தேசிய நகர்ப்புற சுகாதார பணி / NATIONAL URBAN HEALTH MISSION (NUHM)

• தேசிய சுகாதார இயக்கத்தின் (NHM) துணைப் பணியாக தேசிய நகர்ப்புற சுகாதாரத் திட்டம் (NUHM) 1 மே 2013 அன்று அமைச்சரவையால் அங்கீகரிக்கப்பட்டது.
• NUHM ஆனது நகர்ப்புற ஏழைகளை மையமாகக் கொண்டு நகர்ப்புற மக்களின் சுகாதாரத் தேவைகளைப் பூர்த்தி செய்வதன் மூலம், அவர்களுக்கு அத்தியாவசிய ஆரம்ப சுகாதார சேவைகளை வழங்குவதன் மூலமும், சிகிச்சைக்கான பாக்கெட் செலவினங்களைக் குறைப்பதன் மூலமும் திட்டமிடுகிறது. 
• தற்போதுள்ள சுகாதார சேவை வழங்கல் முறையை வலுப்படுத்துவதன் மூலமும், குடிசைப் பகுதிகளில் வாழும் மக்களை இலக்காகக் கொண்டும், நகர்ப்புற வளர்ச்சி அமைச்சகங்களால் செயல்படுத்தப்படும் குடிநீர், சுகாதாரம், பள்ளிக் கல்வி போன்ற பல்வேறு சுகாதாரத் திட்டங்களைச் செயல்படுத்துவதன் மூலமும் இது அடையப்படும். வீட்டுவசதி மற்றும் நகர்ப்புற வறுமை ஒழிப்பு, மனித வள மேம்பாடு மற்றும் பெண்கள் மற்றும் குழந்தைகள் மேம்பாடு.
• NUHM ஆனது நகர்ப்புற மக்களின் சுகாதார நிலையை மேம்படுத்த முயல்கிறது, குறிப்பாக குடிசைவாசிகள் மற்றும் பிற பாதிக்கப்படக்கூடிய பிரிவினர் தரமான ஆரம்ப சுகாதார பராமரிப்புக்கான அணுகலை எளிதாக்குவதன் மூலம். 
• NUHM அனைத்து மாநில தலைநகரங்கள், மாவட்டத் தலைமையகம் மற்றும் 50,000 மற்றும் அதற்கு மேற்பட்ட மக்கள்தொகை கொண்ட பிற நகரங்கள்/நகரங்களை (மக்கள் தொகை கணக்கெடுப்பு 2011 இன் படி) படிப்படியாக உள்ளடக்கும். 50,000 க்கும் குறைவான மக்கள்தொகை கொண்ட நகரங்கள் மற்றும் நகரங்கள் NRHM இன் கீழ் வரும்.

NUHM இலக்குகள்

• நகர்ப்புற ஏழைகள் மற்றும் பிற பாதிக்கப்படக்கூடிய பிரிவினரின் பல்வேறு சுகாதாரப் பாதுகாப்புத் தேவைகளைப் பூர்த்தி செய்ய நகர அடிப்படையிலான நகர்ப்புற சுகாதார அமைப்பு தேவை.
• வேகமாக வளர்ந்து வரும் நகர்ப்புற மக்கள்தொகையின் சுகாதாரம் தொடர்பான சவால்களை எதிர்கொள்ள நிறுவன பொறிமுறை மற்றும் மேலாண்மை அமைப்புகள்.
• சுகாதார நடவடிக்கைகளைத் திட்டமிடுதல், செயல்படுத்துதல் மற்றும் கண்காணித்தல் ஆகியவற்றில் அதிக முனைப்பான ஈடுபாட்டிற்காக சமூகம் மற்றும் உள்ளாட்சி அமைப்புகளுடன் கூட்டு.
• நகர்ப்புற ஏழைகளுக்கு அத்தியாவசிய ஆரம்ப சுகாதார சேவைகளை வழங்குவதற்கான ஆதாரங்கள் கிடைக்கும்.
• தன்னார்வ தொண்டு நிறுவனங்களுடனான கூட்டாண்மை, லாபத்திற்காகவே தவிர, சுகாதார சேவை வழங்குநர்கள் மற்றும் பிற பங்குதாரர்களுக்காக அல்ல.
• NUHM அனைத்து மாநிலத் தலைநகரங்கள், மாவட்டத் தலைமையகம் மற்றும் 50000க்கும் அதிகமான மக்கள்தொகை கொண்ட நகரங்கள்/நகரங்களை உள்ளடக்கும். 
• இது முதன்மையாக குடிசைவாசிகள் மற்றும் ரிக்‌ஷா இழுப்பவர்கள், தெருவோர வியாபாரிகள், இரயில்வே மற்றும் பேருந்து நிலைய கூலியாட்கள், வீடற்ற மக்கள், தெருக் குழந்தைகள் போன்ற பிற விளிம்புநிலைக் குழுக்களுக்கு கவனம் செலுத்தும், கட்டுமான தள தொழிலாளர்கள்.

நிதியளிப்பு முறை

• சிக்கிம் உள்ளிட்ட வடகிழக்கு மாநிலங்கள் மற்றும் பிற சிறப்பு வகை மாநிலங்களான ஜம்மு & காஷ்மீர், இமாச்சலப் பிரதேசம் மற்றும் உத்தரகண்ட் தவிர அனைத்து மாநிலங்களுக்கும் மத்திய-மாநில நிதி முறை 75:25 ஆக இருக்கும். 
• இவற்றுக்கு மத்திய-மாநில நிதி முறை 90:10 ஆக இருக்கும். 
• .மாநிலங்களால் அனுப்பப்படும் திட்ட அமலாக்கத் திட்டங்கள் (PIPs) அமைச்சகத்தால் தெரிவிக்கப்பட்டு அங்கீகரிக்கப்படுகின்றன.

ENGLISH

• The National Urban Health Mission (NUHM) as a sub-mission of National Health Mission (NHM) has been approved by the Cabinet on 1st May 2013.
• NUHM envisages to meet health care needs of the urban population with the focus on urban poor, by making available to them essential primary health care services and reducing their out of pocket expenses for treatment. 
• This will be achieved by strengthening the existing health care service delivery system, targeting the people living in slums and converging with various schemes relating to wider determinants of health like drinking water, sanitation, school education, etc. implemented by the Ministries of Urban Development, Housing & Urban Poverty Alleviation, Human Resource Development and Women & Child Development.
• NUHM seeks to improve the health status of the urban population particularly slum dwellers and other vulnerable sections by facilitating their access to quality primary health care. 
• NUHM would cover all state capitals, district headquarters and other cities/towns with a population of 50,000 and above (as per census 2011) in a phased manner. Cities and towns with population below 50,000 will be covered under NRHM.

NUHM Goals

• Need based city specific urban health care system to meet the diverse health care needs of the urban poor and other vulnerable sections.
• Institutional mechanism and management systems to meet the health-related challenges of a rapidly growing urban population.
• Partnership with community and local bodies for a more proactive involvement in planning, implementation, and monitoring of health activities.
• Availability of resources for providing essential primary health care to urban poor.
• Partnerships with NGOs, for profit and not for profit health service providers and other stakeholders.

NUHM Cover

• NUHM would cover all State capitals, district headquarters and cities/towns with a population of more than 50000. It would primarily focus on slum dwellers and other marginalized groups like rickshaw pullers, street vendors, railway and bus station coolies, homeless people, street children, construction site workers.

Funding Pattern

• The centre-state funding pattern will be 75:25 for all the States except North-Eastern states including Sikkim and other special category states of Jammu & Kashmir, Himachal Pradesh and Uttarakhand, for whom the centre-state funding pattern will be 90:10.
• The Programme Implementation Plans (PIPs) sent by the by the states are apprised and approved by the Ministry.
