத்தின் சொந்த வரி வருவாய் கடந்த 2011 முதல் தொடர்ச்சியாக வீழ்ச்சியடைந்து, 2020-21-ல்5.58 சதவீதமாக இருந்தது.
கடந்த 2 ஆண்டுகளில் எடுக்கப்பட்ட முயற்சிகளால் தற்போது 6.11 சதவீதமாக உயர்ந்துள்ளது. இதை மேலும் உயர்த்தி, நலத் திட்டங்களுக்கான வருவாய் ஆதாரங்களை ஈட்ட முனைப்புடன் செயல்படுவோம்.
வருவாய் - ஒரு ரூபாயில்
2023-24-ம்நிதி ஆண்டுக்கான தமிழ்நாடு பட்ஜெட் / TAMILNADU BUDGET 2023- 2024: ஒட்டுமொத்தமாகத் தமிழக அரசுக்கு வருவாயாகக் கிடைக்கும் ஒரு ரூபாயில் 44 பைசா மாநிலத்தின் சொந்த வரி வருவாய் மூலம் கிடைக்கிறது.
பொதுக் கடன் மூலம் 33 பைசா கிடைக்கும் நிலையில், மத்திய வரிகளின் பங்காக 10 பைசாவும், மத்திய அரசிடம் பெறும் உதவி மானியங்களாக 7 பைசாவும் இருக்கிறது.
அதேபோல மாநிலத்தின் சொந்த வரி இல்லாத வருவாய் மூலம் 5 பைசாவும் கடன்களின் வசூல் மூலம் ஒரு பைசாவும் அரசுக்கு வருவாயாகக் கிடைக்கிறது.
செலவினங்கள் - ஒரு ரூபாயில்
2023-24-ம்நிதி ஆண்டுக்கான தமிழ்நாடு பட்ஜெட் / TAMILNADU BUDGET 2023- 2024: அதேபோல ஒரு ரூபாயை அரசு எப்படி செலவு செய்கிறது என்பதையும் பார்க்கலாம் அதிகபட்சமாக உதவித் தொகை மற்றும் மானியங்களுக்கு 30 பைசா செலவிடப்படுகிறது.
அதேபோல சம்பங்களுக்கு 19 பைசாவும், வட்டி செலுத்த 13 பைசாவும் ஒதுக்கப்பட்டுள்ளது. மூலதனச் செலவு மற்றும் கடன்களைத் திருச்சி செலுத்த தலா 11 பைசா செலவிடப்படும் நிலையில், ஓய்வூதியம் மற்றும் ஓய்வூகால பலன்களாக 9 பைசாவும் செயல்பாடுகளுக்கும் பராமரிப்புகளுக்கும் 4 பைசாக்களும் செலவிடப்படுகிறது. அதேபோல கடன் வழங்க 3 பைசாவை தமிழக அரசு செலவிடுகிறது.

2023-24க்கான பட்ஜெட் உரையின் முக்கிய சிறப்பம்சங்கள்
2023-24-ம்நிதி ஆண்டுக்கான தமிழ்நாடு பட்ஜெட் / TAMILNADU BUDGET 2023- 2024: தேசிய அளவோடு ஒப்பிடுகையில் தமிழ்நாடு அதிக பொருளாதார வளர்ச்சியை எட்டியுள்ளது. வருவாய் பற்றாக்குறை வரும் ஆண்டுகளில் மேலும் குறைக்கப்படும். வருவாய் பற்றாக்குறை ரூ.68,000 கோடியில் இருந்து ரூ.30,000 கோடியாக குறைக்கப்பட்டுள்ளது என்று கூறினார்.
பட்ஜெட் உரையில், பள்ளிக்கல்வித்துறைக்கு ரூ.40,299 கோடி ஒதுக்கீடு செய்யப்பட்டுள்ளது. வரும் ஆண்டில் ரூ.1,500 கோடியில் பள்ளி கல்வித்துறையில் வகுப்பறைகள் கட்டப்படும். ரூ.110 கோடி செலவில் 4, 5ம் வகுப்புகளுக்கு எண்ணும் எழுத்தும் திட்டம் விரிவுபடுத்தப்படும். சென்னை உள்ளிட அனைத்து மாவட்டங்களிலும் புத்தக திருவிழாக்கள் நடத்தப்படும் என நிதியமைச்சர் அறிவித்துள்ளார்.
முதலமைச்சரின் காலைஉணவு திட்டம் விரிவாக்கம் 500 கோடி ரூபாய் செலவில், 18 லட்சம் மாணவர்கள் பயன்பெறும் வகையில் விரிவுபடுத்தப்படும் என நிதியமைச்சர் பழனிவேல் தியாகராஜன் அறிவித்துள்ளார்.
மகளிர் சுய உதவி குழுக்களுக்கு வழங்கப்படும் கடன் உதவியானது, வரும் நிதியாண்டில் 30 ஆயிரம் கோடி ரூபாய் வழங்க இலக்கு நிர்ணயிக்க பட்டுள்ளது என நிதியமைச்சர் பழனிவேல் தியாகராஜன் கூறினார்.
சென்னையை தொடர்ந்து, கோவை மற்றும் மதுரையில் மெட்ரோ ரயில் சேவை அமைக்கப்படும் என நிதியமைச்சர் அறிவித்துள்ளார். இதில் கோவையில் ரூ.9,000 கோடி ருபாய் செலவிலும், மதுரையில் 8,500 கோடி ருபாய் செலவிலும் மெட்ரோ ரயில் சேவை அமைக்கப்படும் என நிதியமைச்சர் பழனிவேல் தியாகராஜன் அறிவித்துள்ளார்.
குடும்ப தலைவிகளுக்கு மாதம் ரூ.1000 உரிமைத்தொகை வரும் நிதியாண்டில் அமல்படுத்தப்படும் என பட்ஜெட்டில் நிதியமைச்சர் பழனிவேல் தியாகராஜன் அறிவித்துள்ளார். வரும் நிதியாண்டு முதல், தகுதிவாய்ந்த குடும்ப தலைவிகளுக்கு மாதம் ரூ.1000 வழங்கப்படும் என அறிவிக்கப்பட்டுள்ளது.
நிதியமைச்சர் பழனிவேல் தியாகராஜன் தனது பட்ஜெட் உரையில், புதிய சிப்காட் தொழிற்பூங்காக்கள் ரூ.410 கோடியில் அமைக்கப்படும் என அறிவித்துள்ளார்.
சட்டப்பேரவையில் இன்று தொடங்கி நடந்துவரும் தமிழக பட்ஜெட் கூட்டத்தொடரில் நிதியமைச்சர் பழனிவேல் தியாகராஜன் 2023-2024 க்கான மின்னணு வடிவ பட்ஜெட்டை தாக்கல் செய்து வருகிறார். அவர் தனது பட்ஜெட் உரையில், சேலத்தில் 119 ஏக்கரில் ரூ.850 கோடி செலவில் ஜவுளிப்பூங்கா அமைக்கப்படும்.
சென்னை, ஆவடி, தாம்பரம், கோவை, மதுரை, திருச்சி, சேலம் உள்ளிட்ட மாநகராட்சிகளில் முக்கிய பொது இடங்களில் இலவச வைஃபை (WiFi) வசதி செய்து தரப்படும் என்று தமிழக அரசின் பட்ஜெட் கூட்டத்தொடரில் நிதியமைச்சர் பழனிவேல் தியாகராஜன் அறிவித்துள்ளார்.
பட்ஜெட்டில் நடப்பு நிதியாண்டில் புதிதாக 1 லட்சம் பேருக்கு முதியோர் உதவித்தொகை வழங்கப்படும் என நிதியமைச்சர் பழனிவேல் தியாகராஜன் அறிவித்துள்ளார். அதன்படி, சமூக பாதுகாப்பு திட்டத்தின் கீழ் இந்த ஆண்டு கூடுதலாக 1 லட்சம் பேருக்கு ஓய்வூதியம் வழங்கப்படும் என தெரிவிக்கப்பட்டுள்ளது.
மாற்றுத்திறனாளிகளுக்கு உதவித்தொகை ரூ.1,500 ஆக உயர்த்தப்படுகிறது என தமிழக அரசின் பட்ஜெட் உரையில் நிதியமைச்சர் பழனிவேல் தியாகராஜன் அறிவித்துள்ளார். 2023-24ம் நிதியாண்டுக்கான பட்ஜெட்டை சட்டப்பேரவையில் தாக்கல் செய்து வரும் நிதியமைச்சர், மாற்றுத்திறனாளிகளுக்காக மாத ஓய்வூதியம் ரூ.1,500 ஆக அதிகரிக்கப்பட்டுள்ளது என தெரிவித்தார்.
சமையல் எரிவாயு மானியம் வழங்கும் திட்டம் செப்டம்பர் 15 முதல் செயல்படுத்தப்படும் என்று அறிவித்தார். மேலும் 1,000 புதிய பேருந்துகள் வாங்க மற்றும் 500 பேருந்துகளை புதுப்பிக்க ரூ.500 கோடி ஒதுக்கீடு செய்யப்பட்டுள்ளது தமிழக அரசின் பட்ஜெட் கூட்டத்தொடரில் நிதியமைச்சர் பழனிவேல் தியாகராஜன் அறிவித்துள்ளார்.

மதுரையில் ரூ.8,500 கோடியில் மெட்ரோ ரயில் திட்டம் செயல்படுத்தப்படும்.

தமிழ் மொழியில் அதிகளவில் மென்பொருள் (சாப்ட்வேர்) உருவாக்கப்படும்.
சோழர்களின் பெருமையை பறைசாற்றும் வகையில் தஞ்சாவூரில் சோழர் அருங்காட்சியகம் அமைக்கப்படும்.
இலங்கை தமிழர்களுக்கு 3949 வீடுகள் கட்ட ரூ.233 கோடி ஒதுக்கீடு.
அனைத்து மாவட்டங்களிலும் ரூ.10 கோடி செலவில் புத்தக திருவிழா நடத்தப்படும்.

அரசு பள்ளிகளில் 4, 5ம் வகுப்பு மாணவர்களுக்கும் காலை சிற்றுண்டி திட்டம் விரிவுப்படுத்தப்படும்.
முதல்வரின் காலை உணவு திட்டம் ரூ.500 கோடியில் தொடக்கப் பள்ளிகளுக்கும் விரிவுப்படுத்தப்படும்.

விருதுநகர், வேலூர், கள்ளக்குறிச்சி உட்பட 4 நகரங்களில் ரூ.410 கோடியில் புதிய சிப்காட் தொழிற்பூங்காக்கள் அமைக்கப்படும்.
சேலத்தில் 119 ஏக்கரில் ரூ.880 கோடியில் ஜவுளி பூங்கா ஏற்படுத்தப்படும்.
வரும் ஆண்டில் 400 கோயில்களில் குடமுழுக்கு நடத்தப்படும்.
ஈரோடு, திருநெல்வேலி, செங்கல்பட்டில் மினி டைடல் பார்க் அமைக்கப்படும்.
நிலம் வாங்குபவர்களின் பதிவுக்கட்டணம் 4 சதவீதத்தில் இருந்து 2 சதவீதமாக குறைக்கப்படும்.

TAMILNADU BUDGET 2023 - 2024: Finance Minister Palanivel Thiagarajan presented the Tamil Nadu Budget for the financial year 2023-24 in the Legislative Assembly.
In the budget speech, he said: In the last year's budget, various reforms were made considering the financial and administrative welfare, and many welfare schemes were formulated with the aim of social welfare and inclusive economic development.
Emphasis was placed on enhancing economic growth, strengthening social security, employment for the youth, and improving the livelihood of women through education. In all these we have seen significant successes this year.
Tamil Nadu is a beacon for the country with 4 basic principles of social justice, equal rights for women, inclusive development and rationality.
Concern for women's welfare: The government is planning and working to raise the right half of the society to equal women. Programs are being implemented to elevate women in education, administration, positions of authority, economy and society. From giving women property rights and separate reservation in local bodies to providing them with free bus travel, we have been working diligently to protect the welfare of women and uphold their rights.
Along these lines, it was promised in the election manifesto that Rs.1,000 per month will be given to the heads of families as entitlements. Chief Minister Stalin, who has implemented programs that were not mentioned in the election manifesto, such as people seeking medicine, innovative women, and I am the leader, continued to advise that the promise of giving rights to women should be fulfilled.
Based on this, eligible heads of households will be given an entitlement of Rs 1,000 per month in the coming financial year. Household heads have been hit hard by the central government's massive hike in cooking gas prices and rising family costs. 1,000 per month will be a relief for their daily life.
In this centenary year of the late former Chief Minister Karunanidhi, the scheme will be launched by Chief Minister Stalin on the 15th of the Dravidian movement month of September, which is the birth anniversary of Maharaja Anna. Mechanisms for women to benefit from this scheme will be drawn up and released soon.

High economic growth
TAMILNADU BUDGET 2023 - 2024: We face challenges in the coming financial year such as record high inflation, ongoing war in Ukraine, global economy and uncertainty in financial markets. Compared to the national level, the state has achieved higher economic growth last year and has significantly reduced revenue and fiscal deficits compared to the central government.
Over the past 2 years, many welfare schemes have been implemented at high cost. However, many difficult reforms were undertaken on an unprecedented scale. Thus, we have reduced the revenue deficit from Rs 62 thousand crore when we took office to Rs 30 thousand crore in the revised estimates for the current year. This is Rs 5,000 crore less than the deficit in 2019-20 before the corona pandemic. This will be gradually reduced in the coming years.
Increase in tax revenue
TAMILNADU BUDGET 2023 - 2024: Tamil Nadu's own tax revenue has been declining continuously since 2011 and stood at 5.58 per cent in 2020-21. Due to the efforts made in the last 2 years, it has now increased to 6.11 percent. We will further enhance this and work proactively to generate revenue streams for welfare schemes.

TAMILNADU BUDGET 2023 - 2024: As a whole, 44 paisa out of every rupee earned by the Tamil Nadu government comes from the state's own tax revenue. While 33 paisa is available through public debt, 10 paisa is the share of central taxes and 7 paisa is the grant-in-aid from the central government. Similarly, the state gets 5 paisa from own tax-free revenue and 1 paisa from debt collection.
