குறைந்த அளவு கரியமிலவாயு வெளியேற்றத்திற்கான இந்தியாவின் நீண்ட கால உத்தி / INDIA'S LONG TERM STRATEGY FOR LOW CARBON EMISSIONS

  • சிஒபி 27-ன் இன்றைய 27-வது  மாநாட்டின்போது, பருவ நிலை மாற்றம் குறித்த ஐநா சபையின் கட்டமைப்பு மாநாட்டிற்கு குறைந்த அளவு கரியமிலவாயு வெளியேற்றத்திற்கான தனது நீண்ட கால உத்தியை இந்தியா சமர்ப்பித்துள்ளது. 
  • எகிப்தின் ஷார்ம் –எல் –ஷேக்கில்  2022 நவம்பர் 6 தொடங்கி 18 வரை நடைபெறும் சிஒபி 27-க்கு இந்திய தூதுக்குழுவிற்கு தலைமையேற்று சென்றுள்ள மத்திய சுற்றுச்சூழல், வனம் மற்றும் பருவநிலை மாற்றத்துறை அமைச்சர் திரு பூபேந்தர் யாதவ் குறைந்த அளவு கரியமிலவாயு வெளியேற்றத்திற்கு  உருவாக்கப்பட்டுள்ள நீண்ட கால உத்தியை சமர்ப்பித்தார்.
உத்தியின் சிறப்பம்சங்கள்
  • எரிச்சக்தி பாதுகாப்பு தொடர்பான தேசிய ஆதார வளங்களின் சீரான பயன்பாட்டில் கவனம் செலுத்தப்படும். நியாயமான, சுமூகமான, நீடிக்கவல்ல, அனைத்தையும் உள்ளடக்கிய முறையில் படிம எரிபொருள்களுக்கு மாற்று ஏற்பாடுகள்  செய்யப்படும்.
  • 2021-ல் தொடங்கப்பட்ட தேசிய ஹைட்ரஜன் இயக்கம் இந்தியாவை பசுமை ஹைட்ரஜன் குவிமையமாக மாற்றுவதை நோக்கமாக கொண்டது. 
  • பசுமை ஹைட்ரஜன் உற்பத்தியின் விரைவான விரிவாக்கம், நாட்டில் எலெக்ட்ரோலைசர் உற்பத்தி திறனை அதிகரித்தல், 2032 வாக்கில் அணுசக்தி திறனை மூன்று மடங்கு அதிகரித்தல் போன்றவை மின்சாரத் துறையின் ஒட்டுமொத்த மேம்பாட்டிற்கென மேற்கொள்ளப்பட்ட இதர சில மைல்கற்கள் ஆகும்.
  • உயிரி எரிபொருள் பயன்பாட்டை அதிகரித்தல், குறிப்பாக பெட்ரோலில்  எத்தனாலை கலத்தல், மின்சார வாகன பரவலாக்கலை அதிகரிக்கும் இயக்கம், பசுமை ஹைட்ரஜன் எரிபொருள் பயன்பாட்டை அதிகரித்தல் ஆகியவை போக்குவரத்துத் துறையில் குறைந்த அளவு கரியமிலவாயு வெளியேற்றத்தை மேற்கொள்வதற்கான இயக்கமாக எதிர்பார்க்கப்படுகின்றன. 
  • மின்சார வாகனங்களின் பயன்பாட்டை அதிகரித்தல், 2025 வாக்கில் எத்தனால் கலப்பை 20 சதவீதம் அளவை எட்டுதல், பயணிகள் மற்றும் சரக்கு போக்குவரத்தை பொதுபோக்குவரத்திற்கு மாற்றுவதற்கான வலுவான நடைமுறை ஆகியவற்றை இந்தியா விரும்புகிறது.
  • நகரமயமாதலின் போக்கு தொடர்ந்து வலுவாக இருக்கும் நிலையில், எதிர்காலத்தில் நீடிக்கவல்ல, பருவநிலையை தாக்குப்பிடிக்கவல்ல மேம்பாட்டிற்கு பொலிவுறு நகர முன்முயற்சிகள், விரிவடைந்த எரிசக்தி மற்றும் ஆதாரவளங்கள் பயன்பாட்டை மேற்கொள்ளும் மைய நீரோட்டத்திற்காக நகரங்களின் ஒருங்கிணைந்த திட்டமிடல், தீவிரமான பசுமை கட்டட விதிகள், திட மற்றும் திரவ கழிவுகள் மேலாண்மையில் புதிய, விரைவான வளர்ச்சியை உருவாக்குதல்.
  • தொலைநோக்கு பார்வையிலான “தற்சார்பு இந்தியா”, “இந்தியாவில் உற்பத்தி” ஆகியவற்றால் இந்தியாவில் தொழில்துறையின் வலுவான வளர்ச்சிப்பாதை தொடர்கிறது. 
  • குறைந்த அளவு கரியமிலவாயு வெளியேற்றம் உடையதாக   துறைகளை மாற்றுவது எரிசக்தி பாதுகாப்பு, எரிசக்தி எளிதாக கிடைத்தல், வேலைவாய்ப்பு ஆகியவற்றில் எந்த தாக்கத்தையும் ஏற்படுத்த கூடாது. செயல்பாடு, சாதனை, வர்த்தக திட்டம், தேசிய ஹைட்ரஜன் இயக்கம், அனைத்து பொருத்தமான நடைமுறைகள் மற்றும் செயல்பாடுகளில் உயர் அளவில் மின்மயம், சுழற்சி பொருளாதாரத்தை விரிவாக்க வகை செய்யும் பொருள் பயன்பாடு மற்றும் மறு சுழற்சியை விரிவுப்படுத்துதல், எஃகு, சிமெண்ட், அலுமினியம் போன்ற துறைகளுக்கான வாய்ப்புகளை கண்டறிதல் ஆகியவற்றின் மூலம் எரிசக்தி திறனை மேம்படுத்துவதில் கவனம் செலுத்தப்படும்.
  • உயர் அளவான பொருளாதார வளர்ச்சியுடன் கடந்த 30 ஆண்டுகளில் வன விரிவாக்கம் மற்றும் மரம் வளர்த்தலில் இந்தியா, வலுவான சாதனையை படைத்துள்ளது. 
  • 2016-ல் இந்தியாவின் வனம் மற்றும் மரங்கள் அடர்ந்த பகுதியில் கரியமிலவாயு வெளியேற்றம் 15 சதவீதம் குறைந்துள்ள நிலையில், உலக அளவை விட, இந்தியாவில் காட்டுத்தீ சம்பவம் மிகவும் குறைவாக உள்ளது. 
  • காடு மற்றும் மரங்கள் அடர்ந்த பகுதியில் 2030க்குள் 2.5 முதல் 3 பில்லியன் டன் வரை கூடுதல் கரியமிலவாயு வெளியேற்றத்தை தடுப்பது என்ற தேசிய தீர்மான பங்களிப்பை நிறைவேற்றும் பாதையில் இந்தியா செல்கிறது.
  • குறைந்த அளவிலான கரியமிலவாயு வெளியேற்றத்திற்கு மாறிவரும்போது  புதிய தொழில்நுட்பங்கள், புதிய அடிப்படை கட்டமைப்பு ஆகியவற்றை உருவாக்குவது,  இதர பரிவர்த்தனை செலவுகள் ஆகியவற்றோடு தொடர்புடைய பல வகையான செலவுகளை ஏற்கவேண்டியுள்ளது. 
  • தற்போதுள்ள பல மதிப்பீடுகள், ஆய்வுகளின் போது மாறுபடுவதோடு சேர்த்து பொதுவாக 2050-க்குள் பல ட்ரில்லியன் டாலர் அளவுக்கு செல்கிறது. வளர்ந்த நாடுகளால் வழங்கப்படும் பருவ நிலை மாற்றத்திற்கான நிதி மிக முக்கிய பங்களிப்பை அளிக்கின்ற போதும் மானியங்கள், சலுகை அடிப்படையிலான கடன்கள் என்ற வடிவில்  இதனை கணிசமான அளவு உயர்த்துவது அவசியமாகும்.  
  • பருவநிலை மாற்றம் குறித்து ஐநா சபையின் கட்டமைப்பு மாநாட்டின் கோட்பாடுகளுக்கு ஏற்ப, மிக முக்கியமாக  பொது நிலையிலான ஆதார வளங்களின் அளவு அதிகரிக்கப்படுவதை உறுதி செய்யவேண்டும். 
  • பல வகையான தேசிய சூழல்களுக்கு ஏற்ப பாரீஸ் தீர்மானம் பிரிவு 2-ஐ தங்களின் பொதுவான ஆனால் மாறுபட்ட பொறுப்புகளையும் அவரவர் சார்ந்த திறன்களையும் மனதில் கொண்டு, அனைத்து தரப்பினரும் பசுமைக்குடில் வாயு வெளியேற்றத்தின் அளவை குறைப்பதற்கு நீண்ட கால  உத்திகளை உருவாக்கவும், மற்றவர்களுக்கு தெரிவிக்கவும் பாடுபட வேண்டும் என்று பாரீஸ் ஒப்பந்தத்தின் பிரிவு -4 பத்தி 19 குறிப்பிடுகிறது.
  • மேலும் 2021 நவம்பரில் கிளாஸ்கோவில் நடைபெற்ற சிஒபி 26-ன் முடிவு 1/சிபி.26 என்பது சிஒபி 27க்குள் (நவம்பர் 2022) சம்பந்தப்பட்ட நாடுகள் இதுவரை செய்யாதிருந்த தங்களின் குறைந்த அளவிலான கரியமில எரிவாயுவின் வெளியேற்றத்திற்கு நீண்ட கால உத்திகளை தெரிவிக்குமாறு வலியுறுத்தியிருந்தது.
  • சம்பந்தப்பட்ட அனைத்து அமைச்சகங்கள், துறைகள், மாநில அரசுகள், ஆராய்ச்சி நிறுவனங்கள், சமூக அமைப்புகள் ஆகியவற்றுடன் விரிவான கலந்தாலோசனைக்கு பின் சுற்றுச்சூழல், வனம் மற்றும் பருவநிலை மாற்ற அமைச்சகத்தால் இந்த ஆவணம் தயாரிக்கப்பட்டுள்ளது.
  • குறைந்த அளவு கரியமிலவாயு வெளியேற்றத்திற்கான நீண்ட கால உத்தி என்பது கீழ்க்காணும் நான்கு முக்கிய கோட்பாடுகள் அடிப்படையில் இந்தியாவின் அணுகுமுறை உள்ளது.
  • உலகம் வெப்பமயமாதலில் இந்தியாவின் பங்கு  மிகவும் குறைவானது. உலக மக்கள் தொகையின் பங்கு சுமார் 17 சதவீதமாக இருந்தபோதும், உலகளாவிய பசுமைக்குடில் வாயு வெளியேற்றத்தில் இந்தியாவின் மொத்த பங்கு மிக மிக குறைவானதாகும்.
  • மேம்பாட்டுக்கான தேசத்தின் தேவைகளில் கணிசமான அளவை இந்தியா கொண்டுள்ளது.
  • வளர்ச்சிக்காக, குறைந்த அளவிலான கரியமிலவாயு வெளியேற்ற உத்திகளை தொடர, இந்தியா உறுதிபூண்டுள்ளது. தேசிய சூழ்நிலைகளுக்கு ஏற்ப, தீவிரமாக அவற்றை பின்பற்றி வருகிறது.
  • பருவநிலை உறுதித்தன்மையை கட்டமைக்கும் அவசியம் இந்தியாவுக்கு  உள்ளது.
  • பாரீசில் இந்தியா வலியுறுத்திய, தேசிய சூழ்நிலைகளுக்கேற்ப சமமான மற்றும் பொதுவான ஆனால், மாறுப்பட்ட பொறுப்புகள் சம்பந்தப்பட்ட திறன்கள் என்ற கோட்பாடுகள் அடிப்படையில், எதிர்காலத்தில்  குறைந்த அளவு கார்பன், குறைந்த அளவு வெளியேற்றம் என்பதற்கு “பருவநிலை நீதி”, “நீடிக்கவல்ல வாழ்க்கை முறை” என்பவை இரண்டு மையப்பொருட்களாக உள்ளன.
  • அதேபோல், உலகளாவிய கரியமிலவாயு பட்ஜெட்டில், சமமான  நியாயமான பங்களிப்புக்கான இந்தியாவின் உரிமை கட்டமைப்பில் குறைந்த அளவிலான கரியமிலவாயு வெளியேற்றத்திற்கு நீண்ட கால உத்திகள் தயாரிக்கப்பட்டுள்ளன. 
  • இது “பருவநிலை நீதி”க்கான இந்தியாவின் அழைப்பை அமலாக்கும் நடைமுறையாக உள்ளது. சுற்றுச்சூழலை பாதுகாக்கும் அதேசமயம், இந்தியாவின் துரித வளர்ச்சிக்கான தொலைநோக்கு மற்றும் பொருளாதார பறிமாற்றத்தை நனவாக்குவதில் எந்த இடையூறுகளும் இருக்காது என்பதை இது உறுதிப்படுத்துவது முக்கியமானது.
  • இந்தியாவின் சுற்றுச்சூழலுக்கான வாழ்க்கை முறை (லைஃப்) என்ற தொலைநோக்கு பார்வை, சிந்தனையற்ற, அழிவுக்கான, நுகர்விலிருந்து  சிந்தனையோடும், தேவைக்கேற்பவும் பயன்படுத்தும் வகையில்  உலகம் முழுவதும் முன்னுதாரண மாற்றத்தை குறைந்த அளவிலான கரியமிலவாயு வெளியேற்றத்திற்கு நீண்ட கால உத்திகள் கொண்டிருப்பதாகவும் தெரிவிக்கப்பட்டுள்ளது.

  • India has submitted its long-term strategy for low carbon emissions to the UN Framework Convention on Climate Change during today's 27th session of COP27.
  • Union Minister for Environment, Forests and Climate Change Mr. Bhupender Yadav, who headed the Indian delegation to COP 27, which will be held from November 6 to 18, 2022 in Sharm-el-Sheikh, Egypt, presented a long-term strategy developed for low carbon emissions.
Highlights of the strategy
  • Focus will be on balanced utilization of national resources related to energy security. Alternatives to fossil fuels will be provided in a fair, smooth, sustainable and inclusive manner.
  • Launched in 2021, the National Hydrogen Initiative aims to make India a green hydrogen hub.
  • Rapid expansion of green hydrogen production, increasing electrolyser production capacity in the country, tripling of nuclear capacity by 2032 are some of the other milestones undertaken for the overall development of the power sector.
  • Increasing use of biofuels, especially ethanol blending in gasoline, movement to increase electric vehicle distribution, and increasing use of green hydrogen fuel are expected to drive low carbon emissions in the transportation sector.
  • India wants to increase the use of electric vehicles, reach 20 percent ethanol consumption by 2025, and a strong process to shift passenger and freight transport to public transport.
  • As the trend of urbanization continues to strengthen, urban initiatives for sustainable, climate-resilient development in the future, integrated planning of cities for mainstreaming of expanded energy and resource use, aggressive green building regulations, and new, rapid growth in solid and liquid waste management are all underway.
  • The strong growth trajectory of industry in India continues with the vision of “Self-reliant India” and “Make in India”.
  • Shifting sectors to low carbon emissions should have no impact on energy security, energy accessibility and employment. Focus will be on improving energy efficiency through action, achievement, business plan, national hydrogen movement, high electrification of all relevant practices and activities, expansion of circular economy type of material use and expansion of re-cycling, identification of opportunities for sectors like steel, cement, aluminium.
  • India has had a strong record of forest expansion and afforestation over the past 30 years with high levels of economic growth.
  • In 2016, carbon dioxide emissions in India's forested and heavily wooded areas fell by 15 percent, while India's forest fire incidence is much lower than the global average.
  • India is on track to meet its Nationally Determined Contribution (NDC) of 2.5 to 3 billion tonnes of additional carbon dioxide emissions by 2030 in forested and wooded areas.
  • Transitioning to low carbon emissions entails many costs associated with developing new technologies, new infrastructure, and other transaction costs.
  • Many existing estimates vary across studies and generally go into the multi-trillion dollar range by 2050. Although climate change finance provided by developed countries is a major contributor, it needs to be substantially increased in the form of grants and concessional loans.
  • In line with the principles of the United Nations Framework Convention on Climate Change, most importantly, it should be ensured that the amount of resources at the public level is increased.
  • Paragraph 19 of Article 4 of the Paris Agreement states that all Parties shall strive to develop and communicate long-term strategies to reduce greenhouse gas emissions, bearing in mind their common but differentiated responsibilities and individual capacities, in line with Article 2 of the Paris Resolution in a variety of national contexts.
  • And COP 26 Decision 1/CP.26 held in Glasgow in November 2021 urged the countries concerned to communicate their long-term strategies for reducing their carbon dioxide emissions, which they had not done so far, by COP 27 (November 2022).
  • This document has been prepared by the Ministry of Environment, Forests and Climate Change after extensive consultation with all concerned Ministries, Departments, State Governments, Research Institutes, Community Organisations.
  • India's approach to a long-term strategy for low carbon emissions is based on the following four key principles.
  • India's contribution to global warming is negligible. India's total share of global greenhouse gas emissions is very low, despite its share of around 17 percent of the world's population.
  • India has a substantial share of the nation's needs for development.
  • India is committed to pursuing low carbon emission strategies for growth. According to the national circumstances, it is actively following them.
  • India needs to build climate resilience.
  • "Climate justice" and "unsustainable lifestyles" are the two central elements for a low-carbon, low-emissions future, based on the principles of equal and common capabilities, but with differentiated responsibilities, as India emphasized in Paris.
  • Similarly, long-term strategies for low carbon emissions have been prepared in the framework of India's entitlement to an equitable contribution to the global carbon budget.
  • It is a practice that implements India's call for “climate justice”. This is important to ensure that there are no disruptions in realizing India's vision of rapid growth and economic transformation, while protecting the environment.
  • India's vision for environmental lifestyle (LIFE) is a paradigm shift from thoughtless, destructive, consumption to thoughtful, on-demand use and long-term strategies for low carbon emissions across the world.
