- சுகாதாரத்தின் மீதான விழிப்புணர்வு அதிகரிக்க ஐக்கிய நாடுகள் சபையின் யுனிசெப் அமைப்பு நவம்பர் 19ஆம் தேதியை உலக கழிவறை தினமாக ஆண்டுதோறும் கடைப்பிடித்து வருகிறது.
- யுனிசெப் அமைப்பின் தரவுகளின் படி, உலகில் 67.3 கோடி மக்கள் இன்றளவும் பொதுவெளியில் இயற்கை உபாதைகளை கழித்து வருகின்றனர். இதில் 36.7 கோடி குழந்தைகள் கழிவறை இல்லாமல் பள்ளிகள் சென்று வருகின்றனர்.
- எனவே, மக்களிடம் சுகாதார விழிப்புணர்வை மேம்படுத்த, இதை சமூக இயக்கமாக உருவாக்க உலக கழிவறை தினம் அனுசரிக்கப்படுகிறது. சிங்கப்பூரைச் சேர்ந்த தொண்டு நிறுவனமான உலக கழிவறை அமைப்பு (World Toilet Organisation) 2001ஆம் ஆண்டில் இருந்து உலக கழிவறை கடைப்பிடித்து வருகிறது. இந்த அமைப்பின் செயல்பாட்டை அங்கீகரித்து 2013ஆம் ஆண்டு தான் ஐநா பொது சபை இதை ஐநா தினமாக அனுசரித்தது.
- இந்த அமைப்பின் குறிக்கோள் 2030க்குள் பாதுகாப்பான கழிவறை பயன்பாட்டை கொண்டிருக்க வேண்டும் என்பதுதான்.பாதுகாப்பான கழிவறை கட்டுவதில் இந்த அமைப்பு உலக நாடுகளுடன் இணைந்து தீவிரமாக செயல்பட்டு வருகிறது.
- இருப்பினும், இலக்கை அடைய இன்னும் 8 ஆண்டுகளே உள்ளதால் செயல்படும் வேகத்தை நான்கு மடங்கு துரிதமாக்க வேண்டும் என World Toilet Organisation அமைப்பு தெரிவிக்கிறது.
இந்தியாவில் கழிவறை
- கழிவறை என்பது பொதுச் சுகாதாரம் என்பதுடன், தனிநபர் பாதுகாப்பையும் உறுதி செய்துள்ளது. குறிப்பாக பொதுவெளியில் பெண்கள் இயற்கை உபாதைகளை கழிக்க செல்வது அவர்களின் பாதுகாப்பிற்கும் அச்சுறுத்தலாக உள்ளது.
- பாதுகாப்பான கழிவறை, தூய்மையான சுகாதாரம் என்பதை கருத்தில் கொண்டு தூய்மை இந்தியா திட்டத்தை பிரதமர் நரேந்திர மோடி 2014ஆம் ஆண்டு தொடங்கி வைத்தார்.
- நாட்டின் அனைத்து கிராமங்கள், மாவட்டங்கள், மாநிலங்கள், ஒன்றிய பிரதேசங்களில் 100 சதவீத கழிவறை பயன்பாடு என்பதை உறுதி செய்வதே இதன் நோக்கம்.
- இந்த திட்டத்தின் கீழ் கிராமப்புறங்களில் 10 கோடிக்கும் மேற்பட்ட கழிவறைகள் கட்டியுள்ளதாக அரசு தெரிவித்துள்ளது. இந்த திட்டத்தை மேலும் தீவிரமாக அடுத்த கட்டத்திற்கு கொண்டு செல்ல ODF-Plus என்ற தூய்மை திட்டத்தை நாடு முழுவதும் அரசு கொண்டு செல்ல திட்டமிட்டுள்ளது.
- குறிப்பாக, கிராமப்புறங்களில் கழிவறைகளை முறையாக பயன்படுத்தி, திட, திரவ கழிவு மேம்பாட்டை உறுதி செய்ய அரசு முன்னெடுப்புகளை மேற்கொண்டு வருகிறது.
- To raise awareness about sanitation, the United Nations organization UNICEF observes November 19 as World Toilet Day every year. According to UNICEF data, 67.3 crore people in the world still defecate in public. Out of this 36.7 crore children are going to schools without toilets.
- Therefore, World Toilet Day is observed to develop sanitation awareness among people and make it a social movement. The World Toilet Organization, a charitable organization from Singapore, has been maintaining the World Toilet since 2001. It was in 2013 that the UN General Assembly recognized the work of this organization and observed it as UN Day.
- The organization's goal is to have safe toilet use by 2030. The organization is actively working with countries around the world to build safe toilets. However, with eight years left to reach the target, the World Toilet Organization says the pace of action needs to be quadrupled.
- Latrines ensure public health as well as personal safety. Especially women defecating in public is a threat to their safety. Prime Minister Narendra Modi launched the Swachh India scheme in 2014 with the aim of safe toilets and clean sanitation.
- The objective is to ensure 100 percent toilet usage in all villages, districts, states and union territories of the country. According to the government, more than 10 crore toilets have been constructed in rural areas under this scheme.
- To take this program to the next level more aggressively, the government is planning to take the cleanliness program called ODF-Plus across the country. In particular, the government is taking initiatives to ensure proper use of toilets and solid and liquid waste management in rural areas.
