  • நாட்டிலுள்ள தாழ்த்தப்பட்ட சாதியினர் ஆதிக்கம் செலுத்தும் கிராமங்களின் ஒருங்கிணைந்த வளர்ச்சிக்காக பிரதான்மந்திரி ஆதர்ஷ் கிராம் யோஜனா (PMAGY) என்ற புதிய திட்டத்தை ஜூலை 2009 இல் அரசாங்கம் அறிமுகப்படுத்தியுள்ளது.
  • சுமார் 44,000 கிராமங்களில் 50 சதவீதத்திற்கு மேல் தாழ்த்தப்பட்ட சாதியினரின் மக்கள் தொகை உள்ளது. PMAGY என்ற புதிய திட்டம் இந்த ஆண்டு இதுபோன்ற 1000 கிராமங்களில் சோதனை அடிப்படையில் தொடங்கப்படும் என்று ஸ்ரீ முகர்ஜி கூறினார். இத்திட்டத்திற்கு ரூ.100 கோடி ஒதுக்கீடு செய்யப்பட்டுள்ளது என்றார்.
  • இத்திட்டத்தின் கீழ், ஒவ்வொரு கிராமமும், ஊரக வளர்ச்சி மற்றும் வறுமை ஒழிப்புத் திட்டங்களின் கீழ் ஒதுக்கப்பட்ட நிதிக்கு மேல் ரூ.10 லட்சம் இடைவெளி நிதியைப் பெற முடியும். பைலட் கட்டத்தை வெற்றிகரமாக செயல்படுத்தினால், வரும் ஆண்டுகளில் PMAGY நீட்டிக்கப்படும்.
"ஆதர்ஷ் கிராம்" (மாதிரி கிராமம்) பற்றிய பார்வை
  • ஒரு மாதிரி கிராமம் என்பது போதுமான பௌதீக மற்றும் நிறுவன உள்கட்டமைப்பைக் கொண்டதாகும், இதில் சமூகத்தின் அனைத்துப் பிரிவினரின் குறைந்தபட்சத் தேவைகள் முழுமையாக பூர்த்தி செய்யப்படுகின்றன; 
  • அவர்கள் ஒருவருக்கொருவர் இணக்கமாக வாழ்கிறார்கள், அதே போல் சுற்றுச்சூழலுடனும், முற்போக்கான மற்றும் ஆற்றல்மிக்க ஒரு கிராமம். இந்த கிராமங்கள் கண்ணியமாக வாழ்வதற்குத் தேவையான அனைத்து வசதிகளையும் உள்ளடக்கியதாக இருக்க வேண்டும், 
  • அதன் மூலம் அனைத்து குடியிருப்பாளர்களும் தங்கள் திறனை முழுமையாகப் பயன்படுத்திக்கொள்ளும் சூழலை உருவாக்க வேண்டும்.
குறிக்கோள்
  • அவர்கள் தங்கள் சமூக-பொருளாதார வளர்ச்சிக்கு தேவையான அனைத்து உடல் மற்றும் சமூக உள்கட்டமைப்பைக் கொண்டுள்ளனர், மேலும் ஒரு ஆதர்ஷ் கிராமின் பார்வையில் குறிப்பிடப்பட்டுள்ள விதிமுறைகளை அதிகபட்சமாக முடிந்தவரை திருப்திப்படுத்துகிறார்கள்.
  • பொதுவான சமூக-பொருளாதார குறிகாட்டிகளின் அடிப்படையில் SC மற்றும் SC அல்லாத மக்களிடையே உள்ள வேறுபாடு (எ.கா. கல்வியறிவு விகிதம், தொடக்கக் கல்வியின் நிறைவு விகிதம், IMR/MMR, உற்பத்தி சொத்துக்களின் உரிமை போன்றவை) நீக்கப்பட்டு, குறிகாட்டிகள் குறைந்தபட்சம் உயர்த்தப்படுகின்றன. தேசிய சராசரி நிலை, மற்றும்
  • அனைத்து பிபிஎல் குடும்பங்கள், குறிப்பாக SC களைச் சேர்ந்தவர்கள், உணவு மற்றும் வாழ்வாதாரப் பாதுகாப்பைக் கொண்டுள்ளனர், மேலும் வறுமைக் கோட்டைக் கடந்து போதுமான வாழ்வாதாரத்தைப் பெற இயலும்.
  • அனைத்து குழந்தைகளும் குறைந்தபட்சம் எட்டு ஆண்டுகள் கல்வியை முடிக்கிறார்கள்
  • குறிப்பாக குழந்தைகள் மற்றும் பெண்களிடையே ஊட்டச்சத்தின்மை நிகழ்வுகள் அகற்றப்படுகின்றன.
  • பெண்கள்/பெண்களுக்கு எதிரான பாகுபாடு, மது மற்றும் போதைப்பொருள் (போதை போதைப்பொருள்) துஷ்பிரயோகம் போன்ற பிற சமூகத் தீமைகள் போன்ற தீண்டாமை, பாகுபாடு, பிரிவினை மற்றும் SC களுக்கு எதிரான கொடுமைகள் அகற்றப்பட்டு, சமூகத்தின் அனைத்துப் பிரிவினரும் கண்ணியத்துடனும் சமத்துவத்துடனும் வாழ முடியும். 
செயல்படுத்தல்
  • இத்திட்டம் இந்திய அரசின் சமூக நீதி மற்றும் அதிகாரமளித்தல் அமைச்சகத்தால் செயல்படுத்தப்படுகிறது. கவனம் செலுத்துவதை உறுதி செய்வதற்காக, தேர்ந்தெடுக்கப்பட்ட மாநிலங்கள் அதே அல்லது 2-3 அடுத்தடுத்த மாவட்டங்களில் இருந்து கிராமங்களைத் தேர்ந்தெடுத்து மிகவும் பின்தங்கிய மாவட்டங்களுக்கு முன்னுரிமை அளிக்க வேண்டும். கிராமங்களின் வளர்ச்சி உறுதி செய்யப்பட வேண்டும்:
  • மத்திய மற்றும் மாநில அரசுகளின் தற்போதைய திட்டங்களை ஒருங்கிணைத்து செயல்படுத்துதல், மற்றும்
  • மேற்கூறியவற்றின் கீழ் ஈடுசெய்ய முடியாத பணிகள், "இடைவெளி நிரப்புதல்" நிதியை வழங்குவதன் மூலம் மேற்கொள்ளப்படும், இதற்காக மத்திய உதவி @ ரூ. ஒரு கிராமத்திற்கு 10 லட்சம் ரூபாய் என திருத்தப்பட்டது. 
  • ஒரு கிராமத்திற்கு சராசரியாக 20 லட்சம் w.e.f. செப். 2011, மாநில அரசும் பொருத்தமான, முன்னுரிமை பொருந்திய பங்களிப்பைச் செய்யும் என எதிர்பார்க்கப்படுகிறது.
ENGLISH
  • The Government has launched a new scheme on July, 2009, called Pradhanmantri Adarsh Gram Yojana (PMAGY) for the integrated development of scheduled castes dominated villages in the country. 
  • There are about 44,000 villages in which the population of scheduled castes is above 50 per cent. Shri Mukherjee said that the new scheme PMAGY will be launched this year on a pilot basis in 1000 such villages. 
  • An amount of Rs.100 crore has been allocated for this Scheme, he added. 
  • Under this Scheme, each village would be able to avail gap funding of Rs.10 lakh over and above the allocations under Rural Development and Poverty Alleviation Schemes. On successful implementation of the pilot phase, the PMAGY would be extended in coming years.
Vision of an “Adarsh Gram” (Model Village)
  • A Model village is one which has adequate physical and institutional infrastructure, in which minimum needs of all sections of the society are fully met; they live in harmony with each other, as also with the environment, and a village which is progressive and dynamic. 
  • These villages should be covered with all the facilities necessary for dignified living, creating thereby an environment in which all its residents are enabled to utilise their potential to the fullest.
Objective
  • They have all requisite physical and social infrastructure for their socio-economic development, and satisfy the norms mentioned in the vision of an adarsh gram to the maximum possible extent.
  • Disparity between SC and non-SC population in terms of common socio- economic indicators (e.g. literacy rate, completion rate of elementary education, IMR/MMR, ownership of productive assets, etc.) is eliminated, the indicators are raised to at least the level of the national average, and
  • All BPL families, especially those belonging to SCs, have food and livelihood security, and are enabled to cross the poverty line and earn an adequate livelihood
  • All children complete at least eight years of education, and
  • Incidence of malnutrition, especially among children and women, is eliminated.
  • Untouchability, discrimination, segregation, and atrocities against SCs are eliminated, as are other social evils like discrimination against girls/women,alcoholism and substance (drugs) abuse, etc., and all sections of society are able to live with dignity and equality, and in harmony with others.
Implementation
  • The scheme is being implemented by the Ministry of Social Justice and Empowerment, Government of India. 
  • To ensure focused attention, the selected States are to select villages from same, or 2-3 contiguous districts and give preference to the more backward districts. The development of the villages has to be ensured through:
  • Convergent implementation of existing Schemes of the Centre and State Governments, 
  • The works which could not be covered under the above, to be taken up through provision of "gap-filling" funds for which central assistance is provided @ Rs. 10 lakh per village revised to Rs. 20 lakhs per village at an average w.e.f. Sep. 2011, with State Government also expected to make a suitable, preferably matching, contribution.
