• பெண்கள் மற்றும் குழந்தைகள் மேம்பாட்டு அமைச்சகம், குழந்தைகள் நலன் மற்றும் மறுவாழ்வுக்காக 2009-10 முதல் மத்திய நிதியுதவி திட்டமான “மிஷன் வாத்சல்யா” குழந்தை பாதுகாப்பு சேவைகள் (CPS) திட்டத்தை செயல்படுத்தி வருகிறது.
• 2009-10க்கு முன், அமைச்சகத்தின் கீழ் மூன்று திட்டங்கள் செயல்படுத்தப்பட்டன.
• பராமரிப்பு மற்றும் பாதுகாப்பு தேவைப்படும் குழந்தைகள் மற்றும் சட்டத்துடன் முரண்படும் குழந்தைகளுக்கான சிறார் நீதிக்கான திட்டம்;
• தெருவோர குழந்தைகளுக்கான ஒருங்கிணைந்த திட்டம்; மற்றும் குழந்தைகளுக்கான வீடுகளுக்கான உதவித் திட்டம் (ஷிஷு கிரே).
• மூன்று திட்டங்களும் ஒருங்கிணைந்த குழந்தைகள் பாதுகாப்புத் திட்டம் (ICPS) என்ற ஒற்றை மைய நிதியுதவி திட்டத்தில் இணைக்கப்பட்டன. ICPS 2009-2010 முதல் அமைச்சகத்தால் செயல்படுத்தப்பட்டது. இந்தத் திட்டம் 2017 இல் "குழந்தைகள் பாதுகாப்பு சேவைகள்" திட்டம் என மறுபெயரிடப்பட்டது. CPS திட்டம் இப்போது உள்ளது. 
• 2021-22 முதல் மிஷன் வாத்சல்யாவின் கீழ் இணைக்கப்பட்டது.

பார்வை

• இந்தியாவில் உள்ள ஒவ்வொரு குழந்தைக்கும் ஆரோக்கியமான மற்றும் மகிழ்ச்சியான குழந்தைப் பருவத்தைப் பாதுகாக்க, அவர்களின் முழுத் திறனைக் கண்டறிந்து அவர்களுக்கு உதவுவதற்கான வாய்ப்புகளை உறுதிப்படுத்தவும்.
• எல்லா வகையிலும், ஒரு நிலையான முறையில் செழித்தோங்குகிறது. மிஷன் வத்சல்யா, குழந்தைகளை நிறுவனமயமாக்குதல் என்ற கொள்கையின் அடிப்படையில், கடினமான சூழ்நிலைகளில் குழந்தைகளின் குடும்ப அடிப்படையிலான நிறுவன சாராத பராமரிப்பை கடைசி முயற்சியாக ஊக்குவிக்கிறது.

நோக்கங்கள்

• மிஷனின் கீழ் எடுக்கப்படும் அனைத்து செயல்பாடுகள் மற்றும் நடவடிக்கைகளின் போது குழந்தையின் மையத்தன்மையை வைத்து நிர்வாக திட்டத்தில் குழந்தைகளுக்கு முன்னுரிமை அளித்தல்.
• திட்டங்கள் மற்றும் திட்டங்களை வடிவமைத்தல் அல்லது வழங்குதல் மற்றும் குடும்பங்களை ஆதரிப்பதற்காக வலுவான சமூக பாதுகாப்பு வலையுடன் மகிழ்ச்சியான குடும்பச் சூழலில் வளருவதற்கான உரிமையை உறுதிசெய்ய உறுதியான நடவடிக்கை எடுப்பதன் மூலம் குழந்தையின் சிறந்த ஆர்வம்.
• உயிர்வாழ்தல், மேம்பாடு, பாதுகாப்பு மற்றும் பங்கேற்புக்கான குழந்தைகளின் உரிமையை உறுதி செய்தல்.
• அத்தியாவசிய சேவைகளை நிறுவுதல் மற்றும் அவசரகால சேவைகளை வலுப்படுத்துதல், குடும்பம் மற்றும் சமூகத்திற்குள் நிறுவன சாராத பராமரிப்பு மற்றும் நிறுவன பராமரிப்பு
• தேசிய, பிராந்திய, மாநில மற்றும் மாவட்ட அளவில் ஆலோசனை மற்றும் ஆதரவு சேவைகள்.
• அனைத்து மட்டங்களிலும் பொருத்தமான துறைகளுக்கு இடையேயான பதிலை உறுதி செய்ய, தடையின்றி ஒன்றிணைந்த முயற்சிகளை ஊக்குவிக்க அனைத்து தொடர்புடைய அமைப்புகளுடனும் ஒருங்கிணைத்து நெட்வொர்க் குழந்தைகளுக்கு சேவை வழங்குதல்.
• குடும்பம் மற்றும் சமூக மட்டத்தில் குழந்தைப் பாதுகாப்பை வலுப்படுத்துதல், குழந்தைகளைப் பாதிக்கும் அபாயங்கள் மற்றும் பாதிப்புகளைக் கண்டறிய குடும்பங்கள் மற்றும் சமூகங்களைச் சித்தப்படுத்துதல், உருவாக்குதல்
• பாதிப்பு, ஆபத்து மற்றும் துஷ்பிரயோகம் போன்ற சூழ்நிலைகளில் இருந்து குழந்தைகளைப் பாதுகாப்பதற்கான தடுப்பு நடவடிக்கைகளை ஊக்குவிக்கவும்.
• சட்டத்தின் கட்டமைப்பிற்குள் குழந்தைகளை ஆதரிக்க தனியார் துறை கூட்டாண்மை மற்றும் தலையீடுகளை ஊக்குவிக்கவும்.
• பொது விழிப்புணர்வை ஏற்படுத்துதல், குழந்தை உரிமைகள், பாதிப்புகள் மற்றும் அரசாங்கத்தால் வழங்கப்படும் பாதுகாப்பிற்கான நடவடிக்கைகள் குறித்து பொதுமக்களுக்கு கல்வி கற்பித்தல் மற்றும் குழந்தைகளின் சிறந்த நலனை உறுதி செய்வதில் பங்குதாரர்களாக அனைத்து மட்டங்களிலும் சமூகத்தை ஈடுபடுத்துதல்.

ENGLISH

• The Ministry of Women and Child Development is implementing a Centrally Sponsored Scheme “Mission Vatsalya” erstwhile Child Protection Services (CPS) Scheme, since 2009-10 for the welfare and rehabilitation of children.
• Prior to 2009-10, there were three schemes being implemented under the Ministry namely,
• Programme for Juvenile Justice for Children in need of care and protection, and Children in conflict with Law;
• Integrated Programme for street children; and Scheme for assistance to homes for children (Shishu Greh).
• All the three schemes were incorporated in a single centrally sponsored scheme called the Integrated Child Protection Scheme (ICPS). The ICPS was implemented by the Ministry since 2009-2010. The scheme was then renamed as “Child Protection Services” Scheme in 2017. The CPS Scheme has been now subsumed under Mission Vatsalya from 2021-22 onwards.

Vision

• To secure a healthy & happy childhood for each and every child in India, ensure opportunities to enable them to discover their full potential and assist them in
• flourishing in all respects, in a sustained manner. Mission Vatsalya promotes family- based non-institutional care of children in difficult circumstances based on the principle of institutionalization of children as a measure of last resort.

Objectives

• Prioritisation of children in the scheme of Administration keeping Centrality of the Child during all the activities and actions taken under the Mission.
• Best interest of the Child while designing or delivering projects and programmes and to take affirmative action to ensure right to grow in happy family environment with strong social safety net to support families.
• Ensuring Children’s right to Survival, Development, Protection and Participation.
• To establish essential services and strengthen emergency outreach, non- institutional care within the family and community, and institutional care
• counselling and support services at the national, regional, state and district levels.
• To ensure appropriate inter-sector response at all levels, coordinate and network with all allied systems to promote convergent efforts for seamless service delivery to children.
• To strengthen child protection at family and community level, equip families and communities to identify risks and vulnerabilities affecting children, create
• and promote preventive measures to protect children from situations of vulnerability, risk and abuse.
• Encourage private sector partnerships and interventions to support children within the framework of law.
• Raise public awareness, educate public about child rights, vulnerabilities and measures for protection sponsored by government and engage community at all levels as stakeholder in ensuring the best interest of children.
• To build capacities of duty holders & service providers at all levels.
• Monitor progress on objective parameters against well-defined Outputs and Outcomes, and
• Participation of Panchayats and Municipal Local Bodies at the village level and at the ward and the urban cluster level within the urban municipal ward, for sustained assessment of the issues deserving attention, implementation of appropriate interventions, regular monitoring to develop a robust social safety net for children.
