• ராஷ்ட்ரிய வயோஸ்ரீ யோஜனா என்பது பிபிஎல் பிரிவைச் சேர்ந்த மூத்த குடிமக்களுக்கு உடல் உதவிகள் மற்றும் உதவி-வாழ்க்கை சாதனங்களை வழங்குவதற்கான திட்டமாகும். இது மத்திய அரசின் முழு நிதியுதவியுடன் கூடிய மத்திய துறை திட்டமாகும். 
• இத்திட்டத்தை செயல்படுத்துவதற்கான செலவினம், "மூத்த குடிமக்கள் நல நிதியில்" இருந்து மேற்கொள்ளப்படுகிறது. 
• சமூக நீதி மற்றும் அதிகாரமளித்தல் அமைச்சகத்தின் கீழ் உள்ள பொதுத்துறை நிறுவனமான செயற்கை மூட்டுகள் உற்பத்திக் கழகம் (ALIMCO) மூலம் இந்தத் திட்டம் செயல்படுத்தப்படுகிறது.

திட்டத்தின் முக்கியத்துவம்

• 2011 மக்கள் தொகை கணக்கெடுப்பின்படி, இந்தியாவில் மூத்த குடிமக்களின் மக்கள் தொகை 10.38 கோடி. 
• மூத்த குடிமக்களின் மக்கள் தொகையில் 70% க்கும் அதிகமானோர் நாட்டின் கிராமப்புறங்களில் வாழ்கின்றனர். மூத்த குடிமக்களில் கணிசமான சதவீதம் (5.2%) முதுமை தொடர்பான சில வகையான குறைபாடுகளால் பாதிக்கப்படுகின்றனர். 
• 2026 ஆம் ஆண்டுக்குள் முதியோர்களின் எண்ணிக்கை சுமார் 173 மில்லியனாக அதிகரிக்கும் என்று கணிப்புகள் தெரிவிக்கின்றன.
• எனவே, பிபிஎல் பிரிவைச் சேர்ந்த, வயது தொடர்பான குறைபாடுகள் / குறைபாடுகளால் பாதிக்கப்பட்ட மூத்த குடிமக்களுக்கு உடல் உதவிகள் மற்றும் உதவி வாழ்க்கை சாதனங்களை வழங்க மத்தியத் துறைத் திட்டத்தை அரசாங்கம் வகுத்துள்ளது.

கால அளவு

• திட்டத்தின் காலம் 3 வருடங்கள் அதாவது. 2019-20 வரை.

தகுதி

• மூத்த குடிமக்கள், பிபிஎல் பிரிவைச் சேர்ந்தவர்கள் மற்றும் வயது தொடர்பான ஊனம்/உடல்நலம் ஆகியவற்றால் பாதிக்கப்பட்டவர்கள். குறைந்த பார்வை, செவித்திறன் குறைபாடு, பற்கள் இழப்பு மற்றும் லோகோமோட்டார் இயலாமை போன்ற உதவி-வாழ்க்கை சாதனங்கள் வழங்கப்படும், 
• இது அவர்களின் உடல் செயல்பாடுகளில் இயல்பு நிலைக்கு மீட்டெடுக்க முடியும், வெளிப்படும் இயலாமை/இயலாமை ஆகியவற்றைக் கடக்கும். இத்திட்டத்தின் மூலம் நாடு முழுவதும் உள்ள 5,20,000 மூத்த குடிமக்கள் பயனடைவார்கள் என எதிர்பார்க்கப்படுகிறது.

திட்டத்தின் முக்கிய அம்சங்கள்

• தகுதியுள்ள மூத்த குடிமக்களிடையே வெளிப்படும் இயலாமை/இயலாமையின் அளவைப் பொருத்து, சாதனங்களின் விலையில்லா விநியோகம்.
• ஒரே நபரில் பல குறைபாடுகள் / குறைபாடுகள் வெளிப்பட்டால், ஒவ்வொரு ஊனம்/குறைபாடு குறித்தும் உதவி சாதனங்கள் வழங்கப்படும்.
• ALIMCO உதவிகள் மற்றும் வாழ்க்கை சாதனங்களை ஒரு வருட இலவச பராமரிப்பை மேற்கொள்ளும்.
• ஒவ்வொரு மாவட்டத்திலும் உள்ள பயனாளிகள் துணை ஆணையர்/மாவட்ட ஆட்சியர் தலைமையிலான குழு மூலம் மாநில அரசுகள்/யூனியன் பிரதேச நிர்வாகங்களால் அடையாளம் காணப்படுவார்கள்.
• முடிந்தவரை, ஒவ்வொரு மாவட்டத்திலும் 30% பயனாளிகள் பெண்களாக இருக்க வேண்டும்.
• மாநில அரசு/யூடி நிர்வாகம்/மாவட்ட அளவிலான குழு, என்எஸ்ஏபி அல்லது மாநிலம்/யூடியின் வேறு ஏதேனும் திட்டத்தின் கீழ் முதியோர் ஓய்வூதியம் பெறும் பிபிஎல் பயனாளிகளின் தரவையும் பிபிஎல் வகையைச் சேர்ந்த மூத்த குடிமக்களை அடையாளம் காண பயன்படுத்த முடியும்.
• சாதனங்கள் முகாம் முறையில் விநியோகிக்கப்படும்

ENGLISH

• Rashtriya Vayoshri Yojana is scheme for providing Physical Aids and Assisted-living Devices for Senior citizens belonging to BPL category. This is a Central Sector Scheme, fully funded by the Central Government. 
• The expenditure for implementation of the scheme is being met from the "Senior Citizens' Welfare Fund". The Scheme is being implemented by the Artificial Limbs Manufacturing Corporation (ALIMCO), a PSU under the Ministry of Social Justice and Empowerment.

Importance of the scheme

• As per the Census figures of 2011, the population of senior citizens in India is 10.38 crore. More than 70% of the population of senior citizens live in rural areas of the country. 
• A sizeable percentage (5.2%) of the senior citizens suffers from some sort of disabilities related to old age. 
• Projections indicate that the number of elderly population will increase to around 173 million by 2026.
• The Government has hence devised the Central Sector Scheme to provide Physical aids and Assisted Living Devices for such senior citizens suffering from age related disabilities/ infirmities, who belong to BPL category.

Duration

• The Scheme duration is for period of the 3 years ie. upto 2019-20.

Eligibility

• Senior Citizens, belonging to BPL category and suffering from any of the age related disability/infirmity viz. 
• Low vision, Hearing impairment, Loss of teeth and Locomotor disability will be provided with such assisted-living devices which can restore near normalcy in their bodily functions, overcoming the disability/infirmity manifested. The Scheme is expected to benefit 5,20,000 Senior Citizens across the country.

Salient features of the scheme

• Free of cost distribution of the devices, commensurate with the extent of disability/infirmity that is manifested among the eligible senior citizens.
• In case of multiple disabilities/infirmities manifested in the same person, the assistive devices will be given in respect of each disability/impairment.
• ALIMCO will undertake one year free maintenance of the aids & assisted living devices.
• Beneficiaries in each district will be identified by the State Governments/UT Administrations through a Committee chaired by the Deputy Commissioner/District Collector.
• As far as possible, 30% of the beneficiaries in each district shall be women.
• The State Government/UT Administration/District Level Committee can also utilize the data of BPL beneficiaries receiving Old Age Pension under the NSAP or any other Scheme of the State/UT for identification of senior citizens belonging to BPL category.
• The devices will be distributed in Camp mode
