• முன் கற்றல் அங்கீகாரம் (RPL) என்பது பிரதான் மந்திரி கௌஷல் விகாஸ் யோஜனா (PMKVY) திட்டத்தின் ஒரு அங்கமாகும், இதில் முன் கற்றல் அனுபவம் அல்லது திறன்களைக் கொண்ட நபர்கள் மதிப்பீடு செய்யப்பட்டு சான்றளிக்கப்படுகிறார்கள்.
• திறன் மேம்பாடு மற்றும் தொழில்முனைவோர் அமைச்சகம் (MSDE) 2015 ஆம் ஆண்டில் பிரதான் மந்திரி கௌஷல் விகாஸ் யோஜனா (PMKVY) ஐ அறிமுகப்படுத்தியது. இந்தத் திட்டம் 2016 ஆம் ஆண்டில் மேலும் நீட்டிக்கப்பட்டது. 
• இந்தத் திறன் சான்றளிப்புத் திட்டத்தின் நோக்கம் ஏராளமான இந்திய இளைஞர்களுக்கு உதவுவதாகும். சிறந்த வாழ்வாதாரத்தைப் பாதுகாப்பதில் அவர்களுக்கு உதவும் தொழில் சார்ந்த திறன் பயிற்சிகளை மேற்கொள்வது. முன் கற்றல் அங்கீகாரம் (RPL) PMKVY திட்டத்தின் ஒரு அங்கமாகும். 
• முன் கற்றல் அங்கீகாரம் (RPL) என்பது ஒரு நபரின் தற்போதைய திறன் தொகுப்புகள், அறிவு மற்றும் முறையான, முறைசாரா அல்லது முறைசாரா கற்றல் மூலம் பெறப்பட்ட அனுபவத்தை மதிப்பிடுவதற்குப் பயன்படுத்தப்படும் ஒரு மதிப்பீட்டு செயல்முறையாகும்.

RPL இன் குறிப்பிடத்தக்க அம்சங்கள்

• RPL திட்டத்தில் பங்கேற்பதற்காக ஒரு வேட்பாளரிடம் இருந்து கட்டணம் வசூலிக்கப்படுவதில்லை
• ஒரு முறையான அமைப்பிற்கு வெளியே பெற்ற கற்றலின் மதிப்பை RPL அங்கீகரிக்கிறது மற்றும் ஒரு தனிநபரின் திறன்களுக்கு அரசாங்க சான்றிதழை வழங்குகிறது
• வெற்றிகரமாக சான்றளிக்கப்பட்ட ஒவ்வொரு வேட்பாளரும் 500 ரூபாய் பெறுகிறார்கள்
• டிஜிட்டல் மற்றும் நிதி கல்வியறிவு பற்றிய கருத்துகளை வேட்பாளர் பெறுகிறார்
• விண்ணப்பதாரர் மூன்று வருடங்களுக்கான விபத்துக் காப்பீட்டுத் தொகையை இலவசமாகப் பெறுகிறார்

நோக்கங்கள்

• இது நாட்டின் ஒழுங்குபடுத்தப்படாத பணியாளர்களின் திறன்களை தரப்படுத்தப்பட்ட தேசிய திறன் தகுதிக் கட்டமைப்பிற்கு (NSQF) சீரமைப்பதை நோக்கமாகக் கொண்டுள்ளது.
• ஒரு தனிநபரின் வேலை வாய்ப்புகளை மேம்படுத்துவதுடன் உயர்கல்விக்கான மாற்று வழிகளையும் வழங்குதல்.
• சில வகையான அறிவை மற்றவர்களை விட சலுகை செய்வதன் அடிப்படையில் ஏற்றத்தாழ்வுகளைக் குறைப்பதற்கான வாய்ப்புகளை வழங்குதல்.

• Recognition of Prior Learning (RPL) is a component of Pradhan Mantri Kaushal Vikas Yojana (PMKVY) Scheme in which individuals with prior learning experience or skills are assessed and certified.
• The Ministry of Skill Development and Entrepreneurship (MSDE) launched Pradhan Mantri Kaushal Vikas Yojana (PMKVY) in the year 2015. This Scheme was further extended in the year 2016. The objective of this Skill Certification Scheme was to enable a large number of Indian youth to take up industry-relevant skill training that will help them in securing a better livelihood. 
• Recognition of Prior Learning (RPL) is a component of PMKVY Scheme. Recognition of Prior Learning (RPL) largely refers to an assessment process used to evaluate a person's existing skill sets, knowledge and experience gained either by formal, non-formal or informal learning.

Significant Features of RPL

• No fee is charged from a candidate for participating in the RPL program
• RPL recognizes the value of learning acquired outside a formal setting and provides a government certificate for an individual’s skills
• Every successfully certified candidate receives INR 500
• Candidate receive exposure to concepts of digital and financial literacy
• Candidate receive an accidental insurance coverage for three years at free of cost

Objectives

• It aims to align the competencies of the unregulated workforce of the country to the standardized National Skills Qualification Framework (NSQF).
• To enhance the employability opportunities of an individual as well as provide alternative routes to higher education.
• To provide opportunities for reducing inequalities based on privileging certain forms of knowledge over others.
